MINUTES OF THE PLANNING MEETING HELD IN THE BLUE HAVEN CLUB, SENNEN, ON FRIDAY 4TH APRIL 2008 AT 7.30PM.

PRESENT Councillors A Semmens (Chairman), D Angove, B Andrews, C Angove, M Gwennap, P Shannon and Mrs J Barker.

ALSO PRESENT Ward County Councillor Miss Sandy Angove, Ward District Councillor Bill Maddern, Mrs L Double (“Cornishman” correspondent) and five members of the public.

177. APOLOGIES FOR ABSENCE Apologies for absence were received from Councillors T Gwennap, Z Nicholas and A Tonkin.

178. TO RECEIVE DECLARATIONS OF INTEREST Councillors J Barker and P Shannon declared prejudicial interest in Planning Application No 08‐0374‐P and left the room during the discussion. Councillor Semmens, as Chairman of the District Council Planning Committee, advised that he would take no part in the discussion or resolution relating to any application but would remain to hear the comments of councillors.

179. POLICE MATTERS Neighbourhood Beat Manager, PC Dan Care, informed the meeting that two crimes had been reported during the period 7th March to 4th April 2008, compared with three in the same period the previous year. The crimes were intimidation of a victim of a crime that was being dealt with and an assault ABH domestic incident for which somebody had been arrested. PC Care was informed about a Transit van that kept parking in the passing space in Maria’s Lane. Members were reminded that, as of 5th May, County Council (CCC) would be responsible for monitoring and enforcing the yellow lines but that matters such as obstruction would still be handled by the police. There being no other matters, PC Care left the meeting.

180. MINUTES OF PREVIOUS MEETING The minutes of the meeting held on the 7th March 2008 having been circulated, it was resolved that they should be signed as a true and correct record.

181. REPORT OF THE CLERK a) Bus Shelter – Following a discussion about the need for a new shelter, it was resolved that the clerk should check that the grant was still available and contact Mike Peters again about the matter and then the councillors would discuss this matter again. b) MUGA – The chairman read the Heads of Terms to the meeting. It was resolved to accept them. c) Progress re Light Pole in Maria’s Lane – The chairman had spoken to Roger Merritt of Western Power Distribution (WPR) about his matter, pointing out that South West Water and WPR wanted the pole so perhaps they would like to pay for it – it was a small amount compared to the cost of the rest of the scheme but nothing had been forthcoming so far. It was resolved that the clerk should contact Mr Merritt. d) Mayon Green Scheme – Ward County Councillor Sandy Angove informed the council that CCC had altered the scheme, making a better path and a standing space for waiting for the bus. Unfortunately, this put the scheme over budget and, although money could be available from another member’s budget, it might have to go out for consultation again. It was resolved to note the position.

PLANS a) Application No 08‐0374‐P – Mr and Mrs P Dowling, Cable Cottage, Sennen Cove – Demolition of existing garage and lean to and construction of two‐storey extension on rear elevation at 2 Mayon Cottages, Sennen. It was resolved not to offer any objections. b) Application No 08‐0307‐P – J G Developments Ltd, Island View, Sea View Hill, Sennen – Change of use and conversion of bed and breakfast accommodation to form four self‐contained units. One letter of objection had been received. Concerns were raised about the future use of the property but it was resolved not to offer any objections. c) Application No 07/P/0702/F – Anthony Smart, The Blue Lagoon Fish Bar, Sennen – Construction of single storey extension to rear on upper level. It was resolved not to offer any objections. d) Application No 08‐0427‐P – Mr and Mrs J Gallagher, c/o DGA Architects, Studio Crown Reach, 149A Grosvenor Road, London – Demolition of single storey extension and construction of two storey extension on rear elevation at Pendrean, Maria’s Lane, Sennen. The clerk had been expecting an email with an objection from a neighbour but none had been arrived. It was resolved not to offer any objection.

183. DECISIONS AND APPEALS a) Application No 08‐0086‐P – Mr J Mulvany, Atlantic House, Marias Lane, Sennen – permission granted for the retention of change of use of land from agricultural to residential and construction of a summerhouse. b) Application No 07/X/0020 – Roy Curnow, 6 Poltair Terrace, Heamoor, – Certificate of Lawfulness granted for the use of the building as a dwelling at The Byre, Trevescan, Sennen. c) Application No 08‐0078‐P – Mr P Reynolds, 19 Gardens, Blackheath, London – application withdrawn re raising the ridge height to provide second storey, construction of extension on north elevation and associated works at Chy an Cargo, Sennen Cove. d) Application No 07/P/1470/F ‐ Mr K Barnes, Kwik Snax Serving Hatches, Heritage Attractions Ltd, Lands End, Sennen – permission granted for the continued use of servings hatch and retention of alterations at Lands End Gift Shop, Sennen.

184. CORRESPONDENCE There was no relevant correspondence this month.
