IN THE CHAIR: President

1. Resumption of the session

The sitting opened at 17.00.

2. Approval of the minutes of the previous sittings

Marian Harkin had been present at the sitting of 1 February 2012, but her name was not on the attendance register.

The minutes of the sittings of 1 February 2012 and 2 February 2012 were approved.

3. Composition of Parliament

The United Kingdom authorities had given notice of the election of Phil Bennion to replace Elizabeth Lynne as Member of the .

Parliament took note of this, with effect from 6 February 2012.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Phil Bennion would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

Kurt Lechner had submitted his resignation as Member of the European Parliament with effect from 17 March 2012. 1.5.2012 EN Official Journal of the European Union C 127 E/3

In accordance with Rule 4(1), Parliament had established the vacancy of his seat with effect from that date and informed the relevant national authority.

4. Appointment of Members to the Advisory Committee on the Conduct of Members

The President announced that, pursuant to Article 7 of the Code of Conduct for Members of the European Parliament with respect to financial interests and conflicts of interest (Annex I to the Rules), he had appointed the following Members to the Advisory Committee on the Conduct of Members: Carlo Casini, Evelyn Regner, Cecilia Wikström, Gerald Häfner, Sajjad Karim, and Jiří Maštálka and Francesco Enrico Speroni as reserve members.

6. Corrigendum (Rule 216)

The committee responsible had forwarded the following corrigendum to a text adopted by Parliament:

Corrigendum (P7_TA-PROV(2011)0486(COR01)) to the position of the European Parliament adopted at first reading on 15 November 2011 with a view to the adoption of Regulation (EU) No …/2011 of the European Parliament and of the Council on short selling and certain aspects of credit default swaps P7_TA- PROV(2011)0486 - (COM(2010)0482 – C7-0264/2010 – 2010/0251(COD)).

Pursuant to Rule 216(4) of the Rules of Procedure, this corrigendum would be deemed approved unless, not later than 48 hours after its announcement, a request was made by a political group or at least 40 Members that it be put to the vote.

The corrigendum was available on the Séance en direct site.

13. Statements by the President

The President referred to the case of the Saudi journalist Hamza Kashgari, who was facing execution for remarks posted on Twitter. The President stressed the need to protect freedom of expression and undertook to do all he could to prevent a death sentence being pronounced.

He also expressed his concern at the items posted on an internet site created by the Dutch political party PVV to collect complaints from the public about Central and Eastern European workers living in the Netherlands. He said that he would raise this issue with the Prime Minister of the Netherlands shortly.
