Implementation Status Overview The Project continues to be on track for achieving its Development Objective (PDO) as evidenced by the following: Public Disclosure Copy 1. Operation of the initial 30 is now consolidated and the upgraded fleet is already having a positive impact on quality of service and passenger demand. 2. Manufacturing of the 60 trains is advancing as planned with first deliveries (8 units) scheduled for April 2014, one month prior to what was contemplated in the original

schedule. 3. The previous ISR reported a threat to achieving the PDO due to the lack of proper physical and fare integration between the municipal BRT network and the state-managed sub-urban rail system (Supervia). Although this risk remains, some positive situations were verified in this area since the last mission. First of all, the Bank team was able to verify that physical integration has been improved in the architectural designs of stations connecting Supervia with BRT lines and TransOlimpica. In addition, in coordination with BNDES, which is leading periodic meetings of all relevant stakeholders, the Bank has continued advocating for greater coordination between the State (the Borrower) and the Municipality and for the development of a hierarchically integrated transit system for Rio. Finally, the State Government has included policy actions to support greater integration of transit systems as part of a new Development Policy Operation (DPO) supported by the Bank (Enhancing Public Management for Service Delivery), to be submitted to the Board for approval by the end of November 2013. 4. The State Secretariat of Transport (SETRANS) has concluded the contracting of the State Logistics Plan. One of the objectives of the plan is to identify solutions to reduce the impact of freight transport on carbon emissions. SETRANS has also made progress with the contracting of a study to define a business plan to roll out program to integrate non- motorized transport (bicycles) with the Supervia Mass Transit System at selected stations. Both these studies will contribute to the objective of greening the Rio de Janeiro Transportation System.

Public Disclosure Copy Nonetheless, the above-mentioned advancements are counterbalanced by the following implementation issues:

1. There continues to be important delays in the delivery of the analytical products related to the Urban Transport Master Plan (PDTU), financed under the Project’s Institutional and Policy Development Component. SETRANS and the Consultant in charge of developing the Plan have agreed on a timeline for the delivery of the remaining products. However this timeline required the extension of the contract term for another four months. The Bank has communicated to SETRANS its concerns related to this delay and recommended close follow up of outstanding deliverables. 2. In addition, there has been a slow start in the implementation of other studies under the above-mentioned Component. These studies cover aspects related to Intelligent Transportation Systems (ITS), the mitigation of natural disasters on transport systems, Transit Oriented Development (TOD), reduction of the carbon footprint of passenger and freight transport and transportation safety. SETRANS is working to accelerate the preparation of terms of reference for these studies. The State will have a limited time window to contract these studies due to the restrictions associated with the elections next year.
