1. By Laws Object:

Canterbury Rugby League Incorporated By Laws are developed in line with Section 3 - Objects and Powers, of the Canterbury Rugby League Incorporated Constitution.

The intent of the By Laws is to set in place policies, practices, processes and structure for the administration and delivery of the game of rugby league in a fair and unbiased manner.

The By Laws are developed with the intent of looking after the best interest of the game of rugby league in the Canterbury district. Where issues arise that are not covered in these By Laws Canterbury Rugby League retains the right to make decisions based on this principle.

2. By Law Review:

The process to be applied adoption or alteration for a By-Law is:

2.1 Via the annual By Law Review Meeting. Traditionally held in the October / November period. Parties involved in this review are the clubs (via their Presidents), Referees, the Football Committee and Canterbury Rugby League or;

2.2 Via the completion of an Application For By Law Review Form and the application of the By Law Review process.

2.3 Any amendments, deletions or additions to the Canterbury Rugby League By Law(s) are referred to the Football Committee for endorsement and support prior to submission to the CRL Board.

2.4 An amendment, addition or deletion to the Canterbury Rugby League By Law(s) may be referred to the Presidents/Delegates Committee for discussion and input.

2.5 The adoption of the CRL By Laws is approved by the CRL Board as per Section 19 of the CRL constitution.

2.6 Any amendments to the By Laws are required to be endorsed by Southern Zone Rugby League

2.7 The process for reviewing a By Law is set out in the Appendix section of this document.

3. Definitions and Interpretations:

Definitions and Interpretations in this document, unless the context requires or indicates otherwise, the following definitions will apply:

Affiliate – shall mean a person or group officially attached to Canterbury Rugby League.

Appeal Committee – shall mean The Southern Zone Appeal Committee appointed under the jurisdiction of the Southern Zone Rugby League Constitution.

Appointed Referee – shall mean a Canterbury Rugby League referee appointed to officiate a rugby league match by the Referee Committee.

Board - shall mean the Board of Directors of the district as constituted under Rule 17 or the Canterbury Rugby League Incorporated Constitution.

Bring The Game Into Discredit – shall mean actions, behaviours or activities that harm or dishonour the game of rugby league.

Canterbury Rugby League – shall mean: the District body incorporated under the Canterbury Rugby League Incorporated Constitution to execute the Objects and Powers for Rugby League in the Canterbury region. Canterbury Rugby League will be referred to as CRL throughout the course of this document.

Clearance - shall mean a clearance is required for a player who has not played Rugby League in the previous season but has previously played Rugby League. A clearance does not count towards the transfer of a player rules under these By Laws.

Club - shall mean any Rugby League Club that is a financial member of the district.

Constitution – shall mean the Canterbury Rugby League Incorporated Constitution.

CRL – shall mean Canterbury Rugby League Incorporated

Fair Player Marshall - shall mean a club appointed official whose responsibility is to monitor crowd behaviour and enforce the CRL Safety Plan policy.

Football Committee - shall mean an independent committee delegated by the Board of Directors to provide CRL and its staff with recommendations and advice relating to disciplinary matters, competition structure and enhancements to the overall delivery of rugby league in Canterbury. The committee has authority to make binding decisions when applying current By-Laws, policies and procedures of CRL.

Fully Registered - shall mean having completed the NZRL online registration process and been approved by CRL.

In Order - shall mean the players on the team list are fully registered and the team does not have an Out of Order Player.

Judicial Committee – shall mean a group of persons vested with the responsibility of adjudicating on judicial matters involving fixtures and matches or disputes between members. The Judicial Committee is formed under section 26 of the Canterbury Rugby League Incorporated Constitution.

Junior Club – shall mean a club not fielding a team in the premier grade.

Junior Player – shall mean a player that is aged 17 years or younger.

Match – shall mean a rugby league match in which two teams compete against each other.

Match Manager – shall mean a CRL appointed person who holds the responsibility of overseeing the operations of premier games and the associated environment.

Match Officials - shall mean any CRL appointed personnel’s involved in the running of the game i.e. Referees, Touch Judges, Match Managers, Be a Sport and Fair Player Marshals.

NZRL - shall mean the Incorporated.

Out of Order Player – shall mean any unregistered player, any player playing for a club other than the club they are registered to, any player serving a period of suspension, any player holding a debt with CRL, any player not in possession of a player ID card in the grade in which a player ID card is required, any player deemed medically unfit to play the game under NZRL concussion rule policy, any person serving a period of temporary or permanent suspension under a reciprocal agreement with any other sporting code.

Permit – shall mean a CRL approved application enabling a junior player to temporary transfer between Clubs without the transfer affecting the transfer 3 in 3 out policy (reference By Law 5.5.1).

Person – shall mean any member of a Club or any person associated with CRL, the Southern Zone Rugby League or NZRL for the purposes of playing, coaching, refereeing or administering the Game in New Zealand and who are deemed to have subscribed to and be bound by the Rules and Regulations of CRL.

Playing Area – shall mean the area enclosed by the fence, or other such line of demarcation, which prevents the encroachment of spectators.

Player Misconduct – shall mean a player who has breached the player’s code of conduct or CRL By Laws

Presidents/Delegates Committee – shall mean a committee consisting of the Presidents of the member Clubs or Affiliates.

Referees Committee – shall mean: a committee consisting persons assigned to look after the affairs of referees under CRL.

Senior Club – shall mean a club that has met the criteria for entry into the premier grade and is fielding a team in the premier competition.

Social Member - shall mean a person who is recognised as a social member in line with the Clubs constitution and is not a team official, player or committee member.

Team Misconduct – shall mean actions, behaviours or activities of a team or individual(s) within a team that are deemed to discredit the reputation and game of rugby league.

Team Official – shall mean the coach, the manager, the trainer and any other person officially aligned to a team in any volunteer capacity.

Transfer a transfer is required for a player who has:  played in the previous season for another club other than the club they are registering to represent in the upcoming season,  played in another province or  played overseas. (Transfers of players from another province or from overseas does not impact on the 3 in 3 out By Law – reference By Law 5.5.1)

Unregistered Person - shall mean a player who has not completed the NZRL online registration process. A new player completing the registration process will be considered Unregistered until such time as their registration has been approved by CRL.

Volunteer Member - shall mean a person (other than a team official) who fills a role in the club in some type of official capacity, e.g. committee member, bar person, gear person etc.

For the purposes of these Rules: a. Words importing the masculine gender include the female; and b. When reference is made to Club this shall also be referenced and read in conjunction with Affiliate. c. For the purpose of these By Laws a Match shall include any pre season match, any match administered by CRL or any match played in a CRL sanctioned tournament or event.

4. Registration of Members

4.1 CRL shall keep a record of the names of all players, coaches, managers, trainers, referees, social members and volunteer member who are members of any Club or Affiliate of CRL. The Secretary or administrator of each Club or Affiliate shall furnish CRL with the particulars outlined in this section of the By Laws to enable the membership register to be accurate and up-to-date.

4.2 Every Rugby League player, coach, manager, trainer, referee, social member and volunteer member must be registered.

4.3 Registration is to be completed via the NZRL online registration system.

4.4 It is the Clubs responsibility to ensure this registration of its members is accurate and complete.

4.5 All questions completed in the registration process are to be answered truthfully by the applicant.

4.6 All new registrations must be supported with a personal identification document which is to be attached to the registration application. Documents accepted are: 4.6.1 Birth certificate. 4.6.2 Drivers licence. 4.6.3 Passport. 4.6.4 Under 18 School Identification Card. 4.6.5 A new registration will not be processed until the required identification is attached.

4.7 A player, coach, trainer or referees status must be recorded as Fully Registered, on the NZRL online registration system, for the Club they are representing prior to the player, coach, trainer or referee taking the field for that Club.

4.8 An Unregistered Person is not entitled to play for any Club in any CRL competition.

4.9 A Fully Registered player may not play for any other Club other than the Club they are registered under.

4.10 Penalties for playing an Out of Order Player: 4.10.1 Any Club/team found to be playing an Out of Order Player will forfeit any points gained from the game(s) and a win will be awarded to the non-offending team(s) with a score line of 20-0. 4.10.2 If both Clubs are found to be in breach the match result will be cancelled. 4.10.3 Any club found to be playing an Out of Order Player will incur a fine of not less than one hundred dollars ($100) and not more than one thousand dollars ($1000) depending on the severity of the breach. 4.10.3.1 The decision on level of monetary penalty will be made under the Judicial and Disciplinary Process and Policy. 4.10.4 The offending team will remain suspended from playing in the competition until the fine is paid in full to CRL. 4.10.5 Any Team Official found to allow an Out of Order Player to play in a team under their responsibility will have the matter will be referred to either the Football Committee or the Judicial Committee for further action.

5 Transfers and Clearances:

5.1 Any player registering for a Club other than the Club for which they last played will be required to complete the NZRL online transfer or clearance process.

5.2 A Transfer is required when a player has played the previous season for any other Club other than the Club they are registering under for the upcoming season. 5.2.1 The player must complete a transfer request through the NZRL online system and forward all transfer documentation to CRL for approval.

5.3 A Clearance is required when a player has previously played rugby league but had not played rugby league during the previous season. 5.3.1 The player must complete a transfer request through the NZRL online system and forward all clearance documentation to CRL for approval.

5.4 Transfer/Clearance Periods Transfers between Canterbury Clubs will be permitted between: 1st November – 30 November, and 1 February – 31 May in the year of competition. Overseas (Australia) & district transfers 1 January to 30 June as per NZRL rules.

5.5 Player Transfer Quota A Club is entitled to transfer a maximum of 3 players into their Club and 3 players out of their Club to/from any other CRL Club during the transfer period. The transfer quota will not be affected by: 5.5.1 Players aged 17 years or younger. 5.5.2 Players playing in the women’s grade. 5.5.3 A player coming from outside the Canterbury district. 5.5.4 A player making application for clearance under section 5.3 of these By Laws. 5.5.5 A player transferring between Clubs in in the President’s grade. 5.5.5.1 The Presidents grade will have a separate 3 in – 3 out quota system. 5.5.5.2 A player making application under section 5.5.4 will be restricted to playing in the President’s grade for the season in which the transfer was approved.

5.6 A player cannot play for their new Club until their Transfer or Clearance application has been approved by CRL.

5.7 A Junior Player may be granted a Permit for the season to another Club if their Club cannot provide them a team in their age grade. Permits must be applied for throughout the NZRL online system as per the transfer process. There will be no fees claimed for players either going to a club or returning to their original Club on Permit.

5.8 All transfers must be on forms issued by the CRL and must be requested via the NZRL online system in the first instance. The form is then to be forwarded to the CRL. No transfer/clearance will be finalised by the CRL without the fully completed and signed form.

5.9 A Transfer requires the club from which a player is transferring to have approved or declined the application within 14 days from the date submitted via the NZRL online system.

5.10 A Clearance requires the Club from which the player is transferring to approve or decline the application within 5 days from the date submitted via the NZRL online system.

5.11 Declining a Transfer or Clearance 5.11.1 If declining an application the former Club must record via the NZRL online system the reason for the decline. 5.11.2 The conditions for declining an application are:

5.11.2.1 Financial e.g. outstanding annual subscriptions. 5.11.2.2 Club property e.g. hold in their possession property of the Club. 5.11.2.3 If no response has been received from the Club in which the player is transferring/clearing, the transfer/clearance will be automatically approved. 5.11.2.4 With the exception of sections 5.3 and 5.5 of these By Laws, under no circumstances can a player be denied a transfer/clearance if the Club to whom they are transferring/clearing pays the requested transfer fee and the player does not have any outstanding obligations to their former Club.

5.12 A player who Transfers out of the CRL District, and returns within 12 months from the date of transfer, must return to their Club of origin.

5.13 A “Graded” player will be transferred providing their former club is compensated with a payment of: 5.13.1 For a “Grade A” player: $2,000. 25% of the fee is to be paid to CRL. 5.13.2 For a “Grade B” player: $1,000. 25% of the fee is to be paid to CRL. 5.13.3 A “Grade A” player is defined as one who has taken the field (in the immediate past season) for: 5.13.3.1 The NZRL Representative team i.e. Canterbury Bulls, playing in any sanctioned Representative fixture. 5.13.3.2 The Premier Representative Team. 5.13.3.3 Any NZ Representative Team 15 years and over. 5.13.4 A “Grade B” player is defined as one who has taken the field (in the immediate past season) for: 5.13.4.1 The 23’s Canterbury Representative Team. 5.13.4.2 The South Island 17 year old team. 5.13.4.3 The South Island 15 year old team.

5.14 All transfer fee payments are to be made, in full, to CRL before a Transfer is fully completed.

5.15 A $20 administration fee applies to all transfer/clearance applications.

5.16 On receipt of the due fee CRL will forward the balance of the Transfer fee to the player’s former Club.

6. Grade Eligibility Criteria

6.1 The qualifying criteria for a player or Team Official to participate in any CRL grade or competition is: 6.1.1 The player, or Team Official must be fully registered through the NZRL online registration system. 6.1.2 A player participating in an age grade must be of an age that is younger than the grade they intend to play as at 1 January of the year of competition. For example - A 14 Years Age Grade Player must be 13 years or younger as at 1 January (The player can turn 14 during that year). 6.1.3 An age grade player may play up a grade(s) however, they cannot play down a grade. 6.1.4 Any player registering to play in the Presidents Grade must be 35 years of age or older, as at 1 January in the year of competition.

6.2 Grades offered by CRL:

The Grades offered for competition from CRL may include: Premier, Canterbury Cup, Division 1, Division 2, Womens, Presidents, 20 years, 18 years, 17 years 16 years, 15 years, 14 years, 13 years, 12 years, 11 years, 10 years, 9 years, 8 years, 7 years, 6 years, Nursery.

6.3 Qualifying Criteria for entry into senior grades for the 2017 season:

6.3.1 Premier Grade - A Club must meet the following conditions for entry into the Premier grade: 6.3.1.1 The Club must have played in the premier competition in the 2016 season.

6.3.1.2 The Club must have 22 Fully Registered players assigned to the Premier grade. 6.3.1.3 The Club must have 25 Fully Registered players assigned to the Canterbury Cup grade.

6.3.2 Canterbury Cup Grade - A Club must meet the following conditions for entry into the Canterbury Cup grade: 6.3.2.1 Should a Club have a team registered in the Premier Grade the criteria for entry into the Canterbury Cup Grade will be aligned to the criteria set out in section 6.3.1 of these By Laws. 6.3.2.2 If a Club has only one senior men’s team registered for a Club, the Club must have a minimum of 25 Fully Registered senior men’s players for that Club. 6.3.2.3 If a Club has two or more senior men’s teams registered for a Club, the Club must have in place: 6.3.2.3.1 A minimum of 22 Fully Registered players assigned to the Canterbury Cup Team and; 6.3.2.3.2 A minimum of 25 additional senior men’s players Fully Registered for the Club. 6.3.2.4 The Club must have a minimum of seven (7) junior teams registered to the Club. Two (2) of these teams must be registered in a 10 years and above age grade.

6.4 Mixed Gender Females may participate in mixed gender rugby league played under mini and mod rules up to and including the 12 years grade. The maximum age for a girl to play in a mixed gender team is 12 years of age. NO DISPENSATION WILL BE GRANTED.

6.5 Transgender Player

CLR will follow the guidelines of the International Olympic Committee Stockholm Report 2003 for any Fully Registered player who elects to be recognized as transgender person. This report can be viewed on the CRL website and is summarized as follows: 6.5.1 Any “individuals undergoing sex reassignment of male to female before puberty should be regarded as girls and women” (female). This applies as well for female to male reassignment, who should be regarded as boys and men (male). 6.5.2 Individuals undergoing sex reassignment from male to female after puberty (and the converse) be eligible for participation in female or male competitions, respectively, under the following conditions: 6.5.2.1 Surgical anatomical changes have been completed, including external genitalia changes and gonadectomy. 6.5.2.2 Legal recognition of their assigned sex has been conferred by the appropriate official authorities. 6.5.2.3 Hormonal therapy appropriate for the assigned sex has been administered in a verifiable manner and for a sufficient length of time to minimise gender-related advantages in sport competitions. 6.5.2.4 Eligibility should begin no sooner than two years after gonadectomy.

6.6 Minimum Age for Participation in Senior Grade’s

Players playing in senior grades must have attained at least seventeen (17) years of age by the 31st of December in the year preceding the commencement of the competition. They must turn 18 during the current year. This policy shall apply equally to male and female rugby league players. THERE ARE NO GROUNDS FOR EXEMPTION FROM THIS POLICY.

7 Grade and Competition Format

7.1 The number of grades provided by CRL is dependent on the number of nominations received from Clubs for the grade.

7.2 Where a Club enters two teams into a competition, the teams must be treated as separate identities and no

interchange of players between the teams will be permitted.

7.3 Premier and Canterbury Cup players may play up and down within the two grades during the round rob in games. Restrictions will apply during the Final Series as per section 7 of these By Laws

7.4 Queen’s Birthday weekend will be scheduled as a weekend where no round robin games are played. Should occasion occur where a preceding rescheduled match is to be played this match may be played on that weekend.

7.5 Team Withdrawing From A Grade:

In the event of a team withdrawing from a competition the following steps will be administered:

7.5.1 For a Junior team, the remaining players may make application to CRL for a Permit to play at another Club for the remainder of the season provided: 7.5.1.1 The player is a full financial member of the Club they are registered to. 7.5.1.2 The Club does not have another senior team in which the player could play 7.5.1.3 The date of application is not made within 31 days of the completion of the round robin section of the competition. 7.5.2 All games played during round robin section of a competition will be treated as a bye and the results of these games will be recorded as zero points for and zero against.

7.6 Defaults of Scheduled Games: In the event where a junior or senior team is unable to field a team for a scheduled game: 7.6.1 The team is deemed to have defaulted the scheduled game. 7.6.2 The team defaulting the game must give a minimum of 36 hours written notice to CRL of their intention to default the game. 7.6.2.1 The written notice must be signed by the President or Secretary of the Club and it must include the reason(s) for the default. 7.6.3 Any fine incurred because of a default must be paid in full to CRL within 7 days of the default. 7.6.4 Any team defaulting a game will be suspended from competition until the imposed fine is paid in full to CRL. 7.6.5 Any monies received because of an imposed fine for a default will result in the club defaulted against receiving 50% of the fine. 7.6.6 For all grades 13 years above, a game result score of 20 – 0 will be recorded in favour of the team defaulted against. 7.6.7 Any Premier team defaulting a scheduled game will: 7.6.7.1 Incur a fine of $1000. 7.6.7.2 This fine will be imposed regardless of the period of notice given for the default. 7.6.8 Any other senior team defaulting a scheduled game will incur a fine of $200 if 36 hours written notice is not given to CRL for the pending default. 7.6.9 Any junior team defaulting a scheduled game will incur a fine of $100 if 36 hours written notice is not given to CRL for the pending default. 7.6.10 Where a default has been registered the non-defaulting team must record their playing roster as per section 8 and section 9 of these By Laws. This action is required to ensure a team is not disadvantaged by eligibility criteria because of the default. 7.6.11 In the event of a team being unable to play a scheduled match due to reasons beyond the teams control e.g. tangi for a fellow team member. The team: 7.6.11.1 May negotiate the rescheduling of the fixture with the opposing team to a time that will not exceed four (4) days from the day of the scheduled match. 7.6.11.2 The opposing team retains the right to decline a request to reschedule a game and should this right be applied, the team making request will be deemed to have defaulted the game. 7.6.11.3 The decision of this opposing team will be considered full and final and is not open to appeal. 7.6.11.4 The outcome of this request is to be communicated, in writing, to CRL by the respective Club secretaries on the day of the decision. 7.6.12 Any team defaulting two consecutive matches, or three matches at various intervals during a season, will be withdrawn from their competition and criteria applied as per section 7.4 of these By Laws.

7.7 Interchange of Players During the Game: 7.7.1 Premier and Premier Reserve grades will be limited to 10 interchange of players per game. 7.7.2 In all other grades, the interchange of players will be unlimited.

7.8 Match Managers: 7.8.1 Where possible, Match Managers will be appointed by CRL for all Premier games. 7.8.2 In the event of a Match Manager not being available for a Premier game, the home club will provide a Match Manager for the game.

7.9 Official Of The League Empowered To Referee The Game When No Official Referee Is Available 7.9.1 Where an official referee is not appointed to a game, the first named team on the draw must provide the referee to ensure the game is played and the match is recognised by CRL. 7.9.2 Where an Appointed Referee does not turn up for the start of a match, the first named team on the draw must provide a person to referee to ensure the game is played, and the match is recognised by CRL. 7.9.3 When a match is started under the control of a replacement referee and the Appointed Referee subsequently arrives, the appointed referee must take over control of the match, at a suitable time, and control the match for the balance of the un-played time. 7.9.4 Should occasion occur where an Appointed Referee does not appear at a Final Series match the match shall be considered postponed with no points awarded to either team and the match shall be replayed at a later time and date to be determined by CRL.

7.10 Player Sent From the Field of Play: Automatic send-off penalties will be applied to all Competition grades. Refer to section 10 of these By Laws and the Canterbury Rugby League Disciplinary Manual for further details on the management of this process.

7.11 Early Termination of a Game Should a referee prematurely terminate a game for any reason recorded under the "International Laws of the Game of Rugby League" or CRL By Laws CRL will investigate and take any action necessary to resolve any matters of concern raised as a result of the incident(s). Refer to section 10 of these By Laws and the Canterbury Rugby League Disciplinary Manual for further details on the management of this process.

7.12 Presidents Grade 7.12.1 Any player registered to play in the Presidents grade must be 35 years of age or older as at 1 January in the year of competition. 7.12.2 On written application CRL may authorise an underage player to participate in the President’s grade under exceptional circumstances e.g. disability. All applications must be accompanied by: 7.12.2.1 Documentation, as requested by CRL to support the application. 7.12.2.2 Written confirmation of the Club’s support for the application by the Club President or Secretary. 7.12.3 No points shall be awarded in a Presidents Grade competition.

7.13 Competition Points 7.13.1 For all grades where a competition table is maintained points will be awarded for a Win, Draw, Loss, Bye and Default as follows: Win - 2 points Draw - 1 point Bye - 2 points Loss - 0 points Default (win) - 2 points 7.13.2 CRL may deduct competition points as a penalty for cases of Team Misconduct.

7.14 Qualification for the Finals Series 7.14.1 At the conclusion of the round robin competition the Competition Points awarded during the round robin portion of the season will be used to identify and rank in order the top four (4) teams for a grade. 7.14.2 The top 4 teams will gain entry into the Final Series of matches to determine the overall Grade

Champion for the season. 7.14.3 If at the conclusion of the round robin competition two (2) or more teams are equal in competition points, then for the purpose of determining the order of placement of teams for the Finals Series, the follow process will be applied: 7.14.3.1 Teams who are equal in competition points will be ranked in order according to the difference between the number of points scored and the number of points scored against a team: 7.14.3.1.1 The team with the greater difference will be ranked ahead of a team with the lesser difference. 7.14.3.1.2 In the event where two (2) or more teams have an equal difference then the relative position shall be determined by ascertaining the relationship between points scored for and points scored against expressed as a percentage to 2 decimal points. The calculation for this formula is; Points Scored For - divided by - Points Scored Against – x 100 = XX% 7.12.3.1.3 The team with higher percentage will be ranked ahead of a team with the lower percentage. 7.14.4 If, after the application of the above procedures, two or more teams are still of equal ranking for any of the top four positions, then those teams shall take part in a play-off or series of play-offs to determine the team to take part in the Finals Series in the order established in accordance with the following: 7.14.4.1 Where two teams are involved they shall play each other and the winner shall occupy the higher place of the two. 7.14.4.2 Where three teams are involved, the order of play-offs shall be: MATCH A Team2 v Team 3 MATCH B Team 1 v Winner of MATCH A 7.14.4.3 The winner of MATCH B shall occupy the highest position. The loser of MATCH B shall occupy the second highest position. The loser of Match A shall occupy the third position. 7.14.5 Notwithstanding sub-clauses 7.14.3.1 above, where two (2) or more teams are equal in competition points and any of those teams has been subject to one or more defaulting teams, then the team(s) defaulted against shall be ranked above those others on equal competition points without recourse to the procedure outlined in sub-clause 7.14.3.1 above unless two (2) or more of them have experienced an equal number of defaulters.

7.15 Final Series

7.15.1 Four Team Final Series Format

When four (4) teams are to take part in the Finals Series the format for the Finals Series shall be as follows:

7.15.2 Five Team Final Series Format

7.15.3 Notwithstanding sub-clauses 7.14 of these By Law, all teams in the Premier Grade will play during the Finals Series as outlined below: 7.15.3.1 Eight (8) team round robin format – the top four (4) ranked teams at the end of the round robin section of the season will compete for the Pat Smith Trophy. The bottom four (4) ranked teams at the end of round robin section of the season will compete for the Gore Cup (or an alternative named trophy). 7.15.3.2 Nine (9) team round robin format – the top five (5) ranked teams at the end of the round robin section of the season will compete for the Pat Smith Trophy. The bottom four (4) ranked teams at the end of round robin section of the season will compete for the Gore Cup (or an alternative named trophy). 7.15.3.3 Ten (10) team round robin format – the top five (5) ranked teams at the end of the round robin section of the season will compete for the Pat Smith Trophy. The bottom five (5) ranked teams at the end of round robin section of the season will compete for the Gore Cup (or an alternative named trophy).

7.16 Final Series Player Eligibility Criteria 7.16.1 The qualifying criteria for player eligibility in a Final Series for a grade is: 7.16.1.1 The player must have played a minimum of 5 weeks for the Club they are representing during the season of the Final Series and, 7.16.1.2 The player must have played a minimum of 5 games for the Club team in the grade they are representing in the Final Series. 7.16.2 Where a player has been subject to a judicial stand-down period during the period of the Final Series a player will become eligible to play in the Final Series provided: 7.16.2.1 The player has qualified under section 7.16.1 of these By Laws, 7.16.2.2 The stand down period has been completed, 7.16.2.3 Any fines imposed on the player have been paid in full to CRL, 7.16.3 Where a player has been subject to conditions outside of his control, e.g. injury, consideration will be given to dispensation from the finals eligibility regulations provided: 7.16.3.1 A written request detailing the reason for dispensation must be received at CRL a minimum of 5 days prior to the commencement of the scheduled match. 7.16.3.2 Written confirmation of the Clubs support of the request from the Club President or Secretary, 7.16.3.3 The request must be accompanied by appropriate paperwork to support the request e.g. in the event of a request being made due to injury a Doctors certificates would be the minimum requirement. 7.16.3.4 CRL will make a decision on any request received under this section of these By Laws and advise the Club of this decision within forty eight (48) hours of receipt of the dispensation request. This decision will be full and final. 7.16.4 Should a player be named to play in the seventeen (17) man team roster in a higher graded game then that player will be ineligible to play in any lower grade game for the remainder of the Final Series. 7.16.5 “Out of Order” players. A team that fields an Out of Order Player and is found to be guilty will: 7.16.5.1 Forfeit the win and, 7.16.5.2 Receive a fine no less than $100 and no more than $1000 per Out of Order Player. 7.16.5.3 The non-offending team will be awarded the win with a 20-0 score line. 7.16.6 Should a team default a game during the Final Series that team will be disqualified from the Final Series and will not take any further part in the series. 7.16.7 A Club is required to have met all their financial commitments and obligations to CRL prior to any team from that Club participating in a Final Series. 7.16.7.1 A Club will have the opportunity to settle all their financial commitments and obligations to CRL up to and including seven (7) days prior to the commencement of the Final Series. Failure to meet these criteria will result in all teams from that Club who have qualified for the Final Series being disqualified from taking any part in their respective Final Series. 7.16.7.2 In the event where section 7.16.7.1 of these By Laws is applied, the next highest placed team at the end of the round robin series will be promoted to the Final Series as the lowest ranked qualifying team, and where necessary, adjustments will be made to the rankings of the other qualifying teams. 7.16.8 The allocation of referees for the Final series will be managed by the Referee’s Committee. It is the expectation that all Final Matches will be officiated by the top graded referees.

7.17 Matches Requiring “Extra Time” In the event where there is a draw at fulltime and a winner team is required from the match the following process shall be applied: 7.17.1 The match shall be extended beyond the (eighty) 80 minutes of scheduled play. This will be referred to as Extra Time. 7.17.2 Extra time shall be administered as follows: 7.17.2.1 Immediately following the end of normal time, the referee shall toss a coin to decide which team shall restart play during the period of extra time and which team will receive the ball. 7.17.2.2 The period of extra time shall be two spells of (five) 5 minutes each way and will be played in full. 7.17.2.3 Should the score still be equal at the conclusion of the initial period of extra time then: 7.17.2.3.1 A further spell of extra time will be undertaken until such time as

additional points have been scored. 7.17.2.3.2 Once the points are scored the game shall be immediately terminated. 7.17.3 In the interest of player’s safety, the maximum playing time for a game, including extra time, shall not exceed (one hundred) 100 minutes. 7.17.4 Should the match still be drawn after the maximum minutes have elapsed, the winner shall be the team that scored the first points in normal time. 7.17.5 For 9-A-Side competitions, games are of nine (9) minutes each half, and if scores are equal captains will again toss as per 7.17.2.1. 7.17.5.1 Two (2) minute spells will be applied until the game is terminated when first point/s are registered. 7.17.5.2 Extra time should also be played to achieve an outright winner in the finals of knockout competitions and 9-a-side competitions.

8 Team Cards/ID Cards - Procedures

8.1 The player identification card is used to safe guard the sport against the inappropriate use of Non Registered and/or Out of Order players in the game.

8.2 Team Cards Match Day Process 8.2.1 Team cards must be completed as follows 8.2.1.1 The players Full Last Name and First Name must be: 8.2.1.1.1 Printed, 8.2.1.1.2 Legible and 8.2.1.1.3 Recorded as per the NZRL online registration system. 8.2.2 All players are required to sign the team card for all grades Division One and above and the 18year grade: 8.2.2.1 Only the registered player is entitled to sign the card 8.2.2.2 Team cards will not be complete until such time as all players have signed the card. 8.2.3 The number on the team card must correspond with the number on the player’s jersey. 8.2.4 Only the names of players present and participating in the game on the day of the match are to be recorded on the team card. 8.2.5 The team card must be completed at least 10 minutes prior to the commencement of the game. 8.2.6 Referees must check the team card for completion of all entries before signing the card and handing it back to the team manager or Match Manager. 8.2.6.1 The referee is to note on the team card issues requiring further action by CRL – sin bins, abusive behaviour from players, team officials or the spectators, unruly spectator behaviour, players ordered from the field, player ID issues, etc. 8.2.6.2 The Team Manager is to note on the reverse side of the team card any incidents of concussion or suspected concussion of a player.

8.3 Player ID process: The following process must be applied prior to the commencement of a match: 8.3.1 Premier Grade: 8.3.1.1 The completed team card must be handed to the Match Manager 30 minutes prior to the scheduled start time of the game. 8.3.1.2 Teams must be on the field 5 minutes prior to the commencement of the game to enable the identification check process to be completed. 8.3.1.2.1 The Match Manager and opposing team manager will check the ID card against the player. 8.3.1.2.2 The opposing team manager, team manager and Match Manager (3 signatures per team card) will sign the team cards to acknowledge the information on the team card as true and correct. 8.3.1.3 The team manager is to raise any matters of dispute relating to the match with the Match Manager and the opposing team manager. 8.3.2 All other grades where ID Cards are in place: 8.3.2.1 Teams must be on the field 5 minutes prior to the commencement of the game to enable the identification check process to be completed. 8.3.2.1.1 The team manager and opposing team manager will check the ID card against the player.

8.3.2.1.2 Both managers will sign the cards acknowledging the team entries as being true and correct identification. 8.3.3 Player with No Player ID Card 8.3.3.1 Should a player not be able to produce their Player ID card that player will be deemed to be an Out of Order Player and will not be entitled to have any involvement in the game as a player.

8.4 Player Eligibility Dispute On Game Day 8.4.1 Each Club is responsible for ensuring their players are correctly registered as per section 4 of these By Laws and the players have valid ID cards. On occasion where a coach or team manager wishes to protest the eligibility of an opposing player the coach or team manager must: 8.4.1.1 Verbally register this objection with the opposing team manager and/or Match Manager, where one is provided and not sign the card. 8.4.1.2 The Match Manager or team manager will: 8.4.1.2.1 Request the player identification card to be viewed (if the objection is in a grade where player ID cards are provided) 8.4.1.2.2 Request the player to print their full name, address and date of birth on the reverse side of the team card. 8.4.1.3 Should a player refuse to furnish details including a valid ID card, they will not be permitted to participate in the game. 8.4.1.4 Take a photo/copy of the card and attach this information with the protest form. 8.4.1.5 Should occasion occur where there are concerns relating to the eligibility of a player to play a game after a period of absence from the game, because of concussion, the team manager is to make contact with CRL Operations Manager prior to the commencement of the game. 8.4.1.5.1 CRL will check the validity of the player and contact the team managers advising them of the medical status of the player.

8.5 Team Cards to CRL 8.5.1 All Clubs must enter the players and the score of the game (in games where tables are published) into the NZRL online system by 10pm on the Tuesday following the game. This entry is required in all grades. 8.5.2 All team cards – must be received at the CRL office no later than 4pm of the immediate Friday following the game. 8.5.3 Non-compliance of the above process will result in a fine of $20 per week per team, being imposed on the Club (unless the card is received).

9. Representative Criteria

9.1 To be eligible for representative selection a player must: 9.1.1 Have played for his Club or school in the season on which a player gains selection. 9.1.2 Be Fully Registered as per section 4 of these By-Laws. 9.1.3 Be a financial member of their Club. 9.1.4 A secondary school player, must have played five (5) games for his school in sanctioned CRL competition and be a Fully Registered financial member of a CRL Club.

9.2 Players will be automatically available for representative selection through their registration and participation in the game at club or school level.

9.3 On occasion where a player elects to make themselves unavailable for representative selection the following process must be applied: 9.3.1 The player must forward written communication to their Club Secretary or President detailing the reason(s) and their intention for their representative unavailability. 9.3.2 The Club Secretary must forward this communication to CRL Office Manager for receipt and processing. 9.3.3 A player who makes themselves unavailable for representative honours after selection will be referred to the Football Committee for appropriate sanction. This may include serving a period of suspension from the game for the same period of time the player has made themselves unavailable.

9.4 Canterbury Representative Players are not permitted to be available for Club matches during the whole of three days preceding a representative fixture.

9.5 Representative Appointments 9.5.1 Selector, manager, trainer positions for all Representative teams will be circulated to all Clubs and advertised on the CRL website. 9.5.2 Applications for the vacancies will be submitted to the CRL by the due date on the prescribed form. These applications will then be considered by a panel selected by the CRL. 9.5.3 Three (3) selectors shall be appointed for each District Grade, one of whom will be the Convener. One of the remaining two elected selectors will be the appointed Coach. 9.5.4 Where two (2) teams are required in the one (1) grade and the appointed coach for the second team is not already a Selector, that Coach shall be added to the selection Panel for the purpose of selecting the second team. 9.5.5 All applicants must consent to a Police check. 9.5.6 No player shall be a Manager, Selector or Coach of any representative team under the direct jurisdiction of the CRL without prior approval by the CRL Chief Executive.

10 Disciplinary Matters

10.1 Clubs are responsible and accountable for the conduct of their Players and all Persons under their jurisdiction whether by way of membership or representation in some way. Clubs, Players and Persons must conduct themselves in a disciplined and sporting manner and ensure that they do not commit an act or acts of Misconduct.

10.2 Code of Behaviour for Team Officials. 10.2.1 A Team Official must not abuse or address a Match Official in an insulting manner or act in a provocative manner towards a referee, touch judge, Match Manager or other CRL official during or after a match under the jurisdiction of CRL. 10.2.2 A Team Official must not use crude or abusive language or engage in any conduct detrimental to the Game or the image of the Game. 10.2.3 On the occasion of a Team Official being found to have breached these By-Laws, a fine of one hundred ($100.00) will be imposed on the Club concerned and the offending Team Official will be suspended for a period of time considered to be fair by the Football Committee or the Judicial Committee. 10.2.3.1 On subsequent occasions, the fine will double to two hundred ($200.00) and a suspension imposed for a period of time considered to be fair by the Football Committee or the Judicial Committee. 10.2.3.2 All matters relating to a period of suspension for a Team Official will be referred to either the Football Committee or the Judicial Committee for adjudication.

10.3 Banned Substances 10.3.1 CRL have a zero tolerance on the use, possession and/or trafficking of prohibited substance or prohibited method by any player or Team Official or Club member. 10.3.1 All players playing under the jurisdiction of the CRL are subject to the NZRL regulations and Drug Free Sport New Zealand policies and protocols. 10.4 Player Temporarily Suspended (Sin Binned) 10.4.1 Any player Temporarily Suspended on three (3) occasions during one season shall automatically be suspended for the two (2) competition matches immediately following the match in which he incurred his third Temporary Suspension. 10.4.2 For avoidance of doubt there is no ability to challenge a Temporary Suspension before the Football Committee or Judicial Committee.

10.5 Player Sent From The Playing Area When a player is sent from the playing area the following process will be applied: 10.5.1 The player will be under suspension until the judicial process is completed. 10.5.2 A Referee’s report, Touch Judge report and a Match Managers report (if one assigned to the game), outlining the alleged offence committed by the player, will be completed and

forwarded to the CRL Office within 48 hours of the completion of the match. 10.5.3 On receipt of the report CRL will refer the matter to the Football committee. 10.5.4 The Football Committee will assess if the matter: 10.5.4.1 Will be managed under the ‘Automatic Suspension’ process or referred to the Football Committee or Judicial Committee for further judicial and disciplinary action. 10.5.4.2 A player or Club on the written approval of the player may Challenge a charge as per section 10.10 of the By Laws hereof.

10.6 Where a player, Team Official, Club Member or Person is deemed to have committed an act of Misconduct the following process will be applied: 10.6.1 A Complaint Report must be received within 48 hours of the completion of the match or the incident. 10.6.2 Where appropriate, a referees report, touch judge report and a Match Managers report (if one is assigned to the game) outlining the alleged offence will be sent to the CRL Office within 48 hours of the completion of the match or the incident. 10.6.2.1 On receipt of the report CRL will refer the Complaint to the Football Committee. 10.6.2.2 The Football Committee will assess if the matter is to be referred to the Football Committee or the Judicial Committee for final consideration and action. 10.6.3 Should a player, Team Official, Club member or Person be required to appear in front of either the Football Committee, the Judicial Committee or any other rugby league body as the result of an incident a copy of the report will be issued to the player or Team Official, Cub Member or Person either through the Club Secretary or directly, to enable the player or Team Official, Club Member, or Person to prepare their response to the report.

10.7 Any Club or team found guilty of committing an act of Misconduct can have a monetary penalty imposed not exceeding two thousand five hundred dollars ($2,500.00). 10.7.1 Such penalty is to be paid by the time stipulated or the matter will be referred back to the appropriate committee for further sanctioning. 10.7.2 Other penalties such as no team travel out of the region, removal of competition points, game forfeiture or any other appropriate penalty may be applied.

10.8 A Club is responsible for its players, Team Officials and Club members. Any player ordered from the playing area and found guilty (except in the case of Age Group and Schoolboy Players) of Player Misconduct will be subject to a penalty of fifty dollars ($50.00), for the first game suspension and fifty dollars ($50.00) per game suspension thereafter up to a maximum of one hundred and fifty dollars ($150.00).

10.9 Any player found guilty of Player Misconduct will be subject to the minimum penalty of fifty dollars ($50.00) except in case of age group and Secondary School players. 10.9.1 All penalties will be charged to the player. 10.9.2 An account will be sent to the respective Club, the player will be suspended until payment has been received in full by CRL.

10.10 Protests and Challenging a Charge 10.10.1 All teams have the right to protest against an opposition team; the age, photo ID and/or registration of a player. 10.10.2 CRL, the Football Committee or the Judicial Committee shall decide all protests, Challenges and questions of dispute. 10.10.3 All protests must be: 10.10.3.1 received in writing by the Club Secretary, 10.10.3.2 on the Club’s letterhead, 10.10.3.3 addressed to CRL, 10.10.3.4 received by CRL by 5pm on the immediate Tuesday following the completion of the match and, 10.10.3.5 accompanied by a protest fee of One hundred dollars ($100). 10.10.3.5.1 The protest fee shall be returned to the Club if the protest is upheld. 10.10.3.5.2 Any Club lodging a protest on behalf of a team should first ensure that their team is In Order, as failure to do so may result in dismissal of the protest and loss of the protest fee. 10.10.4 The Club protested against is to be notified of the protest by the CRL as soon as practicable after the protest is received. All information received on the protest will be supplied to the club upon receipt from CRL.

10.10.5 All Challenges against a charge: 10.10.5.1 Can be requested by a player or Club (with the consent of the player) within 48 hours of the completion of the match; 10.10.5.1.1 Submitting a written request either personally or through his Club Secretary 10.10.5.1.2 addressed to the CEO of CRL and, 10.10.5.1.3 accompanied by a Challenge fee of One hundred dollars ($100). 10.10.5.2 Can be requested by a player or club (with the written consent of the player), within 48 hours following the receipt by the player or the club, of the referees report and/or other reports; 10.10.5.2.1 Submitting a written request either personally or through his club secretary, 10.10.5.2.2 addressed to CEO of CRL 10.10.5.2.3 For the purposes of this By Law a report is deemed to have been sent when; 10.10.5.2.3.1 It is posted; or 10.10.5.2.3.2 It is transmitted by facsimile or emailed provided that timed and confirmed notice of the transmission can be provided, or 10.10.5.2.3.3 It is handed to the player. 10.10.6 CRL will not administer a Challenge relating to a player’s misconduct as defined in the International Laws of the game of Rugby League until and unless that matter has, in the first instance, completed the Judicial and Disciplinary process. 10.10.7 Any Team Official who has reason to doubt the eligibility of an opposition player may request the player to: 10.10.7.1 print their full name, address and date of birth on the reverse side of the team card. 10.10.7.2 produce their Player ID card, if applicable. 10.10.7.3 This may only be done in a reasonable manner and in the presence of the referee. 10.10.7.4 Should a player refuse to furnish any of the above they will not be permitted to participate in the game.

10.11 Appeals 10.11.1 A player, Team Official, Club member or Person may appeal a disciplinary or judicial decision made by CRL, the Football Committee, the Judicial Committee. These appeals will be heard by the Zone Appeals Committee. 10.11.2 Any appeal of any decision made in the first instance by CRL, the Football Committee the Judicial Committee shall be: 10.11.2.1 in writing, 10.11.2.2 on the Club’s letterhead, 10.11.2.3 accompanied by an administration fee of one thousand dollars ($1,000). 10.11.2.4 It should set out clearly the grounds of the appeal and the argument supporting those grounds. 10.11.3 This appeal may incur an administration fee not to exceed twenty five (25) percent of the appeal deposit fee and shall be retained by Southern Zone. 10.11.4 The Zone Appeal Committee may, in its discretion, order that any deposit paid on the lodgement of an appeal, or any part of it, be refunded. 10.11.4.1 Should the appeal be denied, the fee is non-refundable. 10.11.5 Any appeal against a CRL decision, a Football Committee decision, a Judicial Committee decision or a Board decision must be lodged with the Zone Appeals Committee no later than seven (7) days from the time of the original decision being made.

11 Finance

11.1 Competition Fees and Affiliation Fees. Competition and affiliation fees are payable each year and payment shall be as follows: 11.1.1 Competition Fees: 11.1.1.1 Competition fees will be payable and due by the last business day of May of that year. 11.1.1.2 Any Club that pays the total amount due by the last business day in April will be entitled to a 5% discount (including GST).

11.1.1.3 Any club failing to pay the competition fee by 20 June will result in the team being automatically suspended from the competition until payment is made in full. 11.1.2 Affiliation Fees (per player fee): 11.1.2.1 Affiliation fees will be payable and due by the last business day of July of that year. 11.1.2.2 Any Club failing to make payment of the total amount due three (3) weeks prior to the commencement of the Final series shall be automatically disqualified from taking part in any further matches until payment is made in full. 11.1.2.3 Any monies remitted to CRL shall be applied in payment of the oldest debt to CRL. 11.1.2.4 The Board shall have the power to charge penalty interest on outstanding accounts at a rate considered to be fair by the Board. 11.1.2.5 Any Club entitled to monies payable by CRL will have that money held until that Club has cleared all of its debt with CRL.

12 Club Colours and Playing Strip

12.1 Each team playing in a CRL competition will play in the colours registered to their Club. 12.2 Only one set of colours per Club will be permitted. 12.3 CRL will keep a register of authorised Club colours, as supplied by the Club. 12.3.1 The register will be available to all Clubs and will be added as an appendix to the CRL By- Laws. 12.4 Sanctioning of Club playing Strips and Design 12.4.1 Any alteration to a Clubs playing strip or design must be sanctioned by CRL. This action is taken to manage any clashes in playing strips between Clubs and the use of inappropriate designs. 12.4.2 Clubs must submit their proposed playing strip and design to CRL prior to entering into any design commitment with a supplier. 12.4.3 CRL will review the proposed playing strip and design and raise any issues relating to clashes with other sanctioned playing strips with the Club or any other issues. 12.4.4 On occasion where CRL believe there is a clash of playing strip, CRL will raise this concern with the Referees Committee for their input and feedback as part of the decision making process. 12.4.5 In the event of a clash of colours in a senior match; 12.4.5.1 The away team must wear an alternative playing jersey. 12.4.5.2 A fine of one hundred ($100.00) will be imposed on the away should they not comply. 12.4.5.3 If the referee, in their professional judgement, cannot officiate the game due to the clash of colours, the referee will 12.4.5.3.1 Inform CRL of this issue. 12.4.5.3.2 Ask the home team if they can play in an alternative jersey which can be provided prior to the scheduled start time of the game. 12.4.5.3.3 If neither team is able to provide an alternative jersey the away team will be considered to have defaulted the game and section 7.6 of these By Laws will be applied.

13 NZRL Concussion / Head Injury Policy

13.1 CRL will enforce the NZRL Concussion Policy in all its competitions and grades. 13.2 It is the responsibility of the Clubs to ensure all players and Team Officials are aware of this policy and they have suitable wellbeing processes in place to manage concussion. 13.3 Should occasion occur where there is any doubt on a players wellbeing as the result of a possible concussion or any other injury the Team Officials and Club must err on the side of caution and look after the players long term well being and not allow the player to enter or re-enter the field of play. (“If in Doubt. Sit them Out). 13.3.1 Should occasion occur where a Club and/or Team Official fail to provide appropriate duty of care in the management of the concussion of a player the Club / Team Officials will be asked to present to a Judicial Tribunal. 13.3.2 Should occasion occur where a Club and/or Team Officials fails to advise CRL of a concussion to a player the Club will be asked to present to a Judicial Tribunal. 13.4 Clubs are required to inform CRL of any player who has been diagnosed as having concussion and forward a

copy of their medical certificate to CRL. 13.4.1 A player whom has received a concussion or is believed to have received a concussion will be suspended from the game until such time as a medical certificate is received at CRL stating the player is fit to resume playing rugby league. 13.4.2 CRL will update the online database to reflect the standard mandatory period suspension from the game or the prescribed period noted in the medical practitioner certificate, which ever is the longer period. 13.5 Any player serving a mandatory period of suspension from the game under the concussion policy will be deemed an Out of Order Player until the player is cleared as fit to play rugby league by a qualified medical practitioner. 13.6 A player must provide CRL with a medical certificate stating she or he is fit to resume playing rugby league again before being allowed to play. 13.6.1 A player or Team Official cannot present a medical certificate at a game and request clearance from the opposing team or referee. 13.7 A player and/or Club and/or Team Official found to be in breach of the NZRL Concussion Policy and the associated CRL By Laws will face disciplinary action.

14 Changing Rooms

14.1 It is the responsibility of the Club, Team Officials and players to ensure they leave their changing rooms and shower facilities in a clean and tidy state. 14.2 Any Canterbury Park changing room or shower facility not adequately cleaned will result in the Club or Affiliate being fined the sum of one hundred dollars ($100.00). 14.2.1 The decision of CRL shall be final and is not open to appeal.

15 Teams Traveling Out Of The District

15.1 Where a team wishes to travel outside of the Canterbury, whether to play a game or not, written application must be made to CRL for permission and approval. 15.1.1 The application must be submitted through the Clubs Secretary or President 15.1.2 The application must be made on Club letterhead. 15.2 All teams wishing to travel outside of Canterbury district are to deposit a security bond of three hundred dollars ($300.00) with the CRL prior that team travelling. 15.2.1 This bond will be returned to the Club once CRL are satisfied there are no matters of concern that have arisen from the trip and CRL have received the Team Managers report. 15.3 The Team Manager must submit a written report on the trip within fourteen (14) days of the teams return. The report is to include: 15.3.1 The travelling party. 15.3.2 Performance and match results. 15.3.3 Any issues that arose from the trip. 15.3.4 The benefits gained from the trip. 15.4 Any team found to be travelling out of Canterbury district without CRL permission will be fined the sum of three hundred dollars ($300.00). 15.4.1 The decision of CRL shall be final and is not open to appeal. 15.5 Any Club or Affiliate found to have supported a team travelling outside of the Canterbury district or hosting an out of District team without CRL, Southern Zone and NZRL approval will also be find the sum of three hundred dollars ($300.00). 15.5.1 The decision of CRL shall be final and is not open to appeal.

16 Club Hosting Tournaments or Events

16.1 A Club or Affiliate wishing to host a rugby league tournament or event shall make application via the CRL Hosting Application form, for approval to host the tournament or event. 16.1.1 The application must be submitted through the Clubs Secretary or President.

16.1.2 The application must also have a letter or support signed by the Club Secretary or President which must be issued on Club letterhead. 16.1.3 CRL must be satisfied that all health and safety matters are suitably mitigated prior to any application being approved. 16.1.4 Should the tournament or event involve out of district teams CRL shall contact the Southern Zone and NZRL for their support and authorisation.

17 Team Official Qualifications

17.1 Each Club should appoint a Club Coaching Coordinator. One of their key functions is organising their coaches to attend coaching clinics in order to gain NZRL qualifications 17.2 Team Officials: NZRL regulations state that all coaches must hold a current first aid certificate. Coaches, managers and strappers/trainers must hold an applicable NZRL accredited certificate as follows: Coaches - Mini-Mod - Nursery-12 years - Beginner & Developing Youth -13-19 years - Beginner & Developing Senior – Premiers, Senior Grades & Canterbury Provincial teams Trainers - Senior Club – Provincial, Zone and National teams - First Aid Officer – all club grades - National Trainer – Senior and Representative Grades - International Trainer – National teams Managers - Level 1 Managers Course. 17.3 A coach of a Club or school team must have attended an NZRL fundamentals course and the approved course (as above) for the grade the coach is coaching. Failure to attend appropriate course may mean exclusion of the team the offending coach is coaching from competition play

18 Health and Safety

18.1 CRL are committed to ensuring the health, safety and well being of all its members and as such CRL requires: 18.1.1 all Clubs adhere to and administer the CRL Match Safety Plan. 18.1.2 all Clubs have in place appropriate Health and Safety practices and procedures for the effective management of Health and Safety related matters for their facilities, fields, car parks and surrounding environment. 18.1.3 all Clubs and their members to abide by the Health and Safety practices applied at Canterbury Park and all other venues under CRL control. 18.1.4 all Clubs and their members to abide by NZRL Mouth Guard Policy. GRADES

Grade 1 – offences are those incidents of foul play deemed by CRL to be deliberate or reckless in nature.

Grade 2 – offences are those incidents of foul play deemed by CRL to be careless in nature but sufficiently serious in the context of the match to warrant dismissal from the field of play.

NOTES

1. The grading of the offence shall be at the sole discretion of CRL or their representative and is based on information provided by Match Officials and by any other supporting material lodged within the specified or agreed time frame.

2. Any offences deemed to constitute Misconduct shall be referred by CRL management direct to a hearing before the judiciary tribunal for determination. Any player or Team Official facing such an allegation shall have the right to attend such a judiciary hearing and present evidence and/or submissions on his or her behalf as to culpability or mitigation. 3. The period of times listed above serve as a guideline for the minimum period of suspension. The Football Committee and Judicial Committee reserve the right to extend the period of time a player is suspended from the game under the categories listed above. 4. Any player or Team Official who is ordered from the field of play for an offence listed in the schedule shall be entitled to request a hearing of the CRL Judiciary Tribunal to dispute culpability only. If the player or Team Official establishes to the comfortable satisfaction of the CRL judiciary that he or she is not guilty of the alleged offence that resulted in his or her ordering from the field, the CRL judiciary shall have the ability to rescind the ordering off and quash the applicable automatic suspension. Likewise should the judicial panel deem the original penalty as insufficient it has the right to impose further penalties as deemed appropriate.

5. Any player or Team Official who wishes to appeal a decision of the CRL management or judiciary is bound by the constitutional and By Law requirements of CRL, Southern Zone and NZRL.

6. Any player sent to the sin bin on three (3) occasions during one season shall automatically be suspended for the two (2) competition matches immediately following the match in which he or she incurred his or her third sin bin.

7. The Club of any player or Team Official who is ordered from the field of play shall incur an automatic fine of $30.00 for each match of the automatic suspension period imposed for the offence. Such a fine must be paid by the Club before the player or Team Official is eligible to play or participate in any subsequent competition match. 8. CRL will publish a list of player sanctions on a regular basis.
