F. Response/Concerns by Cluster

Psychosocial Intervention

• Continuous debriefing of health workers and direct victims. A total of 470 evacuees and local service workers were provided with psychosocial intervention from Sept 2-25, 2008

Health

• Morbidity reported in the regions were the following:

Region X - fever, cough, LBM and skin rashes Region XII - body pains, respiratory diseases acute gastroenteritis, viral infections and skin rashes

3 • DOH through the CHDs further intensified disease surveillance in evacuation centers and conducted immunization among evacuees:

ARMM - 151 measles cases were reported with 148 validated/investigated. Out of the 148 validated cases, 9% had immunization; 54% came from Libutan, ; 61% from the evacuation centers not accessible due to security reasons and the ages of cases ranged from 9 months to 17 yrs old

• Control of communicable diseases thru disease surveillance and measles immunization has been continuous. A total of 11,857 from 6 months to 15 years old were provided with measles immunization in Regions X, XII and ARMM. Isolation of communicable diseases among evacuation centers

• PNRC provided medicines and medical supplies (paracetamol, analgesic, basic anti-biotics, oral rehydration solution, dressing materials and bandages) to 6 makeshift health stations in evacuation centers in Lanao del Norte (3); North Cotabato and Maguindanao (3) and 45 units of blood products provided to injured victims

Nutrition

• Continuous provision of compact food and micronutrients tablets, vitamin A supplementation, deworming to malnourished children and weighing of children below 5 yrs old. A total of 1,001 malnourished children with ages 0-5 yrs old were served

• DOH on-going activities: organization of local nutrition cluster at the regional, provincial and municipal level; conduct of 2 day consultation meeting to have a common view on nutrition situation in areas affected by conflict; conduct of health nutritional and food security assessment of IDPs to establish a baseline of identified IDPs; implementation of nutrition intervention based on the agreement of the local nutrition cluster with local leadership; establishment of nutrition early warning system; and monitoring and evaluation

• DSWD provided P18 Million worth of emergency relief needs for the IDPs in Regions X, XII and ARMM; supplemental feeding to 1,326 0-6 yrs. old children staying in evacuation centers in North Cotabato (1,000) and Lanao del Norte (326) and for 126 pregnant and lactating mothers in the evacuation centers in Kolambugan, Munai and Tangkal, Lanao del Norte, supervised neighborhood play sessions to 326 6-12 yrs. old children staying in evacuation centers in Munai (130), Kolambugan (91) and Tangkal (105 ) Lanao del Norte

Food and Non-Food Items a. PNRC provided the following assistance :

North Cotabato received food packs good for one week ration (10 kg rice, 12 tins sardines 6 packs noodles, 250 gr salt, 500 gr , 1 ltr cooking oil and 2 bars laundry soap) per family for 9,383 families/46.915 persons in Pikit, Midsayap, Libungan, Aleosan and Pigkawayan and essential household items (EHI Kit I) containing one hygienic kit (3 toothpastes 100ml, 5 pcs toothbrush, 5 pieces body soap, 5 pieces laundry soap, 1 shampoo 200 ml, 12 small towels); 1 bucket 101 with lid; 1 basin for washing; 2 double sized mats; 2

4 mosquito nets; 2 blankets; and 2 jerry cans 20L to 1,574 families/7,879 persons in Pikit. Also provided 3,023 bottled water

Maguindanao received food packs good for 1 and ½ month ration containing 25 kgs rice, 24 tins sardines, 12 packs noodles, 500gr salt, 1kg sugar, 3ltr cooking oil and 2 bars laundry soap for 3,657 families/18,295 persons and essential household items and EHI kit 2 in Piang, Mamasapano, Datu Odin, Sinsuat, and and essential household items to 3,962 families in Datu Piang and also provided 452 tarpaulin

Lanao del Norte received a one week food ration and EHI kit for 1,200 families /6,000 individuals in , 316 kitchen set and 54 tarpaulins were provided at community level

Sarangani - received a one week food ration and EHI kit for 1,109 families or 5,545 persons

WASH

• There is an adequate toilet facilities in all evacuation centers: 100% comfort rooms were constructed in all evacuation centers in Region X with 30 toilets in Munai and 20 in Tangkal

• PNRC provided 10 shallow wells equipped with hand pumps; 11 bladder tanks with tap stands installed; 1 water distribution network repaired in 1 school; 106 latrines constructed in North Cotabato, Maguindanao and iligan City; payment of expenses for water supply and electricity to 4 evacuation centers

• The DOH conducted chlorination and water sampling of 13 water sources; distributed 2,337 water containers; installed 3 pumps and water tanks; and provided 3,188 pieces jerry cans and 1,710 bottles of sodium hypochlorite and hygiene kits

Emergency Shelter

• Below is the accomplishment on the construction of bunkhouses being implemented by the DPWH 1 st and 2 nd Engineering Districts as of 3 October 2008:

Brgy Kulasihan, Kolambogan  1st unit constructed with 32 rooms, 15 units CR, 15 units bathroom, 1 common dirty kitchen and water system installation - 93% completed  Four (4) units additional with 32 rooms, 15 units CR, 15 units bathroom and 1 common dirty kitchen each - 2 nd unit is 91% completed; 2 nd unit is 11% completed; 3 rd is 11% completed; and the 4 th unit is 7% completed

Kauswagan  1 unit with 10 rooms, 5 unit s CR, 5 units bathroom and 1 common dirty kitchen - 45% completed

Munai  2 units with 32 rooms and 12-seater toilet – 57 % completed

Tangkal  2 units with 32 rooms and 12-seater toilet – 95% completed

Poona  2 units with 32 rooms and 12 seaters toilet – 22% completed

• PNRC constructed 12 shelters in Kolambugan at Brgy. Upper Rebucon resettlement site and 12 shelter to be constructed in Kauswagan, Lanao del Norte

Education

• Dep Ed has already released P14.5Million for the repair and rehabilitation of school buildings. The 1 st release was Php10.0M for the province of Lanao del Norte and 2 nd release was P4.5 M for North Cotabato and

• DepEd conducted vision screening, medical/dental check-up, school milk feeding, breakfast feeding and distribution of food for school in various provinces in Regions X, XII and ARMM

• Coordination with Health and Nutrition Center, Instructional Materials Council, Bureau of Alternative Learning System (BALS) for possible interventions alternative learning activities in Lanao del Norte, Lanao del Sur and North Cotabato are on going. These interventions consist of Basic Literary and Accreditation and Equivalency (A &E) programs

• The Bureau of Elementary Education will provide copies of the Distance Education for Elementary Schools Self-Instructional Materials (English, Science and Health, and Mathematics) for the displaced school children under the emergencies in education cluster

• The Bureau of Secondary Education for the Drop-Out Reduction Program (DORP) will cater the different needs of the displaced secondary students under the following interventions:

 Effective Alternative Secondary Education (EASE) – An alternative delivery mode of learning for secondary high school students who have to leave the school temporarily due to several factors like work, care for the sicjk family member, peace and order problem and calamity  Open High School Problem (OHSP) – mode of education which caters to learners who are unable to attend the regular class program due to physical impairment, financial difficulties, distance between home and school and other justifiable reasons  School Initiated Intervention (SII) – Addresses family, individual, community and school (FICS) problems

• Mobilization of LGUs and parents for the feeding of school children such as:  Demonstration – preparation of malunggay powder  Start massive feeding program  Conduct of medical mission

• The Health and Nutrition of DepEd conducts critical incident stress debriefing (CISD)/psychosocial intervention for teacher and students who were severely affected
