10/16/13 2 2 INTRODUCTION A public–private partnership (PPP) is a government service or private business venture which is funded and operated through a partnership of government and the private Sector. It involves a contractual agreement between a municipality & a private party, in which the private party provides a service and assumes substan al financial, technical and opera onal risk in the project. (Risk is transferred to the Private Party). Laingsburg Tourism Associa on is in this case a Special Purpose Vehicle (SPV) to develop, build, maintain and operate the Laingsburg Tourism Centre and to grow the Tourism Sector.
10/16/13 3 3 BACKGROUND Laingsburg Local Municipality is the smallest local authority in the Western Cape and in the whole of South Africa. It is also seen as a low capacity municipality but being the smallest only mo vates us to be innova ve to reach our Municipal Vision; A desirable place to live, invest and visit where all people enjoy a sustainable quality of life. We build the Tourism Centre and established a SPV to manage the facility , market Laingsburg as a Tourism Des na on and at the same me grow the sector and the economy. We make available funds on the annual basis and assist with maintaining the Centre.

Our local approach is LED is not a thing we do, but the way we do things. We ini ated a Par cipatory Appraisal Compe ve Advantage (PACA) process where tourism was iden fied as one of our most importance sectors in the economy. The Tourism Associa on was established in 2008 A memorandum of Agreement was signed between the municipality and the Tourism Associa on. The agreement outline that the Tourism Associa on will be delivering a service on behalf of the municipality.
