If not, what conditions have to be met before it is released?

Will you call for a clarification of the law relating to buildings that house property guardians, to ensure they are liable to licensing as HMOs? Public land disposal process (1) Question No: 2016/2422 Sian Berry In the past, the GLA Group has disposed of public land in ways which are only accessible to larger developers or land traders. Some public authorities are experimenting with alternative disposal and procurement approaches, such as including community-led providers as joint partners, fixing land costs, and undertaking work such as due diligence and remediation to de- risk sites. Will you review the disposal processes used by the GLA Group to ensure that opportunities for community-led projects, self-build and small builders are fully explored?

Road casualties (1) Question No: 2016/2446 Caroline Russell The previous Mayor's 2016/17 consultation budget listed £20m of road safety spending and £25m of funding for roads and traffic policing within TfL's existing business plan as 'under review'. TfL's latest road casualty data shows that the total number of people killed or injured on London's roads has risen again. Will you therefore safeguard this funding when you re-write the TfL business plan later this year? Road casualties (2) Question No: 2016/2447 Caroline Russell In 2015 nearly 600 pedestrians were hit by motorbikes and scooters, an increase of 16% in one year. The delivery period for TfL's Motorcycle Safety Action Plan ends this year. Is TfL working on an updated plan and will it include a specific focus on reducing this type of collision?

Viridor incinerator - Barratt Homes Question No: 2016/2460 Caroline Russell In response to 2016/0061 your predecessor made clear the 'high level commitment' Barratt Homes made to connecting to the district heat network at the Felnex site in Hackbridge. Given the GLA's membership of the Beddington Energy Recovery Facility CHP working group, can you confirm whether Barratt's has formally signed this agreement? If not, when do you expect completion?

Viridor incinerator - connections to District Heat network Question No: 2016/2461 Caroline Russell The Sutton Decentralised Energy Network (SDEN) via a district heat network, expected to use the heat from the planned Beddington incinerator to provide low-carbon energy for two adjacent boroughs and 19,000 homes. Given the GLA's membership of the Beddington Energy Recovery Facility CHP working group, and excluding the 750 homes at Felnex, can you confirm how many additional homes are currently in the pipeline for connection?

Kennington Park Road (1) Question No: 2016/2475 Caroline Pidgeon Can TfL provide evidence, in the form of the detailed survey drawings, design statements and written conservation and arboricultural reports, upon which Tfl has based claims to residents of Park Road that the provision of paving slabs is not possible as part of the proposed footway treatment on the East side of the road? Can they provide a detailed methodology for how the proposed alternative footpath surfaces and their sub-bases would be implemented in a manner which is not damaging to the trees? What is the conservation view on a difference of footpath treatment between the East and West side of the road along an architecturally significant 18th century listed terrace?
