To the Inhabitants of the Town of Harrisville in the County of Cheshire in said State, qualified to vote in

Town Affairs :

You are hereby notified to meet at Wells Memorial School in said Harrisville on Tuesday, the 12th day of March, next at three of the clock in the afternoon to act upon the following subjects:

1. To choose all necessary Town Officers for the year ensuing.

2. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appropriations of the same.

3. To determine and appoint the salaries of Town Officers and fix the compensation of any other agent of the town.

4. To see if the Town will vote to accept the $200.00 received from Bernard F. Bemis Est., for the care of Bernard F. Bemis cemetery lot.

5. To see if the Town will vote to accept the $100.00 received from Bernard F. Bemis Est., for the care of the Elmer Starkey cemetery lot.

6. To see if the Town will raise and appropriate the sum of $300.00 as its fair share of the operating cost of the Elliot Com- munity Hospital.

7. To see if the Town will raise and appropriate Six Hundred dollars ($600.00) for two Mobile Radio Units for the Fire De- partment.

8. To see if the Town will vote to raise and appropriate One Thousand dollars ($1,000.00) to widen and improve the Mc- Veigh Road.

9. To hear the reports of Agents, Committees or Officers chosen, and pass any vote relating thereto. 10. To see if the Town will vote to authorize the Selectmen and Town Treasurer to borrow money on the credit of the Town in anticipation of taxes.

11. To transact any other business that may legally come before this meeting.

Moderator called the meeting to order at 3:20 p. m. by read- ing the Town Warrant, then the polls were opened for voting by the Australian Ballot. Before the articles were voted on the Moderator's attention was called to the fact that two articles were omitted from the Warrant.

1. To choose a delegate to the Constitutional Convention.

2. The election of Delegates at Large, Alternate Delegates at Large, Delegates and Alternate Delegates to the National Convention of the various political parties to be held to nominate party candidates for President and Vice President of the United States. The Moderator then explained the voting of these articles.

Article 1. To choose all necessary town officers for the year ensuing. Ballot Clerks: John Priest and Virginia Bates.

Election Officer: Ernest Chamberlain.

Article 2. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appro-

8 priations of the same. Motion made and seconded to adopt budget as printed, adding $150.00 to patriotic purposes and $125.00 to officers' expense. Vote in the affirmative and so declared. Motion made and seconded to print inventory and put pictures of town in report. Vote in the affirmative and so declared

Article 3. To determine and appoint the salaries of town officers and fix compensation of any other agent of the town. This article is taken care of under the budget.

Article 4. To see if the town will vote to accept the $100.00 received from George T. Beal, est. for the care of Persia Beal Cemetery lot.

Article 5. To see if the town will vote to accept the $200.00 received from George T. Beal, est. for the care of George T. Beal Cemetery lot.

Article 6. To see if the town will vote to accept the $200.00 received from Oren L. Farwell, est. for the care of Oren L. Farwell Cemetery lot. Motion made and seconded to vote on Article 4, 5 and 6 together and to accept as printed. Vote in the affirmative and so declared.

Article 7. To see if the town will raise and appropriate the sum of $5,580.00 to complete the highway building, $2,780.00 to be raised in 1956 and borrow $2,800.00 to be paid in 1957. Motion made and seconded to accept as printed. Vote in the affirmative and so declared.

Article 8. To see if the town will vote to raise and appropri- ate the sum of $100.00 for the improvement of Chesham Beach. Motion made and seconded to raise $50.00 to go with the $50.00 in the budget for such purpose. Vote in the affirma- tive and so declared.

Article 9. To see if the town will authorize the selectmen to use balance of funds ($3,703.22) obtained from sale of the Harrisville Association land for the improvement of the Harris- ville Town Beach at Lake Nubanusit. Motion made and seconded to authorize the selectmen with the recommendation of the beach committee to spend part of the balance of funds obtained from sale of the Harrisville Association land for the improvement of the Harrisville Town Beach at Lake Nubanusit and that any balance shall be placed in a trust fund of the town for maintenance of said beach under the recommendation of the beach committee with the advice and consent of the select- men. Vote in the affirmative and so declared.

Article 10. To see what action the town will take in regard to plowing driveways. Motion was made and seconded to plow driveways for $5.00 as in the past. A standing vote was taken, 44 yes—35 no. 9 :

Article 11. To see if the town will vote to raise and appropri- ate the sum of $400.00 to widen and improve the road from Eastview Station to Hancock line. Motion made and seconded to accept as printed. Vote in the affirmative and so declared.

Article 12. To see if the town will vote to raise and appropri- ate the sum of $150.00 to improve the Bog Dam Pond road if William House will contribute up to $150.00 towards the cost. Motion made and seconded to approve road laid out by select- men, and raise money to improve it, if William House will pay half the cost. Vote in the affirmative and so declared.

Article 13. To see if the town will vote to raise and appropri- ate the sum of $1,500.00 to be placed in a sinking fund for replacement of road equipment under provision of the Capital Reserve Act of 1943, Chapter 160 as amended. This article is taken care of in the budget.

Article 14. To transact any other business that may legally come before this meeting. Motion made and seconded to authorize selectmen and treasurer to borrow money on the credit of the town in anticipation of taxes. Vote in the affirma- tive and so declared.

Motion made and seconded to plow driveways free of charge for people over 70 years of age, and for the clergy of the town. Vote in the affirmative and so declared.

The following Old Home Day Committee were elected: Warren Thayer, Richard Upton, Mary Clark, Rita Rathburn.

Motion made and seconded to let highway department take care of Christmas trees. Vote in the affirmative and so declared.

Motion made and seconded that selectmen enforce the col- lecting of dog taxes. Vote in the affirmative and so declared.

10 Motion made and seconded to hold next year's town meeting at Wells' Memorial School and at the same time 3:00 p. m. Vote in the affirmative and so declared.

Motion made and seconded to recess from 8:15 to 9:00 o'clock. Vote in affirmative and so declared. Vote to close polls at 9:00 p. m.

The following were elected to Town Offices:

11 HARRISVILLE-1956

On January 25, Bernard F. Bemis, who had been a selectman of this town for 48 years and who was chairman of the Harris- ville School Board for 38 years, passed away in his 87th year. Both Mr. and Mrs. Bemis had been members of Silver Lake Grange for over 60 years. During 1956 William and Elaine House started building their new home near Silver Lake. Mrs. Otis Russell was living in her new home on Chesham Hill. Walter Maki was building a home on Dublin Road and the Roland Tarrs were continuing to work on their home in Chesham. Several cottages were built on our lakes. The road by the Harrisville Beach was changed and greatly improved this year. The town traded land with the Herman Gilmans in order that the road could be moved further from the water so the beach would be larger. The Colonys also gave some land for this purpose. Large rocks were placed between the road and beach to protect the children from cars. This also made a good parking area for cars. The building lots on the lake formerly owned by John Marnell, then the Harrisville Beach Association, were sold by the town and $1,500 of this money was spent to make the change. There is considerable money in the treasury of the Harrisville Beach committee for making further improvements. Raymond Phillips rented the old brick building, with the high chimney, which is located over the canal in Harrisville. This was the first boiler house for the mills and wood was used for fuel. Machinery was installed for the turning of wooden handles, etc. This is run as a family affair and we hope the business will prosper. Fewer people were employed at Cheshire Mills this year. George M. Bott severed connections with the mill after serving as superintendent for over four years. Mr. Julian Goodrich came in the winter to be superintendent. Old Home Day was held the first Saturday in August. A short parade started the events. The band played in front of the Congregational Church until showers interrupted. Children received prizes for their competition in games and swimming. Dr. George Stewart spoke in the afternoon about Russia and other countries where he had traveled. St. Denis R. C. Church served a bean supper on the square. Many people came for dancing in the square at night and for fireworks by Lake Nubaunsit. Some of the proceeds helped buy uniforms for the Little League. In the Fall the N. E. Tel. & Tel. Company started and com- pleted a building to house the equipment for the dial telephone system which was promised to start January 10 next year. Helen H. Submitted herewith is the report of the annual examination and audit of the accounts of the Town of Harrisville for the fiscal year ended December 31, 1956, which was made by this Division in accordance with the vote of the Town. Exhibits as hereafter listed are included as part of the report. SCOPE OF AUDIT Included in the examination and audit were the accounts and records of the Board of Selectmen, Treasurer, Tax Col- lector, Town Clerk, Library Treasurer and Trustees of Trust Funds. FINANCIAL STATEMENTS Comparative Balance Sheets: December 31, 1955-December 31, 1956: (Exhibit A-l) Comparative Balance Sheets as of December 31, 1955 and December 31, 1956, are presented in Exhibit A-l. As indicated therein the Net Debt decreased by $5,150.05 in the year 1956. Analysis of Change in Financial Condition: (Exhibit A-2) An analysis of the change in financial condition of the Town during the year is made in Exhibit A-2, with the factors which caused the change indicated therein. Net Decrease $5,150 05 48 Comparative Statements of Appropriations and Ex- penditures-Estimated and Actual Revenues: (Exhibits A-3 and A-4) Comparative statements of appropriations and expenditures estimated and actual revenues for the fiscal year ended Decem- ber 31, 1956, are presented in Exhibits A-3 and A-4. As in- dicated by the budget summary (Exhibit A-4), a net overdraft of appropriations of $598.56, less a revenue surplus of $84.93, resulted in a new budget deficit of $513.63. Summary of Receipts and Expenditures: (Exhibit B-l) A summary of receipts and expenditures for the fiscal year ended December 31, 1956, made up in accordance with the uniform classification of accounts, is included in Exhibit B-l. Proof of the Treasurer's balance, as of December 31, 1956, is indicated in Exhibit B-2. AUDIT PROCEDURE The accounts and records of all town officials charged with the custody, receipt and disbursement of public funds were examined and audited. Vouchers and cancelled checks were compared with supporting invoices and payrolls as well as entries in the books of record. Receipts were checked by source- in so far as possible and totals of receipts and expenditures verified. Book balances were verified by comparison with reconciled bank balances made from statements obtained from depository banks. Verification of uncollected taxes was made by mailing notices to delinquent taxpayers as indicated by the Collector's records.

Conclusion: The provisions of Chapter 184 of the Laws of 1955, require that this report or the summary of findings and recommenda- tions (letter of transmittal) shall be published in the next annual report of the Town. We extend our thanks to the officials of the Town of Harris- ville for their assistance during the course of audit.

50 REPORT OF ROAD AGENT

The Highway Department has moved into its new quarters. A long snowy winter and an unusually late spring really tried our equipment: Mack Truck, 3 years old; Loader, 4 years old; and Tractor, 18 years old. Maintenance costs for this year were higher than anticipated. However, it should be remembered that a great deal of work has been done with our machinery and continued performance is possible only when they are kept in good repair. Last year, 8,000 yards of gravel alone was loaded and trucked on our roads. A road was built to Mr. House's new home; the road from East Harrisville Station to Hancock Line was blasted, widened and graveled; and the Beach Road, together with a larger parking place, was completed. The plowing of driveways is a problem because some of them can not be opened with the truck plow. We still have many culverts that are either too small or worn out and need to be replaced.

REPORT OF VOLUNTEER FIRE DEPT. FOR 1956

1—1950 Dodge 2 ton truck. 1—300 gal. booster tank and other necessary equipment. New Equipment Added: 1 new battery for Dodge truck. 1 50 ft. length of 2}^ in. treated hose. 1 two-way light and siren for Dodge. Firewards voted to have Red Network protection for our town. The Firemen from Harrisville and Chesham fire stations worked together in 1956 to get a resuscitator which is now housed in Station No. 1. The remaining funds are to be used towards another resuscitator. Fire trucks went to nine fires in Harrisville and Chesham: 4—Chimney 3—Dumps 1—Oil stove 1—Brush and grass Respectfully submitted,

LIBRARIAN'S REPORT

Your librarian has had quite a bit of time off this year, but with the able assistance of Mrs. Edna Heald from Jan. to April and Mrs. Marguerite Rogers during some of the summer months, we have maintained our standard and are even branch- ing out for further service. A branch library has been established at the home of Mr. and Mrs. Harold Clark in Chesham for the benefit of any who care to use it. This is possible only through the kindness of Mr. and Mrs. Clark, who are giving of their time to promote this service. Forty adult non-fiction and fiction books from the Harrisville Library were left at the branch library and the N. H. Bookmobile left a collection on December 31st. Several years' copies of Life and Look were also given and these may be distributed permanently to any shut-ins after use to the public. Any or all of this present supply of books may be changed, if arrangements are made with the Harrisville Li- brarian. We are glad of this chance to extend the usefulness of the library, so more people may benefit from the appropriation. The 1956 circulation has been: adult fiction 321—adult non- fiction 575—juvenile 372. The number of books added through the year has been 74. It took part of this year's appropriation, which ordinarily would have gone for books, to repair and paint the library sign. We hope no further damage will be done to library property, but do appreciate the cooperation of parents in this regard in the past. We wish to thank Mrs. Horace Spaulding and the Hancock Library for gifts of books this year.

fund under provisions of chapter 160 par. 1, laws of 1943 and chapter 8 par. 2 laws of 1947 revised and chapter 35 par. 1 -5 revised laws of New Hampshire; and to authorize the deposit of any balances on hand at the close of each school year into said capital reserve fund. Such funds to be placed

54 with the trustees of trust funds and used for construction or major capital use when so authorized by vote of the school district.

7. To see if the district will vote to raise and appropriate the sum of $100 to pay for light and heat when the school build- ing is used by local groups under board policy.

MINUTES OF SCHOOL DISTRICT MEETING HARRISVILLE, THURSDAY, MARCH 15, 1956

The school district meeting opened at 3:10 o'clock p. m. at the Wells Memorial School. The following officers were present: Casper Bemis, Helen Spaulding, Marjorie Colony, Virginia Bates, and Jessie Hope. The warrant was read.

Article 1. It was moved to keep the polls open for voting by Austrailian Ballot and to recess until 7:30 o'clock p. m. The meeting reconvened at 7:35 p. m.

Article 2. Mrs. Colony made the motion to accept the salaries as printed in the budget. It was so voted.

Article 3. It was voted to accept the reports as printed in the school report. There were no other committees to report.

Article 4. Mr. Wm. Bemis made the motion to have Guy Thayer and Charles M. Bergeron auditors for the coming year. Vote was in the affirmative and so declared.

Article 5. Mr. Davis moved that the school district raise and appropriate the sum of $41,327.00 and to authorize and direct the school board to apply against said appropriation such income as is estimated by the school board exclusive of state aid to be re-

55 ceived by the school district during the next fiscal year, to author- ize the school board to apply against such appropriation the sum to be received from state aid and with the school district clerk certify to the selectmen the balance as an assessment to be raised by the town for school purposes. Motion was carried in the affirm- ative.

Article 6. To see if the district will vote to raise and appro- priate the sum of $100 for payment of additional light, heat and janitor services, so that public community groups may use the building at no charge, or to make any recommendations relative to after-school use of the building. Mr. Francis Parker said an article like this was passed in a previous year so if it passes this year $100 should be included in the proper place in next year's budget (Maintenance of School Plant). It was also explained that if a public group charges admission there is a charge by the School Board. Motion was carried in the affirmative.

Motion 7. Motion was made by Mr. Davis to raise $50 for the purchase of insurance covering vandalism. That is $50 for three years on a permanent basis covering to the value of fire insurance. This is to be included each year in the school committee's budget. Vote was in the affirmative and so declared.

Motion 8. New Business. It was suggested that the School Warrant get more publicity. Mrs. Spaulding made the motion that the next school district meeting be held the week previous to town meeting, on Tuesday, March 5, 1957; and that the school directors set the time and place of the meeting. It was so voted. It was suggested that notice of the school meeting be given the selectmen so their reports would be distributed before the school meeting.

Supt. Bowlby explained state aid, salaries, tuition, etc. Appre- ciation was given the selectmen, road agent, and custodian for cooperating with the school directors in keeping the roads sanded where the school bus traveled also the walk to the school. A rising vote of thanks was given to Mrs. Henretta Kennard,

Mr. Wellington Wells, Jr., and Mrs. Virginia Turner for making it possible to have a playground fence.

At 8:36 a motion was made to close the polls. A recess was declared. 33 votes had been cast.

Casper Bemis, Jr. was declared elected Moderator; Helen Spaulding, Clerk; Virginia Bates, Treasurer; and Frederick Davis School Board Member, 3 years.

REPORT OF SCHOOL SUPERINTENDENT

The management, control and direction of public education can- not be allowed to become a static activity; one where the school board and staff can say, "Now that we have a fine school plant and a sound educational program, we can relax and maintain things as they are for a few years." Such an attitude might be sound if life in America was not changing rapidly as we enter the atomic age and changing economic and political events were not pushing us forward into new and unknown areas of national life. Since these latter conditions do exist, the school board and staff must constantly be alert to provide pupils with new and better tools of learning with which to meet life's problems. To this end, school management has considered the need for in- creased emphasis upon the natural and physical sciences and the need for better understanding of conservation through actual par- ticipation in out-of-doors programs involving soil, water, forests and animals. The entire staff of The Wells Memorial School par- ticipated in a one week conservation camp at Lost River, N. H. and staff members are actively engaged in planning a one-week out-door living and conservation experience at the Boston University Sargent Camp in Peterboro, for the upper grade pupils. Continued emphasis is placed on handwriting and a one day workshop for all teachers in our union, plus others from Keene, was conducted at the school by Ruth Kittle, author of the penmanship method we use. The necessity of retaining a skilled and competent staff of teach- ers has lead to a careful study of employment practices, a salary schedule, continuing form contracts and other modern practices. By keeping aware of the demands upon our local school brought about by the modern world of living, the citizens of Harrisville may

64 be assured that the school will continue to provide a thorough grounding in the fundamentals of learning, a good cultural back- ground and a dependable preparation for the future.

65 REPORT OF THE PRINCIPAL

To the Citizens of Harrisville, New Hampshire:

As Principal of your school, I have the pleasure to bring to you the annual report of the progress made at the school. This school year opened with an enrollment of nearly 80 young- sters. In order to give an equal teaching load to each of the staff members, the grades were divided in the following way:

Mr. Richard Wyman . . grades 5, 6, 7, and 8.

This division of grades has given each teacher a pupil load of be- tween 25 and 30 pupils. This year we have added a course in Natural Science to our pro- gram. This course is presented under the able supervision of Mrs. Hester Underhill of Ashburnham, Mass. Her association with the Audubon Society makes her classes interesting and informative. All teachers in Wells Memorial School and your Superintendent Dr. Charles Bowlby prepared themselves for the addition of this course by attending the Conservation Workshop held at Lost River Reservation last summer. With this preparation, all teachers are able to continue teaching and expanding the infor- mation that Mrs. Underhill presents in her classes. This year the Hot Lunch Program has instituted a program of serving family-style dinners on holidays. These are complete with white table-cloths, centerpieces, and the serving is done by pupil- elected hosts and hostesses. These are worthwhile in that good table etiquette and proper meal-time conversation are sponsored.

The dance and social program is being continued this year, and already instruction in round dancing has been offered. Such whole- some activity under supervision is most worthwhile. Parents to serve refreshments and assist in supervision have been eager to offer their services and cooperation. This year we have been fortunate in having two cadet teachers from the local Teachers College. Mr. Peter Greenwood and Mr. Phillip Hammond have both been of exceptional ability and have been of great assistance in the upper grades where there is a group of 33 in four grades. Wells P.T.A. has been an active and cooperative organization as- sisting in many school activities. This group has offered many pro- grams of high quality, and has assisted in securing tables more suitable for the first and second graders to eat from during lunch period. The remedial reading program under the supervision of Mrs. Elva Rawding is being continued, and over the years, the results of this program are very gratifying. I sincerely hope that this program may be continued for many years to come.

66 The art program this year is under the supervision of Miss Anne Charleston, and Miss Charleston is indeed an addition that is worth- while to our staff. In closing I wish to thank all who assisted in making our annual Christmas Pageant an outstanding success. My sincere thanks and appreciation are extended especially to Mr. Larry Rathburn for the carpentry work, and to Mr. Gordon Getty for his impersonation of that jolly spirit of the Yuletide.

To all the parents and friends of the staff in Harrisville, I express my humble thanks for the many kindnesses extended to me in the past year.
