9 Drivers Changing Licensing Framework

Policy & Regulatory Drivers - Introduction of competition

-Lowering barriers to entry and operation -Fostering business innovation and converged services -Promoting ubiquity of services -Recognizing telecommunication networks as a backbone for e-economy -Increasing interests from governments to capitalize on the benefits of telecom networks

Technology Drivers Business Drivers -Switch from copper to wireless and optical fibre Technology - Ability to provide triple & quadruple play -Increasing role of software & -Internet becoming the common delivery platform for all -Increasing capacity to accommodate Service types of content services multiple services Neutral -Increasing capacity to accommodate multiple services -Centralized to distributed network Licensing -Ability of ISPs to provide services closely competing architectures with Telcos Regime -Operator-centric to User-centric -Unlicensed spectrum & spectrum trading - Peer-to-peer arrangements -Standardized to customized -Grey-markets created by disruptive technologies" -- PSTN/PLMN to IP enabled NGN

ITU ASP RO 10 Objectives of NGN

Promote fair competition Encourage private investment Provide open access to networks Reduces cost of infrastructure :Affordability Single billing contact with the consumer Faster roll-out for new services Can enable developing countries to leapfrog and extend broadband connectivity

11 ITU Definition of NGN A packet-based network able to provide telecommunication services and able to make use of multiple broadband, QoS-enabled transport technologies and in which service-related functions are independent from underlying transport-related technologies Enables unfettered access for users to networks and to competing service providers and/or services of their choice Supports generalized mobility which will allow consistent and ubiquitous provision of services to users
