Admissions Policy 2021-22 (September 2021 entry) Author: Mr R Newman Responsible Committee: Full Governing Body Ambition · Pride · Success Haileybury Turnford School Admission Arrangements for 2021-22 The school will have a published admission number of 182 Section 324 of the Education Act 1996 requires the governing bodies of all maintained schools to admit a child with an Education Health & Care Plan (EHCP) that names the school. If there are fewer applications than places available, all applicants will be offered a place. If there are more applications than places available, the criteria outlined below will be used to allocate applications. Rule 1 Looked After Children Children looked after and children who were previously looked after, but ceased to be so because they were adopted (or became subject to a child’s arrangements order or a special guardianship order). Rule 2 Medical or Social Children for whom it can be demonstrated that they have a particular medical or social need to go to the school, which includes children previously abroad who were cared for by the state because he or she would not otherwise have been cared for adequately and subsequently adopted. A panel of HCC officers will determine whether the evidence provided is sufficiently compelling to meet the requirements for this rule. The evidence must relate specifically to the school applied for under Rule 2 and must clearly demonstrate why it is the only school that can meet the child’s needs. Rule 3 Sibling Children who have a sibling at the school at the time of application, unless the sibling is in the last year of the normal age-range of the school. -

Gilston Area Settlement Appraisal Settlement Appraisal Gilston Area 1. History 1.1 The Supporting Document records the various stages of assessment that were undertaken to inform the Preferred Options District Plan. It therefore provides an essential background to this Settlement Appraisal. In particular, Chapters 4 to 6 of the Supporting Document explained the process of shortlisting or ‘sieving’ options or ‘Areas of Search’. 1.2 On the basis of the assessments contained within the Supporting Document, and the rest of the evidence base that was available at that time, land to the north of Harlow, known as ‘the Gilston Area’ was identified as a preferred location for development. However, given the size and complexity of the site, and the need for the Council to gather further evidence regarding deliverability, the Gilston Area was not proposed for allocation at that stage. Instead, the Preferred Options District Plan identified it as a ‘Broad Location for Development’ for the delivery of between 5,000 and 10,000 new homes, both within this plan period and beyond, along with a range of supporting infrastructure such as new roads, primary and secondary schools, health centres and public open space. 1.3 Given the uncertainty of delivery at that time, and the need to undertake comprehensive masterplanning work, it was proposed that a separate Development Plan Document (DPD) be prepared following adoption of the District Plan in order to allocate the site. The DPD approach would set out the Council’s intention to deliver development during the latter part of the Plan period, and would enable further consideration of site boundaries, Green Belt boundaries and infrastructure requirements. -

The proposal Demolition of the existing buildings and redevelopment of the site to provide two buildings of between 4 and 14 storeys in height comprising 174 residential units (Use Class C3) and 160 sqm flexible B1 floorspace, including the provision of private and communal amenity areas, child play space, secure cycle parking, car parking, refuse and recycling storage areas and other associated development. The applicant The applicant is Fairview New Homes Limited and the architect is Formation Architects. Strategic issues summary: Land use: redevelopment of underused industrial site for residential-led development use is supported in regeneration area (paras 13-15). Housing: 174 units proposed. Affordable housing offer has been made of 32% by habitable room, split 60:40 affordable rent to shared ownership. Viability information is being reviewed (paras 24-27). Design: Improvements required to justify tall buildings and high density development. (paras 28-32). Climate Change: Carbon reduction target met; further information required on overheating analysis (paras 35-47). Transport: proposals are acceptable; conditions and section 106 obligations required (paras 54-65). Recommendation That Haringey Council be advised that whilst the application is generally acceptable in strategic planning terms it does not fully comply with the London Plan for the reasons set out in paragraph 70 of this report. -

Ware to Waltham Abbey Valley Views Route Summary: A scenic circular route with stunning views across the Lee Valley. The route follows the Lee Valley Pathway north to the viewpoint at Clayton Hill. It continues onto Meadgate Road before returning south along the towpath to Wharf Road. The route then follows the railway south before turning east at Turnford Brook back across River Lee Country Park. Distance: 8 miles Terrain: Surfaced pathway including towpath, several bridges (two with steep inclines), a gradual climb up to Clayton Hill and kissing gates. Starting Point: Lee Valley Park Farms car park Stubbins Hall Lane, Crooked Mile, Waltham Abbey, EN9 2EF From the car park, proceed up the hill, passing the Hayes Hill Farm building on your right. Continue on the surfaced path towards Holyfield Farm passing the ponds on the right. Turn right, across the road and onto the Lee Valley Pathway. Continue along the pathway, heading north through the farmland, passing the Clayton Hill viewpoint and St Leonard’s Wood on the left. Proceed down the hill and past Clayton Hill car park on the right. Turn right at the end of the pathway along the access road. Turn left onto Nazeing New Road, cross the road at the pedestrian crossing and continue ahead back onto the Lee Valley Park Pathway. Proceed along the Pathway, bearing to the left at the road junction. Turn right around the field gate and continue along Nursery Road. Prior to the field gate at the end of the road, turn left through the small wooden gates back onto the Lee Valley Pathway. -

COMMUNITY GOVERNANCE – MORETON, BOBBINGWORTH AND THE LAVERS PARISH COUNCIL (MBL) SECOND STAGE CONSULTATION APPENDIX 2 Background 1. All households in the Parish Wards of High Laver, Magdalen Laver and Little Laver were consulted last year regarding the proposal to combine the three Lavers parish wards into one new parish ward within MBL. 2. Residents were asked to indicate whether they supported this change which would: (a) align the electorate/Councillor ratios in the Lavers wards more closely with the other wards in MBL and thereby achieve better equality of representation; and (b) reduce election costs as the three parish wards elections would be cheaper than the present five. Results of Consultation 3. Of 285 Households (166 High Laver, 32 Little Laver 87 Magdalen Laver) 102 residents responded to the Council’s Consultation. Of those responses, 86 supported the reduction in the number of wards and 16 did not. 4. The District Council has reviewed this result and considers that there is substantial support for the change and will now take this forward as a firm proposal. A map … showing the new wards is attached as Appendix 1. 5. Some residents As part of this consultation 20 of the Householders of in the Matching Green part of MBL Parish raised the boundary between MBL Parish and the neighbouring Parish Council of Matching in their responses. They drew attention to the way in which the boundary divides the village in two and sought a change whereby the whole of the village could be included in Matching Parish Council. 6. Aside from the boundary itself, those residents raised the following issues in support of changing the boundary: (a) there is an obvious community of interest between Matching Green residents on both sides of the boundary; (b) that Matching Green is at the edge of MBL Parish and therefore have limited community of interest with the rest of that Parish. -

Spring Newsletter2015 A Bat In The Box... Andrew Palmer on the beginning of an important new bat box monitoring project It has been known for a fair while that Nathusius' pipistrelle are regularly encountered foraging in in the Lee Valley Regional Park just north and south of the M25 in an area dominated by major reservoirs and old flooded gravel workings. These significant water bodies combined with a mosaic of river courses, flood relief channels, permanent conservation grasslands, riparian trees, wet woodland and housing estates of various ages make for pip nirvana. Add in to the mix a large area of nearby woodland (Epping Forest) and the Thames estuary migration corridor and it is no wonder a small bats’ head might be turned. With records of rescued Nathusius' including a juvenile from the area and advertising males nearby, a search of the area was bound to produce more detections. In April 2014 a walk along the flood relief channel near Sewardstone produced an abundance of Nathusius' activity. As a consequence and with the help of Daniel Hargreaves the bat group arranged trapping nights in Gunpowder Park and at Fishers Green in August and September and caught Nathusius' pips on both nights (5 males). With a very positive and well established relationship with the site owners, the Lee Valley Regional Park Authority, we asked if it would be possible to establish a bat box monitoring project, as part of the Essex Nathusius’ Pipistrelle Project, along the lines of that run by Patty Briggs at Bedfont Lakes, west London. Patty regularly finds good numbers of Nathusius' pips in the bat boxes set in wet woodland. -

DESCRIPTION OF SITE 2.1 The application site is located to the east of Little Walden Road, on the northern side of the built-up area of Saffron Walden. It comprises part of an agricultural field and covers approximately 4.47 hectares (11 acres). The irregular southern boundary of the site follows the extent of the existing residential development at St Marys View and Limefields whilst the western boundary extends along Little Walden Road (the B1052). The northern boundary is formed by a belt of woodland with open fields beyond. The eastern boundary is largely arbitrary and follows no natural boundary but has been drawn to coincide with the eastern boundary of the woodland and the extended hedge line from the Limefields Pits local nature reserve to the south. 2.2 The site is largely open and in agricultural use apart from the area adjacent to the existing residential development which contains an area of scrub with trees around its edges. The site has a frontage of some 160m along Little Walden Road. -
