*5711 WEEKEND PHONE SERVICE—Ms Pam Allan asked the Deputy Premier, and Minister for Transport representing the Minister for Commerce, Minister for Finance, Minister for Industrial Relations, Minister for Ageing, Minister for Disability Services, Vice President of the Executive Council— (1) Will Home Care implement a weekend emergency phone service for disabled elderly clients? (2) If so, when? Answer— The Home Care Service of New South Wales provides services to frail older people, younger people with a disability and their carers. These services are delivered on a planned basis following assessment of an individual's needs. The Home Care Service will provide services at any time of the day or week, subject to the assessed needs. However, it does not provide an emergency contact or care service. People are advised that they need to keep contact numbers on hand for family members or alternative services in case they require emergency care outside the scheduled services. A respite service from Home Care may be requested, if it is planned that family carers will not be available over a weekend. The emergency services should be contacted for medical emergencies. *5712 HOLROYD CITY COUNCIL—Ms Pam Allan asked the Minister for Planning, Minister for Redfern Waterloo, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)— (1) Are you aware of the following complaints about Holroyd City Council? (a) Council advises applicants who have development applications for assessment in council to go to the Land and Environment Court; (b) Council advises applicants to withdraw their development applications under assessment and lodge fresh applications. If the application is withdrawn by the applicant then council considers that it was never made; (c) Most of council's planning controls are outdated with no consistency between controls. (2) What action do you propose to take on these concerns? Answer— (1) (a) and (b) No, I am not aware of Holroyd Council's dealings with local development applications. (c) Under the Government's new Planning Reform Agenda, Holroyd Council is required to prepare a new city wide Local Environmental Plan (LEP) to replace the Holroyd LEP 1991. Government funding of over $200,000 has been allocated to Council to undertake the necessary work for the new LEP. (2) Under the Environmental Planning and Assessment Act 1979, the Minister or the Department of Planning generally have no role in the local development approval process. In light of the recent reforms to the NSW planning system, I have asked the Department of Planning to continue to monitor and report back to me on this matter. *5713 CONTROL PLAN 4—Ms Pam Allan asked the Minister for Planning, Minister for Redfern Waterloo, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)— (1) Are you aware of community concern in Holroyd Local Government Area that Holroyd City Council's control plan four (4) for villas and townhouses adopts a policy on anti-consolidation of allotments of land with the intent to prohibit villa and townhouse developments in 2(a) zones where they are clearly permissible under the Holroyd Local Environmental Plan 1991? (2) Are you aware that Holroyd City Council has been advising applicants that consolidation in 2 (a) zones for villa and townhouse development is prohibited? (3) If so, what action do you propose to take to remedy this situation? Answer— (1) I am advised by the Department of Planning that Holroyd Development Control Plan No 4 Guidelines for Villa⁄Townhouses and Integrated Housing Development was amended by Council in September 2003 and has some inconsistencies with the Residential 2(a) Zone objectives "to provide and maintain the amenity of a predominantly low density living area and to enable sensitive infill of medium density housing styles" in the Holroyd Local Environmental Plan (LEP) 1991. 6806 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS THURSDAY 11 MAY 2006

(2) No, I am not aware that Holroyd Council has been advising applicants that consolidation in 2 (a) zones for villa and townhouse development is prohibited. (3) I am advised that the Department of Planning has raised concerns with this matter to Council on several occasions. In light of recent amendments to the Environmental Planning and Assessment Act, I have asked the Department of Planning to continue to monitor and report back to me on this matter. *5714 COMPLAINTS AGAINST INSURANCE COMPANIES—Mr Richard Amery asked the Minister for Western Sydney, Minister for Fair Trading, and Minister Assisting the Minister for Commerce— (1) How many complaints were lodged with the Department of Fair Trading against insurance companies during 2005 and 2004? (2) Which insurance companies were the subject of these complaints? (3) For what reasons were the complaints lodged? Answer— (1) A total of 281 complaints were received by the Office of Fair Trading regarding insurance matters. 135 were received in 2005 and 146 were received in 2004. (2) I am unable to comment on the conduct of individual traders unless those details are already in the public domain, as issued under section 86A of the Fair Trading Act 1987. (3) Insurance related complaints received by the Office of Fair Trading mainly related to issues concerning rejection of an insurance claim, rights and responsibilities, refunds, misleading and deceptive conduct, unsatisfactory or non-performance of services, overcharging or charges above a quote, and pricing and charges. *5715 MENTAL HEALTH SUPPORT SERVICES—ALBURY—Mr Greg Aplin asked the Minister for Education and Training representing the Minister for Health— (1) What progress has been made in the Albury electorate towards the provision of rehabilitation and support services for people with a mental illness or a psychiatric disability? (2) Will the psycho-social rehabilitation services provided by the Upper Hume Community Health Service in Wodonga be extended to Albury under the Cross-Border Health Agreement? Answer— The Minister for Health advises me: (1) The following Mental Health psychosocial rehabilitation and support services⁄programs are currently being developed and⁄or implemented in the Albury community: • Dual Support' Psychosocial Rehabilitation Service to homeless males accessing the Quamby House supported accommodation service in Albury. • Mental Health Family and Carer Support Program to assist families and carers of people with mental illness, including a Family and Carer Support⁄Advocacy worker to be based in Albury. • Rehabilitation Coordinator to develop and coordinate rehabilitation plans for people admitted to the Albury Base Hospital Psychiatric Inpatient unit. • Early Intervention worker targeting services to young people displaying early symptoms of mental illness. • Area Rehabilitation Coordinator to identify existing mental health rehabilitation activities across the Area and develop Psychosocial Rehabilitation Plan for the future development of services. (2) The relevant announcement about the Cross Border Agreement will be made in due course. *5716 DEPARTMENT POSITIONS—ALBURY—Mr Greg Aplin asked the Deputy Premier, and Minister for Transport representing the Minister for Commerce, Minister for Finance, Minister for Industrial Relations, Minister for Ageing, Minister for Disability Services, Vice President of the Executive Council— (1) Why was a Behaviour Management position deleted from the Albury team? (2) What steps have been taken to provide equivalent behaviour management services to clients in the Albury electorate? (3) Will the position be re-instated? Answer— A vacant behaviour management position was deleted from the Albury staffing establishment in 2004, as the position was not funded in the 2003⁄04 financial year. Since the deletion of the abovementioned position, a senior grade Regional Behaviour Intervention Consultant has been located in the Albury office. relation to intervention programs for people with disabilities and makes referrals to, and acts as a link with members of the Statewide Behaviour Intervention Service. The Department is currently recruiting to fill a number of behaviour management positions that will provide enhanced services to the Western Region, including those residing in Albury. *5718 DEVELOPMENTAL DISABILITY UNIT—Ms Katrina Hodgkinson asked the Minister for Planning, Minister for Redfern Waterloo, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)— (1) Will you confirm that the Developmental Disability Unit at the Royal Rehabilitation Centre in Ryde is to be closed because of a lack of funding? (2) As the unit provides services for residents from rural areas including and Yass, what steps have you taken to provide continuing treatment for people aged over 18 with a developmental disability? Answer— (1) and (2) The matter of funding for this facility does not fall within my portfolio area. *5719 CROSS BORDER WATER AGREEMENT—Ms Katrina Hodgkinson asked the Minister for Planning, Minister for Redfern Waterloo, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)— (1) As the NSW and ACT Governments have now signed a Memorandum of Understanding for the NSW⁄ACT Cross Border Water Agreement, will you provide me with a copy of the agreement? (2) Does the Memorandum of Understanding include information on settlement patterns? (3) If so why has Yass Valley Council not been consulted on the development of this agreement? Answer— (1) The Cross Border Water Agreement is currently cabinet-in-confidence, pending its public release. Accordingly, a copy of the agreement cannot be provided at the current time. (2) The Memorandum of Understanding for the Cross Border Settlement sets out a number of principles that are to be taken into consideration in assessing future settlement. (3) Whilst acknowledging Yass Valley Council's interest in this matter, the development of these agreements are primarily the responsibility of the ACT and NSW Governments. I am confident that the final outcomes of these agreements will deliver both a sustainable and equitable outcome for future development in the region. *5720 WIND FARM AT SPRING HILL—Ms Katrina Hodgkinson asked the Minister for Planning, Minister for Redfern Waterloo, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)— (1) Have you, as Minister for Planning, your Department or any agency connected with your Department held any discussions or had any meetings with any representative of ActewAGL, J.G Service Ltd or any other person representing the consortium proposing to construct a wind farm at Spring Hill? (2) If so, when did these meetings occur and who was present at these meetings? (3) What were the specific reasons that led to your determination that the Spring Hill proposal meets the requirements of Part 3A of the Environmental Planning and Assessment Act necessitating your being the approval authority for any subsequent Development Application? Answer— (1) and (2) I am advised that Department of Planning officers have met with the proponents on a number of occasions. This included a planning focus meeting held on 7 February 2006, convened by the proponents. (3) Schedule 1, Group 8, clause 24 of the Major Projects State Environmental Planning Policy identifies development for wind electricity generation with a capital investment value greater than $30m. The Mount Spring proposal has an estimated capital value of $55m. On this basis the Director General of Planning, acting as delegate for the Minister for Planning, formed the opinion that Part 3A of the Environmental Planning and Assessment Act applies to the project. *5721 CHEMOTHERAPY TREATMENT IN AUSTRALIAN CAPITAL TERRITORY—Ms Katrina Hodgkinson asked the Minister for Education and Training representing the Minister for Health— 6808 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS THURSDAY 11 MAY 2006

(1) As one of the two radiation machines in is now inoperable for a significant period of time, what action is being taken to ensure that NSW patients who usually access chemotherapy treatment in the ACT will be able to continue their treatment? (2) Have additional IPTAAS funds been allocated to ensure that these patients can receive financial support when accessing alternative treatment locations such as Sydney, Wagga or Albury? Answer— (1) The radiotherapy machine does not deliver chemotherapy. (2) Not applicable. *5722 STATE TRANSIT BUS COMPLAINT—Ms Katrina Hodgkinson asked the Deputy Premier, and Minister for Transport— (1) What action is being taken to investigate the complaint of Mrs R Read regarding overcrowding on bus number 3854 on route 155 following the Manly-Canberra game on 11 March 2006? (2) What action is being taken to ensure that drunken passengers will not endanger the safety of families using State Transit buses? Answer— I am advised: (1) Mrs Read's concerns regarding her bus trip after the Manly- game on 11 March 2006 were fully investigated by State Transit. State Transit replied to Mrs Read on 24 March 2006, informed her of the action taken to address her concerns and apologised for the unfortunate circumstances that prompted her to write to State Transit. (2) State Transit communicated the problems to Dee Why Police. Police advised that contact had already been made with Manly Football Club and that the Club had agreed to double security at the ground. Dee Why police also advised that Police presence would be increased at all future night games. To improve security, State Transit has also engaged four security guards and a supervisor on the buses to and from all future night games. State Transit Supervisors have been authorised to change schedules so that buses that do not usually stop at Brookvale are able to when necessary. This will help alleviate overcrowding on services to football matches at Brookvale Oval. Articulated buses have also been introduced on the Route 155 to and from Brookvale Oval to provide more capacity for passengers. In addition to the specific action taken in relation to rugby league games at Brookvale, State Transit has been active in other initiatives to improve passenger safety in the area including: • Involvement with Warringah, Pittwater and Manly Councils' Crime Prevention Plans; • Deployment of security guards on selected services as required; and • Involvement with the establishment of a safety zone at Dee Why that will be well lit and equipped with digital CCTV and a back to base help point. *5723 TWENTY20 WORLD CUP—Ms Katrina Hodgkinson asked the Minister for Tourism and Sport and Recreation, Minister for Women, and Minister Assisting the Minister for State Development— (1) Following the decision by the International Cricket Council of 22 March to hold an invitational Twenty20 World Championship in 2007 and a mandatory Championship in 2009, will the NSW Government be bidding to host this major event which will draw significant numbers of international cricket tourists to the venue? (2) If NSW will not be bidding for this event, why are you not actively seeking to attract major world- class events to this State? Answer— (1) At its meeting in Dubai on 30 April 2006, the ICC Board awarded a number of ICC events to member nations over 2007-2019. This included the 2011 Cricket World Cup to the joint Asian bid from India, Pakistan, Sri Lanka and Bangladesh over the joint bid by Cricket and New Zealand Cricket. 6809 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS THURSDAY 11 MAY 2006

The Premier provided a letter of support on behalf of the Government for the Australian⁄New Zealand bid and, in the event of a successful bid, envisaged Government support of a similar nature to Rugby World Cup 2003. Australia and New Zealand were jointly awarded the 2015 Cricket World Cup whilst Australia was awarded the 2009 Women's World Cup. The 2007 Twenty20 World Championship will begin in South Africa in September 2007 with the 2009 edition awarded to England. The frequency of the Twenty20 World Championship beyond 2009 will be determined by the ICC once an evaluation of the initial events has been undertaken. The ICC Board's decisions are subject to ratification at the ICC Annual Conference in London in July 2006. (2) The NSW Major Events Board will continue its dialogue with Cricket Australia on opportunities to host major ICC events in Sydney and NSW. The Board secured the Johnnie Walker Super Series test match between Australia and an ICC World XI that was held at the Sydney Cricket Ground in October 2005. NSW, for the future, has also secured Australian Open Golf 2006, Ironman Triathalon Australia 2006-2010, Australian Fashion Week Spring Summer Collections 2006-2010, World Youth Day 2008, Sydney 2009 World Masters Games, World Conference on Women in Sport 2010, Lions International Convention 2010, Australian Surf Life Saving Championships 2010-2012, Rotary International Convention 2014. The Major Events Board, under the chairmanship of Sir Nicholas Shehadie AC OBE, will continue to advise Government on major event opportunities that can provide substantial economic and other benefits for Sydney and NSW. *5724 MULTI-BED WARDS—Mrs Judy Hopwood asked the Minister for Education and Training representing the Minister for Health— In what year and for what reason did multi-bed wards in hospitals become unisex ? Answer— The Minister for Health advises me: Each Area Health Service is responsible for managing ward accommodation in its hospitals and has local accommodation policies to ensure the most clinically appropriate and timely care is provided to patients. In certain clinical situations, mixed gender wards may be necessary to ensure that patients are appropriately observed and treated. Examples include Intensive Care Units, High Dependency Units, Emergency Departments and Operating Theatre Recovery Wards. I am advised that mixed gender wards are used for these purposes in hospital facilities throughout Australia and internationally. Apart from critical care areas most patients in hospitals are accommodated in single-gender wards. Patients who do not wish to be accommodated in a mixed gender ward may request transfer to a same gender ward, or a single room if available. I am advised that, where a patient requests to be accommodated in a same gender ward, hospital staff will make every effort to meet their needs. However, this might not always be immediately possible for emergency admissions or when the hospital is busy. *5726 HOSPITAL AUDIT—Mrs Judy Hopwood asked the Minister for Education and Training representing the Minister for Health— (1) Has an audit been undertaken at Hornsby Hospital to determine what equipment is needed to fully resource the facility? (2) Is so, what are the priorities by department, and equipment, and when will funding be allocated? (3) If not, will an audit be undertaken? (4) If so, when? Answer— The Minister for Health advises me: There are business processes in place within the Area Health Service to ensure that the equipment requirements of all departments at Hornsby Ku-ring-gai Health Service are identified. requirements are considered by the Northern Sydney Central Coast Area Health Service in the development of the Area Health Services capital program. *5727 HOSPITAL AUDIT—Mr Malcolm Kerr asked the Minister for Education and Training representing the Minister for Health— (1) Has an audit been undertaken at Sutherland Hospital to determine what equipment is needed to fully resource the facility? (2) If no, what are the priorities, by department and equipment, and when will funding be allocated? Answer— The Minister for Health advises me: There are business processes in place within the Area Health Service to ensure that the equipment requirements of all departments at Sutherland Hospital are identified. These requirements are considered by the South Eastern Illawarra Area Health Service in the development of the Area Health Services capital program. *5728 RAIN WATER COLLECTION AND GREY WATER RE-USE—Ms Clover Moore asked the Minister for Water Utilities, Minister for Small Business, Minister for Regional Development, and Minister for the Illawarra— Regarding Sydney's water supply: (1) What financial incentives does the Government provide to encourage residents and business operators to install rainwater collection tanks? (2) How many rainwater collection tanks have been installed in the Sydney Water catchment area, using these financial incentives? (3) Given the pressure on Sydney's water supply, will the Government increase the number and amount of financial incentives for rainwater collection? (4) How does the Government encourage residents, business operators and industry to re-use grey- water? (5) What education programs has the Government provided to inform residents about individual action they can take to harvest rainwater? (6) What financial incentives will the Government provide to encourage homeowners to re-use grey water? (7) What education programs has the Government provided to inform residents about individual action they can take to re-use grey water? (8) What education programs has the Government provided to inform residents about individual action they can take to reduce water use? Answer— I am advised by Sydney Water that: (1) This information is available on Sydney Water's website. (2) As at 31 March 2006, Sydney Water has paid 21,972 rainwater tank rebates worth around $7 million, saving an estimated 840 million litres of water per year. (3) Sydney Water's Water Conservation and Recycling Program has been developed and implemented to support the most cost-effective measures. The Rainwater Tank Rebate Program forms one of a diverse range of Government initiatives targeted at effective water conservation. (4) This information is available on Sydney Water's website. (5) This information is available on Sydney Water's website. (6) Sydney Water does not currently have plans to introduce a rebate for grey water reuse. While other Australian states have implemented rebate schemes for grey water, the limited take-up rate suggests that it is not as cost effective as other water conservation initiatives. (8) This information is available on Sydney Water's website. *5729 REDFERN JUSTICE ACCESS CENTRE—Ms Clover Moore asked the Minister for Planning, Minister for Redfern Waterloo, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)— With respect to the heritage-listed former Redfern Courthouse that is identified for reuse in the draft Redfern-Waterloo Authority Built Environment Plan: (1) What plans does the Government have for appropriate reuse of this building? 6811 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS THURSDAY 11 MAY 2006

(2) Will the Government consider providing a Justice Access Centre from this building, as proposed by Redfern Legal Centre? Answer— (1) and (2) I am advised that the future uses of the former Redfern courthouse will be articulated in the Redfern-Waterloo Authority's Built Environment Plan (Stage One). The period for community consultation on the draft plan concluded on 14 April 2006 and the RWA is currently considering all submissions received. *5730 METHADONE WAITING LISTS—Ms Clover Moore asked the Minister for Education and Training representing the Minister for Health— With respect to the provision of methadone treatment for people addicted to opiates: (1) How many people are waiting for access to methadone treatment? (2) How does this compare to the number of people waiting for access to methadone treatment before the 1999 Drug Summit? (3) How does the Government assess need for methadone treatment places and ensure adequate supply? (4) What plans does the Government have to increase funding and methadone treatment places? Answer— The Minister for Health advises me: (1)-(4) The NSW Department of Health does not keep records of waiting lists related to the NSW Health Opioid Treatment Program. The NSW Department of Health regularly consults with Area Health Services on the requirements and resources required to provide drug and alcohol treatment services and treatment capacity has increased by approximately 4,000 places since the 1999 Drug Summit. The Government is currently preparing the Drug Budget 2007-11. Funding of the opioid treatment program and other treatment services will be assessed as part of this process. *5731 CRYSTAL METHAMPHETAMINE—Ms Clover Moore asked the Minister for Education and Training representing the Minister for Health— Given reports of increasing use of Crystal Methamphetamine or Ice in the media, and from police and health services: (1) Is it true that there are likely to be twice as many people addicted to ice as heroin? (2) How many people does the Government estimate are addicted to this drug? (3) What treatment services does the Government provide that target ice ? (4) Will the Government provide programs with prescribed amphetamines for people addicted to ice ? (5) What action has the Government taken to ensure that NSW treatment services are adequate and up to date with evidence-based international best practice? Answer— The Minister for Health advises me: (1)-(2) The NSW Government is concerned about the use of methamphetamines such as "ice" or crystal methamphetamine, speed and base in the community. I refer the Member to the National Drug and Alcohol Research Centre's (NDARC) 2005 report "Estimating the number of regular and dependent methamphetamine users in Australia" and the 2004 NDARC report "Estimating the number of current regular heroin users in NSW and Australia 1997-2002" regarding the approximate number of methamphetamine and heroin users in New South Wales and nationally. I am advised that the 2004 Household survey by the Australian Institute of Health and Welfare found the use of methamphetamines fell in New South Wales from 3.8% in 1998 to 3.1% in 2004 as well as nationally from 3.7% to 3.2%. In addition, NDARC's 2005 preliminary findings from the Australian Drug Trends for 2005 report found that amongst injecting drug users in New South Wales the use of crystal methamphetamine fell from 45% in 2004 to 38% in 2005. (3)-(5) The New South Wales Government is committed to continuing to provide better care, treatment and information to the community about methamphetamines. counselling services for all patients presenting with psycho-stimulant problems. To guide the health sectors response to the abuse of these drugs, in November 2005 I launched "Amphetamines, Ecstasy and Cocaine: A Prevention and Treatment Plan" which focuses particularly on education, early intervention, treatment and the needs of special populations, including young people. Additionally, a new set of clinical guidelines was released in January 2006 to help health professionals assess and manage people who use these drugs. Specialist training for Area Health Service and drug and alcohol service workers across New South Wales is also being developed to build necessary skills in treatment and support of psychostimulant users. Additionally, to manage drug users experiencing psychosis, Psychiatric Emergency Care Centres have been established in emergency departments of Liverpool, Nepean, St George and St Vincent's Hospitals. Interim centres are also operating at Blacktown, Hornsby, Wyong, Campbelltown and Wollongong Hospitals. *5732 ALBION STREET LODGE BUILDING—Ms Clover Moore asked the Minister for Community Services, and Minister for Youth— With respect to the Government-owned building used by the Haymarket Foundation to provide the Intoxicated Persons Unit known as Albion Street Lodge: (1) What investigations have been carried out into the safety, security and appropriateness of this facility for its use? (2) Given the history of the building's use as a boy's home, how will the Government ensure that it is appropriate for adult accommodation? (3) What action has the Government taken to upgrade this facility to provide appropriate standards of accommodation? Answer— (1) The operators of the Intoxicated Person's Unit are responsible for the occupational health and safety of the Unit's residents and workers. I am advised that the building is rated by the Board of Fire Commissioners as safe with adequate evacuation procedures and emergency equipment present and routinely inspected. (2) I understand that the operators of the Intoxicated Persons Unit have submitted a proposal to refurbish features of the internal layout of the site with a view to provide a better quality of care and support case management for the residents. (2) On what basis does the Minister consider that alterations to pumps may be made by retailers? (3) What advice has been sought or received from Gilbarco Pty Ltd regarding protections in pump technology against such manipulations? (4) Is the Minister aware that petrol pump calibration is likely to over deliver in favour of consumers? (5) How many tests have been conducted on pumps in retail settings in 2005? How many breaches were detected? (6) How many tests were conducted on pumps in the manufacturer's setting in 2005? How many breaches were detected? Answer— (1) I was interviewed by a crew from 'A Current Affair' in February this year after researchers from the program had carried out a series of tests themselves on petrol pumps at outlets in all mainland capital cities. During that interview I pointed out that variations in petrol pump measuring could be caused by a number of factors, however it is an offence to tamper with a petrol pump that results in short delivery. It was also stated that it was an offence under the Trade Measurement Act to dispense fuel from pumps that are found to be non compliant. Quotes and the script of the segment that went to air on February 20th reflected this view. 'A Current Affair' ran a follow-up story on this issue after Fair Trading had carried their own tests on the NSW outlets subject of the first ACA report. I subsequently sent the program the results of the Fair Trading Testing which showed a very small number of petrol pumps were non complaint with a statement from Fair Trading that: "Penalty notices and prosecution action will be taken in relation to the owners of the measuring instruments who were found to be non compliant with the Trade Measurement Act 1989." (2) Retailers are not permitted to make alteration to the calibration of petrol pumps. If any alteration is required the retailer must contact a licensed certifier who will check the calibration and if it needs alteration, break the seal, carry out the alteration then conduct a full certification test and then reseal the pump. (3) Advice has neither been sought nor received from Gilbarco Pty Ltd regarding protection in pump technology against manipulation. (4) The Trade Measurement Act 1989 requires petrol pumps to operate within a tolerance. This tolerance is stipulated under the National Measurement Act 1960. The tolerance allowable is up to 0.5 per cent either way (on 30 litres that is 150 ml). This means that a pump can "over deliver". Fair Trading is aware that over delivery is more likely to occur as petrol pumps get older. However if the pumps are certified regularly this is prevented. (5) and (6) Fair Trading inspectors do not differentiate between retail and manufacturer's settings; there is only one test procedure. I am advised that the business facilitator works out of the Redfern-Waterloo Authority offices in Redfern on a regular basis. The service commenced late in 2005, but started operating on a regular basis in early April 2006. Since commencing, I have been informed that the service has assisted people to begin developing their business plans for enterprises as wide ranging as landscaping, sporting schools, driving schools and childcare centres.
