With 20 years of experience working in housing, I understand the challenges facing the county on this subject. As a property manager of the 2nd largest multifamily community in Washington County, overseeing 566 units, I believe my experience would be unique to the committee. Housing issues have always been a challenge, and with the new law changes at the legislature, my understanding of these changes could be helpful at this time.

Working for Holland Partner Group, who manages several large properties in the Washington County area, I would properly declare a conflict of interest if the situation warranted such.

Why are you interested in serving on the Board/s you are applying for?

As an engaged resident of Washington County who happens to also be employed within Washington County, I would like to share my opinion, and perspective, to provide fresh and insightful ideas to Washington County leadership and my fellow residents. Through a shared interest in being a part of the change we would like to see, I hope to build friendly acquaintances with people I may not ordinarily have a change to befriend or engage with. Further, I would like to be a good example of what civil discourse look like in Washington County.

Teresa A Payne Page 2 of 5 What education, work experience, volunteer experience or life experience do you bring?

I am currently the Vice Chair of the Diversity Advisory Board for the City of Beaverton, Vice Chair of the Housing Technical Advisory Group for the City of Beaverton, I am a participant in Leadership Beaverton which is hosted by the Beaverton Area Chamber of Commerce. Additionally, I have participated in Beaverton's citizens academy, and volunteered with Unite Oregon on their program for organizing and leadership training with Beaverton, and their civic leaders training coarse to help residents learn about resources in the City and appropriate people to contact. I find joy in being around people and sharing common interest and life experiences. (For more work experience please see attachment) I work in customer service, and facilitate coordination of goods within the continental U.S. and when needed I coordinate with Canadian contacts for advise and coordinating the shipment of the industrial knives and sawmill parts that my company sells. Education: I graduated from Capital Christian High School, which is in Sacramento, CA. I went on to attend ad graduated from the University of Nevada, Reno (not to be confused with UNLV) where I earned a B.A. in International Affairs, then I went on to pursue higher education at the University of San Francisco where I studied, International Studies. I am a firm believer that good people do not necessarily need to attend college. There are countless people in our community who do not have a degree and go on to have long, successful and fulfilling careers. I would argue that we need more people to learn a trade. The global pandemic has shown us, what the "essential jobs" truly are, and we need to recognize them and gear our society towards those fields. (For life experience, I would love to share more over a Zoom discussion or phone call) I am more than just the person you read about on your screen or a piece of paper. I bring life experiences from the perspective of an educated millennial, who happens to be African American / black. I grew up the youngest of three children to parents who were also educated. My mother was a nurse, and my father worked for the United States Department of Agriculture, their life experiences shapes my opinions on diversity, equity, and inclusion. I am inspired to be a voice to people like myself but more importantly to be a good listener and a voice for people who are not like me. An equitable, and inclusive Washington County is only achievable through listening to the wants and needs of others; I was to me a part of that. I want to be a part of helping the County I live and work in to be at it's best for it's residents, and business commuters.

Describe your understanding of the concerns and issues facing the Board/s you wish to serve on.

As someone who was not born or raised within Oregon, I have appreciated the fact that Washington County is a diverse place and I have enjoyed the experiences I have had while living and working within Washington County. I understand that there is a minority majority within Washington County, yet there is not a lot of representation on the various boards, commission, and committees. I am not one to complain without offering up an idea for a solution. I can offer to bring my ideas, my experience in diversity, equity, and inclusion to the table, and work well with others to discover solutions and take initiative to be the eyes and ears for our County Commissioners. I have learned through my civic engagement at the local level in Beaverton that having a variety of people coming together for a common purpose has immense potential power. Diversity is the way to a well rounded environment, and I hope to do my part in bringing residents of Washington County together through common interests.I believe that although we are different, that we have more in common than differences.

List any potential conflict of interest between your public and private service that might result from your appointment to a Board/s you are applying for.

I am not sure about a possible conflict of interest regarding my civic engagement with the City of Beaverton, but it is worth mentioning. Will I be allowed to be civically engaged in Beaverton and Washington County at the same time? I hope that I will allowed to do both. Please let me know if I might face restrictions.

I have a very flexible schedule and given enough notice can usually accomodate most times and days.

I served as a consultant for the Washington County Board of Commissioners for the annual State of the County event in 2018 and 2019. I have served on the Beaverton Committee for Community Involvement for nearly 10 years. I have not previously served on any Washington County Board.

Behavioral Health Council

Why are you interested in serving on the Board/s you are applying for?

I would like to be able to use my experience working with and in county government and my volunteer work in Beaverton in the best way possible. Serving on the Behavioral Health Council would expand my horizons about county services at the ground level and I believe my background would provide the county and the council with an experienced voice. I consulted for the Vision Action Network for several months and learned a lot about the housing situation in Washington County first hand. I believe I can help provide perspective and experience to that issue area as well.

Are you interested in other volunteer opportunities?

If you are interested in other opportunities, may we contact you?

What education, work experience, volunteer experience or life experience do you bring?

I worked at the Association of Oregon Counties (AOC) as a Communications Manager from December 1, 2004 until December 31, 2015 and did part time work for AOC for two years following. In that position, I worked with Oregon's 36 county governments on the issues and challenges they face. My tasks were varied, from communications and information dissemination to messaging, to policy development and research and everything inbetween. Prior to my work at AOC, I was a commercial broadcast journalist, working for television and radio news operations in the Portland media market for 20 years. My first job out of college was with a United States Congressman from Colorado in his Washington, DC office. I have quite a bit of volunteer experience from years living in Beaverton. I have served on the Beaverton Committee for Community Involvement for many years beginning in 2005. I have been the moderator of the Beaverton Voter's Forum every two years since 1992. I have also volunteered in other arenas because I believe in giving back to the community and county that I live in.

Describe your understanding of the concerns and issues facing the Board/s you wish to serve on.

I learned first hand about the issues and challenges facing Oregon county governments during my tenure with the Association of Oregon Counties (AOC), including Behaviorial Health and Housing. Providing vital county services effectively and efficiently is one of the major challenges in both those areas. People depend on those services being there and it is the county's job to make sure those among us who need those services get them with as little disruption as possible.

Eric D. Schmidt Page 2 of 4 List any potential conflict of interest between your public and private service that might result from your appointment to a Board/s you are applying for.

I host two montly community affairs programs at Tualatin Valley Community Television (TVCTV). One of them is called "County Talk" and focuses on the services and programs provided by Washington County and various non-profit organizations in Washington County. The other is called "City Talk" and it focuses on the services and programs provided by the cities served by the Metropolitan Area Communications Council (MACC). "City Talk" also gives non-profits and civic organizations an opportunity to explain their missions and services. While I doubt that serving on a Washington County board or commission as a volunteer would result in a conflict of interest, it would certainly give me more insight to county services and programs and could provide me with material for the community affairs programming.

Describe your understanding of the concerns and issues facing the Board/s you wish to serve on.

Finding affordable homes in our area is becoming more and more difficult for the middle class. I have friends who are looking to buy a home but can not afford one in our area. We need to find ways to help those looking to buy homes have options available. Those living in low income housing need to feel safe and secure in the areas in which they live.

List any potential conflict of interest between your public and private service that might result from your appointment to a Board/s you are applying for.

I do not know of any conflicts of interest.

My VISION is a multifaceted business that operates with you, the customer, at the forefront of our day-to-day operations. We are well known and respected in the community and our philosophies are based on both honesty and integrity. As a client centered business, you will receive personal service and be backed by a reputable group.

We implement multi-level marketing strategies that benefit our clients with every transaction. Our real estate agents have extensive access to information about the communities in which they deal. This includes, but is not limited to: schools, populations, recreation, entertainment, home values, growth potential and surrounding areas. Many agents live in the areas we serve and therefore can more accurately overcome potential obstacles and focus on the unique needs of our clients.

The real estate market is always changing and as a result, our agents regularly attend training sessions and events to further their knowledge and be sure that they are focusing on current conditions that affect today's buyers and sellers. This type of training is imperative if we are to be successful in obtaining top dollar on home sales. Our goal is to make sure that we satisfy the special needs of all of our clients and at the same time make the process and transactions go as smoothly as possible.

Our group is dedicated to maintaining a professional, trustworthy relationship with our clients. One way this can be seen is through this Comparative Market Analysis (CMA) which you hold in your hand. This CMA compiles the most current and accurate information relevant to the sale of your home. Seeing that this is perhaps your most valuable asset, it is imperative that you be equipped with the most complete information possible related to the pricing and marketing of your home.
