The following Papers were laid on the Table –

(i) Supplementary Estimates I Programme Based Budget of the National Government of Kenya for the year ending 30th June, 2018 and the Explanatory Memoranda. (ii) Annual Report and Financial Statements of the Board of Management of the National Hospital Insurance Fund for the year ended 30th June, 2016; (iii) Reports of the Auditor-General on the Financial Statements in respect of the following Institutions for the year ended 30th June, 2016 and certificates therein:- a) Dedan Kimathi University of Technology; b) Consolidated Fund Services - Public Debt; c) National Land Commission; d) Child Welfare Society of Kenya; e) Kenya National Library Service; f) Kenya Bureau of Standards; g) Railway Development Levy Fund; h) Kenya Film Classification Board; and i) National Cohesion and Integration Commission

(iv) The Reports of the Auditor-General on the Financial Statements in respect the following Constituencies for the year ended 30th June, 2016 and the certificates therein: - a) ; b) ; c) Mvita Constituency;

5. PROCEDURAL MOTION– EXEMPTION OF BUSINESS FROM THE PROVISIONS OF STANDING ORDER 40(3)

Motion made and Question proposed –

THAT, this House orders that the business appearing in the Order Paper be exempted from the provisions of Standing Order 40(3) being a Wednesday Morning, a day allocated for Business not sponsored by the Majority or Minority Party or Business sponsored by a Committee.

6. MOTION - APPOINTMENT OF MEMBERS TO THE CHAIRPERSON’S PANEL

Motion made in amended form and Question proposed –

THAT, pursuant to provisions of Standing Order 16, this House approves the appointment of the following Members as Members of the Chairperson’s Panel:-

(i) The Hon. Roselinda Soipan Tuya, MP - First Chairperson of Committees (ii) The Hon. Patrick K. Mariru, MP - Second Chairperson of Committees (iii) The Hon. Jessica Mbalu, MP - Third Chairperson of Committees (iv) The Hon. Christopher Omulele, MP - Fourth Chairperson of Committees

Rising in her place on a point of order pursuant to Standing Order 95, the Member for Gilgil Constituency (Hon. Martha Wangari) claimed to move that “the Mover be now called upon to reply”

7. MOTION - APPROVAL OF THE CALENDAR OF THE HOUSE

THAT, pursuant to the provisions of Standing Order 28, this House approves the Calendar of the House (Regular Sessions) for the First Session of the Assembly, as contained in the Schedule. (The Majority Party Whip)

8. MOTION – APPROVAL OF SESSIONAL PAPER ON THE KENYA HEALTH POLICY

THAT,this House adopts Sessional Paper No. 2 of 2017 on the Kenya Health Policy for the period 2014-2030, laid on the Table of the House on Wednesday, September 13, 2017. (The Majority Party Whip)
