1 2 C. Good Apple Award – The Board approved the nomination for a Good Apple Award: 3 Alicia Carr, Finance Officer at C.M. Russell High School. 4 5 D. School Bus Driver Certificate – OPI TR-35 – The Board approved the 6 Montana Bus Drivers’ Certificate – OPI TR-35 for the individual listed in the agenda. 7 8 E. C.M. Russell High School Student Activity Accounts – Class of 2020 - The 9 Board approved the closure of the Class of 2020 Student Activity Accounts listed in the 10 agenda for C.M. Russell High School as they are no longer being used and the 11 balances have been cleared. 12 13 F. State of Montana Surplus Program – The Board approved the resolution provided 14 by the State of Montana Surplus Property Program with the information as provided by 15 the District as to who is authorized to acquire State and Federal surplus property. The 16 Surplus Program requires the District to update the information at a minimum of every 17 three years. 18 19 G. Centerville Public School District’s Request Regarding Bus Routes Entering 20 the Great Falls Public School District Boundaries – The Board approved the request 21 to allow Centerville Public Schools to enter the District with two bus routes, allowing one 22 to stop within the Great Falls Public School District boundaries. 23 24 H. Sun River Valley District #55F Bus Stop Request within Great Falls Public 25 School District Boundaries – The Board approved the request to allow the Sun River 26 School District a bus stop in the Great Falls Public School District. 27 28 I. Vaughn School District Bus Stop Requests within Great Falls Public School 29 District Boundaries – The Board approved the request to allow the Vaughn School 30 District bus stops within the Great Falls Public School District boundaries. 31 32 33 COMMUNICATION 34 35 A. Superintendent Report 42 43 Our Staff 44 Superintendent Moore thanked Director of Business Operations Brian Patrick for 45 arranging professional photographs to be taken of the past three Cabinet Leader 46 Teams. These photos are on display in the District Offices Building’s Board Room. 47 Superintendent Moore announced GFPS has received the four-year Montana 48 Comprehensive Literacy State Development Project Grant and that GFPS was the only

1 District to be fully funded by the grant for $600,000 the first year. He thanked staff 2 members Lance Boyd, Carol Paul and Susan Quinn for their work on compiling 3 information for the grant. Superintendent Moore explained the grant covers Transitional 4 Kindergarten through 12th grade and will allow the District to continue to meet the needs 5 of all students, including the most at-risk students in the five highest needs schools. 6 The schools that will be impacted by the grant are Longfellow and Whittier Elementary 7 Schools, East Middle School and Great Falls High School. 8 9 Our Staff and Community 10 Each Board member was given a copy of the June/July Montana Senior Newspaper in 11 which Superintendent Moore acknowledged an article showcasing Foster Grandparent 12 Anna Mae Gomke from Mountain View Elementary School for her 18 years of 13 dedication to helping students. 14 15 Our Students, Staff and Community 16 Superintendent Moore reported that the current Signature Montana magazine contains 17 an article about the partnership Great Falls Public Schools has with Neighborworks 18 while working on the High School House each year. Each Board member received a 19 copy of the magazine. 20 21 COVID-19 Updates 22 Superintendent Moore reminded everyone the different ways to protect yourself and 23 others from the spread of COVID-19 that includes the wearing of face masks. He 24 reported that the District Office Building implemented the requirement of wearing face 25 masks on July 6. The District has received 12,000 masks from the State and has 26 purchased 500 masks from the Bison Wear program. 27 Superintendent Moore said Director of Student Services Lance Boyd continues his work 28 with the implementation of the CARES Act Grant funds. The District will be presenting 29 the draft Reopening Plan at the Board Work Session on July 15, 2020. He reminded 30 everyone that the document will be need to be adaptable and flexible with the changing 31 circumstances revolving around the pandemic. 32 33 Facilities Update 34 Superintendent Moore said he recently toured several school sites with Andy Becker, 35 from Hulteng Inc., who updated him on the facility projects taking place while on the 36 tour. Projects noted were the gym and cafeteria flooring and foundation at Chief Joseph 37 Elementary School, roofing projects at East and North Middle Schools, boiler 38 replacement and elevator repairs at C.M. Russell High School and the boiler 39 replacements at West Elementary. Superintendent Moore thanked the community for 40 their support in passing the Bond Levy in 2016 which has allowed these projects and 41 more to happen. 42 43 44 ACTION ITEM 45 46 A. Student Activity Monthly Report for May 2020 – Motion – Mark Finnicum, 47 Seconded – Gordon Johnson, passed unanimously to approve the Student Activity 48 Monthly Reports for May 2020 as presented. 1 Patrick explained that within the report, high schools are set-up with individual sports 2 and that some of the beginning balances are in the negative. He said these are running 3 totals and that some sports do not charge admission to off-set the charges they have 4 such as referring, security, score takers and ticket takers. Mr. Patrick said football is 5 usually the sport that has the most revenue. 6 7 B. Substitute Teacher Daily Rate Increase Effective August 1, 2020 – Director of 8 Human Resources Kerry Dattilo explained the current daily compensation schedule for 9 substitute teachers and said the substitute teachers work 7 hours per day and may not 10 work more than 130 hours per month, with the exception of full-time and long-term 11 substitute teachers. Kerry then explained the proposed salary increase bringing the 12 starting non-licensed substitute teacher from $75 per day to $90 per day and the 13 starting licensed substitute teacher from $80 per day to $100 per day. She is hopeful 14 the salary increase will help with the recruitment and retention of substitute teachers. 15 Kerry said the recommended salary increase is estimated to cost approximately 16 $140,000 per year. Trustee Schreiner asked when the last pay increase was given to 17 the substitute teachers. Kerry said this group of employees has not received a pay 18 increase since 2006. 19 20 Motion – Teresa Schreiner, Second – Jeff Gray, passed unanimously to approve the 21 pay increase for substitute teachers as outlined in the agenda effective August 1, 2020. 22 23 C. Revised Board Policy 1908 and Deletion of Board Policy 1908F – Superintendent 24 Moore explained the proposed changes to Board Policy 1908 and said the current 25 Board Policy 1908F, a Montana School Boards’ model policy, is being requested to be 26 deleted. Great Falls Public Schools’ Assistant Superintendents have created a Face to 27 Face Instruction Opt-Out Agreement form that would replace 1908F, however, it will not 28 be adopted as a new Board Policy as it will need to be updated with the changing 29 circumstances due to the COVID-19 pandemic. Trustee Schreiner suggested the 30 agreement form be available on the website along with being available at the schools 31 and District Office Building. 32 33 Motion – Bill Bronson, Second – Gordon Johnson, passed unanimously to approve 34 revised Board Policy 1908 as presented and to delete Board Policy 1908F. The District 35 has created its own Face to Face Instruction Opt-Out Agreement form that will replace 36 1908F. 37 38 D. 2020-2021 Student Handbook– Secondary Assistant Superintendent Heather 39 Hoyer explained the draft Student Handbook in the agenda has the suggested changes 40 highlighted and that many of the suggested changes are due to Board Policy changes. 41 She thanked Rachelle Broughton, Cindy Gordon and Aly Hauer for their work with 42 Board Policies throughout the year. Mrs. Hoyer explained that as required by Senate 43 Bill 40, and new to the Handbook Information form, parents can opt-out to have their 44 child’s photograph to be included in the Montana State Office of Public Instruction Child 45 Photograph repository for law enforcement to use when identifying missing children. 46 Also new to the handbook is the Refrigerator Note that has been mailed home in the 47 past, but will now instead be included in the handbook. The note has information 48 needed in the event of school disruptions due to an emergency. Mrs. Hoyer said many

1 of the changes throughout the handbook this year were due to the adoption of the 1900 2 Pandemic Board Policy series. She thanked Trustee Bronson for his questions and 3 suggestions from reviewing the handbook. Trustee Schreiner said the handbook is very 4 easy to read and appreciated the highlights indicating the proposed changes. 5 Superintendent Moore gave special acknowledgement to Heather Hoyer and Rachelle 6 Broughton for their hard work in updating the Student Handbook with the necessary 7 changes. 8 9 Motion – Jeff Gray, Second – Kim Skornogoski, passed unanimously to approve the 10 2020-2021 Student Handbook as presented. 11 12 13 ACTION: OTHER 14 15 16 REPORTS, DISCUSSION, AND POLICIES 17 18 A. Annual Great Falls Public Schools Report 19 Director of the Great Falls Public Schools Foundation Dave Crum said he is fortunate to 20 work for the GFPS Foundation and its Board of Directors who stay on course to 21 enhance the high-quality teaching and life-long learning for the students in Great Falls 22 Public Schools by funding innovative educational programs and scholarships. GFPS 23 Foundation Chair Karen Brandvold explained the five main pillars of the GFPS 24 Foundation: Excellence in Education, Scholarships, Grants, Building Enhancements 25 and Assisting Disadvantaged Students. She thanked the community’s outpouring 26 support during the COVID-19 school closure starting in March 2020. Over 200 27 donations were made to the Foundation to support the school pantries. Many 28 volunteers helped box and distribute food to the disadvantaged students and families. 29 Karen reported that the Excellence in Education Ceremony was cancelled due to the 30 pandemic, but the Foundation worked with KRTV station to four segments to 31 highlight the distinguished students from C.M. Russell High School, Great Falls High 32 School, and Education Center along with the two BNSF 2020 Teachers of 33 the Year; Beth Britton and Callie Ross. While they were disappointed the ceremony 34 could not take place, the television coverage was able to reach many community 35 members, some who were not aware of the event. 36 GFPS Foundation Scholarship Board member Joanie Agamenoni spoke of the 37 scholarships the Foundation makes available to students and teachers. In 2019-2020, 38 seventeen $1,000 scholarships were given to teachers who are working to further their 39 education. Joanie said the GFPS Foundation manages 88 scholarships and awarded 40 approximately $337,000 in new scholarships to graduating seniors. Juniors and Seniors 41 can also apply for Dual Credit Scholarships that help with classes, books, AP Tests and 42 Virtual Academy Classes. 43 GFPS Foundation Grant Program Chair Stacey Lamy reported on the Discovery and 44 Innovation Grants. The Discovery Grants can be up $3,000 per application and for the 45 upcoming school year, the Foundation funded 20 projects totaling $40,953. Innovation 46 Grants can be up to $10,000 per application and for the upcoming school year twelve 47 projects were funded totaling $80,014. 48 GFPS Foundation Past Chair Andrew Davidson announced that Building Enhancement

1 donations in 2019-2020 totaled $470,000. These donations made enhancements 2 possible for the Great Falls High Culinary Center, the Great Falls High pool and the 3 Longfellow Elementary School Special Needs playground. Andrew said he is pleased 4 to announce a new building enhancement anonymous contribution of $150,000 to the 5 Great Falls High Band Room. Music and Arts Supervisor Dusty Molyneaux and Great 6 Falls High School Principal Geoff Habel thanked the donor for the generous contribution 7 and said they are excited for the renovations to the Band Room. 8 GFPS Foundation Treasurer Peggy Tremper said the Foundation has built trust within 9 the community with their donation to be good stewards with the funds. The Foundation 10 maintains excellent financial records and receives clean opinions from annual audits. 11 Peggy said the Foundation holds annual meetings with investment advisors and their 12 financial statements are reviewed monthly. 13 Trustee Skornogoski thanked GFPS Foundation Director Dave Crum and the 14 Foundation Board for their dedication to the students and staff of Great Falls Public 15 Schools. She said the scholarships received are critical to the students’ academic 16 success. 17 Foundation Director Dave Crum said the Foundations’ goal is to assist in any way that 18 helps keep students in school including help with clothing, transportation, food, classes 19 and testing fees and college application costs. Dave announced the 2020 Truck Raffle 20 has begun and that over 6,000 tickets have been given out. He said the Foundation is 21 blessed that the Oakland family has donated the truck to be raffled each year and 22 acknowledged Bob Oakland and Leslie Oakland for starting the truck raffle years ago. 23 Chairman Cahill extended his gratitude to Dave Crum for the work he has done since 24 the Foundation was established 10 years ago. He thanked the Foundation Board 25 members for their reports and for all the Foundation does for the disadvantaged 26 students. Chairperson Cahill thanked the Davidson Family for their generous donation 27 for the renovation of the Auditorium at Great Falls High Schools and said it will be a 28 showcase for many years to come. 29 30 B. Draft 2020-2021 Strategic Plan 31 Superintendent Moore explained that the 2020-2021 Strategic Plan is abbreviated from 32 years past. The strategic plan is focused on the planning of how to accommodate 33 students and staff during the pandemic. Superintendent Moore said the top priority of 34 the next school year is Healthy, Safe and Secure Schools. He said that many 35 resources are needed for the known and unknown COVID-19 related circumstances. 36 He reviewed each of the sections of the plan along with the key results for each. 37 Superintendent Moore explained the Cabinet members will develop action plans for 38 each section. He asked the Board members to contact him with any questions, 39 concerns or input by August. The Board will be asked to approve the Strategic Plan at 40 the August 10, 2020 Board meeting. 41 Superintendent Moore reviewed the GFPS Accomplishments for 2019-2020 which 42 includes both Points of Pride and Challenges. Almost all data received from the 43 Leadership Team, was relevant to the months of school closure due to COVID-19 and 44 the concerns of reopening schools. 45 46 C. Discussion, Committee Reports, and Comments 47 Trustee Johnson thanked Dave Crum and the GFPS Foundation Board for the inspiring 48 reports given tonight. He then gave special thanks to Superintendent Moore and

1 Cabinet members for their on-going work on the Reopening Plan. He extended 2 appreciation to the Montana School Boards Association for providing weekly Zoom 3 meetings on a variety of current topics. 4 Trustee Finnicum extended his appreciation for all the work the GFPS Foundation does 5 that benefits the students and staff. He said he toured Great Falls High School and was 6 impressed with the renovation and improvements that have been and continue to be 7 made. 8 Trustee Skornogoski thanked Superintendent Moore and Assistant Superintendents for 9 answering her questions on the draft Reopening Plan and for ensuring the District does 10 what is best for its students and staff. 11 Trustee Schreiner said she appreciates the efforts the District is making to raise the 12 salaries of its employees and thanked Human Resources Director Kerry Dattilo for 13 proposing to the Board a pay increase for substitute teachers. She also thanked the 14 Dave Crum and the Foundation Board for their exceptional work for the District. 15 Trustee Bronson said he understands the community is worried and nervous about the 16 start of the school year.
