Ahmet Can BAKKALCI Giriş akalenin amacı Yeni Yeni Ticaret Teorileri kapsamında uygulanan ve tüm dünyada giderek yayılan firma bazlı dış ticaret teorilerinin değerlendirilmesidir. Bu noktada MTürkiye açısından yeterince kapsamlı uygulamalı bir analiz yapabilmek firma bazlı verilerin derlenememesi nedeniyle olanaklı olamamaktadır. Hedef, Yeni Yeni Ticaret Teorileri’ne ve bu kapsamda geliştirilmesi gereken dış ticaret politikalarının önemine dikkat çekebilmektir. İlk bölümde teorik çerçeve kısaca değerlendirilmekte, ikinci bölümdeyse Türkiye’de uygulanan dış ticaret politikaları Yeni Yeni Ticaret Teorileri’ne uygunluk açısından ele alınmaktadır. Yeni Yeni Ticaret Teorileri, Paul Krugman’ın “Yeni Ticaret Teorisi” olarak adlandırılan yaklaşımının temelleri üzerine kurulmuştur. Yeni Yeni Ticaret Teorileri’nin, Marc Melitz’in 2003 yılında yayımladığı eseri ile başladığı kabul edilmektedir. Yeni Yeni Ticaret Teorileri öncüllerinden farklı olarak, aksak rekabet piyasalarının tüm alt türlerini inceleme konusu yapmakta ve tüm piyasa türlerini birbirleri ile karşılaştırma olanağı sağlamaktadır.     The Music of Tuva

    The Music of Tuva THE TINY REPUBLIC OF TUVA is a giant when it comes to mastery of the human voice. The ancient tradition of throat singing (xöömei in Tuvan) developed among the nomadic herdsmen of Central Asia, people who lived in yurts, rode horses, raised yaks, sheep and camels, and had a close spiritual relationship with nature. WHERE IS TUVA? Tuva (sometimes spelled Tyva) sits at the southern edge of Siberia, with Mongolia to its south. Over the centuries, Tuva has been part of Chinese and Mongolian empires, and shares many cultural ties with Mongolia. Early in the 20th century it came under Russian influence, and in 1944 it became part of the Soviet Union. Tuva is now a member of the Russian Federation. A UNIQUE CONCEPT OF SOUND. The Tuvan way of making music is based on appreciation of complex sounds with multiple layers. Whereas the western cellist aims to produce a focused, pure tone, the Tuvan igil player enjoys breaking the tone into a spray of sounds and textures. Absolute pitch is less important than richness of texture. Multiple sonorities are heard together as an inseparable whole. This idea may be illustrated by an anecdote about a respected Tuvan musician who was demonstrating the igil, a bowed instrument with two strings tuned a fifth apart. When asked to play each string separately, he refused, saying it wouldn’t make any sense. The only meaningful sound was the combination of the two pitches played together. TUVAN THROAT SINGING. Despite what the term might suggest, throat singing does not strain the singer’s throat.

The Central Asian music cultures of the Kirghiz, Kazakhs, Turkmens, Karakalpaks, Uighurs, Tajiks, and Uzbeks are described and compared through examinations of: (1) physical environmental factors; (2) cultural patterns; (3) history; (4) music development; and (5) musical instruments. The music of the Volga-Ural peoples, who comprise the USSR nationalities of the Mari (Cheremis), Chuvash, Udmurts (Votyaks), Mordvins, Bashkirs, Tatars, and Kalmucks, is examined, with an emphasis on differences in musical instruments. A 13-item bibliography of Central Asian music and a 17-item Volga-Ural music bibliography are included. An appendix contains examples of musical scores from these regions.

What agendas are privileged, and what forms of representation are entailed? I explore these issues via case studies in musical collaboration along the “Silk Road”, the ancient trade routes brought to life in the contemporary imagination to link cultures from Europe to East Asia. I privilege the perspectives of the various actors involved, arguing that careful attention to the experiences of participants serve to texture our understanding of cultural border-crossings. Music-making, as a form of embodied practice, may serve as a way of deconstructing conventional narratives but it may also serve to uphold established hierarchies. I argue that in cross-border encounters musicians draw on diverse imaginaries – learned aesthetic norms, bodily habitus and imaginative resources – casting their collaborators as musical and social others in their efforts to make sense of what they hear.
