WET PANTS ASSOCIATION INVITATIONAL REGATTA SATURDAY, JULY 20, 2019 (End of Foster Avenue, Sayville, NY)

NOTICE OF RACE

1. Rules a. The regatta will be governed by the rules defined in U.S. Sailing Association’s The Racing Rules of Sailing 2017-2020 (RSS), the US Sailing Prescriptions and the Sailing Instructions, except as amended by the Sailing Instructions. b. Boats shall be able to be identified by numbers, letters or unique marking on its sail. c. Boats will be considered a separate fleet if consist of three or more, in the same class of boats. d. Handicap fleet rating of each boat will be determined by the Portsmouth rating D-PN for the class of boat.

2. Eligibility a. Skippers and crews should be, but do not have to be, members of a GSBYRA affiliated organization. b. The following classes are invited to participate: , 420, JY15, , , Mariner, Narrasketuck, as any other classes of boat. If any three boats of the same kind show up, they will be welcomed and will have their own start. All other boats will be assigned to a Handicap fleet. c. There is no entry fee for this Regatta or for the post-race barbeque.

3. Schedule of Events 0800 to 0930 Registration with complimentary coffee, juice and donuts. 0930 Competitors Meeting. 1030 First Warning followed by first race.

A new race will start as soon as possible after the end of the race before, with hopefully 5 races in total being sailed on each course. However, 2 completed races will constitute a Regatta. There will be no break for lunch. No race will start after 1500. Bottled water will be provided during registration. After the racing there will be a complimentary barbeque and drinks followed by awards back at Port-O-Call.

4. Sailing Instructions The Sailing Instructions will be available on the Wet Pants Sailing Association web site. Sailing Instructions will also be available at the registration table. Changes to the Sailing Instructions will be posted on the official Wet Pants Sailing Association Black Board in the main Room on the day of the Regatta. Verbal instructions may be given on the water as necessary from the Committee boat or an Official support boat.

5. Schedule of Races Course “A”- 5 races will be scheduled - the completion of 2 races will constitute a Regatta. No race will start after 1500.

Course “B”- 5 races will be scheduled - the completion of 2 races will constitute a Regatta. No race will start after 1500 .

6. Classes and Courses Sunfish and JY15, and 420 boats will race on course “A”. Flying Scot, Rhodes 19, Mariner and Narrasketuck and any other class of boats will race on course “B”. Three boats of any one design class will have their own start. If less than three boats in any class are present, they shall sail in the Handicap fleet.

Courses "A" and "B" will be located south of the Port-O-Call dock and west of Brown's River. Course 2 Start - Windward - Leeward - Windward Finish. Course 3 Start - Windward - Jibe - Leeward - Windward Finish. Course 4 Start - Windward - Leeward - Windward - Leeward - Windward Finish. Course 5 Start - Windward - Jibe - Leeward - Windward - Leeward - Windward Finish. Course 6 Start - Windward - Jibe - Leeward - Windward - Jibe - Leeward - Windward Finish.

No later than the warning signal, the Race Committee will display the number of the designated course.

7. Protest and Requests for Redress A boat that is intending to protest about an incident within the racing area, shall notify the Race Committee as soon as the protesting boat finishes the race in which the foul or penalty occurred. They shall hail their intentions, including the sail number of the boat(s) being protested.

8. Penalty System A 360 degree turn shall immediately serve to negate a foul or penalty during the race.

9. Scoring The Low-Point Scoring System will be used for this Regatta. We will attempt to get in five (5) races on each course, however, the completion of two (2) races will constitute a Regatta. When five (5) races have been completed, a boat’s score will be the total of her race scores excluding her worst score.

Final Scoring for all fleets will be given to the GSBYRA Official Scorer to determine GSBYRA Club and Individual Season trophies.

10. Safety All participants must wear a USCG approved PFD at all times on the water or on the dock

11. Prizes Prizes will be awarded to the 1st, 2nd, and 3rd place finishers. Additional prizes, if warranted, will be awarded at the discretion of the Organization Committee.

12. Disclaimer of Liability Competitors participate in this regatta entirely at their own risk. See Rule 4 – “DECISION TO RACE”

Wet Pants Sailing Association will not accept any liability for death, personal injury, or material damage sustained on Wet Pants Sailing Association property or the Great South Bay, during preliminary race activities, while racing, or during post-race activities.

Sailing Instructions

1. Rules a. The Regatta will be governed by the rules as defined in the Racing Rules of Sailing 2017-2020 except as amended by these Sailing Instructions. b. All class rules will apply. c. Racing Rules will be changed as follows: RRS Rule 26 is replaced by RRS Appendix U. d. If there is a conflict between the Notice of Race (NOR) and these Sailing Instructions, the Sailing Instructions will take precedence. The Sailing Instructions may also change other racing rules.

2. Notice to Competitors Notices (NOR) to competitors will be posted on the official notice black board in the main room of The Wet Pants Sailing Association.

3. Changes to the Sailing Instructions Any change to the sailing instructions will be posted by 1000 on the day of the Regatta.

4. Schedule of Races a. Registration 0800 b. Competitors Meeting 0930 c. Five races are scheduled. The completion of two races shall constitute a Regatta. d. The warning signal for the first race is scheduled for 1030. e. Subsequent races will start as soon as possible after the completion of the prior races. f. No race will start after 1500.

5. Racing Areas The Regatta will be sailed on courses set up in the area of the bay south and west of Port-O-Call.

Course 5 Start - Windward - Jibe - Leeward - Windward - Leeward - Windward Finish. Course 6 Start - Windward - Jibe - Leeward - Windward - Jibe - Leeward - Windward Finish.

The Race Committee will display the designated course, no later than the warning signal.

7. Class Flags Official Class Flags will be used where available. Number flags will be assigned at the competitors meeting to classes where an official flag is not available.

8. Marks Courses will be designated by inflatable rounding marks. Marks are to be left to port.

9. The Start a. Races will be started in accordance with RRS Appendix Q. This Changes Rule 26. b. The starting line will be between an orange ball at the port end and a yellow or orange flag on the Race Committee boat at the starboard end. c. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. d. A boat starting later than 5 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes rules A4 and A5. e. The start line is closed to boats that are not starting or finishing a race.

10. Change of the Next Leg of the Course To Change the next leg of the course, the Race Committee will move the original (or the finishing line) to a new position.

11. The Finish The finishing line will be between an orange ball at the port end of the line and a yellow or orange flag on the Committee boat at the starboard end.

12. Time Limit a. If no yacht has passed the first mark within 30 minutes, the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes RRS 62. 1(a). b. The time limit will be sixty minutes for the first yacht to finish. Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF) without a hearing. This changes RRS 35, A4 and A5. c. A boat that withdraws from a race prior to finishing shall notify the Race Committee or Chase Boat before leaving the course.

13. Protests and Requests for Redress a. Boats intending to protest shall notify the race committee as soon as the protesting boat finishes the race in which the foul occurred. The boat shall hail their intention to protest and the sail number or numbers of the boat or boats being protested. b. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Wet Pants Classroom located at the North West corner of the building. c. Notices of protests by the Race Committee, or Protest Committee will be posted to inform boats under RRS 61.1(b). d. Protests and requests for redress will be heard in the order of receipt as soon as possible. Decisions of the Protest Committee will not be subject to appeal per RRS70.5.

14. Penalty System When a boat has broken the Racing Rules of Sailing (RRS); PART 2 “When Boats Meet” in or near the racing area, the penalized boat shall take a “one turn” penalty that includes; getting clear of other boats as soon as possible and promptly making your 360degree penalty turn which consists of; one tack and one jibe in the same direction. However, if while taking the penalty, the penalized boat causes injury or serious damage or gained significant advantage, an additional penalty will be accessed; retirement from the race in which the penalty took place.

15. Scoring a. Two races are required to be completed to constitute a series. b. When fewer than five races have been completed, a boat’s series score will be the total of her race scores. c. When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. d. Final Scoring for all fleets will be given to the GSBYRA Official Scorer to determine GSBYRA Club and Individual Season trophies.

16. Safety Personal Flotation Devices (PFD) are to be worn by all competitors on the water. A boat that retires from a race shall notify the Race Committee as soon as possible.
