A. Budget Request Summary The Department of Parks and Recreation (Department) requests $10 million General Fund in 2018-19 to provide a one-time local assistance grant for the renovation of the Museum of Tolerance's (Museum) Tolerancenter.

B. Background/History The Museum, founded in 1993 and located in , is the Center's (Center) educational arm. The Museum challenges visitors to confront bigotry and and to understand in both historic and contemporary contexts. It has served over 5 million visitors with 350,000 visiting annually, including 130,000 students who visit the museum as part of their curriculum. Further, over 160,000 criminal justice professionals and 75,000 educators have trained in the Museum's "Tools for Tolerance" program.

The Museum has been open for over 25 years and has been able to remain current with assistance from the state through investments made based on the recognized value of the Museum's mission. The state was instrumental in funding the museum's acclaimed Anne exhibit on the life and story of the iconic Anne Frank. In the Tolerancenter, visitors focus on the major issues of intolerance that are part of daily life. Exhibits include: • The Point of View Diner - A recreation of a 1950's diner that "serves" a menu of controversial topics on video jukeboxes. This exhibit uses technology to relay an overall message of personal responsibility. Scenarios focus on bullying, drunk driving and hate speech; this exhibit allows visitors to input their opinions on what they have seen. • The Millennium Machine - A high-tech "time machine" that uses interactivity to educate visitors with a series of human rights abuses throughout the world, such as the exploitation of women and children, the threat of terrorism, and the plight of refugees and political prisoners. The exhibit engages visitors into finding solutions, showing that while humans have the potential to bring about these problems, they also have the capacity to put a stop to them. • "Ain't You Gotta Right?"-A dramatic 16-screen video wall detailing the struggle for civil rights in America through archival footage and interviews from that period in time. • In Our Time - A film on Bosnia, Rwanda, and contemporary hate groups that pinpoint contemporary human rights violations going on throughout the world today. • GlobalHate.com - Based on the ongoing Center's research and investigation of hate on the internet, this exhibit has touch screen computer terminals that unmask the dangerous proliferation of hate on the internet and introduce questions for critical thinking in a media saturated society. • We the People - An animated visual history wall that tells the story of this country through themes that have shaped the American experience. This exhibit shows that diversity of people that continue to shape the nation, the intolerance that has to be overcome, and the rights struggles to realize the American dream. • Mak/ng your/Wark-Visitors can share their thoughts in writing, and cast an anonymous vote on an important issue of the day. Visitors explore archival drawers filled with original documents bearing the signatures of historical figures, including presidents, judges, civil rights leaders, and poets.

C. State Level Considerations The intent for local assistance grants is to make funds available to aid local entities throughout the state. The project detailed in this proposal reinforces the Department's mission and Strategic Plan by providing an additional funding opportunity to aid a recreational and educational facility that is needed to protect the state's natural, cultural, and historical resources from excessive impact. Justification The mission of the Department's Local Assistance grants program is to address California's diverse recreational, cultural, and historical resource needs by developing grant programs, administering funds, offering technical assistance, building partnerships, and providing leadership through quality customer service. According to a University of California, Los Angeles study of five major Los Angeles area , the Museum has the most diverse membership and visitor base. The Museum has received numerous accolades and has attracted world leaders, numerous presidents of the , kings, and prime ministers. The Museum has demonstrated its success, and there is concern for its future. The Museum is in need of a complete transformation of the Tolerancenter, which includes over half of the Museum's permanent installations. The state-of-the art story-based museum that led the global transformation of museum- ology is worn-out and falling apart. Once on the cutting edge, their technology is now old, the equipment is breaking down, and the films on issues of the day are rapidly becoming passe. Through this proposal, the Museum can continue hosting Californians and tourists from around the world, resulting in contributions to our state's dialogue on race, immigration, and human dignity. This rebuild project for the Tolerancenter exhibit would ensure that the Museum continues to raise awareness about the peril of intolerance in human lives, and effectively inspire the public to make a positive contribution towards creating a better world. Combined with $10 million in matching private contributions, the requested $10 million would provide the critical capital improvement necessary for the Museum to continue its mission to educate and enlighten.

E. Outcomes and Accountability All projects are accountable under the rules of the fund. Controls, processes, and procedures executed by contractual agreements ensure the requirements of the fund meet regulations and deliverables are completed. A grant administrator monitors the grant by reviewing progress and compliance reports, site visits, data collections and invoices. The Office of Grants and Local Services will administer the grant funding, and funds disbursed according to the Procedural Guide for Local Grant Projects.

F. Analysis of All Feasible Alternatives Alternative 1: Provide the Department with $10 million General Fund for a one-time local assistance grant in FY 2018-19 to the Museum for its Tolerancenter exhibit rebuild project. This alternative allows the Department to fund a grant for this project that is consistent with the Department's mission. Alternative 2: Do not approved this request. This alternative fails to seize upon an opportunity to help meet the Department's mission under the public trust, and will not provide the match funds necessary to support the Museum rebuild exhibit project.

G. Implementation Plan In order to meet the Museum's project needs as detailed above, the effective date is required to be July 1, 2018, or upon budget enactment.

I. Recommendation Alternative 1: Provide the Department with $10 million General Fund for a one-time local assistance grant in FY 2018-19 to the Museum for its Tolerancenter exhibit rebuild project.
