Introduction

Korea International Water Week 2018 Water Partnership for Sustainable Development

The Korea International Water Week (KIWW) 2018, the third edition of KIWW, aims to lead the global water community to contribute to achieving the new global paradigm, United Nations Sustainable Development Goals (SDGs). Last year, 16,000 entries from 70 countries including 25 World Water Leaders and 68 corporations participated in the KIWW. The KIWW serves as an effective platform for water experts and all stakeholders including governments, international organizations, industry, academia and civil society to share practical technologies and insightful ideas and to forge a network.

As the representative follow-up of the 7th World Water Forum, KIWW 2018 will provide a plenty of programs and events focusing on four main pillars; Global Leadership for SDGs, Implementation of Solutions, Social/Economic Value Creation, and Knowledge Sharing/Capacity Building. These programs include Water Leaders’ Round Table (WLRT), World Water Partnership (WWP), World Water Challenge (WWCH), TIP Platform (Technology, Implementation, and Policy Platform), Water Business Forum (WBF), Korea Junior Water Prize (KJWP) and other various distinguished programs. Throughout the KIWW 2018, you will have a chance to exchange experiences and knowledge with world water leaders and discuss strategies regarding global water-related challenges.

This year, KIWW 2018 will be held from Sep. 12th to 15th in Daegu Metropolitan City, one of the most popular industrial and cultural centers in Korea. Daegu was also one of the co-hosts cities of the 7th World Water Forum. Daegu provides diverse tourist destinations including historic sites with its long and ancient history and cultural attractions where you can enjoy contemporary art in the 70s as well.

The opening ceremony officially opens the Korea International Water Week(KIWW) 2018. KIWW three year- overarching theme has been "Water Partnership for Sustainable Development" since 2016. As the 'sustainability' and 'partnership' are the key words of the 'Sustainable Development Goals(SDGs)', KIWW is the a place to improve the water management and development, and to contribute achieving SDGs through discussing the global water challenges and sharing their knowledge and experiences. With this theme, KIWW has been serving as a communication channel among all stakeholder(heads of delegation of governments, agencies, corporations, civil society, international organizations, citizens, and corporations) and networking platform for designing concrete and feasible implementation of solutions. Starting from the opening address by the Minister of Environment, Republic of Korea, the co-hosts, Mayor of Daegu Metropolitan City and the CEO of K-water, Republic of Korea welcome the distinguished guests and participants to KIWW2018. The high-level decision makers congratulate the opening and success of KIWW2018. A renowned persons keynotes, Prof. Benedito Braga, the president of World Water Council expresses his views on the importance of Water Partnership for sustainable development. The KIWW Advisory Committee share ideas on significance of KIWW and achievements of major programs under the theme of 'Water Partnership for Sustainable Development'.

Outline Current and future water solutions are highly dependent on the use of scientific research, new technologies and innovation processes. The challenges for water resource management are complex, which include rapid urbanization, population growth, climate change, industrialization, a surge of energy demand, disaster impacts, water-energy-food nexus and massive pollution of water, soil and air. Many of them form the basis for the discussions of global community around the Sustainable Development Goals (SDGs). In the whole process, policy making process and development considering science and technologies became more important and the linkage between two pillars, technology and policy, will be the key to making implementation possible for all actors. Science and technology and its ties with policy making do not appear to tackle all the mounting challenges in the water sector. These circumstances signify the urgency for ground-breaking and brand-new commitment from the perspectives of technology and policy simultaneously so as to make good practices.

In this sense, TIP Platform seeks to be based upon three core key words: • Technology in Feasibility study, Design, Construction, Operation, Maintenance, Monitoring, Treatment, Restoration, ICT including Artificial Intelligence (AI), Big Data, etc. • Policy linked with technologies and implementation promoting efficiency, sustainability, partnership, governance, green economy, culture, and environment • Implementation by sharing best practices, strategies, and the processes based on well- defined policies and both appropriate and developed technologies

TIP Platform focuses on five areas below where science and technology provides a major opportunity to innovate water resources management and environmental security, simultaneously, where the development of relevant policy offers socio-economic opportunities and supports the process of technological application and its development.

• Focus 1: Smart Water Management

Keywords: Urban Water, Agricultural Water, Industrial Water, Water Disaster, Floods and Droughts, Water related Big Data Smart water management with the Information and Communication Technology (ICT) is an essence of efficient, safe and sustainable and smart water management and one of the dominated and rapidly changed technologies used in a variety of fields in our current life. The technology has quickly evolved that it might become obsolete without being sufficiently applied to various processes of water management. The scope of ICT application has been limited to the remote data acquisition and sending for monitoring and control of the system, but now many innovative technologies such as mobile technology, internet of things, big data, and augmented reality become available for the application to water management. New applications and best practices of those technologies concerning water resources management are necessary for raising issues.

• Focus 2: Water Recycling and Reuse

Keywords: Sustainability, Climate Change, Green Infrastructure, Carbon Emission, Energy Recovery, Resilience, Wastewater Treatment, Water Reuse Water recycling can contribute to enhancing the sustainability of the global water and environment, which suffers from climate change, excessive carbon emission and energy consumption, water deficit, and floods. It is a series of processes of reusing treated wastewater for industrial processes, agricultural and landscape irrigation, toilet flushing, and ground water recharge. The challenges associated with the water recycling and reuse can be wastewater technologies, legal and regulatory preparation, and social agreement. Efficient and appropriate technologies are required for diverse purposes of water use. It is also inevitable to set up relevant laws and regulations and forms a social consensus concerning the recycling and reuse process in the implementation.

• Focus 3: Water for Socio-economic Development

Keywords: Water Resources Management, Ecosystem, Economic Valuation of Water, Opportunities for Green Job Socio-economic development is closely related to water resources development and management due to the complicated interactions between water and human activities. Water serves as an indispensable resource and a positive or negative function for socio-economic development such as social and economic resource, a media for energy generation, and natural amenity and flood and disease transmission through water-borne diseases. The pervasive characteristic of those functions attribute to creating such an intricate relationship between water and socio-economic development. The related issues on water for socio-economic development include the assessment of the social, economic and environmental impacts, land use, adoption of an integrated approach, effective communications in the socio-economic process, adaptive decision-making and implementation for socio-economic demands, and incorporation of social issues and values into decision making process.

• Focus 4: Water Governance and Partnership

Keywords: Trans-boundary Water Issues, Public Policies, Sound Water Governance, Gap Bridging with Science and Technologies Water governance is important in developing and managing water resources, and contributes to tangible public policies and implementation through a shared responsibility across all stakeholders, based on effectiveness, efficiency, participation and trust. The stakeholders include policy-makers, government agencies, water industry, civil society and NGOs, who play an important role in enhancing the water resources management towards equity, economic efficiency, and environmental sustainability. The integrated water resources management is one of the conceptual methodologies that reflect the effective governance. Partnership, one of the important factors for good governance, is one of the most effective ways to manage or develop the water resources, which have a characteristic of spatial and temporal availability and movement. Partnership can have various types of the organization scheme such as public-public or public- private partnerships, etc. depending on the characteristics of project objectives. Since the collaboration of partners also creates a synergy in achieving the goals of water management, the partnership among related

According to the report from the International Institute of Environment and Development (IIED), about 300 million dollars wasted for water infrastructure because of unsustainable aid projects. Water Aid indicates two major problems in the current sustainability framework. One is that communities, government agencies, and service providers have a limited capacity of the knowledge to maintain systems. The other is a lack of revenue to cover the full operation and maintenance. The factors affecting the sustainable implementation are user participation, monitoring system, quality of implementation and technology, user’s contribution to capital. For example, the sustainable implementation can be achieved by building the capacity of stakeholders for various projects including WASH (Water Sanitation and Hygiene) projects, sharing experiences of raising funds, and setting tariff structures for sustainable water- aid programs.

Outline Korea Junior Water Prize (KJWP) is an annual national competition organized by Korea Water Forum. The competition began in 2009 with the aim to promote youth to develop their research abilities by proposing creative, innovative and practical approaches in various fields including technology, natural and social science to solve regional and international water problems. The competition starts with the reception of research proposals from high school students nationwide. Projects include various topics such as water quality improvement, water resources management, water protection, water and wastewater treatment as well as social related aspects of water. This year, 50 teams participated and 14 teams were selected through the preliminary round. Selected teams participated in the ‘Incubating Program’, consisting of mentoring from specialists and peer tutoring. In the final competition, finalists will have short presentations of their posters and interviews with the national juries of six professionals in various fields such as water and environment, academics and education.

Objective / Expected Outcomes Finalists’ projects will be presented with a poster, screened and interviewed by the national juries. Outstanding projects will be given awards of Ministerial level, and the Prime Minister Award winning team will be given the privilege of participating in the international competition (Stockholm Junior Water Prize; SJWP) next year, held in Stockholm, Sweden as the Korean representative. Posters will be displayed and open to all KIWW participants, and a special event will be held on site for spectators to vote on the most creative and practical project. Participants will also have the chance to hear from the last year’s outstanding team(Su-woo-woon-bong / Project topic ‘Designing rainwater drainage structure for pre-treatment of non-point source pollution’), who will share their experience of participating in the SJWP 2018.

Outline Korea International Water Week (KIWW), has been planned to build a consensus on actions amongst global high- level representatives on the Sustainable Development. The distinguished high-level participants of WLRT will share their insights and experiences under the theme of KIWW, ‘Water Partnership for Sustainable Development’. The actions will be planned and elaborated through the WLRT’s follow-up activities under the primary water theme of the year in KIWW 2018. The WLRT will serve as the initiative of the high-level leaders’ actions and their commitment to practical and tangible plans for water in the way to achieving goals for the partnership towards the Sustainable Development.

Main Outcomes of the WLRT 2017 At the WLRT in the KIWW 2017, 25 representatives and heads of delegation of governments, local authority, international organizations, public corporations, NGOs and academia reaffirmed the ‘Water Leaders’ Action Declaration’, adopted at the WLRT in 2016. In addition, the participants prioritized four main focus areas with commitment to contributing to the follow-up activities. ‘Water Leaders’ Action 2017’, an implementation plan of the ‘Action Declaration’ was adopted as a result of the WLRT 2017.

Objective / Expected Outcomes Each participant will share their nations’ or organizations’ most pending water issues regarding a specific chosen focus area. In particular, participants will share the activities each country or organization has done or plan to do in the future, based on the importance and urgency of the selected focus area. In addition, the participants are expected to discuss how such activities could contribute to the Sustainable Development. The detailed objectives are as follows; • To share the best practices and experiences of global high-levels from different countries and representative organizations contributing to implementation for the ‘Water Partnership for Sustainable Development’ • To build a consensus on adoption of ‘Water Leaders’ Action 2018’, ensuring follow-up actions of the discussed and shared ideas •  To set the tangible action plans for the next KIWW based on the ‘Water Leaders’ Action 2018’, so that it could be delivered with followed up contents to the 9th World Water Forum, other global water movements and initiatives.

The Water Culture and Citizen Forum is an open platform organized by civil society including NGO and local communities. This program is designed to provide a ground for communication and discussion that will encourage citizen’s participation and action for the water conversation. The sessions of the program will be as follows:

Cooperation for IWRM and watershed management: Participants will discuss how to form a basin council for each five rivers with water experts, NGOs and civil society organizations. Diverse thoughts and practices will be shared to draw the way to operate each basin councils properly.

2018 Youth “Water” Talk concert This program aims to promote effective polices of sustainable water usage of Korea International Water Week and Daegu Metropolitan City through the programs. It also aims to develop youth to be eco-leaders who are able to solve environmental problems for the future of the sustainable development

How to deal with new toxic substance in water This session is targeting to identify the newly out-broken substance threatening people’s health such as toxic substance, carcinogen, PFOS, PFOA, Radon and micro-plastic. All participants discuss how to deal with new toxic substance in water.

Talk Concert: The rising tide: A new look at water and gender Gender inequality in the access to management and use of water still exists, which results in harmful socio- economic consequences for women. UNESCO i-WSSM and UNESCO Office in Jakarta organize a talk concert aiming to solve gender inequality and discrimination on water-related issues and to secure diversity to find out the possibility to achieve the United Nations Sustainable Development Goals (UN SDGs).

Exhibition: The Wonderful of Water conservation cultures This exhibition is organized by a collaboration of IGAF, YUNGA UNFAO, and BCFN YES. Participants will have a chance to share the best practices in sustainable water preservation. This program aims of enhancing public awareness on water projects by means of educating, engaging, and empowering.

Outline The development of hydropower resources has the potential to spur economic growth, reduce poverty, and bring about sustained improvements in human welfare. The WWP is an annual meeting and multi-year initiative. Main Outcomes of the WWP 2017 At the WWP in the KIWW 2017, 14 representatives of the hosting governments and organizations of the World Water Forum gathered and reaffirmed the ‘Call for Action’, adopted at WWP in KIWW 2016 by highlighting the importance four focus areas*. Therefore, it is necessary to form a basin council for each five rivers (Han-river, Nakdong- river, Keum-river, Sumjin-river and Youngsan-river) and manage them respectively. Water experts, NGOs, local environment organizations, citizen society organizations and citizens will discuss how to manage each basin councils comprehensively and systematically. The interests of the people who live near the upper and the lower reaches of the river will be considered regarding the water management and the future role of the operation council

Outline This program includes an introductory session, several experiential activities regarding water science and sustainable management. We will focus on the empowering all participants to develop scientific knowledge based on water supply system, water cycle (evaporation, condensation, and precipitation), water quality management, and livelihood & ecosystem on water basis. Participants will learn how recycled water from the environment is used in our lives. Emphasis is placed on what makes a water recycling system distinctive, and why micro activities for reasonable water consumption are important for the future generation. All participants will investigate water science and will be provided with a personal water science kit to observe the diverse water activities and water-related environment. Also, they can practice their lab skills by producing eco-friendly waterwheel, portable water purifier, and performing hands-on water cycling testing.

Outline The Water Business Forum (WBF) is particularly designed as a global platform of governments, public and private sectors, catalyzing international cooperation for sustainable development and management of water. WBF held every year in different countries since its launch in 2015, brings multi-stakeholders and key decision makers over the world in the water sector together. The forum seeks to develop practical solutions to some of the world's most pressing water challenges including water scarcity and climate change. For accelerating dissemination or sharing in the water sector, the global business matching program, Water Partner Square, is also held for developing water projects and business during same period. In conjunction with the forum, it creates a window of new business opportunities to achieve sustainable development and management of water, foster public-private dialogues as well as catalyze win-win partnerships and alliances in the water sector. This year, WBF has been held in the world’s largest gathering of major water stakeholders including the 8th World Water Forum and the Singapore International Water Week 2018, and will take a place in the Korea International Water Week 2018 coming in this September.

KIWW2017 Previous Outcome The 8th Water Business Forum was convened by the Korean Ministry of Land, Infrastructure and Transport and the Korea Water Forum. The two-day forum brought together numerous government officials from ministries in the area of water, finance and development cooperation, 10 public and private sectors, 5 Multilateral Development Banks (MDBs) as well as other international organizations. Sharing the information on upcoming and ongoing projects from over 20 countries, the forum provided strong impetus for cooperation in international business, project implementation and sustainability in water development and management. It provided a solid platform for business opportunities of (1) Water Supply and Sewerage, (2) Water Resources Planning, (3) Hydropower and Desalination (4) Integrated Water Resource Management, (5) MDB Project.

Outline Globally, more people live in urban areas than in rural areas, with 54 percent of the world’s population residing in urban areas in 2014. According to the World Bank, 30 percent of the world’s population was living in urban areas, and by 2050, 66 percent of the World’s population is projected to be urban. Thus, in the coming decades, the cities will have an unprecedented growth in the developing world. The phenomenon will be particularly striking in Africa and Asia, where the urban population will double between 2000 and 2030. Indeed, by 2030, both large and small cities in the developing countries will house 81 % of the urban population of the planet. Access to drinking water and sanitation will continue to be in these cities a daily struggle for hundreds of thousands of city dwellers. The lack of basic sanitation facilities undermines the efforts to end extreme poverty and diseases in the poorest countries in the world. This mainly concerns sub-Saharan Africa, where nearly 520 million people do not have access to adequate sanitation facilities. This session provides an opportunity to discuss sanitation chain through the stages of collection, storage, transport, treatment and recycling/reuse of faecal matter. Participants consider innovative technological, social and economic models that can accelerate progress towards achieving safely managed sanitation services. Participants also examine ways of sustaining these services in a global context of rapid urbanization and high population growth, especially in developing countries with limited financial resources.

Objective / Expected Outcomes The objective of this session is to promote a global discussion on practical solutions for water challenges at various scales in various countries. The session will provide a practical and innovative methods of wastewater management focusing on the wastewater recycling. It provides practical know-hows and lessons learned from successful implementation of wastewater management policies from different continents. The session also create a platform that helps to develop the robust network for international cooperation in wastewater sectors and provide practical advice for further projects and future collaborative works. In general, it will contribute a lot of knowledge and practical solutions to reach SDG target for sanitation (SDG 6).

Outline Human well-being and environmental sustainability depend on access to water of appropriate quality, recognised in SDG target 6.3, the need to improve global water quality under the broader goal of ensuring safe and sustainable water for all (SDG 6). With more demanding pressures on available resources, water quality management is increasingly essential for a more balanced approach to the management of water resources. In order to target sound water resources management and policy responses, the session builds on the IWRA 2018 “Question of the Year” (https://www.iwra.org/questionoftheyear/) to suggest water quality governance problems identified by experts and open a dialogue with the water community with the purpose of sharing insights and exploring new ideas. Focus will be on current water quality considerations such as contaminants of emerging concern, using water of the appropriate quality for use and considering the science policy interface. This session is a workshop style event, with the inclusion of an expert panel who will also aid in supporting and guiding the discussions. The program begins with short presentations by four water quality experts on their answer to ‘what wicked problems face water quality managers?’ These presentations will be followed by a workshop, inviting participants to share their own ideas on the topic in small groups led by a panellist. After the smaller group dialogues, there will be a full group discussion of the workshop’s outcomes, concluding with a vote on which problem deserves the most attention on the global stage.

Objective / Expected Outcomes This session will add to the global discussion of addressing problems challenging adequate management of water quality around the world. Objectives of the session include sharing new knowledge of emerging priorities in the field based on recent research and developments, highlighting remaining gaps, identifying and discussing problems regarding water quality, engaging/encouraging participant involvement and interaction, and connecting water experts with similar water quality concerns. The result of the workshop, group discussion and vote will be to scope the most important water quality challenge(s) that water managers will confront in the near future and beyond, discuss directions for research and policy, and the interface between science and policy, to address them and to provide a practicable focus to the global agenda in this domain.

Outline To solve world water problems, SDG is proposed. To achieve it, we need a new paradigm of water management including Nature Based Solution (NBS), using IT, and involving stakeholders. NBS does not require energy, do not make conflict, and do not make residue. We need appropriate technologies instead of high tech. For water, community-based rainwater harvesting is suggested as an NBS since the community involvement is essential. Moreover, several successful case studies exist. For sanitation, resource circulated sanitation is suggested as another NBS which has less water and energy consumption and utilized separately treated urine and feces as fertilizer or soil conditioner. The economic evaluations of several sanitation systems are compared while the demand for a new performance index of sanitation is demonstrated. Several community-based movements are suggested to involve the society using appropriate technology via IT. Good examples of such movements are the activities of Water and Sanitation Appropriate Technology (WASAT) center.

Objective / Expected Outcomes • Introducing NBS approaches enhanced with the application of IT and involvement of stakeholders for global water and sanitation challenges. • Demonstrating community-based rainwater harvesting and resource circulated sanitation as NBS toward SDG6 by introducing successful case studies. • Economical comparison of different sanitation options and demonstrating a new performance index for sanitation. • Application of IT to provide appropriate technology for water and sanitation approaches through several activities of WASAT center.

In this sense, this session will discover new types of toxic substance, carcinogen and micro-harmful chemical substance which can threaten people’s health and discuss a solution to deal with them.

Outline Integrated water environment management is a global trend in water related policies and technologies. Many countries and entities have been developed it in their own way. As K-water pursues to provide real solutions for water problems such as harmful algal blooms in major lakes and rivers in terms of integrated water management, K-water would like to promote water management technologies and enhance the role of watershed management in order to support the implementation of integrated water management measures.

Objective / Expected Outcomes The session will introduce cases and challenges of water environment management technologies such as point/ non-point source pollution management, total pollutant load regulation, and watershed management. This session will provide insight and understanding of not only current technology concept in water environment management but also implementation case study of each country and agency. Outline Infrastructure developments in the water sector often come at a high environmental cost. In Asia and the Pacific, this is exemplified by the recurring international concerns surrounding the development of dams on the region’s rivers and the associated impacts on communities, livelihoods as well as ecosystems. Science, Engineering, Technology and Innovation (SETI) has the potential to effectively address this issue and bring about a more harmonious relationship between infrastructure needs and environmental sustainability. New and emerging fields of research - from ecohydrology to interdisciplinary engineering to innovations in communication technologies - have the potential to generate new knowledge and approaches that serve to connect infrastructure and environmental needs – with potential benefits before, during and after the implementation of infrastructure projects and developments.

The session brings together a range of regional perspectives on the potential and available modalities for a robust and targeted contribution of SETI towards the bridging and harmonization of infrastructure and environment. Outline The World Water Challenge, an international contest for water solutions, was created as a special program of the Science and Technology Process in the 7th World Water Forum to identify imminent water challenges that the world is facing and to select optimal solutions keeping in mind implementation, the core value of the 7th World Water Forum. The program aims to present science and technology that are applicable to the real world and come up with feasible solutions to defined water challenges. Since the great success in 2015, it has become one of the symbolic platform of implementation which has been followed up in the Korea International Water Week over 3 years. This year, the World Water Challenge 2018 will be held as one of the signature programs of the KIWW 2018. Linking Problem Owners and Solution Providers, this 4th edition of World Water Challenge is expected to serve its role as an important platform to share the ideas and know-hows towards solving the global water challenges and to forge a broad network among experts and stakeholders in water sector, focusing on scientific and technological method that have contributed to the world’s awareness on the importance of role of science and technology in solving the water challenges. Outline This session will explore the ways to promote information sharing across the institutions in Myanmar and development partners for Myanmar to address flood risk management. In the first part, the challenges in dealing with flood risk management in Myanmar and activities addressed by multi-stakeholders of Myanmar will be shared. Then in the second part, main development partners from Japan, Korea, Netherlands, and World Bank will make presentations about their programs/projects that provide the research and technical support for the flood risk reduction and the integrated water resource management in Myanmar. In the panel discussion, the session aims to identify the similarities and differences of research and technical supports by the development partners. The Myanmar representatives will share what technical supports will be further needed, followed by the panelists’ discussion on whether and how each development partner can work together to promote information sharing across the institutions in pursuance of social residence from the impacts of flooding in Myanmar.

Outline With the global population continuing to grow rapidly, demand for water is expected to increase by nearly one- third by 2050, while our freshwater ecosystems are degrading at an alarming rate 64-71% of the natural wetland area worldwide has been lost due to human activity in the last century. Furthermore, water pollution has worsened in almost all rivers in Africa, Asia and Latin America since the 1990’s “We need to deal with the water paradox,” said Erik Solheim, head of UN Environment, calling attention to the need to work together towards a solution for our water challenge. “Water is the essence of life, but we don’t save it enough. It’s time to change mindsets, it’s not about development versus the environment.” Likewise, as more than 2 billion people lack access to safe drinking water and more than double that number lack access to safe sanitation, the international community is drawing attention to nature-based solutions for the water challenges of the 21st century on this session. The Sustainable Development Goal 6 Synthesis Report 2018 on Water and Sanitation reviews the global progress made towards achieving Sustainable Development Goal 6 (SDG 6) of the 2030 Agenda for Sustainable Development. It builds on the latest data available for the 11 SDG 6 global indicators. In this forum, we will listen to the efforts of the international community for achieving SDGs from the task force coordinator and director, UN WWAP. Through this keynote speech, we will also learn about what challenges and cooperation of the international community has left over. This forum highlights the unique and fundamental role that nature-based solutions play in regulating the water cycle, keeping freshwater clean and improving the water security of our water cycles. Sustainable water security requires an integration of traditional engineering solutions with nature-based solutions, which in essence are services that conserved functioning of natural systems and can contribute toward solving challenges such as water insecurity, climate change impacts and human health issues related to environmental degradation. Nature- based solutions, often referred to as “green infrastructure”, address water-related problems at the landscape level, and can work alongside gray infrastructure, resulting in cost savings by avoidance of construction and operation of complex water management systems. *Simultaneous interpretation will be provided in Korean and English.

Particularly, the application of LID strategies for sustainable urban water management as technological support for the restoration of natural watershed hydrology will be discussed. Lastly, this session will identify the challenges and future concerns that need to be addressed in water wise cities adaptation for urban water management through LID application. At the end of the session, speakers and participants, especially the urban stake holders, are expected to understand the necessity of incorporating LID in urban planning and design towards the development of water wise cities.

Outline The Water Business Forum (WBF) is particularly designed as a global platform of governments, public and private sectors, catalyzing international cooperation for sustainable development and management of water. WBF held every year in different countries since its launch in 2015, brings multi-stakeholders and key decision makers over the world in the water sector together. The forum seeks to develop practical solutions to some of the world's most pressing water challenges including water scarcity and climate change. For accelerating dissemination or sharing in the water sector, the global business matching program, Water Partner Square, is also held for developing water projects and business during same period. In conjunction with the forum, it creates a window of new business opportunities to achieve sustainable development and management of water, foster public-private dialogues as well as catalyze win-win partnerships and alliances in the water sector. This year, WBF has been held in the world’s largest gathering of major water stakeholders including the 8th World Water Forum and the Singapore International Water Week 2018, and will take a place in the Korea International Water Week 2018 coming in this September.

KIWW2017 Previous Outcome The 8th Water Business Forum was convened by the Korean Ministry of Land, Infrastructure and Transport and the Korea Water Forum. The two-day forum brought together numerous government officials from ministries in the area of water, finance and development cooperation, 10 public and private sectors, 5 Multilateral Development Banks (MDBs) as well as other international organizations. Sharing the information on upcoming and ongoing projects from over 20 countries, the forum provided strong impetus for cooperation in international business, project implementation and sustainability in water development and management. It provided a solid platform for business opportunities of (1) Water Supply and Sewerage, (2) Water Resources Planning, (3) Hydropower and Desalination (4) Integrated Water Resource Management, (5) MDB Project.

Outline The Smart Water Management (SWM) Project showcases exemplary smart water management case studies from both developed and developing countries from around the world, to demonstrate how SWM can be successfully adopted in a wide range of scales, contexts, locations, and can assist in resolving a wide range of water challenges. Through this project valuable lessons have been learned on the enabling factors and barriers faced by those who have implemented SWM solutions, along with the potential for SWM to assist in achieving the Sustainable Development Goals. In this session we will share with you the key lessons learned, links to the Sustainable Development Goals, the enablers and challenges to successful SWM implementation, along with outlining how policy can support SWM implementation in the future. We will also share the transfer and scalability of smart water solutions and the potential for Smart Water Management in developing countries.

Objective / Expected Outcomes This session will add to the global discussion of addressing problems challenging adequate management of water quality around the world. Objectives of the session include sharing new knowledge of emerging priorities in the field based on recent research and developments, highlighting remaining gaps, identifying and discussing problems regarding water quality, engaging/encouraging participant involvement and interaction, and connecting water experts with similar water quality concerns. Outline Payments for Ecosystems Services (PES) in general refers to market incentives for the provision of public goods within the field of environment. Ecosystem services refer to the benefits people obtain from ecosystems. IWRM is a process that promotes the coordinated development and management of water, soil and the other related resources in order to maximize economic results and social wellbeing in an equitable manner, without compromising the sustainability of vital ecosystems. Ideal IWRM implementation has rarely achieved due to inadequate financing and fractured governance schemes that continue to manage ecosystems from sectoral perspective. Ecosystem approach helps in integrate the sectoral goals under the umbrella of watershed management. Economic instruments such as PES can also help in providing financial resources for IWRM implementation while it can also provide a tangible framework for stakeholder participation. In this session, a series of presentation assist in explaining how moving from a more traditional form of IWRM to one that incorporates ecosystem services, provides financial incentives and markets for managing and providing healthy and sustainable ecosystem services.

Objective / Expected Outcomes Session objectives and expected outcomes are as follows: • Reviewing IWRM and PES interlinkages and PES can provide a platform for financing IWRM programs and stakeholder participation • Presenting success stories in implementation of PES schemes within IWRM framework

Outline In many societies, women have primary responsibility for management of household water supply, sanitation, and health. However, gender inequality in the access to, management, and use of water exists and is a concern that results in harmful socio-economic consequences for women and girls. For example, women and girls bear the disproportionate burden of collecting and distributing water, and often face major risks to health and personal safety. The burden usually takes their opportunities for education and economic empowerment. Gender sensitive lens to water will enable more women to access, manage, use, and influence on water resource. UNESCO i-WSSM and UNESCO Office in Jakarta organize a Talk Concert aiming to solve gender inequality and discrimination on water related issues and securing diversity to find out the possibility to achieve Sustainable Development Goals (SDGs). Experts from various organizations with different approaches will present their perspectives and experience focusing on the vulnerability and inequality of women on water issues. The Talk Concert is divided into two parts, which are keynote speeches and interactive talk show for women’s groups and public. The keynote speakers will deliver the ongoing effort and current trend of the topics on gender and water security in the international society. Based on the shared knowledge and insight, a discussion with the panelists from different organizations will follow to provide diverse perspectives and share the way how to apply gender perspective to the individual, community, national, and international level.

The Talk Concert will cover the following possible topics(TBD): - Gender equality and women's capacity building with SDGs - Development and gender (best practices, sustainable partnerships, effective aid) - Symbol of water and women's life (promoting gender equality in water and overcoming vulnerability) - Policy to strengthen women's economic capacity (participation): legal environment, institutional apparatus, effective implementation - Economic effects of gender equality - Women's leadership and balanced decision making considering gender equality - Work and family compatibility *Simultaneous interpretation will be provided in Korean and English.

General Information

Daegu Daegu Metropolitan City, located on a fertile stretch of land next to Geumhogang River and Sincheon Stream, is city that was established long ago under ideal natural living conditions and has maintained it unique local culture ever since. This park was designated as an the Dalseong-gun military park in 1986. It is a predominantly soil mountain, which boasts rich terrain and a natural forest. The river is a lifeline covering and encompassing the center of the city. Sincheon is providing river scene and crossing the center of a city. It started from the south part of Biseulsan Mountain’s top. When it reaches to the Yonggye, Gachang, it meets Daecheon which is located in a point near Paljoryeong. After joining these two rivers, it is passing the Chimsan-dong and reaching to the Geumhogang River. The Daegu Tower (height 202m ) is located on European style theme park inside Duryu Park. It is a tourist attraction where you can look over the whole city of Daegu. The traditional architectural beauty of the tower has been reproduced and its Dabotop pagoda shape has been recreated. The west part of Daegu Tower (total area: 1,653,965m2) has Duryusan, Seongdangmot and Daegu Culture and Arts Center where the tourists could enjoy various performances, exhibitions and events. Gyeongsang-gamyeong Park was the first site of Gyeongsang-gamyeong(Gyeongsang Provincial Governor's office) in Daegu which was moved to present place 400 years ago. This park was built with the name of the Jung-ang Park in 1970. The walls of the park were demolished and the park was reopened with various facilities to preserve this site forever in October, 1997.
