NATIONAL EMERGENCY OPERATION CENTER TROPICAL SITUATION REPORT 48 of 03/03/2016

The purpose of this report is to provide the update on the current operations undertaken after TC Winston.

This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0800 hours to 1600 hours on 03/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions.

1.0 HIGHLIGHTS OF LAST 12 HOURS

 Ration Trucks dispatched this morning for the Tikina Nasau. First four DAC Settlements will be supplied with 1 month rations today

 Ministry of Education, Heritage and Arts permanent secretary, Mr Iowane Tiko to receive book donation from Book Shop for school students affected

 MV Vatulawa ETA at Savusavu jetty is 1600hrs for offloading of food consignments for the affected people of Cakaudrove. While waiting for the next stock supply Cakaudrove 16 volunteers continued to carry out assessment and would be completing Wailevu district today before they move up to Naweni and Cakaudrove districts.

 Media Briefing by Director Disaster Management, Mr Akapusi Tuifagalele on TC Winston relief and rehabilitation operations @ 1pm. Also a media release to the general public to refrain from setting fire especially in areas affected by TCW.

 319 RFMF personnel & 10 PWD personnel continue to assist in the rehabilitation & ration distribution in various areas.

 The Biosecurity Authority of has temporarily waived import requirements for all animal and food products that are currently allowed into Fiji to facilitate relief aid.

 500 clean drinking water filters have been deployed to Rakiraki, with 51 filters delivered to Vatukacevaceva, 49 to be distributed today and an additional 400 water filters to be distributed to affected families this week. Water filters provided by the Give Clean Water Fiji Trust in partnership with the Ministry of Health.  Wainibuka River safe – Police have retrieved the ten wheeler truck and its container packed with Sodium Cyanide

 New Reports received from division commissioner eastern on the province of Lomaiviti namely , and . Provision of water tanks and temporary shelter for people of need to be pursued immediately.

 Cruz Holdings contributed aid in kind $40,000. Cost of hiring of barge Yarra II for transportation of FRA machines and rations to .Franchise operator for MV Sea Raikino contributed aid in kind transportation of 8 tons of NDMO rations on its Franchise Northern Lau trip. Franchise Schedules ETD Yasayasa Moala 08.03.16 and ETD Northern Lau 10.03.16.

 There are discrepancies with the figures in terms of evacuation centres from reports received from Police Co-ordination Centre & Div EOC westerns. Refer to Appendix i

1.1 STATUS SUMMARY

Number of deaths in the four divisions remains the same. There is however an increase in the number of evacuees although there has been a slight decrease in the evacuation centres. Refer to Appendix ii

1.2 WEATHER BULLETIN A strong wind warning remains in force for Kadavu and VATU-I-RA passages. A high pressure to the far southeast of Fiji directs a southeast wind (20 to 25 knots) flow over the Fiji waters resulting in rough seas / moderate easterly swells (received: 0830hrs).

Page 2 2.0 DIVISIONAL UPDATES

Brief summary of updates for each divisions are given below.

2.1 CENTRAL DIVISION

 The Ration Distribution Team have delivered ration to Laselevu Village and Udu Village in the Tikina of Nagonenicolo. Refer to Appendix III

 A family is still at the EC at Wainimala Secondary School

 Kakanayalo, Vatukaro, Sarasaraika, Namaridrika and Namatasila settlements in the Tikina of Nagonenicolo are still waiting for the Ration.

 Sodium Cyanide container that fell in Wailotua has been removed. WAF, ORICA and Mineral Resource Department have tested the water source and there is no sign of Sodium Cyanide contamination in the water. Thorough test of the water around 9am.

 other places in that are in need of water supply are Waisa, Naterumai, Navulokani, Waisavusavu

2.2 EASTERN DIVISION  MoIT assessment team completed assessing Solar Home System in Bua province. 230 systems damaged with approximate restoration cost of $301,000.

Report from the province of province of Lomaiviti namely Batiki, Nairai and Moturiki. received. A total of 21 houses were completely destroyed which includes; Naigani (14), Mua (3), Manuku (1). 5 houses were partially damaged which consist of 4 houses in Manuku and 1 house in Mua.

The crops and livestock for the four villages including 1 settlement in Batiki Island were greatly affected by the cyclone. Supply of planting materials need to be prioritized to assist the village to back to normalcy

Page 3 VANUABALAVU  Team conduct interview with owners of individual house in all villages in the Mualevu Tikina with findings (estimated damaged cost - $4,231,000). Refer to Appendix IIII.

KORO  At present around 290 reported cases were logged at the health centre for medical attention of which 27 went through surgical treatment and 21 evacuated for emergency needs to Suva (CWM).

 Works undertaken by Ministry of Health officials include: the distribution Water and Sanitation Hygiene Kits to; Nasau (128), Naqaidamu (58), Nakodu (14), Namacu (58) and the remaining villages to be covered on Saturday and Sunday. Bucket Filters have been distributed to Nasau Health Centre (10) RFMF engineers (3) (1) Nabuna (1) and Nacamaki (2).

 Access to clean drinking water is a priority for the population of Koro in the wake of TC Winston. Water purification tablets are essential in the case of Naqeidamu, Nakodu and Nabasovi as their water supply is contaminated.

Recommendation by Divisional Commissioner Eastern

I. Health and Sanitation: construction of community toilets must be a priority to curb the spread of diseases. II. Wash Kits: Need for more supplies and water purification tablets. III. Clean- Up: Clearing of debris within villages must be coordinated by the Turaga ni Koros and inspire villagers to begin the rebuilding work. IV. Shelter: Provision of additional 200 UNICEF shelter tents as current evacuation centres are overcrowded. V. Crop Rehabilitation: Preparation of resilient crops and seedlings must be made available to ensure resumption of agricultural activity. VI. Relocation: Consider the possibility of relocating coastal villages to higher ground.

2.4 NORTHERN DIVISION  MoIT assessment team completed assessing Solar Home System in Bua province. 230 systems damaged with approximate restoration cost of $301,000.

 Rehabilitation and repair works for power supply continues in Nabouwalu and Taveuni Government Stations

No further SITREPS received.

2.5 WESTERN DIVISION

SITREP # 44  District EOC within the Western Division are currently delivering basic necessities to affected people and monitoring ration distribution from Government agencies and Non-Government organizations. Rations have already been delivered to Nawairuku, bNamara, Sawanivou, Nakorovou, Waidrata and Liwativale Primary School.

 DIVEOC West operation focus shifted to Ra Province for the basic necessities in terms of Cleaning up and restoration of essential services.

 70% estimated damage to the fea power infrastructure. MoIT continue assessing Solar Home Systems in the province of Ra. Cost of damage to date is $145,000.

3.0 AGENCY UPDATES

Below are the agency updates received as of today from 0800 hrs to 1600 hrs

No major updates from 0000-0800 hours.

3.2. Ministry of Health

 WHO has approved request for technical assistance-– Epidemiologists in the Division to analyse Health data an assist our divisional team in Disease Surveillance. SPC, DFAT and FNU offering support in terms of manpower.

 Humanitarian Action Plan (HAP) Draft completed

 Need to be a close watch on SEA MERCY MISSIONS as they have their own agenda and are not releasing their cargo and plans to MOHMS

3.3 Empower Pacific

No update and changes to report received today.

3.4 Fiji Water Authority

 10% of Services Not Working, Still on GENSET (confirmed that some other areas are not receiving water in Rakiraki.

 Teams dispatched at Kings Road for restoration works along Ra Province & have completed on these areas. - Bureiwai, Matainananu, Yalayalaidua, Nadogoloa, Saioco, Verevere, Naoco . Work in Progress in all villages.

3.5 Fiji Police Force

 Concentration is centrally focussed on rehabilitation of damaged national assets, personal properties and return to normalcy.

 Criminal landscape remains quiet and stable. But is expected to change when normalcy returns. Constant monitoring, strategizing and vigilance is of vitally important.

 PUNIPUAO SIOIANE (AUS) is still missing

 Forecast: Outbreak of sickness and other diseases; Reassessment of ground ops Return of all police vehicles for routine ops; Increase in rural to urban migration.

3.6 Fiji Roads Authority

Continuation of work at the Nasau Crossing, Namasi Crossing, Nausori Crossing and Savusavu Crossing. Ford Crossing has become a main crossing to the interior of Ra, Higgins are closely monitoring the crossing’s status. Strengthening of the Burelevu Crossing and Savusavu Bridge remains a priority for FRA/Higgins.

3.7 Fiji Red Cross

No update and changes to report received today.

3.8 Ministry of Education

Conclusion/ Recommendations

The above briefly summarises the events in the last 8 hours from 0800 - 1600 hours. It should be noted that there is no update on rations distribution listing.

Kindly request the divisional EOC’s to provide correct stats when submitting SITREP. When changes are made to their information/ stats tables, please high-light accordingly.
