Creator Sketch:

William M. (Bill) Elliott was born on January 26, 1926, in Ringgold, Louisiana, and grew up in Shreveport, Louisiana. In 1942, while a senior at Fair Park High School, he signed up for the Navy’s cadet training program. He moved to Pasadena, Texas, with his parents in June 1943, and worked as a pipefitter’s helper. In August 1943, he was sent to Lake City, Florida, as a naval cadet. Within in months of his arrival the Navy abolished the program and Elliott was honorably discharged. He returned to Pasadena and near the end of World War II he was drafted into the Army Infantry and sent overseas to Italy. After World War II Elliott worked as a journeyman pipefitter in the construction field and attended the University of Houston at night.

In 1949 he graduated from the University of Houston with a Bachelor of Science degree and in 1951 received a LL.B. or Bachelor of Laws degree. In 1951 Elliott and Tom Lay of Pasadena formed a law partnership and practiced together for five years. In 1952 Elliott was elected to the Texas House of Representatives and was re-elected for two more terms.

In 1954 Elliott was chairman of the first legislative committee to investigate the Veterans Land Program in Texas. This investigation resulted in uncovering fraud and conspiracy by employees of the General Land Office to defraud veterans, including General Land Office Commissioner Bascome Giles. Elliott was the co-author of a Legislative House

Page 1 of 46 HARRIS COUNTY JUDGE WILLIAM M. (BILL) ELLIOTT RECORDS - CR031 Resolution to investigate insurance laws of Texas. The investigation discovered unlawful practices resulting in numerous indictments and the closing of many insurance firms.

In 1958 Elliott was elected Harris County Judge and served from 1959 to 1974. He was instrumental in obtaining final action for the construction of the Harris County Domed Stadium. In 1964 he persuaded the Army Corps of Engineers to donate the Barker Addicks Reservoir to Harris County as a park site. In 1972 he was an alternate delegate to the Democratic National Convention from Texas. Jon Lindsay defeated Elliott in 1974 for Harris County Judge.

Elliott married Emilie Miller on November 22, 1950.

Collection Summary:

Subject Files (1930 - 1976) document the activities and responsibilities of Harris County Judge William M. (Bill) Elliott. The records include minutes, reports, correspondence, memorandums, telegrams, printed materials, manuals, budgets, maps, building plans, newspaper clippings, poll lists, election returns, and photographs.

Archivist’s Note:

On May 25, 1975, Chase Untermeyer of Judge Jon Lindsay’s office donated 25 cubic feet of county judge records including those of Bob Casey and Bill Elliott to the Houston Metropolitan Research Center. A volunteer at the HMRC partially processed the records, disrupting the original order. The remaining records were placed in county storage. In May of 2007 the HMRC returned the donated records to the custody of the Harris County Archives.

The collection was processed using minimal processing standards. The records of Judge Casey and Judge Elliott were separated whenever possible. The original order was maintained in the records received from the Harris County Records Center. Multiple copies were removed, mold damaged records were reformatted, and records were refoldered when necessary and rehoused in acid free boxes. The Harris County Archives maintained the order of the records as received from the HMRC.

Photographs found in the records in the1990s and given to Judge Elliott for identification were not returned.
