World News Digest NEW MEXICO (UPI)--Officials at the New Mexico State are digging through still-burning rubble, trying to find the bodies of more than a dozen inmates still missing after the weekend takeover at the facility. The death toll is currently at 38 or 39, 35 certified by the medical examiner, with the National Guard saying there are three or four more bodies waiting in the prison gym, where it's still too hot to enter. Officials predict the total will exceed the 43 people killed in the 1971 Attica in upstate New York. Damage in the takeover may total $40 million, which could make it the most costly takeover ever. Authorities continue to report almost unbelieveable stories of violence inside the prison during the takeover. Officials do not agree on the cause of the prison battles that pitted inmate against inmate. Some say the killings were motivated by hatred against inmate informers and racial problems. But one official says the inmates were simply under the influence of drugs looted from prison hospital. The nine-point plan includes four,-day work weeks, partial bans on driv- ing and pleasure boating, minimum gas purchases of $5 for small cars and $7 for larger ones, and odd-even day gasoline purchases. COMPILED (AP)--It appears former UN Ambassador Andrew Young has departed American soil for someplace. But whether his destination is Tehran to seek freedom for the American hostages, as reported by NBC news Monday, and whether he's on official government business is still in dispute. President Carter says Young is not traveling as a White House emissary. The 50 Americans are in their fourth month in captivity. And Monday the State Department declared it won't consider any plan for their release until it has been stamped with Ayatollah Khomeini's approval.

LOS ANGELES, Calif. (AP)--The spanking of students in Los Angeles schools will be allowed as soon as the city's school board gets the OK from parents. The vote was four-to-one Monday night as the board reinstated the paddling of grade-schoolers, four years after it abolished the prac- tice. In Massachusetts public schools, a new state law reviving spoken prayer goes into effect today. The measure requires teachers to give a student volunteer a chance to lead the class in proyer each morning. Students who don't want to participate may be excused. However, a state civil liverties group says it's going to court for an injunction to suspend the law.

COMPILED (AP)--The olympic torch is on its way to Lake Placid, New York for the Winter Olympics. The torch reached New York City late Monday from Greece. And was met with cheers by some 1,000 people. During a 20 minute ceremony with some olympic athletes, the crowd observed a minute of lisence for the American hostages in Iran. The subject of a U.S. boycott of the 1980 Olympics in Moscow did not come up.

San Antonio 29 25 .537 2 1/2 St. Louis 22 22 9.53 166 11 Having just carved another.notch on his boxing gloves by knocking out Indiana 26 28 .481 5 1/2 Edmonton 17 25 10 44 193 Lorenzo Zanon, Larry Holmes is still in the position of trying to call Houston 25 28 .472 6 Vancouver 16 28 8 40 161 185 John Tate out to fight. Holmes holds the World Boxing Council Heavyweight Cleveland 23 32 .418 9 Colorado 14 30 8 36 163 199 title while Tate is recognized by the World Boxing Association as the Detroit 14 40 .259 17 1/2 Winnipeg 14 33 7 35 146 220 champ. The challenge from Holmes comes through loud and clear. In his words, WESTERN CONFERENCE WALES CONFERENCE "John Tate has just a piece of the title that I desire," adding, "He Midwest Division Adams Division doesn't rate to be called champion." And the WBC titleholder boasts that Kansas City 35 23 .603 Buffalo 33 14 6 72 207 141 he feels he doesn't have to fight anybody to prove he's the undisputed Milwaukee 29 27 .518 5 Boston 31 14 7 69 203 152 champion of the world. Chicago 18 35 .340 14 1/2 Minnesota 23 17 10 56 201 158 But Holmes knows that's not the case. He also knows there's not much Denver 19 37 .339 15 Quebec 20 24 7 47 158 180 he can do about it until boxing's warring top promoters, Bob Arum and Don Utah 18 37 .327 15 1/2 Toronto 21 26 4 46 190 210 King, decide it's time for a showdown. The closest he'll come until then is sharing the TV screen with Tate Pacific Division Norris Division on March 31. That's when both heavyweight champs are scheduled to defend Seattle 38 16 .704 Montreal 28 18 6 62 199 170 their titles.
