Mediterranean RFC Re-Routing Overview 2021 1. General Information

1.1. Introduction

The incidents on RFC MED in 2019 showed that further international measures must be implemented to be able to quickly organize traffic after a major interruption and provide the Railway Undertaking with reasonable alternatives in order to find the best alternative route for diversionary solution.

The European Rail Infrastructure Managers (IMs) agreed on international processes for managing international disruptions due to unforeseen events, such as incidents, with the aim of minimising the negative impact on the railway system, which are the key elements of business continuity management, as measures to strengthen the resilience of the rail system and to rebuild customer confidence in rail. These processes are described in the “Handbook for International Contingency Management (ICM Handbook)” that was adopted under the umbrella of Rail Net Europe (RNE).

The described processes in the ICM Handbook provides an international pre-defined re-routing overview and scenarios for sections of the Rail Freight Corridors (RFCs), with at least 2 aims:

▪ To help traffic management and timetabling units with the coordination of the deviation of freight trains in the plannable phase (as soon as possible after an incident) in case of disruptions ▪ To support the RUs in planning their contingency management, with the objective to increase possible use of deviation routes as soon as possible

Our document includes scenarios with the possible re-routing options for all the involved sections for re- routing on RFC MED for the benefit of Railway Undertakings (RU) readiness to act properly in these cases. The deviation routes concerned, were defined with considering all the existing physical limitations along RFC MED:

▪ track gauge differences between the Iberian system (ADIF) and UIC gauge (SNCF Réseau) ▪ power supply differences (4 different systems together with un-electrified connections) ▪ single/double track lines, on Southern part of ADIF Network and on the Eastern part of our RFC (SŽ- I, HŽI, MÁV), hundreds of kilometres, even principal routes, of lines are single track either in a Member State or between/among Member States ▪ some lines are under construction and so are out of service now ▪ in some cases, there are no re-routing options available, as there are no alternatives

In this document the described re-routing scenarios in general are based on those lines, which are secondary lines with less advanced technical parameters comparing to the principal routes of our RFC.

Additionally, in some cases additional re-routing options have been added in , Slovakia and Switzerland.

Finally, in case of deviation routes free capacity could be consider, which means remaining after allocation from yearly timetable and ad hoc capacity (based on estimations of historical experiences). This document represents RFC MED understanding and implementation of the existing version of ICM Handbook.

RFC MED will update this document and annexes on a yearly basis, which will be published together with the Customer Information Document in January.

The national IMs are responsible to distribute this document or the contained information with the pre- defined re-routing scenarios within their own organization and to the RUs which run on their network. RFC MED also publishes the document on its website and organizes the consultation with RUs.

1.3. Processes and communication for international disruptions

In case of international disruptions, international processes for incident management and incident communication which shall apply during the plannable phase are described in Chapter 4 of the Handbook for International Contingency Management (ICM Handbook). These procedures do not replace national incident management procedures but complement them to facilitate a better international cooperation.

Chapter 5 of the ICM Handbook defines the key roles of

▪ Incident manager of infrastructure manager and allocation body

▪ Communication manager of infrastructure manager

▪ Coordinator of the RFC who are involved in the agreed processes for the management of international incidents.

1.5.1. Definitions of infrastructure parameters

The definitions below were developed for a better understanding of the information available in the re-routing overview/scenarios

These re-routing options include all relevant and available information regarding technical parameters, other operational requirements, and a rough indication of capacity, but impossible to describe precise available capacity on any foreseen re-routing line. Capacity indications in this document are indications of the free capacity on a deviation route in case of a future incident.

The capacity is expressed in 4 different free capacity ranges below:

▪ Extremely limited: appr. < 10 trains per day per direction ▪ Limited: appr. 10 – 24 trains per day per direction ▪ Good: appr. 25 – 50 trains per day per direction ▪ Excellent: appr. > 50 trains per day per direction

Precise information of the capacity available on a deviation route can only be given in case of a real incident, on the exact days concerned. So, this capacity depends very much on the concrete situation at the time of the incident, for example the actual traffic flow in terms of volume and weekly time period at the time of the year/month and the actual temporary capacity restrictions.

Finally, in our MED RFC document, the above capacity classification is extended to:

▪ Indicative capacity of deviation route lines

1.5.3. Usability indications

Sometimes, there is no re-routing option available, sometimes only one re-routing option is available and sometimes there can be several possible re-routing options in the event of incidents. For the possible re- routing options, when various scenarios can be created usability feature is a very important factor to be considered. Usability is grouped in 3 different categories. This can have an impact on the process of re- routing. The categorization is defined in options A, B and C. In general, there is no common definition for the degree of usability, so the assessment very much depends on several aspects regarding physical, technical, organisational, or functional barriers, which can cause restrictions. Additionally, the classification is based on the expert estimates, experienced train traffic managers.

The groups are:

▪ A: good availability (no major restrictions) ▪ B: usability is reasonable (with some restrictions) ▪ C: usability is worst (some major limitations)

Finally, in our MED RFC document, the above capacity classification is extended to:

The re-routing scenarios are presented as follows:

▪ Chapter 2.2.1.3 describes the re-routing scenarios for the Western part of RFC MED

▪ Chapter 2.2.2.3 is about the re-routing scenarios for Middle part

▪ Chapter 2.2.3.3 describes the re-routing scenarios on the Eastern part of RFC MED

Each part starts with an overview of the relevant sections with limited re-routing possibilities plus short descriptions of the re-routing options. This overview is followed by detailed descriptions of the main re- routing options for each of these sections, the detailed map is available since 2020 at the Customer Information Platform (CIP) in the ICM Re-routing options section, additionally a description of the re-routing options with characteristics, parameters are following the specific sub-chapters.

The capacity and usability features can be seen on the excel sheets shown in the corresponding Annexes.

2.1. Introduction

RFC MED crosses Europe from West (Algeciras/Almeria in Spain) to East (Záhony in Hungary) with many interconnections to and overlapping sections to various other RFCs.

What regards the freight flows along our RFC 3 major flow of goods have been identified:

▪ from Belgium/German/Luxemburg to Spain via France/West (Grisen, Silla, Martorell, Can Tunis) ▪ from /East (close to the IT/SI border) to France/West (Miramas) and/or from Gallarate (IT) to Spain/West (Barcelona) ▪ from Hungary/East to Torino (close to the IT/FR border)

Based on these geographic determinations the re-routing overviews are grouped in 3 different folders:

▪ WESTERN PART Spain-France-Italy border ▪ MIDDLE PART Italy between the French and Slovenian borders ▪ EASTERN PART Italy border--Croatia-Hungary border with Ukraine

The re-routing options for the 3 parts of the corridor have been identified and included in the RFC MED re- routing overview.

This version of the re-routing options includes RFC MED related opportunities, together with some other IM networks involved in Switzerland, Austria, and Slovakia.

2.2.1.2. Re-routing overview

Due to the geographic determinations, the high mountains such as Pyrenees and Alps are creating natural barriers to have a dense network between Spain and France or between France and Italy. It means that there are only a limited number of rail connections between these rail networks, if there is any.

What regards ADIF and SNCF Réseau basically there are 2 major direct (not crossing any third IM network) rail connections on the coasts of Atlantic Ocean and Mediterranean Sea.

The situation is a bit different between SNCF Réseau and RFI. The are 2 direct connections between the French and Italian networks and some crossings via Switzerland. Availability is subject to the Swiss IMs in line with their renewal and maintenance plans for the TT 2021.

1 out of the 2 direct connections is running in a tunnel (Frejus Tunnel) under the Alps, and the 2nd existing direct connection is available along the Mediterranean Coast.

What regards other possible re-routing options during TT2021, other than RFC MED network basically are available

▪ via the Gotthard Tunnel and ▪ via the Lötschberg – Simplon Tunnels

Mediterranean RFC Re-Routing Overview 2021 on the Grenze-/Chiasso/ routes are available in Switzerland.

The following sections with limited re-routing possibilities are defined for the Western Part of the RFC Mediterranean. The re-routing overview compiles possible re-routing options for the dedicated RFC lines. A re-routing option is an alternative route that may be taken in a situation of a disruption to reach the same destination.

On the Western Part of RFC Mediterranean, the below routes are the choices for rail freight operations in case of needs. These routes are the only available alternatives (if there is any) for re-routing, depending on the line section location where an incident happens.

The re-routing options are listed below with the identical section IDs, for better identification and visibility of the sections concerned.

This line (ES1) connects the seaport at Algeciras with Tarragona another important seaport on the Mediterranean Sea via Madrid and Zaragoza. Additionally, RFC MED has an overlapping section with RFC Atlantic and in case of an incident joint efforts are required to create solutions for the RUs concerned.

ES1.1 Bobadilla–Sevilla Belt–Los Rosales–Zafra–Mérida–Aljucén–Cáceres–Villaluenga Yuncler–Madrid Belt is a re-routing option diverting Linares – Alcazar De San Juan in case of incidents. The line is partially single/double track and not fully electrified with mixed traffic (passenger and freight).

Alcazar De San Juan – Madrid Vicálvaro section has 2 alternatives to divert the section if needed. These are:

ES1.2.1 Manzanares–Puertollano–Mérida–Aljucén–Cáceres–Villaluenga Yuncler–Madrid Belt. The line is partially single/double track and not fully electrified with mixed traffic (passenger and freight).

ES1.2.2 Alcázar De San Juan–La Encina–Valencia–Tarragona. The line is partially single/double track and fully electrified with mixed traffic (passenger and freight), connecting Madrid area with the Mediterranean coast at Valencia and further one running on the coastline.

Madrid Vicálvaro – Casetas is the artery of the Spanish rail network as it runs the traffic from Madrid area to the Spanish/French border at Irún/Hendaye and the traffic from Madrid area to the other Spanish/French border at the Mediterranean coast via Zaragoza-Barcelona. Luckily, there are 3 different alternative routes as re-routing option.

ES1.3.1 Tarragona–Valencia–Alcázar–Madrid. As already described above, the line is partially single/double track and fully electrified with mixed traffic (passenger and freight), connecting Madrid area with the Mediterranean coast at Valencia and further one running on the coastline.

ES1.3.2 Zaragoza–Logroño–Miranda–Burgos–Ávila–Madrid. The line is bypassing Madrid area and gives an alternative connection West of Madrid, with a feature of partially single/double track and fully electrified with mixed traffic (passenger and freight).

ES – FR 1.1 (Border FR Hendaye)–Irún–Altsasu–Miranda de Ebro–Medina del Campo–Ávila–Madrid. A border crossing re-routing option combining the French and Spanish network elements. On the Spanish side the line is fully double track and fully electrified with mixed traffic (passenger and freight).

The above border crossing option is considered as an alternative of Casetas – La Cartuja section. Additionally,

ES1.5 Zaragoza–Mora La Nova–Reus–Tarragona. An alternative route giving a chance to divert the traffic if on the La Cartuja - La Plana (via Lleida) section there is an incident. The line is single track, fully electrified, with mixed traffic (passenger and freight).

ES1.6 S. Vicent–Valls–La Plana. Around Tarragona, La Plana – Reus section has this alternative option for re- routing, single track, fully electrified, with mixed traffic (passenger and freight) features.

ES1.7 Reus–La Plana–Valls–S.Vicent. Also, around Tarragona, where there is a dense network, in case of incident on Reus – Tarragona this solution is available. The line is single track, fully electrified, with mixed traffic (passenger and freight).

ES1.8 Zaragoza–Lleida–Reus. One solution, if Reus – Tarragona section is not available. The line is single track, fully electrified, with mixed traffic (passenger and freight).

ES1.9 La Plana–Reus–Tarragona–S.Vicent. A real option, when La Plana - S. Vicent section is closed. The line is partially single/double track and fully electrified with mixed traffic (passenger and freight).

The Easternmost railway line (ES2), mostly running on the Mediterranean coast of Spain. This line is also a principal line connecting several Mediterranean seaports (Almeria, Cartagena, Alicante, Valencia, Sagunto, Tarragona, Barcelona), industrial production plants of the automotive sector around Valencia and Barcelona to Europe.

ES2.1 El Reguerón - San Isidro - Alicante -Caudete La Encina. The line is a re-routing option diverting El Regueron - Chincilla - La Encina in case of incidents. The line is single track and fully electrified with mixed traffic (passenger and freight).

ES2.8 Castellbisbal - l'Hospitalet - Bif. Gornal - El Prat Llobregat- S. Vicent. The line is a re-routing option diverting S.Vicent – Castellbisbal in case of incidents. It is with double track and not fully electrified with mixed traffic (passenger and freight).

IBERIAN GAUGE CONNECTION to France. This is one of the very important rail connections between Barcelona and the Spanish/French state border, crossing the low hills of the Pyrenean chain.

ES – FR 2.1 (Border FR Perpignan ES LFP UIC gauge section) - Figueres Vilafant- Bif. Mollet - Barcelona Can Tunis. The line is a re-routing option diverting Mollet - Portbou (Border) in case of incidents. It is with double track and fully electrified (with 25 kV AC/3kV DC) with mixed high-speed traffic (passenger and freight) on a UIC gauge line.

ES – FR 1.2 (Border FR Hendaye) - Irún - Altsasua- Zaragoza (vía Logroño/vía Pamplona) -Tarragona - Barcelona. A border crossing re-routing option combining the French and Spanish network elements. On the Spanish side the line is partially double track and fully electrified with mixed traffic (passenger and freight).

UIC GAUGE CONNECTION to France. This is one out of the two very important rail connections between Barcelona and the Spanish/French state border, crossing the Pyrenean in the Perthus tunnel. The Perthus Tunnel is a twin-bore railway tunnel between France and Spain under the Eastern Pyrenees, built as a part of the high-speed railway line Perpignan-Figueres. The tunnel has made possible the implementation of direct high-speed trains connecting the two countries' railway systems since December 2013, linking the Spanish AVE network with the French TGV. The tunnel has been designed to allow for freight as well as passenger traffic.

There is an alternative route solely to Mollet - Limite ADIF - LFP (LFP LINE).

ES – FR 2.2.1 Iberian gauge line: Barcelona Can Tunis - Port Bou - (Border FR Cerbere) – Perpignan. The line is partially double track and fully electrified with mixed traffic (passenger and freight).

ES – FR 2.2.2 Iberian gauge line: Mollet - PortBou (Border FR Cerbere) – Perpignan. The line is a re-routing option diverting The LFP Line – Perpignan ES (Managed by LFP and SNCF R.) in case of incidents. The line is partially double track and fully electrified with mixed traffic (passenger and freight), managed by ADIF and SNCF R.

ES – FR 1.1 (Border ES Irun) - Hendaye - Bordeaux - Toulouse – Narbonne. The line is a re-routing option diverting (Border) Perpignan – Narbonne .) in case of incidents on the French side of the border. The line is fully double track and fully electrified with mixed traffic (passenger and freight) on a UIC structure.

2.2.1.3. Re-routing scenarios

As per the ICM Handbook for line sections with limited re-routing options, scenarios have been prepared. The scenarios are based on the usability/capacity of a line section for deviation, which replace the normal routing. In some cases, certain re-routing options can be used for various sections. The detailed information on the scenario sheets are available in Annex 1.1 and 1.2. The key features are:

ADIF ▪ Bobadilla-Moreda section as alternative route has been deleted ▪ A new section between Hospitalet del L’Infant -Tarragona has replaced to the old one ▪ Capacity-wise the ADIF network is with basically limited line, parking, and border station capacity. Restrictions are around Madrid and Barcelona nodes. ▪ What regards the possible usability the network of ADIF, it is with reasonable or good line, border station usability. Restrictions on the Madrid and Barcelona Belts.

SNCF Réseau ▪ Capacity-wise (Border ES Irun) – Hendaye – Bordeaux – Toulouse – Narbonne, the line and the parking capacity is limited, and border station capacity is extremely limited. Marseille - Menton - (Border IT Ventimiglia), the line and border station capacity is extremely limited, the parking capacity is limited. ▪ What regards the possible usability, (Border ES Irun) – Hendaye – Bordeaux – Toulouse – Narbonne, the line and border station is reasonable. Marseille - Menton - (Border IT Ventimiglia), the line and border station is bad, due to the restrictions. ▪ There are 4 different re-routing options in France between the Lyon area and St Louis (FR)-Basel Grenze (CH) with limited capacity. ▪ With a few local exceptions linked to cross-border sections, electrified lines on the national rail network are mainly supplied with 1.500-volt direct current or 25.000-volt, 50 Hz alternating current. 2.2.2.1. Middle Part specificities

Key features of this part are as follows:

▪ track gauge of solely UIC system is available ▪ solely double track line sections are available on the RFI Network ▪ thanks to the plain area and the dense network re-routing options are available ▪ all the lines are electrified

2.2.2.2. Re-routing overview

Due to the geographic determinations, the high mountains such as Alps and Dinaric Alps are creating natural barriers to have a dense network between Italy and Slovenia. It means that there are only a limited number of direct rail connections between these rail networks, if there is any.

What regards SNCF Réseau and RFI, 1 out of the 2 connections is running in a tunnel (Frejus Tunnel) under the Alps, and the 2nd existing connection is available along the Mediterranean Coast.

On the Eastern border of Italy, between RFI and SZ-I there are only 2 direct connections, one between Gorizia and Nova Gorica in the Isonzo/Soca valley and the main connection between Villa Opicina and Sezana across the Dinaric Plateau.

As an outcome, if 1 out of the 2 direct connections is blocked on these state borders, only the 2nd choice, as an alternative solution is available for re-routing.

What regards other possible re-routing options during TT2020, other than RFC MED network the choices are available in Austria, with some alternative sections such as via

The re-routing overview compiles possible re-routing options for the dedicated RFC MED lines. A re-routing option is an alternative route that may be taken in a situation of a disruption to reach the same destination.

On the Middle Part of RFC Mediterranean, the below routes are the choices for rail freight operations in case of needs. These routes are the available alternatives for re-routing, depending on the line section location where an incident happens.

The line section is the most important West-East connection between the French/Italian and Italian/Slovenian borders in Italy. Torino, Novara, Milano, Brescia, Verona, Padova, Venezia and Trieste are the core Italian industrial production centres and logistic hubs. Traffic flow wise certain elements of this network are used, the Origin/Destination points are not necessarily lying there, but in proximity. Additionally, RFC MED has an overlapping section with RFC Baltic Adriatic from Padova on up to the Slovenian border and in case of an incident joint efforts are required to create solutions for the RUs concerned.

IT1.1 Torino–Trofarello–Asti–Alessandria–Novara. The line is a re-routing option diverting Torino – Novara in case of incidents. The line is fully double track and fully electrified with mixed traffic (passenger and freight).

IT1.2 Novara–Alessandria–Tortona–Milano. The line is a re-routing option diverting Novara – Milano in case of incidents. The line is fully double track and fully electrified with mixed traffic (passenger and freight).

IT1.3.1 Milano Rogoredo–Codogno–Cremona–Piadena–Mantova–Verona. The line is a re-routing option diverting Milano – Verona in case of incidents. The line is not fully double track and fully electrified with mixed traffic (passenger and freight).

IT1.15 Portogruaro–Casarsa–Udine–Cervignano. The line is a re-routing option diverting Cervignano – Monfalcone direct line in case of incidents. It is not fully double track and fully electrified with mixed traffic (passenger and freight).

IT1.16 Portogruaro - Casarsa - Udine - Gorizia - Monfalcone. It is not fully double track and fully electrified with mixed traffic (passenger and freight).

Border crossing connections are important in case of incidents. On the Italian/Slovenian border there are 2 border stations available. Additionally, re-routing option diverting Villa Opicina - Sežana IT/SI border in case of incidents on one of the sides of the border are now also available, crossing Austria.

Villa Opicina on the Italian side and Sežana on the Slovenian side, which laying on the RFC MED. The traffic is coming basically from Croatia, Hungary, Romania, Serbia, and Slovakia. Villa Opicina and the corresponding Slovenian border station Sežana is important for the traffic flows to/from West of the border, but also in the case of the traffic to/from Trieste Seaport. As an option one more choice is available at Gorizia on the Italian side and Nova Gorica pn the Slovenian side.

IT–SI1 Monfalcone–Gorizia (Border SI Nova Gorica). The line is a re-routing option diverting Villa Opicina – Sežana line in case of incidents. It is fully double track and fully electrified (except between Gorizia station and the IT/SI border) with mixed traffic (passenger and freight) in Italy. On the Slovenian side, it is single track and not electrified, also with mixed traffic (passenger and freight). Originally, built as a historic

Transalpine railway line in Slovenia and Italy. It connects in Slovenia with Trieste in Italy, starts in Jesenice, at the Southern end of the Karawanken Tunnel, then crosses the Julian Alps through the Bohinj Tunnel, and passes the border town of Nova Gorica before crossing the Italian border and reaching Trieste.

IT–SI2 Bivio D'Aurisina–Trieste Campo Marzio–Villa Opicina – (Border SI). It is not fully double track and fully electrified with partially mixed traffic (passenger and freight). This particular connection is running via the Seaport of Trieste and based on a direct single track, electrified historic rail link in a tunnel underneath the location to Villa Opicina, with very steep grade and very low weight possibilities. The line is under reconstruction by RFI, now.

IT–SI3 Bivio D'Aurisina–Monfalcone–Gorizia–(Border SI Nova Gorica). This the only alternative border crossing opportunity between Italy and Slovenia. The Italian part is with fully double track and fully electrified (except between Gorizia station and the IT/SI border) with partially mixed traffic (passenger and freight). On the Slovenian side, it is single track and not electrified, also with mixed traffic (passenger and freight).

IT–SI4.1 Trieste Campo Marzio–Prosecco–Villa Opicina – (Border SI Sežana). It is fully double track and fully electrified with partially mixed traffic (passenger and freight).

IT– SI4.2 Trieste Campo Marzio–Bivio D'Aurisina–Monfalcone–Gorizia–(Border SI Nova Gorica–Sežana)–Villa Opicina. It is fully double track and fully electrified (except between Gorizia station and the IT/SI border) with mixed traffic (passenger and freight) in Italy. On the Slovenian side, it is single track and not electrified, also with mixed traffic (passenger and freight).

IT2.1 Torino–Novara–Alessandria. The line is a re-routing option diverting Torino – Alessandria line in case of incidents. It is fully double track and fully electrified with mixed traffic (passenger and freight).

IT2.2.1 Alessandria–Novara–Milano–Tortona. It is fully double track and fully electrified with mixed traffic (passenger and freight).

2.2.2.3. Re-routing scenarios

As per the ICM Handbook for line sections with limited re-routing options, scenarios have been prepared. The scenarios are based on the usability/capacity of a line section for deviation, which replace the normal routing. In some cases, certain re-routing options can be used for various sections. The detailed information on the scenario sheets are available in Annex 2.1 and 2.2.

In general:

▪ Capacity-wise Ventimiglia - Genova - Alessandria -Torino, the line is extremely limited, the parking capacity is limited, and border station capacity is good. The available of additional capacity of the lines are in most of the cases extremely limited, together with the parking capacity. ▪ What regards the possible usability Ventimiglia - Genova - Alessandria -Torino, the line is reasonable and border station is bad. In most of the cases the usability is good or acceptable. Major capacity, technical and/or organisational restrictions are at: - Nodo di Torino (Torino' junction) - Torino - Trofarello - Asti - Alessandria – Novara - Nodo di Milano (Milano' junction) - Milano Rogoredo-Codogno-Cremona-Piadena - Nodo di Verona (Verona' junction) - Nodo di Venezia (Venezia' junction) ▪ The 2 border stations on the Italian border to Austria (Brennero, Tarvisio Boscoverde) are also suffering from limited capacity and what regards the corresponding lines of RFI are limited and in some specific cases extremely limited. 2.2.3.2. Re-routing Overview

Due to the geographic determinations, some mountains such as Dinaric Alps are creating natural barriers to have a dense network between Slovenia and Croatia. It means that there are only a limited number of rail connections between these rail networks, however in the river valleys there are some options.

What regards SZ-I and HZI, there are some connections, but not all the connecting lines with a proper set of infrastructure technical parameters sufficient for a re-routing option.

On the Eastern Part, in the Drava valley SZ-I, HZI together with MAV a railway line offers a reasonable alternative connection.

The following sections with limited re-routing possibilities are defined for the Eastern Part of the RFC Mediterranean. The re-routing overview compiles possible re-routing options for the dedicated RFC lines. A re-routing option is an alternative route that may be taken in a situation of a disruption to reach the same destination.

Checking with the RFC MED members the networks, we realised that the number of possible re-routing options of a section varies between 0 and in some limited cases more than 2.

On the Eastern Part of RFC Mediterranean, the below routes are the choices for rail freight operations in case of needs. These routes are the only available alternatives (if there is any) for re-routing, depending on the line section location where an incident happens.

In general, on the Eastern part of RFC MED the network is very much structured due geographic reasons, and in some cases dense. Additionally, the member states are territory-wise small. Based on these determinations the corridor lines and so together with the re-routing options are also structured and split into short sections below. These connections are important connection between

Additionally, RFC MED has an overlapping section with RFC Baltic Adriatic from the border up to Pragersko and with RFC Amber from Koper Seaport up to Zalaszentiván in Hungary. And in case of an incident joint efforts are required to create solutions for the RUs concerned.

2.2.3.3. Re-routing scenarios

As per the ICM Handbook for line sections with limited re-routing options, scenarios have been prepared. The scenarios are based on the usability/capacity of a line section for deviation, which replace the normal routing. In some cases, certain re-routing options can be used for various sections. The detailed information on the scenario sheets are available in Annex 3.1 and 3.2. In general:

SŽ-I

▪ Capacity-wise the SŽ-I network is with basically extremely limited and limited line, parking, and border station capacity. Only in the case of Ormož - Središče - (Border HR Čakovec) section where the capacity situation is good. ▪ What regards the possible usability the network of SŽ-I, it is with reasonable or good line, border station usability. Restrictions are on the Zidani Most – Pragersko section. ▪ Due to the closure of the Karawanken tunnel for half a year, in July 2020 for safety works and infrastructure upgrade Rosenbach-Jesenice border crossing is excluded

HŽI

▪ Capacity-wise the HŽI network is with basically extremely limited and limited line, parking, and border station capacity. ▪ What regards the possible usability the network of HŽI, it is with reasonable or good line, border station usability. There are no restrictions.

MÁV/GYSEV

▪ MÁV added some more basically short line section to establish a better connection in case of needs ▪ Capacity-wise the MÁV network is with basically limited and good, parking and border station capacity. There are a few sections with extremely limited line sections, such as: Budapest – Miskolc – Szerencs, Apafa – Mátészalka – Záhony. ▪ What regards the possible usability the network of MÁV, it is with reasonable or good line, border station usability. Restrictions are on the Pusztaszabolcs – Budapest and Budapest – Miskolc – Szerencs sections. ▪ GYSEV and MÁV offered the corresponding border sections to those of ÖBB in case of needs. These lines are as follows: ‣ Jennesdorf-Szentgotthárd-Szombathely (GYSEV) ‣ Loipersbach-Schattendorf)-Sopron (GYSEV) ‣ Ebenfurth-Neufeld an der Leitha-(Border A Wulkaprodersdorf)-Sopron (GYSEV) ‣ Nickelsdorf-Hegyeshalom-Győr (MÁV) ▪ GYSEV also added some corresponding lines to RFC MED

▪ The border stations on the borders to Austria (Italy, Slovenia, and Hungary) are also suffering from limited capacity and the capacity of the corresponding lines are also limited and in some specific cases extremely limited. ▪ What regards the Hungarian-Slovakian border stations, the capacity of Nové Zámky - Komárno - Komárom is extremely limited.
