July/August 2016

Yarkhill Field to Fork Festival 2016 The third annual Yarkhill Field to Fork Festival on 4th June was once again a great success, with over 1200 people descending on our small village for a fabulous day of food- ie fun. The Festival raised £7,000, of which £5,500 was donated to Megan Baker House, the nominated charity for 2016. This amazing charity provides free Conductive Education Services at its centre in for children, teenagers and adults with motor disorders such as cerebral palsy, head injury, stroke, dyspraxia and early on-set Parkinson's disease. £1500 of the money raised has been put aside for community projects within Yarkhill. In the past money has been given to the Church and Village Hall as well as paying for the likes of grit bins, new signage, a village scaffold tower and new noticeboards .Nominations for projects requiring funding are requested to be sent to Helen Nenadich, Twin Kilns, Yarkhill, HR1 3TD or email [email protected] by November 30th 2016 when the committee will convene to consider requests. CONTACTS

PARISH COUNCIL CLERK: Sallyanne Batchelor 07801 108789 email: [email protected] EMERGENCY CO-ORDINATOR: Tom Misselbrook 07973 705550. (Sandbags available if required). VILLAGE HALL: Wendy Nash 01531 670508 CHURCH WARDEN: Jane Thomas 01531 670437

NEIGHBOURHOOD WATCH CO-ORDINATOR: David Thomas 01531 670437

The Parish meeting was held on the 12th July and Ward Councillor Jonathan Lester came along and addressed the meeting. He informed us that he was expressing the views of the local communities with regard to forth- coming planning hearings and would of course keep us updated. He told us that the planning permission for the southern part of the By-Pass has been approved and that the Country Council has a plot of land in the centre of Hereford and the intention is to develop the site in a similar way to the retail development on the old Market site. He reminded us that in his cabinet role one of his tasks is to make sure that the council is develop- ing the “Early Help” strategy – affording troubled families help at an early stage, thus preventing the problem es- calating and hence reducing the number of children being taken into care. This is part of the children and young peoples plan . A key focus is “Early Years” which is based on the fact that the first 1000 days is a critical stage in a child’s life and the intention is to prevent problems occurring in later life by preventing them at an early stage. It is alarming to learn that Herefordshire has one of the worst records for dental hygiene in children aged 0 – 5 yrs. He explained that “Early Help” is aimed at helping troubled families, whereas “Early Years” is designed to ensure the well-being of all children. Herefordshire Council has joined with other partnerships in the Health and Education sectors to achieve the maximum benefit. Herefordshire is currently caring for 6 unaccompanied asylum seeking children and this figure is expected to rise to 20 by next year. With regard to the council budget decisions , as always HCC places highest importance on Adult Services and Child Services. There are difficult decisions to be taken and Ward Councillor Lester stressed that as many people as possible try to attend the forthcoming HCC Meeting. With regard to our Neighbourhood Plan Ward Councillor Lester expressed his opin- ion that Yarkhill is very lucky to have a ready made team of professionals prepared to step up to the role. The advantages of a Neighbourhood Plan were reiterated – those villages with a Neighbourhood Plan would be in a position to choose where development should be allowed whereas those communities without a Plan would not. Councillor Misselbrook thanked Ward Councillor Lester for his input.

Councillor Misselbrook told us about a meeting he attended with Church Warden, Jane Thomas, at Village Hall to discuss a new scheme “Good Neighbours”. This is a scheme whereby a group of residents within a parish organises itself to help elderly and/or vulnerable residents in day to day activities such as shopping, getting to and from doctors appointments, prescription collection etc. This a voluntary scheme and details are contained within this Newsletter. He also updated the meeting on the success of the recent Field to Fork Festi- val and there is a report within the Newsletter all about the Festival.. The Parish Clerk alerted the meet- ing to a recent incident involving a small white van whose occupants broke into a local residents cara- van. Police had been informed but residents should be aware of any unfamiliar vehicles and report any- thing suspicious to the police immediately.

Councillor Misselbrook asked for feedback regarding the forthcoming HCC Budget meeting. The meeting is scheduled for 28th July at 6.30pm at Shire Hall. HCC have to save £28,000,000 over the next 4 years and details will be included in the next Newsletter.

Yarkhill can look forward to new Noticeboards over the next four years—these are being crafted by “Designer Creations”, based at the Hop Pocket.

The Neighbour is forging ahead - several informal meetings of the proposed steering committee have taken place, along with a meeting with Richard Williams who chaired the NP Committee which proved very helpful. The first stage has been completed and Yarkhill is now a designated area and so the committee can now start acting on a formal basis. The current members of the steering group have useful experience for the role and include Jeff Hughes who has the financial expertise, Martin Ennis who was the Chairman of the Parish Plan steering group, Michael Needham will take care of communications and he also worked on the Par- ish Plan and finally Simon Day who is involved very much with the FTF Festival and Event Organisation. The first official meeting of the steering group is at 7pm on the 18th of August at the Village Hall and mem- bers of the public encouraged to attend. There will be a presentation by Karla from HCC, being the advisor for Neighbourhood Plan steering groups. It is anticipated the procedure will take 18 months to 2 years. There will be a lot of consultation, visiting landowners and determining what villagers want. There is no doubt that new houses have to be built but the benefit of a Neighbourhood Plan is that the village can recommend certain areas for development, whereas without the Plan, the Council will designate the area. There is a letter from Councillor Misselbrook with this Newsletter detailing the benefits of the Neighbourhood Plan.11. The next Parish Meeting is at 7.30pm at the Village Hall and it would be very gratifying if more members of the Parish could attend. Reg Charity No: 507436
