The purpose is to construct a replacement dwelling and conduct associated grading works within a Regulated Area of the Humber River watershed at 11801 Keele Street in the City of Vaughan. 93

EX10.53 REGIONAL MUNICIPALITY OF YORK To site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere in a Regulated Area on the proposed Donald Cousens Parkway alignment, north of Major Mackenzie Drive, east of Highway 48 in the Town of Markham, Watershed as located on the property owned by Regional Municipality of York. The purpose is to place fill (pre-load) in advance of the proposed construction of Donald Cousens Parkway in order for proper settlement, north of Major Mackenzie Drive, east of Highway 48 in the Town of Markham. A Letter of Advice on behalf of Fisheries and Oceans Canada is not required for the works and no fisheries timing window will be applied to the project. 95

EX10.54 TOWN OF MARKHAM To construct, reconstruct, erect or place a building or structure, site grade and alter a watercourse in a Regulated Area in Woodland Park, east of and south of , in the Town of Markham, Don River Watershed as located on the property owned by Town of Markham. The purpose is to remove an existing corrugated steel pipe culvert and replace it with a pedestrian bridge in Woodland Park. The cold water fisheries timing window has been applied to this project. A Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO) for this project. 97 TOWN OF MONO

EX10.55 TOWN OF MONO To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere and alter a watercourse on 5th Sideroad from Airport Road to approximately 250 m east of Airport Road in the Town of Mono, Humber River Watershed as located on the property owned by Town of Mono. The purpose is to reconstruct 5th Sideroad from Airport Road to approximately 250 m east of 5th Sideroad. The reconstruction will involve the widening and paving of 5th Sideroad, removal and replacement of an existing culvert and the realignment of a watercourse. RATIONALE The application was reviewed by staff on the basis of the following information:

87 Proposal: The applicant is requesting permission to construct a stormwater management pond within a portion of the valleyland on the subject property, to service the proposed residential subdivision and the broader block plan area. The applicant is also requesting permission through this permit application to grade and service the adjacent Regulated tableland development areas. The subject property is located west of Clarkway Drive, south of Castlemore Road, in the City of Brampton, within the Bram East 'Bram East Area 'F' community.The western portion of the site is traversed by the Clarkway Tributary of the Humber River - to which proposed Pond 4 will discharge. Previous applications were brought forward to the Executive Committee and approved (September 11, 2009 meeting) for works within Phase 1 of the subject property, located directly to the west. A number of previous permits have been brought forward and approved by the Executive Committee for grading and stormwater management works within this Block Plan area.

The subject property, and the proposed stormwater management ponds are within an area for which a Master Environmental Servicing Plan (MESP) has been completed, and endorsed by TRCA staff (Bram East Area F - Phase 2). The design of the proposed pond is consistent with the larger master servicing strategy for this community, and meets TRCA's technical design criteria requirements.

Control of Flooding: The proposed works are partially located within the Regional Storm Floodplain, however, the pond has been designed to meet TRCA's requirements.

Pollution: Appropriate sediment and erosion controls will be installed and maintained on the subject property during all phases of construction.

Dynamic Beaches: Not applicable

Erosion: There are no geotechnical and/or slope stability concerns anticipated with this project.

Conservation of Land: No significant vegetation will be removed as a result of construction. Construction will take place within the warm water fisheries timing window. A Letter of Advice (LOA) will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO).

Plantings A planting plan has been provided with this application, which provides for plantings within the pond block, and within the areas disturbed as a result of this application. Additionally, a comprehensive planting plan is to be provided, and implemented as a condition of the approval of this subdivision. As a coordinated plan is still being developed for all of the subdivisions within this Block Plan that are traversed by the Clarkway Tributary, details on the proposed plantings cannot be provided at this time. Additional details will be provided in subsequent permits for this Block Plan.

The driveway will be located adjacent to Krosno Creek, and is located within manicured, level park lands.

Control of Flooding: The proposed project is anticipated to have no impacts on the storage or conveyance of floodwaters.

Pollution: Standard erosion and sediment control measures (silt fencing) will be implemented prior to construction and maintained for the duration of construction, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering any watercourse or wetland. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guideline for Urban Construction.

Dynamic Beaches: Not applicable.

Erosion: No geotechnical/slope stability issues have been identified with the proposal.

Conservation of Land: There will be no in stream work associated with this project, and there will be no concerns related to fish habitat. A Letter of Advice on behalf of DFO is not required for this project and a fisheries timing window will not be applied to the project. One tree will be removed to accommodate the new access road.

Plantings Three trees will be planted to compensate for the removal of one tree along the proposed access road.

RATIONALE The application was reviewed by staff on the basis of the following information:

Proposal: The purpose is to construct a replacement dwelling and conduct associated grading works within a Regulated Area of the Humber River. The subject property contains a number of Provincially Significant Wetlands (PSW) as well as some well vegetated areas. A home previously located on the property was destroyed by fire several years ago. The proposed replacement dwelling and the previously home are / were located within a flat, already disturbed grass area between a PSW and a hedgerow. The destroyed home was located approximately 15 metres from vegetation associated with the PSW. The new dwelling is located approximately 90 metres away and grading works are located approximately 50 metres away from vegetation associated with the closest PSW.

93 TRCA ecology staff are satisfied that the hedgerow is not considered significant vegetation. TRCA ecology and hydrogeological staff are satisfied that the proposed grading works are adequately set back from the PSW and will not have an adverse impact. In addition, TRCA ecology staff are satisfied that the proposed replacement dwelling is sufficiently set back from the natural features onsite and is better situated that the previous dwelling.

Control of Flooding: The proposed works are not located within the Regional Storm Flood Plain. There will be no impacts on the storage or conveyance of flood waters.

Pollution: There are no sediment transport issues associated with this application.

Dynamic Beaches: Not applicable.

Erosion: There are no geotechnical issues associated with this application.

Conservation of Land: As a watercourse will not impacted by the proposal, no fisheries concerns will result. There are no other significant natural features on or adjacent to the site that may be negatively impacted by the project.

Plantings All disturbed areas associated with this application will be restored to the existing sodded condition and will not affect any significant natural features.

Policy Guidelines: The proposal is consistent with Section 4.2.2 D) - Replacement Structures - of the Authority's Valley and Stream Corridor Management Program

RATIONALE The application was reviewed by staff on the basis of the following information:

Proposal: The proposal involves the removal of the existing corrugated steel pipe culvert and the installation of a new 16m long and 2.5m wide pedestrian bridge. The culvert will be removed in the dry by dam and pump method. The concrete abutments for the pre-engineered pedestrian bridge will be installed with helical piers approximately four metres from the watercourse.

Control of Flooding: The proposed project is not anticipated to have impacts on the storage or conveyance of floodwaters.

97 Pollution: Standard erosion and sediment control measures (silt and sediment fencing, coffer dam) will be implemented prior to construction and maintained for the duration of construction, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering any watercourse. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guideline for Urban Construction.

Dynamic Beaches: Not applicable

Erosion: No geotechnical/slope stability issues have been identified for the proposal.

Conservation of Land: With erosion and sedimentation plans in effect, the potential for a harmful alteration, disruption or destruction (HADD) of fish habitat will be mitigated and a Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO). The cold water fisheries timing window of July 1 to September 15 applies to this project.

Plantings All disturbed areas will be restored with native non-invasive species following construction.

EX10.55 TOWN OF MONO To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere and alter a watercourse on 5th Sideroad from Airport Road to approximately 250 m east of Airport Road in the Town of Mono, Humber River Watershed as located on the property owned by Town of Mono. The purpose is to reconstruct 5th Sideroad from Airport Road to approximately 250 m east of 5th Sideroad. The reconstruction will involve the widening and paving of 5th Sideroad, removal and replacement of an existing culvert and the realignment of a watercourse. The coldwater fisheries timing window will be applied and a Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO).

RATIONALE The application was reviewed by staff on the basis of the following information:

Proposal: The Town of Mono is proposing the reconstruction of 5th Sideroad from Airport Road to 250 m east of Airport Road. The proposed road reconstruction will involve clearing and grubbing on the south side of 5th Sideroad from Airport Road to 200 m east of Airport Road to facilitate the widening and paving of 5th Sideroad by approximately 1.5 m to the south. The road reconstruction will also involve the realignment of a groundwater fed watercourse. This watercourse was created when the original ditch was dug and groundwater was intercepted. The watercourse will be realigned 2 to 4 m south of its existing location and will be restored to ensure the watercourse maintains its current ecological function. In addition, a 1200 mm diameter x 12 m long CSP culvert is proposed to be removed and will be replaced with a 1800 mm diameter x 25 m long CSP culvert. The proposed culvert size will be able to convey more water during the 10 year flood event and the Regional flood event which will reduce backwater effects.

Control of Flooding: There will be no impacts to the control of flooding.

99 Pollution: Standard erosion and sediment control measures (Heavy Duty Silt Fence, Rock Check Dam, Flitrexx Filter Soxx, Erosion Control Blanket, Cofferdam) will be implemented prior to construction, maintained for the duration, and removed only after the site is stabilized and restored. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guidelines for Urban Construction.

Dynamic Beaches: Not applicable
