1. Welcomes and Introductions The Chair welcomed all present and invited them to introduce themselves.

2. Apologies Apologies had been received from Mike Hayes, Ann Gilbert, Donna Munday and John Edwards.

3. Minutes of the Last Meeting These were agreed as a true record subject to the alteration that Ruth Light represented Northampton Volunteering Centre, not Northampton Volunteers.

4. Matters Arising not on the Agenda Item 5 – Joint Core Strategy : Feedback from the Joint LSP meeting would be given to the Board at the December meeting.

Item 8 – Northamptonshire Sustainable Communities Strategy/Local Area Agreement : A Burns confirmed that the document was in the process of being amended to include feedback from the Northampton LSP.

Item 9(1) – Prolific and Priority Offenders : P Phillips was looking at ways in which the partnership could work together to offer support for the 100 or so PPOs in terms of housing, education, employment or any strategies that might help these people to stop offending. It was felt that all partners might have something to offer and it was agreed that Board members would consider their strategies and bring action plans to the December meeting.

Action : Board members to send to Jo Darby details of their organisations’ action plans in support of Prolific and Priority Offenders in order that a co-ordinated discussion could take place at the December meeting.

Item 9(2) - Board Membership: It was hoped that the new Chief Executives of the Royal and

1 Local Strategic Partnership Board Minutes - Monday, 5 November 2007 Derngate and Northampton Borough Council would be attending future meetings of the Board. It was also announced that Fiona Grant was replacing Lesley Hamilton on the Board as representative of the PCT.

5. Feedback from LSP Board Planning Day Feedback from the Away Day had been distributed to Board members in report form prior to the meeting. The Chair wished members to endorse the findings from the day and agree a way forward with appropriate action. It had been suggested that new priority groups be linked to the Sustainable Community Strategy. Board members agreed that the report was a fair reflection of the day and agreed the establishment of the three task and finish groups and the appropriate membership by Board members. All three groups were to have met and prepared reports in plenty of time for all Board members to have studied them prior to discussion at the January meeting. S Katz was to co-ordinate the meeting and subsequent reports from the Sustainable Community Strategy group and N Marzec was to co-ordinate the meeting and subsequent reports from the ‘Power of our Power’ and Communications Strategy groups.

There was again a consensus that a full-time member of staff was needed to co-ordinate and lead the work of the LSP before it could become fully functional and effective.

Action: S Katz and N Marzec to co-ordinate the meeting and production of reports from the groups so that all Board members have information to study prior to discussion at the January meeting.

6. NBC Housing Strategy & Northants Sub-regional Homelessness Strategy Chris Cavanagh, NBC Corporate Manager for Regeneration and Growth, referred to the Housing and Homeless strategies, which had been drafted by housing experts but which needed to have input from economic, employment, planning and other sectors to make it tie in properly within the regional strategies. There was a need to extend the work across the Borough to look at problems and opportunities and work with other partners for regeneration, with the LSP being central in taking the strategies forward. The Regional Housing Strategy was due for publication on 19 th November. The main priorities of the local strategy, which was being co-ordinated within NBC by Interim Housing Consultant, Brian Queen, was to provide good and affordable housing with improved services within sustainable communities. By creating sustainable communities, the most vulnerable people could be identified and supported.

Action: C Cavanagh to generate a definition of ‘vulnerable’ within the context of the Strategy and bring it to the December meeting for further discussion.

Gary Owens, NBC Housing Strategy Officer, then delivered a presentation outlining the priority areas in relation to homeless issues within the Housing Strategy. There followed discussion about the viability and the importance of maintaining the 35% target for affordable housing within new developments of more than 15 units, although the county’s target was 19%. However, it was essential to maintain a balance between the provision of affordable housing against the commercial and economic objectives of private sector developers. Comment was made about the difficulty to engage private developers in strategic issues, although it was agreed that a demonstration of the success of shared developments, containing a mix of housing, was key. The importance was also mentioned of early and integrated discussion between the police, education, health and social stakeholders to build a focus on communities and review priorities within the time frame. Growth needed to benefit existing as well as new communities and sight not lost of the regeneration programmes underway to improve housing in the managed neighbourhood

2 Local Strategic Partnership Board Minutes - Monday, 5 November 2007 areas and reference was made to the problems generated by poor planning and under investment in the Eastern District of the town.

In a further presentation, Yvonne Faulkner, NBC Principal Housing Strategy and Enabling Officer, explained the Joint Protocol Agreement which looked at homelessness, housing benefits, lettings and decent communities with planning to ensure the right mix of affordable and social housing. A management consortium had been set up of 8 selected Residential Social Landlords (RSLs) who were mostly developers themselves and who would take on the management role for all housing associations and RSLs renting property in the town. This was to drive up performance and improve services for housing tenants.

The Board was reminded of the requirement for site provision for the Gypsy and Traveller communities and the need to co-ordinate this across the districts in order that they were evenly spread in a planned and sequential manner before communicating this to the Gypsy and Traveller groups.

7. Priority Group Reports P Phillips reported that the Northampton Safer Stronger Partnership had a funding issue and was setting up a sub-group to deal with this. A follow-up inspection by the Government Office for the (GOEM) appeared to have been successful and it was hoped that before long a full-time director for the partnership would be appointed in place of the current interim.

There being no other Priority Group leaders present, there were no further reports. Comment was made that reports to the Board should in future be less formal and wider ranging.

Action: Each Board member to bring to the meeting one positive piece of news from their organisation’s work.

8. Community Sports Networks and their contribution to the work of an LSP Caroline Johnson, Community Sports Manager for Northampton Sport then addressed the Board with a presentation outlining the background of the organisation and the ways in which it worked with partners across the county to deliver its message about the importance of exercise. She explained that the Community Sports Networks (CSNs) existed as a group of partners brought together at a local district level who were already involved in sport or would like to use sport to achieve their goals. Giving examples of successful projects in other parts of the county, she distributed a diagram showing an example in South Northants of how the CSN fitted in to the Local Area Agreement alongside partners from various public and private sector organisations.

In Northampton, a Spring Boroughs project; the better promotion of the NBC run Trilogy Leisure Centres; a walking map of the town; an event at Sixfields and mass involvement at Community College had all contributed to increased participation in sporting activities. P Phillips and C Johnson agreed to liaise over the timing of events to coincide with hotspot days when anti-social behaviour was most likely to occur. After further discussion, it was agreed that a CSN should be set up involving Northampton partnerships.

Action: Caroline Johnson to generate a network diagram for Northampton with named organisations so that the LSP could support the work of a CSN.

9. Economic and Regeneration Strategy Mick Lorkins, NBC Economic Intelligence Manager, delivered a presentation on the document, which was out for consultation until the middle of January 2008. Displays had

3 Local Strategic Partnership Board Minutes - Monday, 5 November 2007 been put up in the Grosvenor Centre in an attempt to engage the public in the discussions and 189 organisations, each employing over 150 people had been mailed with the document. It was also on the websites of such organisations as the Northamptonshire Chamber of Commerce and Northamptonshire Enterprise Ltd. It was suggested that the document be sent to Parish Councils and to the Neighbourhood Partnership and Neighbourhood Management meetings for consultation. This would mean a slight delay in the deadline for consultation but was felt to be important.

Action: LSP Board members to study the strategy and return to the December meeting with a commitment from their organisations to buy in to the strategy prior to action plans being put in place.

10. Any Other Business Central Area Action Plan (CAAP) C Cavanagh reported that the CAAP document was out for consultation and stressed the importance of a response before the 22 nd November deadline. Whilst there was not time for the whole group to discuss the document, it was suggested that C Cavanagh return to address the meeting in December.

Action: Board members to familiarise themselves with the CAAP document prior to a further discussion at the December meeting.
