SCOPE AND CONTENT

This collection documents Gloria L. Fox’s years in the Massachusetts House (1986-2016). The collection reflects Fox’s role as a state legislator and her involvement in criminal justice reform, health disparity issues, child welfare legislation, and the Roxbury community that she represented. Records include correspondence, memos, community organization materials, project plans, meeting agendas and minutes, conference materials, reports, photographs, news clippings and media, draft legislation, and budgets.

Gloria Lavera Fox was born on March 18, 1942. Raised as a foster child, she attended and Everett public schools. After high school, she took college classes whenever she could, as well as completed the Massachusetts Institute of Technology Community Fellows Program. As a single mother of two young sons, she moved into the Whittier Street Housing Development in Roxbury. She worked there as a community organizer, but her real start as an activist began when she joined the movement to stop a section of Interstate-95 from running through her neighborhood. In a 2010 interview, she said of that time, “Some people thought that it could never be done. No one’s ever fought a major interstate highway and won. That would have been a first, but we were determined that it was going to be the first”. They did stop the highway and Fox remained dedicated to Roxbury. She was active on the Roxbury Strategic Master Plan Committee and the Roxbury Trust Fund Committee. She was also committed to the success of Roxbury Community College and the continued development of the Southwest Corridor.

Fox, a Democrat, first ran for public office in 1984, when she decided to challenge 7th Suffolk District incumbent Doris Bunte. She lost but ran again in 1986 when Bunte retired. She won and represented the 7th Suffolk District, which extends from Audubon Circle near Boston University to parts of Back Bay, the and Roxbury, for the next thirty years. In a 2013 Women in Government profile, Fox wrote, “As a State Representative, I have faithfully served the people of the Seventh Suffolk District for over 27 years. My work has always been guided by the input of the residents of my District. Throughout my adult life, I have advocated for the concerns of children and families and for human, social, and economic development issues brought forth by those constituents who need to be heard”. Fox believed in inclusionary politics, which is reflected in her legislative work on criminal justice reform, child welfare and foster care, redistricting, Election Day voter registration, and eliminating health disparities in communities of color.

As a State Representative, Fox served on the House Committee on Redistricting; the House Committee on Rules; the House Committee on Steering, Policy and Scheduling; the House Committee on Ways and Means; House Personnel and Administration; the Joint Committee on Health Care Financing; the Joint Committee on Housing; the Joint Committee on Public Service; the Joint Committee on Revenue; the Joint Committee on Rules; the Joint Committee on Telecommunications, Utilities and Energy; the Joint Committee on Veterans and Federal Affairs; and the Joint Committee on Ways and Means. She served as a Vice Chair for the House Committee on Rules, House Personnel and Administration, the Joint Committee on Elder Affairs, the Joint Committee on Housing, and the Joint Committee on Rules.

Fox Papers Page 2 of 54 Fox was a member of the Boston Delegation of the Massachusetts Legislature, the Massachusetts Caucus of Women Legislators, the Massachusetts Black and Latino Legislative Caucus, and the National Black Caucus of State Legislators. She was actively involved in the community as a member of the Urban League Guild of Eastern Massachusetts, the NAACP, the MIT Community Fellows Program Alumnae Association, and the Women’s Service Club. She was also the founder of the Massachusetts Million Women March Movement.

When Fox retired from her seat in 2016, she was the longest-serving woman on Beacon Hill. Throughout her long career, she lived by her motto: “If you have a purpose in which you can believe, there’s no end to the amount of things you can accomplish” (Marian Anderson).

Series I Subseries A: Constituents, 1993-2016 Scope and Content This sub-series documents Fox’s role as legislator as it pertains to her constituents. Letters seek Fox’s help with housing, child welfare, legal, medical, employment, and legislative issues. Records include call logs, letters of support for legislation, citations and resolutions, handwritten correspondence, printed emails, job referrals and recommendations, greeting cards, funeral programs, thank-you notes, and responses from Fox’s office. Many records include handwritten annotations from Fox and her staff. Some files in this series are closed to patron use until 2040. Fox Papers Page 7 of 54 Series I Subseries B: Prison, 1994-2014 Scope and Content As a vocal proponent of criminal justice reform, Fox received correspondence from people incarcerated at Massachusetts correctional institutions including Shirley, Framingham, Norfolk, Walpole, Gardner, Plymouth, and OCCC (Old Colony Correction Center in Bridgewater). Letters seek Fox’s help with classification issues, pardons, appeals, visitation restrictions, inmate living conditions, educational programs, and criminal justice legislation. Records include handwritten and typed letters, court documents, legal forms, and responses from Fox’s office. Some records include handwritten annotations from Fox and her staff.

Series II: Legislative Files, 1986-2015

Series II Subseries A: Criminal Justice Legislation, 1989-2015 Scope and Content Criminal justice reform was one of Fox’s main focuses as a legislator. This sub-series documents the work that she did in the community and in the State House to improve existing legislation and to create new laws that protected citizens without adversely affecting communities of color. Her main areas of concern included CORI (Criminal Offender Record Information) reform, juvenile justice, habitual offenders and the 3 Strikes Bill, and ex-offenders. She also worked on other issues, such as racial profiling in the law enforcement community and the Massachusetts Trial Courts, mandatory minimums, visitation rights, sentencing laws, teen violence, improvement in the Department of Corrections, and issues for incarcerated women. In addition, Fox was part of several commissions on Community Safety, Crime & Violence, and Criminal Justice Reform, as well as part of a long-running campaign to secure a commutation for Arnold King, a man serving a life-sentence for a crime committed when he was a teenager. Records include correspondence, memos, meeting agendas and minutes, reports, and draft bills.

Series II Subseries B: Health Legislation, 1996-2012 Scope and Content This sub-series documents Fox’s role in health care legislation, in which her main focus was health disparities in ethnic and racial communities. She sat on both the State Commission to Eliminate Health Care Disparities among Ethnic and Racial Minorities (2005) and the Council to Eliminate Racial and Ethnic Health Disparities (2007), as well as attended the NBCSL (National

She also served on the Joint Committee on Health Care Financing. Fox worked on legislation relating to lupus, a disease that disproportionately affects African-American women, AIDS/HIV issues as they relate to the African-American community, and recognition for community health workers. Series II Subseries D: Budget Legislation, 1995-2015 Scope and Content Fox was a long-time member of the House Ways and Means Committee, the Joint Committee on Revenue, and the Joint Committee on Ways and Means. This sub-series documents her involvement in the annual state budget process. Records include reports, memos and correspondence from fellow legislators, constituents and organizations seeking funding support; testimony transcripts from Ways and Means committee meetings and budget hearings; Fox’s budget priorities for her district and areas of interest; supplemental budgets and amendments; and the governor’s recommendations and vetoes. Files for some years are more comprehensive than others, perhaps reflecting Fox’s level of involvement during that year’s budgeting process.

Series III Subseries C: Massachusetts Black Legislative Caucus, 1990-2015 Scope and Content This sub-series documents Fox’s long-standing membership in the Massachusetts Black Legislative Caucus (MBLC), which focuses on issues and concerns affecting people of color in the Commonwealth. Although MBLC became MBLLC (Massachusetts Black & Latino Legislative Caucus) in 2009, most of the records here reflect the earlier name. Fox was involved in many organizations and projects in Roxbury in her capacity as a state legislator, as a member of the MBLC, and as a community leader. Topics include Melnea Cass Boulevard, Melnea A. Cass Facility (now Melnea A. Cass Recreational Complex), Roxbury Community College, Roxbury Strategic Master Plan, Roxbury Trust Fund Committee, and Safety Net. Many of the projects are interconnected with each other and with the overall Roxbury Strategic Master Plan, such as Bartlett Yards, Dudley Square, Jackson Square, Madison Tropical, Parcels 3/9/10/18, Ruggles Place, and Tremont Center.
