Provost and Academic Dean • DR. RICHARDS. ELSTER The Naval Postgraduate School was opened in Annapolis in 1909 and later transferred to the Monterey Peninsula in 1952. Since its beginning, the school has conferred over 43,000 degrees. Dean of School of International Graduate Studies LTG ROBERT ORD III,USA (Ret) Enrollment at the Naval Postgraduate School has grown to nearly 1,500 resident students and over 700 Distributed Learning students. Nearly 50 percent are from the United States Navy or Marine Corps, 25 percent are Dean of Graduate School of from other United States armed services, and the remaining 25 percent are Operational and Information Sciences from allied countries. Officers are obliged to remain in service for about DR. PETER PURDUE three years after they complete their schooling.
Students are engaged in intensive studies leading to a master’s degree in Dean of Graduate School of Engineering one of 42 different curricula split between the School of International and Applied Science Graduate Studies, and the Graduate Schools of Operational and - DR. Rear Adm.Wells enlisted in the U.S. Navy in 1966. He later was commissioned through OfficerCandidate School. He earned a bachelor’s degree in psychology! business, a master’s degree injournalism, and a multidisciplinary Ph.D.
Rear Adm.Wells’service as an active duty and naval reserve sailor covers more than 33 years. As an enlisted sailor, he served with Naval Security Group. As a junior officer he served at sea in surface warfare as a divisionofficerand as a deep-sea diving and salvage officer.Atthe rank of commander he joined the public affairs community.
Commanding officer assignments include HCUOne-Det. 110, NAVINFOSW, and 01 Det. Oklahoma City.Selected forflag rank in 1996, Rear Adm. Wells’ initialflag assignments were Director, Naval Reserve PublicAffairsProgram and Special Assistant to the Secretary of the Navy. Inthose capacities, he served stints as acting CHINFO,acting Deputy CHINFO,projects officerfor SECNAV, and projects officerfor CNO. A collateral duty was Special Assistant to the Superintendent, Naval Postgraduate School.
Rear Adm.Wells served as Superintendent, Naval Postgraduate School from May2000 to September 2000. He retired from the Navy in June 2001, but was recalled from retirement in December 2005 to serve as President, Naval Postgraduate School.
His most recent civilianjob is Mayborn Professor of Journalism at the University of NorthTexas, where he previously served as department chairman. His professional experience includes working in public relations and metropolitan newspapers in various posts. As a professor, he has published and edited books and published articles and given academic presentations. He also serves on the faculty of the Center for Civil-MilitaryRelations at the Naval Postgraduate School and is certified by the state of Texas as a professional mediator.
Rear Adm. Wells attributes any successes that he has had to his familyand to those withwhom he has served.
- The Honorable Francis J. Harvey Secretary of the Army
Dr. Francis J. Harvey was sworn in as the 19th Secretary of the Army on November 19, 2004. Appointed by President George W. Bush, he has statutory responsibility for all matters relating to Armymanpower, personnel, Reserve affairs, installations, environmental issues, weapons systems and equipment acquisition, communications, and financial management.
Secretary Harvey is responsible for the Department of the Army’sannual budget and supplemental of $160 billion.He leads a work force of over one millionactive duty, Army National Guard, and ArmyReserve Soldiers, 230,000 Department of the Army civilianemployees and 280,000 contracted service personnel. He has stewardship over 15 millionacres of land.
Secretary Harvey’s number one priorityis the wellbeing of Soldiers and their families. He has traveled extensively to visit Soldiers in Iraq, Afghanistan and at over 60 Army installations in the United States, Europe and Asia. He has focused extensively on improvinghousing, day care and other qualityof lifeissues for the Army’smost important resource — its people. He has also focused on increasing the Army’swarfightingcapabilities through several major initiatives,includingincreasing the size of the Operational Army;updating the Army’sleader development program to reflect requirements of the 21st Century security environment; linkingthe Army’s most important modernization program, the Future Combat Systems Program, with the ArmyModularForce; and Army Business Transformation — an Army-wideeffort to improve cycle time, gain efficiencies and free up additional financial resources for the warfightingside of the Army.
Prior to becoming the Secretary, Dr. Harvey spent much of his career with corporations that provided products and services to the federal government, particularlythe Department of Defense. He has been involved in over 20 major defense programs and was a member of the ArmyScience Board in the late 1990s. Secretary Harvey also served for one year as a White House Fellowand assistant in the immediate officeof the Secretary of Defense, Harold Brown,in the late 1970s.
Secretary Harvey earned his doctorate in Metallurgyand MaterialSciences from the Universityof Pennsylvania and his Bachelor of Science in MetallurgicalEngineering and Material Science from the Universityof Notre Dame.
He and his wife of 40 years, Mary, have two children and 5 grandchildren DR. RICHARDS. ELSTER Provost and Academic Dean Naval Postgraduate School
Richard Elster was born on 3 December 1939. He attended the Universityof Minnesota in Minneapoliswhere he received the degrees of Bachelor of Arts, Master of Arts, and Doctor of Philosophy in IndustrialOrganizational Psychology.
In January of 1969, he joined the faculty of the Naval Postgraduate School. His teaching focused on DoD manpower, personnel and training policies. From 1 July 1975 to 1 July 1978, he was on leave from the Naval Postgraduate School. Duringthat period, he worked in the Officeof the Assistant Secretary of Defense (Manpower and Reserve Affairs),and as Senior ScientificAdvisorto the Deputy Chief of Naval Operations (Manpower)/Chiefof Naval Personnel, AdmiralJames 0. Watkins.
On 1 October 1979, he was promoted to Professor in the Department of AdministrativeSciences at the Naval Postgraduate School. InJuly of 1983, he became Chairman of the Department of AdministrativeSciences.
Duringthe period of 1984-1988, he served as Deputy Assistant Secretary of the Navy for Manpower. Additionally,he was ActingAssistant Secretary of the Navy (Manpower & Reserve Affairs)during the period 7 April- 28 June 1988.
In 1989, he filledthe Chief of Naval Operation’s manpower chair at the Naval Postgraduate School. DuringJanuary-September 1990, he was Deputy Assistant Secretary of Defense for Resource Management and Support. He was named Dean of Instructionat the Naval Postgraduate School in September 1990, where he served in this role untilJune 1995. On July 1, 1995 he was named Provost/Academic Dean of the Naval Postgraduate School by the Secretary of the Navy. He was appointed to a second five-year term in July of 2000. PLATFORMPARTY
