EU Blockchain Ecosystem Developments A Thematic Report Prepared By The European Union Blockchain Observatory & Forum About this report This is the first thematic report prepared by the new team leading the EU Blockchain Observatory and Forum, aiming to present the latest updates and developments within the EU blockchain ecosystem. This is the first of a series of reports that will be published addressing selected topics in accordance with the European Commission priorities. making major steps forward in harmonizing the legal, regulatory and policy frameworks of the European Union member states on crypto assets. On September 24, 2020, the European Commission published a proposal for a “Regulation of the European Parliament and of the Council on Markets in Crypto-Assets”, commonly referred to as the MiCA proposal. This proposal is part of the Digital Finance package, which is a holistic package of measures to further enable and support the potential of digital finance in terms of innovation and competition while mitigating the risks. In addition to the MiCA proposal, the Digital Finance package also includes a proposal for a pilot regime on distributed ledger technology (DLT) market infrastructures, a proposal for digital operational resilience and a proposal to clarify or amend certain related EU financial services rules. Europe’s strategy prioritizes ensuring that the EU financial services regulatory framework is innovation-friendly and does not pose obstacles to the application of new technologies. The MiCA proposal, together with the proposal on a DLT pilot regime, represents the first concrete action within this area. Given the rising interest in crypto-assets and their underlying technology (blockchain or Distributed Ledger Technology, DLT), the European Blockchain Observatory and Forum has undertaken a study on capturing the current state of technological, market and regulatory developments in each of the 27 EU member states, plus the United Kingdom and Switzerland. The study is topical as different countries present different states of development in blockchain

Introduction This note provides a broad overview of how technological changes are likely to affect the practice of central banking. While the advent of decentralized cryptocurrencies such as Bitcoin has dominated the headlines, a broader set of changes wrought by advances in technology are likely to eventually have a more profound and lasting impact on central banks. While it is premature to speak of disruption of traditional concepts of central banking, it is worth considering if the looming changes to money, financial markets, and payments systems will have significant repercussions for the operation of central banks and their ability to deliver on key objectives such as low inflation and financial stability.

    SegWit2x – A New Statement The Overwhelming power of SegWit2x In order to safeguard the community from an undesired chain split, the upgrade should be overwhelming, but it’s not enough. It should also ‘appear’ as overwhelming. People, businesses and services needs to be certain about what is going to happen and the risks if they won’t follow. My impression is that still too many speaking english people in the western world think the upgrade will be abandoned before or immediately after block 494784 is mined, thus they are going to simply ignore it. That could lead to unprepared patch up and confusion, while naïve users risk to harm themselves. For this reason and for the sake of the Bitcoin community as a whole, we need to show again, clearly and publicly the extent of the support to SegWit2x. We also need to commit ourselves in a widespread communication campaign. I know this is not a strict technical matter, but it could help a lot avoiding technical issues in the future. What we have to do First, we need a new statement from the original NYA signers and all the business, firms and individuals who joined the cause later. That statement should be slightly different from the original NYA though, and I am explaining why. We all know that what Bitcoin is will be ultimately determined by market forces, comprehensive of all the stakeholders involved: businesses, miners, users, developers, traders, investors, holders etc. Each category has its own weight in the process, and everybody has incentives in following the market.
