Bournemouth Town Centre BID Geographical Area

1) CCTV

Number of Staff & Total of 60 cameras within the BID area, in addition to this Equipment there are 7 cameras in Westbourne and 18 in .

All cameras are colour/pan/tilt and zoom and currently monitored 24 hours a day, 7 days a week.

The system is currently monitored by 2 operators 24 hours per day and by 3 operators is employed during peak hours of Thursday, Friday and Saturday nights. Specification The CCTV system is monitored via a control room based at Bournemouth Police station in Madeira Road.

The system is maintained through a contractor and the council will need to upgrade the cameras and recording capacity within the BID area to High Definition in the next 18 months. There will be an ongoing requirement for the upgrading of equipment in future years. The footage is recorded and stored from all cameras for a period of 31 days with a facility to display and review. They provide quality evidence sufficient to assist the police or other enforcing bodies in the investigation of a possible criminal offences including on-going surveillance where the criteria are met as authorised by a nominated officer following discussions with the police or other enforcing bodies, under the Regulation of Investigatory Powers Act 2000. To obtain quality video evidence, which enables police or the Council to take civil or criminal action in court where necessary. The system supports the BBRC (Bournemouth Shopwatch) and the Townlink (Night time economy) Performance The CCTV system is performance managed by the CCTV Measure strategy group and an annual performance report. Key indicators are number of incidents recorded resulting in further action or arrest. Number of people charged where CCTV evidence is included. The system has been certified by the Surveillance Camera Commissioner. Non - Compliance The system has been certified by the Surveillance Camera Procedure Commissioner. Within the BID area this equates to approx: £200,000 All streets and areas within the boundary area outlined on the Boundary Area attached map which is bordered by the Wessex Way to the North, to the west side of St Pauls Rd as the eastern boundary. Suffolk Rd and St Michael’s roundabout as the Western boundary. The BH2 leisure complex and Lower Gardens to the northern side of Bath Road (but excluding the Pavilion) as the southern boundary to join half way

along Westover Road to the junction with Bath Rd to the junction with Upper Hinton Rd to a point in Wooton Mount re-joining Bath Rd in such a way as to include the Lansdowne roundabout, the College campus and finishing at the St Pauls Rd roundabout. 4.) Highways Maintenance

Number of Staff & Works are part of the Council's contracts for highway Equipment maintenance and some of these contracts are joint with the Borough of Poole.

As the work is needs-based and covers the whole of Bournemouth and in some cases Poole, it is not possible to identify the number of staff assigned to the BID area nor the amount or type of equipment used. Specification The Council is the Highway Authority and the extent of all highway land is defined on an electronic database held by the Council.

Specifically Public Highway Maintenance

Safety The Council carries out walked safety inspections of all highways and the frequency of these varies dependent on the category of the carriageway, footway or verge. Defects found are recorded in accordance with a priority schedule. Highest priority repairs are carried out by a 'find and fix' maintenance gang. The Council provides a 24 hour call-out service for attendance at major incidents.

Routine The Council operates a routine maintenance programme within allocated budgets, which includes response to third party reports. Typical items are small areas of surface patching ('potholes'), white and yellow lining, signage and street name plates, street cleaning and drainage, seats and boards. Maintenance of trees and grass verges are carried out by the Council's Parks Service.

Structural The Council employs a contractor to carry out annual driven and walked inspections of the highway in accordance with the requirements of the Department for Transport. Areas where structural (major) defects are identified by this inspection programme become part of the Council's 'priority ranking' list.

Statutory Undertakings (Gas etc.) The Council is responsible for the co-ordination of all works undertaken on the highway, maintains a national register and issues licences to work on the highway including for the installation of footway vehicle crossings.

Winter Maintenance The Council monitors weather conditions through a forecasting contract and a series of weather prediction out-stations in , including two on the Wessex Way, one of which is on the Cooper Dean flyover. A road salting and snow clearing service is provided in conjunction with Dorset County Council and the Borough of Poole. 6) Parking Management

Specification Within the BID Bournemouth Borough Council, Parks Service is responsible for the provision and/or planning and /or maintenance and/or cleansing and/or design and control of all public open spaces and provides a complete grounds maintenance and arboricultural service for all highways and car parks controlled land. This includes:

The majority of the services are delivered via the in-house parks team in line with the services grounds maintenance quality standards, being performance based. Arboricultual works and car parks maintenance is carried out by contractors on a frequency and performance task basis

Principle areas of service provision include the Lower Gardens, Alum, Middle and Durley Chines, Boscombe Gardens, West, East and Southbourne Overcliffs., Boscombe Cliff Gardens, Shelly Gardens, Woodlands walk, Fisherman’s Walk, Tea Gardens, Riverlands, Hengistbury Head, Roundabouts and street planters and pedestals. The Primary gardens along the coastal strip have a much high level of service input due to their primary locations within the BID, their direct links to the beach front and their position within a high density tourist area. Performance The service delivery is in line with the Parks Service quality Measure standards, individual site management plans, Parks strategies, specifications and schedules for its grounds maintenance service. This is monitored by area based supervisors and officers. In addition complaints are monitored through to rectification. Non - Compliance Through the monitoring systems in place and feedback Procedure received we monitor team performance and act accordingly to rectify. The gardens are externally audit in achieving quality standard awards. We currently hold 6 Green Flag within the BID area Contractors can be issued with default/rectification notices leading to loss of contract. Number of Staff & The Town centre area of Bournemouth has a dedicated patrol Equipment function with officers deploying from a Police station within the BID area. In addition to this, a local neighbourhood team, consisting of 25 officers, is responsible for tackling local issues and engaging with the community. Due to the high number of events and visitors the area regularly receives additional

14 policing support from other area and specialist officers i.e Traffic officers and Dog units. The town benefits from a dedicated police management team, who work with all agencies and Authorities at a strategic level to improve all aspects of the town centre. A team of detectives working form the Police station within the BID area supports the town centre Specification The resources will be deployed in a combination patrol vehicle, hi visibility foot and cycle patrols. The officers will target Hotspots and respond to calls for assistance. At this time no costings have been provided regarding hourly rates for officers. This can be done in the future. 9) Street Cleansing

Number of Staff & Town Centre area is serviced via Support Services Contract Equipment 2011 and the labour and resources provided are specified within the relevant Service Delivery Plan. Specification ‘The defined Town Centre areas (including Boscombe and Westbourne) shall be cleaned to a Grade A standard in accordance with the Code of Practice for Litter and Refuse’

Applies 0600 – 1000 7 days per week - Requirement to achieve Grade A after Cleansing and restore sites to Grade A if they fall below Grade B, within the timescales specified within the Code of Practice on Litter and Refuse 2006.
