Why Estonia?

Estonia is in the , so we have open borders with the rest of Europe. It connects the dots between Scandinavia, Central Europe and what lies to the east. You can fly, sail, ride or drive to Estonia from anywhere in Europe.

Estonia has over 1500 island, 1000 lakes and 7000 rivers. Around 55% of Estonian territory is covered with forest. Being among the least densely populated countries in Europe, it is well- known for cosy living environment with the cleanest air in the world (according to WHO ranking).

Estonia is a digital society, with electronic ID-cards, e-government, e-health, e-school, e- parking etc. Wireless internet access can be found everywhere. The Skype software was developed by Estonian engineers.

It speaks Estonian, as well as English, Russian, Finnish and German. Estonians tend to be at least bilingual, and according to recent studies, are among the best English speakers in Europe.

Cost of Living

Living costs in Estonia are affordable and are considered to be lower than in most other European countries. General feedback from foreigners who have spent some time here is that living conditions are similar to those in Western Europe. The currency used in Estonia is the euro. At minimum, students need 300 euros per month in addition to housing costs. Few examples of the average costs:

- Accommodation: prices range in dormitories from 150 EUR to 421 EUR and 300 EUR to … EUR in private flats. - Student meals: prices range from 3.50 EUR to 6 EUR. - Public transport tickets: single paper ticket costs 2 EUR (1 EUR for ISIC Student and Scholar Card holders), monthly cards from 8.50 EUR (for students) to 23 EUR. Public transport is free for the residents of Tallinn. - Theatre ticket: 14–76 EUR - Concert ticket: 8–30 EUR - Movie ticket: 4,5–9,4 EUR - Private sports clubs: 30–70 EUR per month

How to Choose your Field?

The most common way is to choose your field based on your interests. Here are three suggestions to make it easier.

- Choose a field, that you are interested in and where you could use your skills, experience, character and values. Think, whether you would see yourself working in this field. - Get to know your programme and if possible, get in contact with someone from the same field, for example our Student Ambassadors. Do not make any decisions based on only programme descriptions, but also see the offered courses. - Make your own decision. An advice from family members, teachers and friends might give you tips but the final decision should be made only by yourself.

Degree Studies at Tallinn University

We offer internationally recognised degree programmes from Bachelor to PhD level, taught in a creative and interdisciplinary atmosphere. Bachelor´s Studies

Baltic Film, Media, Arts and Communication School of Tallinn University

Interdisciplinary studies combine the areas of media Crossmedia in Film and production, storytelling and management, offering both Television theoretical grounds and exciting practical assignments. Daytime studies Students have the newly built production facilities and Language of instruction: English up-to-date technical equipment at their disposal for Tuition fee: € 1900 per semester completing practical works.

Studies are conducted in a multicultural environment, where students acquire hands-on experience in Audiovisual Media developing and creating audiovisual work in a variety of Daytime studies formats, including TV programmes, short films, Language of instruction: English documentaries, music videos, advertising and corporate Tuition fee: € 2000 per semester videos. Graduates leave with an extensive portfolio of films and audio-visual content for further career.

Tallinn University School of Governance, Law and Society

Studies are carried out in Tallinn or in Helsinki. Law Teaching is carried out in the form of traditional Daytime studies, cycle studies in academic lectures and seminars, adding also the modern Helsinki e-learning methods. Focus is on international law and Language of instruction: English European law. Possibility to study Finnish law in Tuition fee: € 2176 per semester Helsinki.

The programme offers a chance to get to know different Liberal Arts in Social Sciences social sciences and puts them into an interdisciplinary Daytime studies framework. Tallinn University School of Educational Sciences

Adult Education for Social Adult education aims to equip individuals with relevant Change* skills to address social and economic inequality. It is a joint programme between University of Glasgow, Language of instruction: English University of Malta, Tallinn University, Open Tuition fee: € 7000 per semester for international (non-EU) University of Cyprus and brings together European and students. € 3150 per semester for international universities, VET institutions, private European students (EU) companies, community-based organisations and policy (Scholarships available) units.

Educational Innovation and Educational Innovation and Leadership master´s Leadership programme is all about improving what matters the most – education. The programme is aimed for students Language of instruction: English whose work (or future work) is connected to education – Tuition fee: € 2250 per semester school leaders, teachers, policy makers, representatives from non-formal education etc. The programme has three modules - Educational Innovation, Research, Leadership.

Tallinn University School of Governance, Law and Society

International Relations International Relations programme is an Cycle studies interdisciplinary study within social sciences, defined by Language of instruction: English topics which vary from the complex and strategic Tuition fee: € 1480 per semester relations of states to the various transnational forms and channels of non-state actors. You can specialize in one of two modules: Regional Cooperation or International Security and Conflict Studies.

Tallinn University School of Humanities

Doctoral Studies Doctoral studies at Tallinn University are interdisciplinary and international. In addition to leading Estonian researchers and lecturers, our doctoral students are taught and supervised by many internationally acknowledged external lecturers. Daytime studies are a form of study designed for students for whom studying is their main activity and where regular instruction is carried out on a weekly basis.

Cycle studies (including distance studies) are a form of study where instruction is carried out regularly on two or three evenings per week and/or on weekends, or in study sessions specifically designed for the curriculum or target group. The role of independent studies in this group assumes much greater importance in achieving the desired study results.

Application deadlines for degree studies

Tallinn University admission procedure is a two-step procedure which means that there are also two deadlines. The first deadline is for submitting your application online and the second deadline is for sending the required application documents to the university by post*.

The admission for the academic year 2018/2019 will be opened from January 8, 2018 until the following deadlines:

 Non-EU/EEA applicants (except applicants from Turkey, Russia, Ukraine, Georgia): Deadline for submitting your application: 1 April, 2018 Deadline for sending your documents by post: 20 April, 2018

 Applicants from Turkey, Russia, Ukraine and Georgia: Deadline for submitting your application: 1 June, 2018 Deadline for sending your documents by post: 20 June, 2018

 EU/EEA citizens: Deadline for submitting your application: 1 July, 2018 Deadline for sending your documents by post: 15 July, 2018

 Finnish and Latvian citizens who have obtained general secondary education in Finland or Latvia for Bachelor level programmes (except Audiovisual Media BA): Deadline for submitting your application: 15 August, 2018 Deadline for sending your documents by post: 24 August, 2018

* The documents by post will be requested from the applicant in case they receive positive feedback in the first stage of the application procedure.

Students graduating from upper secondary schools or universities in Spring 2018 who are not able to submit their educational certificates by the requested deadline are asked to contact the International Admission Specialists.

Application Procedure

The admission for the academic year 2018/2019 will be opened from January 8, 2018. Requirements for the next admission will be announced by the end of December, 2017. Kindly keep an eye on the admissions page, in order to keep up with the latest information and admission deadlines.

Here are the steps you need to take in order to apply:

1. Apply online: estonia.dreamapply.com

2. Upload all required documents to the online application system and pay the application fee (80 EUR): – Copy of the identification page of passport. – Copy of a secondary education certificate / Bachelor’s degree certificate or the equivalent / Master’s degree certificate or the equivalent. – Transcript of Records. – Proof of English proficiency. – Doctoral level applicants are also required to submit their plan for the doctoral thesis signed by the prospective supervisor.

3. Submit the written part of the admission exam and wait for an initial feedback to your application from the admission specialist. The written part can also be an assignment so please check the programme specific requirements.

4. If the documents uploaded to the application system are sufficient and you pass the written part (or an assignment) of the exam you will be asked to send following documents to the university: – Application cover printed and signed from the online application system. – Copy of the identification page of passport. – Copy of a secondary education certificate for Bachelor level. Copy of Bachelor´s degree certificate or the equivalent for Master level. Copy of Bachelor´s degree certificate or the equivalent and Master’s degree certificate or the equivalent for PhD level. – Transcript of Records. Translations are requested if the educational documents are not in English; both copies

and translations must be attested by a notary. – Proof of English proficiency.

There might also be a country specific requirement for sending your documents. Country specific requirements may not apply to all countries, please see if your country is on the list.

5. Admission interview. You will be contacted by the study counsellor of the respective unit for arranging the date and time for the admission interview.

Scholarships

The Estonian Government offers a number of scholarships intended for university students, researchers or lecturers studying and doing research at Estonian public universities and institutions. Most scholarships are for master´s and doctoral students, but some bachelor´s scholarships are also available.

Doctoral studies and Internationalism Programme „DoRa“ activities and intended for master´s students, doctoral students and members of teaching staff who are already working or studying at Estonia higher education institutions, or are planning to do so.

Practical Info

Temporary Residence Permit All students who are not Estonian citizens or EU citizens (including EEA countries and Switzerland) need a temporary residence permit for study. EU citizens should obtain a temporary right of residence in Estonia.

Please note that Estonia does not issue a "study visa", all Non-EU students should apply for temporary residence permit for studying (TRP). When certain conditions are met, then it is possible to apply for C- (short term) or D-visa (long term) to travel to Estonia and apply for residence permit after arrival.

The visa and residence permit application process will usually begin after student has been accepted to study on chosen programme and after university has forwarded required acceptance documents.

For Non-EU/EEA students

All degree students from Non-EU/EEA countries need to at one point apply for the Estonian Temporary residence permit for studies. It is recommended that you apply for the Estonian TRP prior to travelling to Estonia. You should, though, take into account that the process of the application will durate two months and during the busiest times even longer.

If you are applying for the temporary residence permit for study in Estonia prior to your arrival to Estonia you can do it at their nearest Estonian Embassy. Please remember that if you submit any copies of the documents required you will have to confirm the copies with your name, signature and date. Some documents need to be notarized.

If there is less than two months until your studies start, then there is a possibility to also apply for an Estonian visa together with the TRP. This will ensure that you can arrive to Estonia by the time your studies start. If you need to also apply for a visa together with the TRP, you should apply for a D-visa (long stay – 6 months), the application procedure is described here.

Please make sure to read through the instructions of applying the visa carefully as there are certain restrictions for travelling to Estonia with a visa. We recommend to apply for the TRP together with the visa at the same time. Students can get their TRP in Estonia, yet the application process should be started abroad.

Health insurance contract has to be valid in Estonia during the whole validity period of the residence permit (at least one year) and must meet these requirements.

Receiving the temporary residence permit will take up to two months, so please begin with the process as soon as possible! If you submit any copies of the documents to the Estonian representations you have to confirm the copy with your name, signature and date.

Temporary residence permit for study may be issued with a period of validity until the end of the nominal study period but for no longer than the estimated duration of studies.

After receiving your temporary residence permit for study you need to register your place of residence.

You can register as a citizen of Tallinn in the Population Register Offices in Tallinn:

- In the city centre (Pärnu Road 9), office hours: Monday 8.15-18.00; Tuesday - Thursday 8.15-17.00; Friday 8.15-13.00;

- In Northern Tallinn (Niine Street 2), office hours: Monday 8.15-18.00; Tuesday - Thursday 8.15-17.00; Friday 8.15-16.00;

- In Kristiine (Tulika 33b), office hours: Monday 8.15-13.00 and 14.00-18.00; Tuesday - Thursday 8.15-13.00 and 14.00-17.00; Friday 8.15-13.00;

- In Mustamäe (A.H.Tammsaare Road 135), office hours: Monday 8.15-12.00 and 13.00-18.00; Tuesday - Thursday 8.15-12.00 and 13.00-17.00; Friday 8.15-12.00 and 13.00-16.00.

You have to take with you: - An , - The tenancy contract (from your dormitory or from private apartment).

(The TRP is issued in the format of a residence card. The residence card issued for studies in Estonia is not valid as a but you need to have it along with your passport while travelling outside Estonia.)

If you change your address in Estonia, please make sure to also change it in the Population Register Office.

PS. Students who have not yet received their TRP cannot register themselves as a citizen of Tallinn.

For EU/EEA Students In order to obtain temporary right of residence, a student should register his/her place of residence in the Local Government authority of the place of residence within 3 months from the day of entry to Estonia. In addition, a student has to apply for an Estonian ID-card within 1 month from obtaining the temporary right of residence. More information can be found on the Estonian Police and Border Guard Board webpage.

You can register as citizen of Tallinn in the Population Register Offices in Tallinn:

You have to take with you: - An identity document - The tenancy contract (from your dormitory or from private apartment).

Within the period of one month from registering your place of residence, you must go to the Citizenship and Migration Bureau to apply for an (ID-card) which certifies your right of temporary residence.

Required documents for the Estonian identity card: - The application form (you do not have to complete the application form before you go to the Migration Office) - Your identity document - A coloured photograph sized 40x50 mm (you can take the photo at the Citizenship and Migration Bureau) - A document certifying the payment of the state fee: 25 EUR.

After the registration at the Population Register and applying for the Estonian identity card, the right of temporary residence is granted for a period of five years.

If you change your address in Estonia, please inform the Population Register. Before you leave Estonia you have to sign yourself out from the Population Register.

Accommodation All new students are responsible themselves for making sure they have the necessary accommodation when entering Estonia for studies. The University can help by indicating the direction to where to look a place from.

The University is also mediating the places between dormitories and the students. It should be kept in mind though, that applying for a dormitory place does not automatically mean that there is a place available. The places in the dormitories are limited and therefore not all of the students can be accommodated in the dormitories. A lot of them use the private housing options. There are several alternatives for arranging accommodation during your studies at Tallinn University:

Health Insurance

EU/EEA citizens are entitled to the same social welfare benefits in Estonia as Estonian residents. For this you should obtain the EU Health Insurance Card from the social service authority in your home country before arriving in Estonia. In addition, you can obtain private health insurance as the EHIC card does not cover travel insurance and private healthcare or costs such as a return flight to your home country or lost/stolen property.

Students from Non-EU/EEA countries have to obtain an internationally valid private health insurance. This is necessary for applying for a long-stay (D) visa and temporary residence permit for study in Estonia.

Health Care You can reach the ambulance (kiirabi) by calling 112.

Emergency room (erakorraline meditsiin) is opened 24 hours and you may seek help from them especially at weekends and at night, when the family physicians are off duty. You do not need to make an appointment to go to the emergency room. The visit costs 5 euros, if you have your EU Health Insurance Card with you.

24-hour medical counselling is available by calling 1220.

You need to make an appointment before visiting the family physician. Service fee on the first visit and home visit is 5 euros, if you have your EU Health Insurance Card with you. Private health insurances usually reimburse the costs after the visit - please check your insurance contract for details and also have your insurance policy with you when going to the doctor.

Working in Estonia

International students in Estonia do not need an additional working permit to work while studying full time and they are allowed to work on the condition that it does not interfere with their studies. Students have to receive passing grades for a full load of courses and finish studies within the nominal time.

All Non-EU students can also stay in Estonia for additional 6 months after their graduation (with the permission of the university) to look for a job in Estonia. Upon finding a job after graduation, they can use this time to apply for a temporary residence permit for work.

Tallinn Summer and Winter School

Tallinn University also offers an opportunity to take part of summer and winter courses, in order for the students to have a closer look at Tallinn University in general.

Tallinn Summer and Winter School is a 3-week programme in July or in January, which includes several courses in various fields and provides a fascinating cultural programme full of recreational trips. Participants have chance to visit museums, historical sights and attend a wide range social events. Tallinn Summer/Winter School has a casual and relaxing atmosphere, yet still maintains a scholastic approach, as well as acceptance of a wide diversity of opinions. After completing the courses participants are encouraged to take part in one of Tallinn Summer/Winter School’s specially-organized field trips.
