Christopher D. Walrath, 52, of Ukiah, was arrested at 3:31 a.m. on suspicion of Ukiah Mayor assault with a deadly weapon on a peace Mari Rodin officer and brandishing a firearm at a peace officer, both of which are felony charges. According to the report, two UPD offi- cers initially responded to Walrath’s home, 249 Irvington Drive, after receiving a call that a person was in the back yard pointing a shotgun at the residence. The officers made contact with Walrath, who had taken cover behind a metal wheel- barrow in the back yard. Walrath then threat- ened the officers and pointed a rifle at them, the report said. Ongoing review by the civil service commission and two exhaustive studies by private consultants are presently in the works, and any further meddling would only disrupt the process, supervisors said. “We all recognize the many shortcomings in civil service. We recognize there’s room to tighten up. But to make this quan- tum leap into the unknown is premature,” Supervisor Tom Crofoot said. That “quantum leap,” proposed by Board Chair Norman de Vall, would have put county employees on a merit system, with hiring and raises based on job performance. “On almost every issue where change is proposed, I hear that it’s premature,” de Vall said. “I don’t know if the employees are satisfied with the system; I know I’m not,” he said. But civil service advocates said the system is being revamped, and said the “merit system” would be open to polit- ical manipulation. “The administrator’s office would take over, and I really wonder what safeguards would remain,” said Civil Service Commissioner Evelyn Logan.
