Legislative Branch Legislative Branch The Legislative Branch of State government drafts and passes laws providing for the well- being, growth and development of the State, and for the protection of her citizens. The Wyoming State Legislature consists of 30 State Senators and 60 State Representatives. The term of office for Senators is four years, 15 of the members being elected at a General Election at which a President of the United States is elected, the balance at the next General Election. The entire body of the House of Representatives is elected every two years to serve a two-year term. Terms begin on the first Monday of January following the election. The General Legislative Session convenes on the second Tuesday of January of odd- numbered years and shall not exceed 40 legislative working days. In 1972, voters in Wyoming approved an amendment to the Wyoming Constitution that permitted an additional session of the Wyoming Legislature in even-numbered years to consider the State's budget. The Budget Session convenes on the second Monday of February of even- numbered years and the total of the General and Budget Sessions shall not exceed 60 legislative working days. The present Legislature has a Republican majority in both bodies: 27 Republicans to 3 Democrats in the Senate; 51 Republicans to 9 Democrats in the House. In 2017, there are 3 women serving in the Senate and 7 women in the House of Representatives. The General Session of the 64th Legislature will convene on January 10, 2017. In addition, members of the office staff prepare administrative rule reviews and reports for the Management Council, conduct program evaluations of executive agencies under the direction of the Management Audit Committee, and conduct fiscal studies and budget analysis for the Joint Appropriations Committee.     Chokecherry and Sierra Madre Final EIS Chapter 6.0 – Consultation and Coordination 6-1 6.0 Consultation and Coordination This EIS was conducted in accordance with NEPA requirements, CEQ regulations, and the DOI and BLM policies and procedures implementing NEPA. NEPA and the associated laws, regulations, and policies require the BLM to seek public involvement early in, and throughout, the planning process to develop a reasonable range of alternatives to PCW’s Proposed Action and prepare environmental documents that disclose the potential impacts of alternatives considered. Public involvement and agency consultation and coordination, which have been at the heart of the process leading to this draft EIS, were achieved through FR notices, public and informal meetings, individual contacts, media releases, and the project website. From the initial proposal of the project, the public and agencies have been approached for input on the project scope and development, as discussed in Chapter 1.0. This chapter describes this public involvement process as well as other key consultation and coordination. 6.1 Agency Participation and Coordination Specific regulations require the BLM to coordinate and consult with federal, state, and local agencies about the potential of the project and alternatives to affect sensitive environmental and human resources.
