At this meeting item 130 (a), Planning Application APP/11/01233 – Asda, Purbrook Way, Havant, was discussed. The resolution for this item was that “consideration of this application be deferred for further analysis and clarification of the highways and transport impacts to include the following..: c) confirmation from Hampshire County Council as Highway Authority of their intentions for the future improvement of the Purbrook Way roundabout.” The intention of this letter therefore is to inform you of the intentions of the Highway Authority . Hampshire County Council are aware of existing traffic problems at the Purbrook Way / Hulbert Road Roundabout. In addition to general issues pertaining to the high level of traffic flows at the junction, concerns have been raised by bus operators over the reliability of public transport and problems with pedestrian and cycle movements through the junction have been noted. However, it is not just existing problems that need to be addressed, but future pressures that may be placed upon this roundabout as a result of further development in the area such as that proposed to the north of the junction at Dunsbury Hill Farm. As part of S106 agreements that have been negotiated with the developers of the West of Waterlooville Major Development Area, funding has recently been made available for the development of a scheme at this roundabout. 70A Director of Economy, Transport and Environment Stuart Jarvis BSc DipTP FCIHT MRTPI Call charges apply. For information see www.hants.gov.uk Your name and address will be recorded in our database and may be made available to others only in accordance with the Data Protection Act 2 In view of the availability of money to fund a study and the need to address future development pressures, the County Council have made provision within the 2012/13 study programme to appoint a consultant and identify options for improvement at this junction. To this end a business case and study brief are currently being prepared. It is anticipated that from the study a preferred option will be identified which can then be taken forward to feasibility design. It should be acknowledged that the geometry of this location is difficult in terms of highway design which means that solutions are unlikely to be simple or small scale and this may influence the ability of the County Council to implement a scheme The County Council will ensure that Havant Borough Council officers are engaged at all stages of the process including input to the development of the brief and consultation over the results of the options study.
