Caribou Recovery Program Has Been a Controversial Issue for Months

Time and time again the communities in the North Peace have been asking for engagement, only to be let down with continued cancelled meetings. We have now been informed that there will be Caribou Engagement sessions starting on April 1, 2019. Five days' notice for such an important and controversial subject hardly seems adequate. Why were the people of the North Peace not notified earlier about these meetings? The Caribou Recovery Program affects a large number of our community members and industry. Everyone wants a chance to be heard and deserves the time and consideration to have their thoughts and ideas taken into consideration. By only allowing feedback on both agreements between March 21 and April 26, 2019 seriously limits the amount of responses that will be able to come in due to the lack of notice and short time frame. There should be a minimum of 60 days for people to be able to express their thoughts on the program. Many people in this area are gone working for weeks at a time, only returning home for a small portion. The people up here do not work 9-5 Monday to Friday. We have people out in the oil patch and for the farmers it is calving season; their voices matter too. I implore you to increase the engagement process to 60 days to allow everyone a chance to have their voices heard. I would also strongly encourage you to do 2 separate engagement sessions during this time for those who did not get enough notice to be able to attend the ones starting next week. I am sure we can work together to make sure that this process is a fair and properly organized engagement. The Cameron Lake Outdoor Education Centre has been identified as a possible TLE to be transferred to the West Moberly First Nations. School District 60 has used this crown land, under lease from the BC Government, for almost 30 years and over that time has put close to $1 million into this facility to develop a successful Outdoor Education Centre. By considering the transfer of this land to West Moberly First Nations, places a tremendous amount of stress and unnecessary burden on a school district that is always wrestling to find money to improve our students’ education. Since 1990, School District 60 was granted a lease for a small camp on Cameron Lake. Over the last 29 years the district has invested close to $1 million and The centre is located in the natural boreal forest on the shores of Cameron Lake, 25 km from Hudson’s Hope on Highway 29. The centre is not only used by students but also district staff and the general public where such uses are compatible with the goals of outdoor education and environmental awareness.

NEWS RELEASE For Immediate Release Ministry of Education 2017EDUC0052-000740 Cariboo Chilcotin School District March 23, 2017 Upgrades, buses and learning tools on the way for Cariboo Chilcotin School District WILLIAMS LAKE ʹStudents in the Cariboo Chilcotin School District will benefit from $1.1 million in provincial funding for school upgrade projects, classroom supplies and new school buses, MLA Donna Barnett announced today on behalf of Education Minister Mike Bernier. The district will extend the life of six schools with $261,753 in School Enhancement Program funding to upgrade direct digital control systems and lighting. Every school district will receive a portion of this year͛s $53-million investment, supporting 223 projects. Under the new Student Learning Grant, the district will receive $231,344 to purchase classroom equipment and supplies such as textbooks, lab equipment and art supplies. The district will begin back-to-school planning with parents and teachers now to determine how best to use the one-time funding to reduce costs for parents and help teachers deliver B.C.͛s new curriculum. This one-time grant is providing school districts with a total of $27.4 million. Students in the district will also benefit from five 34-76 passenger school buses, thanks to $630,252 in School Bus Replacement Program funding. This year government is investing a total of $9.4 million to purchase about 71 new or replacement buses in 25 districts under the program. As a result of B.C.͛s strong economy and balanced budget, the Government of British Columbia is able to support record funding increases for students and B.C.͛s education system.

Michael de Jong Minister of Finance Room 153, Parliament Buildings Victoria, BC V8V 1X4 Via Email Dear Minister de Jong: On behalf of the 18,000 businesses operating in the tourism industry, the Tourism Industry Association of BC urges government to fulfill its commitment to our rural resort owners to modernize the Tourism Accommodation (Assessment Relief) Act to reflect increased property values. It’s no secret that rural resort property taxes have increased so significantly over the past number of years that many of these operators have had to face closure. For those who have remained opened, the substantial tax burden has prevented them from being able to re-invest back in their business, impacting their ability to provide an exceptional experience for their guests. Our partner, the BC Lodging and Campgrounds Association has been communicating with government over the past decade about the declining viability of rural tourism accommodations. One major factor is the affect Class 6 property taxes is having on the survival of rural resorts, largely caused by increasing property assessment values and the shrink back of the general rural Class 6 business population in affected rural areas. At UBCM in 2012 a resolution was passed calling on the provincial government to address this issue and make changes. Following the passing of the resolution, the Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour responded: “The Province recognizes that high property assessments for rural tourism resorts have resulted in a tax burden for these businesses. In response to calls for Provincial Government assistance with this issue, the Ministry of Jobs, Tourism and Skills Training will work with the Ministry of Finance, the BC Assessment Authority and the Ministry of Community, Sport and Cultural Development to look at options to amend the Tourist Accommodation (Assessment Relief) Act with the UBCM’s recommendations, and to support this sector.” Page 2 Page 2 Hon.

Minister of Environment Honourable Norm Letnick, Minister of Agriculture March 14, 2017 Dear Honourable Ministers Thomson, Polak and Letnick, Re: Fraser River Late-Run Summer Steelhead Steelhead Stocks in Peril British Columbia’s lakes, streams, tidal waters and stocks of salmon, steelhead and trout attract anglers from BC and around the world each year. The catching (and release) of fish for sport or recreation in BC provides significant economic benefit to the province through spending on transportation, food and lodging, fishing supplies and services and tax revenues. Salmonid species, in both freshwater and tidal waters, comprise the primary species for the sector. In 2013, the value of BC’s freshwater recreational fishery alone, was 957 million dollars in indirect expenditures, 546 million dollars in direct expenditures and 144 million dollars contributed in provincial and federal tax revenues. Steelhead angling is a substantial portion of this value. The financial contributions of the tidal recreational fishery would be in addition to these values. The world has always valued BC steelhead. Steelhead of the Thompson River epitomize this high value and are considered iconic across the globe. Having long sustained First Nations people, steelhead are also central to this interior region’s world-class recreational fishery. Unfortunately Thompson River steelhead are in steep decline. The Spences Bridge fishery declined from 14,000 angler days in 1985 to 4,000 angler days in 2005, and more recently no fishing, representing a loss of between 1.4 - 2 million dollars in direct annual expenditures to the local economy.
