Foreword Question Time is a unique and very visible part of the parliamentary day. It is fundamental to the process of holding the executive government of the day to account, while its spot-lit nature means it is also often a time for political opportunism. Outside this period, much of the rest of the House’s work is done very differently while bills are debated, constituent matters are raised and issues are considered by committees. Yet Question Time is the part of the day on which many judge the House and its work. The Committee was keen to hear directly from the public as part of this inquiry. Thousands of people took the time to make a submission, respond to our survey or write to us. We had hoped to meet with more members of the public face to face; however, the circumstances of the COVID-19 pandemic unfortunately limited this form of engagement. We also heard from current and former Members, state and territory Speakers, academics and others with a keen interest in parliamentary procedure. I would like to convey my personal thanks to all those who contributed. While opinions differed on how Question Time could be improved, the need for improvement was conveyed clearly from every quarter. In particular, enhanced accountability, better questions and answers and a higher standard of behaviour were sought. Not all the suggestions raised could be considered, but the Committee explored many in its public hearings and has reflected them in this report. Question Time is a long-standing tradition that remains a valuable forum for scrutiny of the executive, and we have therefore chosen to make recommendations to reform existing practices and procedures rather than take the carte blanche approach suggested by some contributors. During the inquiry, we considered not only current standing orders and practice but also Question Time’s role and functions, behaviour during Question Time and public expectations and perceptions. I hope our recommendations set a new standard for Question Time as a purposeful and relevant forum. iii iv The Committee has developed a package of recommendations that we consider would together improve accountability, encourage better questions and more relevant answers and make it more straightforward for the Speaker to manage Question Time. Adopting the recommendations would result in a Question Time consisting of at least 21 questions each day, with shorter questions and answers encouraging greater relevance. Curbing the use of tag questions about alternative approaches and setting a minimum number of constituency questions from government Members would see a move towards more genuine questions focused on government policies and actions and would limit opportunities for ‘Dorothy Dix’ style questions. Providing the Speaker with an additional option to manage disorderly behaviour and trialling a mobile phone ban would lift standards of behaviour and could, along with highlighting other work of the House, improve how not only Question Time but the House more generally is viewed. I would like to thank my fellow committee members for the constructive and collaborative approach they have taken to developing these recommendations. I would also like to thank the secretariat for the support they have provided to the Committee. While the standing orders set out the formal rules governing Question Time, practice and culture also play a role in the dynamic of this period of the parliamentary day. How Question Time is used is ultimately a matter for Members and parties, and it will always remain up to participants to decide how they make use of the opportunities within the standing orders. I hope the House will use this report as a blueprint for change. A reformed Question Time would not only offer greater opportunities for scrutiny and show parliamentarians as better role models but would more accurately reflect the way much of the other business of the House is carried out. In other words, as a window on the House, it would offer a much better view.     15 Questions One of the more important functions of the House is its critical review function. This includes scrutiny of the Executive Government, bringing to light issues and perceived deficiencies or problems, ventilating grievances, exposing, and thereby preventing the Government from exercising, arbitrary power, and pressing the Government to take remedial or other action. Questions are a vital element in this function. It is fundamental in the concept of responsible government that the Executive Government be accountable to the House. The capacity of the House of Representatives to call the Government to account depends, in large measure, on its knowledge and understanding of the Government’s policies and activities. Questions without notice and on notice (questions in writing) play an important part in this quest for information. QUESTION TIME The accountability of the Government is demonstrated most clearly and publicly at Question Time when, for a period (currently usually over an hour) on most sitting days, questions without notice are put to Ministers.1 The importance of Question Time is demonstrated by the fact that at no other time in a normal sitting day is the House so well attended. Question Time is usually an occasion of special interest not only to Members themselves but to the news media, the radio and television broadcast audience and visitors to the public galleries. It is also a time when the intensity of partisan politics can be clearly manifested. The purpose of questions is ostensibly to seek information or press for action.2 However, because public attention focuses so heavily on Question Time it is often a time for political opportunism.

Page 2 of 10 Introduction Women have played an important and prominent role in the Legislative Assembly for the Australian Capital Territory since its establishment in 1989. The ACT was the first state or territory to have a woman as its Head of Government. In the Second Assembly, the positions of Speaker, Chief Minister and Leader of the Opposition were all held by women. Perhaps most significantly, at the Territory election for the Ninth Assembly in 2016, thirteen women were elected to the Assembly. It was the first time in Australian history that a majority of women had been elected to a parliament and one of the first jurisdictions in the world to have done so.3 It was also notable that the voters of the ACT returned this result even though only 36 percent of the total 140 candidates that stood for election were women.

    Blair (ALP 8.0%) Location South east Queensland. Blair includes the towns of Ipswich, Rosewood, Esk, Kilcoy and surrounding rural areas. Redistribution Gains Karana Downs from Ryan, reducing the margin from 8.9% to 8% History Blair was created in 1998. Its first member was Liberal Cameron Thompson, who was a backbencher for his entire parliamentary career. Thompson was defeated in 2007 by Shayne Neumann. History Shayne Neumann- ALP: Before entering parliament, Neumann was a lawyer. He was a parliamentary secretary in the Gillard Government and is currently Shadow Minister for Immigration. Robert Shearman- LNP: Michelle Duncan- Greens: Sharon Bell- One Nation: Bell is an estimating assistant in the construction industry. Majella Zimpel- UAP: Zimpel works in social services. Simone Karandrews- Independent: Karandrews is a health professional who worked at Ipswich Hospital. John Turner- Independent: Peter Fitzpatrick- Conservative National (Anning): John Quinn- Labour DLP: Electoral Geography Labor performs best in and around Ipswich while the LNP does better in the small rural booths. Labor’s vote ranged from 39.37% at Mount Kilcoy State School to 76.25% at Riverview state school near Ipswich. Prognosis Labor should hold on to Blair quite easily. Bonner (LNP 3.4%) Location Eastern suburbs of Brisbane. Bonner includes the suburbs of Mount Gravatt, Mansfield, Carindale, Wynnum, and Manly. Bonner also includes Moreton Island. Redistribution Unchanged History Bonner was created in 2004 and has always been a marginal seat. Its first member was Liberal Ross Vasta, who held it for one term before being defeated by Labor’s Kerry Rea. Rea only held Bonner for one term before being defeated by Vasta, running for the LNP.

    THE MOST VITRIOLIC PARLIAMENT EVIDENCE OF THE VITRIOLIC NATURE OF THE 43 RD PARLIAMENT AND POTENTIAL CAUSES Nicolas Adams, 321 382 For Master of Arts (Research), June 2016 The University of Melbourne, School of Social and Political Sciences Supervisors: Prof. John Murphy, Dr. Scott Brenton i Abstract It has been suggested that the period of the Gillard government was the most vitriolic in recent political history. This impression has been formed by many commentators and actors, however very little quantitative data exists which either confirms or disproves this theory. Utilising an analysis of standing orders within the House of Representatives it was found that a relatively fair case can be made that the 43rd parliament was more vitriolic than any in the preceding two decades. This period in the data, however, was trumped by the first year of the Abbott government. Along with this conclusion the data showed that the cause of the vitriol during this period could not be narrowed to one specific driver. CR DICK (Greenslopes—ALP) (Attorney-General and Minister for Industrial Relations) (7.30 pm): I start tonight by acknowledging the traditional owners of the land where this parliament stands who have served and nurtured this land for centuries. I pay tribute to them and their great role in our history. It is in this reflection of history that I begin tonight. In December 1862, three short years after the birth of our great state, whose 150th anniversary we celebrate this year, the sailing ship Conway arrived in the small Queensland settlement then known as Moreton Bay. History little records the fate of the Conway, its passengers and its crew, but one thing is known about that day in December 1862: that is the day my family arrived in Queensland and began its Queensland journey. Almost 150 years later, that journey has taken me to this place, the Queensland parliament. I stand tonight as a representative of the people in our state’s legislature, not only as a fifth-generation Queenslander but also with great humility and honour as a son of the state seat of Greenslopes, the electorate I now serve as a member of parliament. My first thanks this evening go to those people who make up the community of Greenslopes. It is a wonderful and diverse community and I look forward to serving them to the best of my ability. This electorate is very dear to my heart. It was at Holland Park, in the Greenslopes electorate, that I was raised as a boy.
