Orleans vs. Other Massachusetts Communities Tax Rate Related Metrics As of January 1, 2021 Prepared by: Brad Hinote, Assessor and Scott Walker, Collector/Treasurer

Introduction This report serves as an update to the rankings that were previous presented to members of the Select Board in October of 2020. Our objective is to demonstrate how Orleans’ ranking has shifted, if at all, in several key demographic groups in a few key financial metrics since that last report. There are a few important caveats to the FY21 rankings: 1. As of February 5, 2020, seven communities in Massachusetts have not yet finished the tax recap process for FY21 and as a result have not set their tax rates. These communities are excluded from the rankings. 2. 2020 was a federal census year. As its findings have not yet been released to the public, the household income and population figures have been carried over from last year. To review, these are the five demographic groupings we use in our analysis: 1. Statewide – Orleans compared to 344 cities and in Massachusetts that have set tax rates for FY21, 2. Countywide – Orleans compared to the fourteen towns in Barnstable County, 3. Population – Orleans compared to 30 towns in MA closest to us in population, 4. Household Income – Orleans compared to 30 towns in MA closest to us in household income, 5. Oceanfront – Orleans compared to 56 towns and cities in MA whose real estate markets are impacted by oceanfront residential property. 6. Cross-Referenced Oceanfront – Orleans compared to fourteen towns and cities in Massachusetts that have oceanfront residential real estate and are within either our population OR income ranges. Orleans’ average residential value increased $22,137 in FY21, an increase of 3.06% over FY20 and 1.61% below the statewide average increase of 4.77% (so far) for the year. The average residential tax bill increased $375.86, an increase 6.88% over FY20 and 2.33% above the statewide average increase of 4.55%. FY21’s tax rate shows a $0.28 over FY20’s tax rate, whereas statewide shows a reduction of $0.03 (so far) on average. Again, we’re carrying over household income figures from the prior report so there’s no change there.

Statistical Categories

For FY21, Orleans moved up one spot in average residential value from 34th to 33rd. We also moved up eleven spots in average residential tax bill, seven spots in tax rate and five spots in household income, but most of this movement can be attributed to the seven excluded communities mentioned earlier. Had those communities been included we’re confident that the only other movement would have been Orleans moving up four spots to 143rd in average residential tax bill, while staying the same in tax rate and household income. Overall, Orleans remains historically high in value, lower in tax rate and household income and at the high end of the middle in average residential tax bills. 2. Barnstable County Rankings (Appendix B) Orleans’ ranking in comparison to the 15 towns that make up Barnstable County are shown below in Figure 3. The only category where Orleans moved at all was in the average tax bill category, where we moved from 2nd to 1st, meaning that Orleans has the highest average residential tax bill on the Cape for FY21, which could be expected given Orleans’ continued investment in simultaneous capital projects. We stayed the same in the other three metrics. 3. Population Rankings (Appendix C) Orleans’ ranking in comparison to the 30 towns closest to us in population are shown below in Figure 4. The range of populations runs from 4,915 on the low end to 6,800 on the high end with Orleans’ population being 5,846 falling right in the middle. Once again, the only place where Orleans showed any movement in this grouping was moving up two spots in average residential tax bill from 16th to 14th. There was no movement in the three other metrics. We still believe that this category is a bit skewed since our population figures place us closest to a large sample of rural communities in Western Massachusetts and a smaller group of commuter towns in the metro-Boston area.

4. Household Income Rankings (Appendix D) Orleans’ ranking in comparison to the 30 towns closest to us in household income are shown below in Figure 5. The US Census Bureau’s American Community Survey updates these figures for each every five years. The income range runs from $57,600 on the low end to $62,216 on the high end with Orleans’ income figure of $60,303 falling right in the middle. There was no movement at all for FY21 in this grouping. Like with the population grouping, the towns and cities closest to us in household income are mostly nothing like Orleans. 5. Oceanfront Rankings (Appendix E) Given the problems we had with population and household income ranges offering very little in the way of valid comparisons, we tried to compare Orleans to the 57 other communities in Massachusetts that have at least some oceanfront residential real estate in their market. The range is wide, from Boston’s 660,000+ population and $115 billion in residential assessed value to Gosnold’s population of 77 and $223 million assessed value. Orleans moved up from 32nd to 29th in average residential tax bill in this grouping, staying the same in the other three metrics.

As stated before, the variation you find among MA’s oceanfront communities is wide. With that in mind, we ran one more comparison but reduced the sample of oceanfront communities to only those that also showed up in our population or household income samples. We ended up with a smaller group of comparable communities and we think these communities, while still showing some variance, are the best comparison to us. The rankings are shown below in Figure 7. The only metric that saw movement was we went down one spot in tax rate from 13th to 14th. We stayed the same in the other three metrics.

Conclusion When we look at the year over year tax rate increases, they are largely driven by debt exclusion votes to fund major capital projects such as the Comprehensive Wastewater Management Plan, the new Police Station and the new Department of Public Works building. Add to this the costs of providing core services that have been increasing beyond Proposition 2 ½ limitations. One alternative for funding future capital projects would be to pay for them through the budget process. However, with the Town being at its levy capacity this could only be accomplished by a reduction in services. The second alternative, one which is has been practiced in many communities, is to have minimal spending on any capital projects at all. The eventual result is a deficient infrastructure wrought with inefficient, expensive repairs and maintenance, and potentially higher future replacement costs and lost grant opportunities. Citizens would need to be made aware that diminished facilities and expensive maintenance costs could also lead to a reduction in services and a possible reduction in residential valuations. In summary, one would assume that Orleans’ residents would be on the high spectrum for taxes paid given that Orleans remains one of the highest priced real estate markets in the region. However, the data illustrates that this isn’t the case. In the samples with valid comparisons, Orleans tends to consistently be: 1. at the higher end of the of the assessed values rankings, 2. the lower end of the tax rate and household income rankings, 3. and at or near the middle of the average tax bill rankings.
