The Shaker Heights Board of Education met in regular session on Tuesday, October 12, 1999, at 8:02 p.m. at Onaway Elementary School, 3115 Woodbury Road, Shaker Heights, .

In the absence of President Marvin McMickle, Vice President Freda Levenson presided.

49 SHAKER STUDENTS EARN NATIONAL MERIT/ACHIEVEMENT HONORS

Forty-nine Shaker students have earned one or more honors in the 1999-2000 National Merit and National Achievement scholarship competitions, again placing Shaker among the top Ohio schools. They include 19 National Merit Semifinalists (one of whom qualified as a Shaker student but has since moved to Massachusetts with her family), two National Achievement Semifinalists, 23 National Merit Commended Students, and six National Achievement Commended Students. They represent approximately 13 percent of Shaker’s current senior class – compared with 2 percent of high school seniors nationally who earn one or more of these honors.

The National Merit Scholarship Program was created in 1955 to recognize the nation’s top- performing high school students, identify strong candidates for admission to highly selective institutions of higher education, and provide scholarships. The National Achievement Program, instituted in 1964, recognizes the nation’s top African-American students. Semifinalist and Commended Student honors are awarded on the basis of students’ performance on the PSAT/NMSQT, which more than 1.1 million U.S. students took last year. These students are considered top candidates for the nation’s most selective institutions of higher education, and Semifinalists are eligible to continue competing for National Merit and National Achievement scholarships.

DISTRICT WELCOMES BRYAN CHRISTMAN AS TREASURER

Bryan C. Christman began his duties as Treasurer of the Shaker Heights City School District on October 4. Christman, a certified public accountant, served the Cleveland Public Schools for eight years, first as controller and, since 1996, as treasurer and chief financial officer. Prior to joining the Cleveland schools, he spent 12 years with Coopers & Lybrand, a major international accounting firm now known as PricewaterhouseCoopers, L.L.P. A native of Cambridge, Ohio, Christman graduated cum laude from Miami University in 1979. He joined Coopers & Lybrand as a staff auditor shortly after graduation and in 1981 became an in-charge auditor. From 1985 to 1991, he was an audit manager for the firm. Christman and his wife, JoAnn, are the parents of three young children. The family plans to move to Shaker Heights.

HARVARD RESEARCHER ADDRESSES LEADERSHIP ACADEMY

Harvard University researcher Ronald Ferguson met this month with members of the District’s Leadership Academy, the professional development program for current and aspiring administrators. Ferguson shared information from his research on peer culture in Shaker’s middle and high schools as it relates to academic achievement. The research is aimed at understanding some of the factors associated with underachievement and developing practices to improve student achievement.

TV COURTS SHAKER STUDENTS

Court TV, the national cable network specializing in legal and public-affairs programming, has been a regular presence in Shaker Heights in recent weeks. On September 30, 17 members of the High School’s Student Group on Race Relations (SGORR) went to Cleveland’s John F. Kennedy High School to participate in a taping of “Your Turn,” a teen-oriented talk show. Tiffany Williams, Amy Lazarus, and Marcus Roberson served as panelists on the program, which focused on the topic of respect. Adult participants included Board of Education President Marvin A. McMickle and State Representative Peter Lawson Jones (SHHS ’71). The program is scheduled to air on November 13.

A segment for another Court TV program, “Opening the Doors to Diversity,” was taped October 11 and 12 at Woodbury Elementary School. The one-hour show, produced in cooperation with the National Middle School Association and the Anti-Defamation League, will focus on helping young adolescents learn to respect and celebrate differences. SGORR has been identified by the producers as an outstanding program aimed at this goal. A camera crew followed a group of SGORR students from the High School through their activities with a sixth-grade class at Woodbury. “Opening the Doors to Diversity” is scheduled for broadcast at noon, 7 p.m., and 11 p.m. on October 26. As schedules are subject to change, it is advisable to check local listings. 11

20-YEAR PARTNERSHIP WITH GERMAN SCHOOL CELEBRATED

Approximately, 75 alumni, students, former host parents, and staff members gathered Sunday, October 10, at the Cleveland Athletic Club downtown to celebrate the 20th anniversary of the student exchange program between Shaker Heights High School and the Ratsgymnasium Goslar in . Organized by a committee headed by retired Shaker German teacher Lynda Mayer, the reunion raised some $900. The proceeds will be used to assist one or more students who wish to participate in the exchange but need financial help to do so.

PERSONNEL CHIEF WINS STATE AWARD

William J. Trost, personnel administrator of the Shaker Heights schools, has been named the 1999 Ohio Personnel Administrator of the Year. The award is presented to one administrator annually by the Ohio Association of School Personnel Administrators. Trost was chosen for his high level of professionalism and outstanding service to the organization and to the children of Ohio.

In addition to serving as personnel administrator of the Shaker Heights schools for 11 years, Trost has chaired local and national committees and regularly presents talks and workshops, particularly in the area of portfolio evaluation and first-year mentoring for new teachers. Trost has led the local personnel administrators’ group and chaired the national employee relations committee for the American Association of School Personnel Administrators, and for five years was chair of the Greater Cleveland Round Table’s Minority Recruitment Consortium. He has published in major national professional journals and also serves as adjunct professor at Ashland University.

PARENT CONFERENCE DRAWS 75 FERNWAY FAMILIES

Approximately 75 families participated in Fernway Elementary School’s first “Particularly for Parents” conference held at Shaker Heights Middle School on October 2. The conference, an outgrowth of the school’s Partnership 2000 efforts, offered workshops and speakers on practical topics such as parenting skills, homework and alternatives to television. The Shaker Heights Recreation Department provided supervised activities for approximately 80 children while their parents attended workshops.

At this time, Mr. Kaufman moved, seconded by Mrs. Ribar, that the Board express its appreciation for the hard work and dedication of Mr. William Trost who was named Personnel Administrator of the Year by the Ohio Association of School Personnel Administrators.

At this time, Superintendent Mark Freeman introduced Mr. William Trost, Personnel Administrator, who gave an overview on hiring and personnel, and Dr. Kay Dunlap, first grade teacher at Fernway School, who gave a presentation on curriculum mapping. During discussion, a Board member asked where the opportunity for serendipity exists. Dr. Dunlap responded that curriculum mapping does not preclude individual attention or flexibility. A Board member asked how much time a mentor works with a mentee. Dr. Dunlap responded that after the individual session, the mentor and mentee meet several times to develop several maps with which to work. 12 A Board member asked how additional teachers could be encouraged to participate in the program. Mr. Trost replied that new teachers are now required to participate in the program as a part of their training. A Board member noted the lack of racial diversity of the new hires. Mr. Trost replied that there was a significantly smaller pool of teacher candidates this year. An audience member asked what percentage of teachers are teaching out of their field. Dr. Freeman responded that Shaker has very few teachers who are teaching outside of their field. An audience member commented on the wealth of scientists and others who are available to fulfill the shortage of teachers in math and sciences. Dr. Freeman and Mr. Trost responded.

At this time, Superintendent Mark Freeman introduced Mrs. Barbara Whitaker, who welcomed the Board to Onaway Elementary School.

At this time, Legislative Liaison Ms. Levenson reported on the status of several legislative items including State Issue 1.

Upon the recommendation of Treasurer Bryan C. Christman, Mrs. Moore moved, seconded by Mrs. Ribar, that the financial statements for September 1999 be accepted and placed on file for audit.

During discussion by Board members a Board member asked that the five-year forecast reflect new official enrollment figures and the new revenue caps and be presented at the November Board meeting.
