Abstract The analysis of 78 morphological characters for 16 species representing all the lineages of the tribe Cynopoecilini and three out-groups, indicates that the incertae sedis miniature species ‘Leptolebias’ leitaoi Cruz & Peixoto is the sister group of a clade comprising the genera Leptolebias, Campellolebias, and Cynopoecilus, consequently recognised as the only member of a new genus. Mucurilebias gen. nov. is diagnosed by seven autapomorphies: eye occupying great part of head side, low number of caudal-fin rays (21), distal portion of epural much broader than distal portion of parhypural, an oblique red bar through opercle in both sexes, isthmus bright red in males, a white stripe on the distal margin of the dorsal fin in males, and a red stripe on the distal margin of the anal fin in males.Mucurilebias leitaoi is an endangered seasonal species endemic to the Mucuri river basin. The biogeographical analysis of genera of the subfamily Cynolebiasinae using a dispersal-vicariance, event-based parsimony approach indicates that distribution of South American killifishes may be broadly shaped by dispersal events. -

Darby Dyar, Astronomy Approved By: Christopher Condit, Geology CE Type: Departmental Honors Project Using a gridded version of maritan topography with the computer program Gridview, this project studied the depth-diameter relationship of martian impact craters. The work encompasses 361 profiles of impacts with diameters larger than 15 kilometers and is a continuation of work that was started at the Lunar and Planetary Institute in Houston, Texas under the guidance of Dr. Walter S. Keifer. Using the most ‘pristine,’ or deepest craters in the data a depth-diameter relationship was determined: d = 0.610D 0.327 , where d is the depth of the crater and D is the diameter of the crater, both in kilometers. This relationship can then be used to estimate the theoretical depth of any impact radius, and therefore can be used to estimate the pristine shape of the crater. With a depth-diameter ratio for a particular crater, the measured depth can then be compared to this theoretical value and an estimate of the amount of material within the crater, or fill, can then be calculated. The data includes 140 named impact craters, 3 basins, and 218 other impacts. The named data encompasses all named impact structures of greater than 100 kilometers in diameter. -

The population size, abundance and distribution of the Critically Endangered Hirola Antelope (Beatragus hunteri) in Arawale National Reserve, Northeastern, Kenya. This paper outlines the spatial distribution, population size, habitat preferences and factors causing the decline of Hirola antelope in Arawale National Reserve (ANR) in Garissa and Ijara districts, north eastern Kenya. The reserve covers an area of 540Km2. The objectives of the study were to gather baseline information on hirola distribution, population size habitat preferences and human activities impacting on its existence. A sampling method using line transect count was used to collect data used to estimate the distribution of biological populations (Norton-Griffiths, 1978). Community scouts collected data using Global Positioning Systems (GPS) and recorded on standard datasheets for 12 months. Transect walks were done from 6.00Am to 10.00Am every 5th day of the month. The data was entered into a geo-database and analysed using Arcmap, Ms Excel and Access. The results indicate that the population of hirola in Arawale National Reserve were 69 individuals comprising only 6% of the total population in the natural geographic range of hirola estimated to be 1,167 individuals. It also revealed that hirola prefer open bushes and grasslands. The decline of the Hirola on its natural range is due to a combination of factors, including, habitat loss and degradation, competition with livestock, poaching and drought. In paragraph 36 of decision X/29, the Conference of the Parties to the Convention on Biological Diversity (COP 10) requested the Executive Secretary to work with Parties and other Governments as well as competent organizations and regional initiatives, such as the Food and Agriculture Organization of the United Nations (FAO), regional seas conventions and action plans, and, where appropriate, regional fisheries management organizations (RFMOs), with regard to fisheries management, to organize, including the setting of terms of reference, a series of regional workshops, with a primary objective to facilitate the description of ecologically or biologically significant marine areas (EBSAs) through the application of scientific criteria in annex I of decision IX/20, and other relevant compatible and complementary nationally and intergovernmentally agreed scientific criteria, as well as the scientific guidance on the identification of marine areas beyond national jurisdiction, which meet the scientific criteria in annex I to decision IX/20. 2. In the same decision (paragraph 41), the Conference of the Parties requested that the Executive Secretary make available the scientific and technical data and information and results collated through the workshops referred to above to participating Parties, other Governments, intergovernmental agencies and the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) for their use according to their competencies. -

REPUBLIC OF KENYA BARINGO COUNTY GOVERNMENT ANNUAL DEVELOPMENT PLAN 2016/17 County Treasury and Economic Planning AUGUST 2015 Annual Development Plan-2016-2017 i FOREWORD The 2016/2017 Baringo County Annual Development Plan (ADP) is formulated in the model of the current Medium Term Expenditure Framework (MTEF). The Plan is prepared in line with the requirements of Section 126 of the Public Finance Management Act 2012, and in accordance with Article 220(2) of the Constitution. The Annual Plan contains the strategic priority development programmes and projects that will be implemented during the financial year 2016/2017. The Budget preparation process in the Medium Term, adopted the Programme Based Budgeting approach, where the sector working groups in the county formulated their respective sectors’ budget proposals, policies and programmes with clear outputs, outcomes as well as performance indicators which are related to the achievement of the programme objectives. This annual plan is therefore framed against a broad fiscal policy and reform measures underpinning the budget for the 2016/17 Financial Year, which outlines expenditure per priority programmes as well as allocation of resources to all sectors of the County economy. Significant proportion of the County’s budget shall be financed through National Government funding while it is expected that the County Government and development partners shall bridge the gaps. The preparation of the annual plan made reference to key County and National Government Policy documents particularly the Baringo County Integrated Development Plan (2013– 2017), the Second Medium Term Plan (2013 – 2017) and Vision 2030, the approved County Programme Based and Budget (PBB) 2015/2016. -
