Did you know that City of Pittsburgh residents can receive up to five cat or dog spay and neuter surgeries - absolutely free - through the City of Pittsburgh Spay and Neuter Program?

Research from the American Veterinary Medical Association shows that a single sterilization surgery can save more than 512 unwanted puppies and 382 unwanted kittens from being born. Additionally, spaying and neutering saves our community and local shelters money and resources. The numbers of cats and dogs picked up by the city’s Bureau of Animal Care and Control has decreased each year since the program began in 2012. Both Humane Animal Rescue locations and Animal Friends participate in the program as surgery providers. Stray and feral cats maintained outdoors are also included in this program if they are within city limits.

This program is available all year round. Pet owners can apply by completing an (enclosed) application for each cat or dog. Pet owners must prove city residence and vaccination records for their pets prior to surgery. Applicants will be contacted with a surgery appointment place, date, time, and pre/ post-surgery instructions. To learn more about this program, contact Animal Care and Control.

Communities statewide are at risk of losing $16 million in impact fee money.

The impact fee on individual wells was enacted by the Republican legislature in 2012 in lieu of a real severance tax on the value of natural gas. It does not adequately address the long-term impact on residents and resources.

And, every year, natural gas production in Pennsylvania -- and the profits drilling companies make on it – increases, while since 2014, impact fee revenues for local community services and projects have shrunk.

I agree with the bipartisan sentiment not to raise the state’s broad- based sales and income taxes. Enacting a fair and reasonable severance tax will help build a budget that supports our schools, protects public health and safety, and reduces the deficit.

Let’s follow the money – or, more precisely the lack of it – and join the other gas-producing states by implementing a fair and reasonable severance tax. It’s time.
