BACKGROUND
In April 2012, the Central Water Commission (CWC) with assistance from the World Bank, embarked upon a six year Dam Rehabilitation and Improvement Project (DRIP) at a preliminarily estimated initial cost of Rs.2100 Crore targeting rehabilitation and improvement of about 250 dams initially of six, later of nine implementing agencies - namely: MPWRD, OWRD, TNWRD, TANGEDCO, KWRD, KSEB, KaWRD, UJVNL and DVC.
In June 2018, the project was extended by DRIP Component Wise Project Cost two years, until June 2020. The current revised cost for DRIP is Rs.3466 Crore out of which Rs. 2920.5 Crore is allocated for Component 1 (RehabilitationTHIS and PAGE Improvement IS LEFT BLANK of Dams INTENTIONALLY and Associated Appurtenances), Rs.232.5 Crore for Component 2 (Dam Safety Institutional Strengthening), and Rs.313 Crore for Component 3 (Project Management). Appropriate assistance is also provided under DRIP to develop O & M Manuals and Emergency Action Plans (EAP) for these dams. The project also promotes new technologies and improves institutional capacities for dam safety evaluation and implementation at the Central and State levels as well as in some identified premier academic and research institutes in the country. The actual total number of dams under DRIP stands at 223.
The Implementing Agencies for DRIP are the Water Resources Departments and State Electricity Boards in the participating States and Damodar Valley Corporation (DVC) with Central Water Commission at Central Level. State Implementing Agencies are responsible for implementation of works of dams under their charge. Co-ordination and management of such works within a State rests with the concerned State Project Management Unit (SPMU). Overall project oversight and coordination is carried out by Central Project Management Unit (CPMU) headed by the Project Director with assistance of an Engineering and Management Consultant.
Karnataka Water Resource Department (KaWRD) joined DRIP in August 2014 with initial number of dams totalling 31. Later, KaWRD dropped 9 dams and continuing in DRIP with 22 dams. Preliminarily estimated initial DRIP project cost for KaWRD was Rs.276.1 Crore and the revised actual current project cost is KaWRD Initial/Revised Projects & Cost Rs.581.2 Crore.

1. EXECUTIVE SUMMARY
This Project Rehabilitation Report (PRR) is for Karanja Dam, which is one of the 22 dams under DRIP in Karnataka. The Dam Safety Review Panel (DSRP) inspected the dam on 8th July 2015 and recommended both structural & non-structural measures to be taken up by the dam authorities.
DSRP main recommendations included reaming of porous and foundation drains inside the gallery; provision of horizontal collector drain on dam crest and chute drains on dam d/s slope; repair of disturbed riprap in selected sections; restoration of dam crest width in selected sections; removal of anthills on dam d/s slope; installation of V-notch weir; repair of damaged spillway glacis; replacement of leaking spillway gate rubber seals; removal of vegetation on spillway structure and repair of the joints where vegetation had grown; renovation of spillway and sluice gates and hoisting mechanism including painting, oiling and greasing, provision of trash racks at entry of sluice vents. Non-structural measures included review of design flood, preparation of EAP and O&M manual.
In 1989, the dam crest was raised by 2m from 587.15 m to 589.15 m to accommodate a revised design flood at the time from 8,637 m3/s to 13,281 m3/s. The latest revised design flood (PMF) under DRIP is 18,761 m3/s with the original design flood being 13,281 m3/s. Flood routing study carried out by CPMU for the revised design flood resulted in a MWL of 585.66 m. However, based on the data in the PST, the MWL is at 587.1 m. Hence, the available free board is 2.05 m (= 589.15 – 587.1), which fulfils the minimum recommended 1.50 m for embankment dams as per IS 10635.
Following DSRP recommendations, rehabilitation works carried out under DRIP included:
Reaming of porous holes and foundation drains inside the gallery, Reconstruction of dry stone rock toe and improvement to V-notch chamber, Construction of chute and longitudinal drains on dam downstream slope, Turfing on dam downstream slope, Providing security barbed wire fencing, Arresting of leakage on right and left bank sluice gates, Improvements to Existing Road Adjacent to Bund on Left Side and Right Side of Downstream Renovation of spillway and sluice gates as well as hoisting systems including painting, oiling and greasing, Construction of manhole covers for toe drain.
The rehabilitation works were executed under 1 contract at a total completion cost of Rs. 307.21 Lakhs.
The SPMU carried out dam break analysis and prepared inundation maps, which were reviewed and approved by CPMU.
EAP and O&M manual are currently under preparation by the SPMU as per guideline published by CWC under DRIP.

2. PROJECT DETAILS
The Karanja dam is located across Karanja River in Bidar district, Karnataka state at Latitude of 17º53’00” N and Longitude of 77º19’00” E. It was completed in the year 1988-89. In 1989, the dam crest was raised by 2 m from 587.15 m to 589.15 m to accommodate a revised design flood at that time. Karanja dam is masonry cum earth dam, its total length is 3587.5m, which comprise of an earthen dam 3,480 m long and 4.0 m dam crest width. It has 107.5 m long spillway with 6 nos. radial gates having discharge capacity of 7078.14 m3/s. The TBL, FRL, original MWL and Spillway Crest level are at EL 589.15 m, 584.15 m, 587.15 m and 574.15 m, respectively. The gross storage at FRL is 217.78 MCM (or 7.691 TMC).

2.8 DSRP, CPMU and World Bank Recommendations and Compliance 2.8.1 DSRP Recommendations and Compliance Compliance to DSRP recommendations as submitted by SPMU/dam authorities is shown on pages 15 to 22 below. 2.8.2 CPMU/World Bank Recommendations and Compliance WB Comments are in line with DSRP comments specially related to repair of damaged part of the spillway glacis. 3.2 Summary of observations made by CPMU The following main points are recommended to be considered for development of a final design and in preparation of the tender documents:
A survey with cross-sections is required to detail areas of the embankment needing work and can then be used for developing a final design to bring the embankment to design lines and grades and formation of the proposed rock toe and toe drain. Proposed embankment repairs require layout maps and detail drawings indicating limits and extents of the works to be tendered. The gallery works should include repair of the original gravity drain to ensure a dry environment. Porous and foundation drains are to be reamed as proposed. The porous drains require installation of J-traps in accordance with IS codes. These traps will minimize entry of air, which causes formation of calcination and calcareous deposits. CPMU recommends a full disclosure on all environmental impacts along with the Contractor’s mitigation measures. All mitigation measures are recommended to be included in the tender documents to ensure mitigation measures are implemented.

8.2. Summary of Third Party Material Testing
Third party quality control tests were performed on aggregates as well as on M15 concrete for man-hole cover and dam d/s slope chute and longitudinal drains using non-destructive Schmidt hammer test (NDT). The tests gave satisfactory results. Detailed test report is attached as Annexure D.
