EDC Licensing Policy 2018/2023
The following report is intended for use by East Dunbartonshire Council Licensing Board in devising its policy statement for 2018 - 2023.
The detailed premises report will provide statistics on Intermediate Data Zone Areas over the period August 2015 to August 2018.
The Licensing Scotland Act 2005 lists five main licensing objectives and this report will cover four, leaving the objective Protecting and Improving Public Health to NHS statistics.
Initially to put the report in context Licensed premises both on and off sales total as follows:

For the purposes of the Act the licensing objectives we shall report on are:
a) Preventing Crime and Disorder
b) Securing Public Safety
c) Preventing Public Nuisance
d) Protecting Children From Harm
Objectives a), b) and c) are evidenced by the report table below.
The report will use Intermediate Data Zones for data purposes however Local Authority Ward Areas have been also identified. Further to this the report will highlight complaints and capacity of on sales regarding numbers of potential customers on site and off sales re shelf space.

From August 2015 – August 2018 this department received 1 formal complaint in relation to children in on sales licensed premises. The department conducts daily inspections of on sales licensed premises to ensure full compliance with regards to children’s access.
In relation to off sales premises two reviews have been made for failed test purchases during 2016 resulting in the permanent closure of one premises and a 6 month suspension of another. This action has had a material impact on alcohol potentially being made available to children or young people. In 2018 one further review is scheduled regarding an underage sale of alcohol to a child. The Licensing Board taking each case on merit delivered a range of sanctions on several other premises that were brought before it.
The department, in 2016 and 2017, also led on a large scale series of integrity tests to challenge licensed premises regarding their mandatory Challenge 25 policy. These policies are designed to protect children and young people and challenge rogue premises and were very successful on both fronts.
