GNGU LEAGUE 2019 CHANGES TO LEAGUES FOR 2019

League Rules

The following rules have been amended for the 2019 year: - Rule 7, rule 18.2, rule 19.2, rule 19.5, rule 21, rule 22.

Rule 20 & 23 inserted, therefore current rule numbers amended.

Women’s League Thursday league to commence in February and Saturday league thereafter.

Rate The 2019 GNGU competition and league rate is R 180.

RULES GOVERNING LEAGUE FOR 2019

In order to ensure the efficient and smooth running of the golf leagues, the following general rules, as well as those rules applicable to the various individual leagues, were formulated and approved for 2019 by the clubs affiliated to the Union:

1. All teams must adhere to the host club’s dress regulations, both on and off the field of play. This must be established beforehand, as well as the tee off times, the caddie policy, driven golf carts, soft spikes and any other matters particular to the host club.

2. Team sheets, indicating the order of play must be completed before commencement of the match.

3. All teams must ensure that the results of the matches are e- mailed to the Union office by not later than close of the next business day. [email protected]

4. Players may only play league for the club where they are handicapped. 4.1 If a club enters more than one team in a specific league, players may not play for more than one team in the same league.

5. Clubs entering a league team must ensure that they meet all their league obligations. In the event of a team not fulfilling its league obligation on a specific date, they will forfeit their points and, after review, may not be permitted to enter said league in the following season. In addition, any club which does withdraw from a league obligation within the week of said match will be responsible to the host club for the playing fees. A Club entering then subsequently withdrawing from a league (prior to or during the season) will be subject to a R 1000.00 fine. 32

6. The Union organizes and controls league matches for both men and women.

7. Clubs may not change their published venue for league matches. No league fixture, with the exception of the conditions set in rule 18.2, may be postponed to a date later than the published fixture date. The Union reserves the right to change venues and published dates where deemed necessary.

8. Golf carts are not allowed in The Men’s Scratch, Mid Amateur Scratch nor Junior League, with the exception of games being played at motorized cart only venues, or a valid recent medical certificate.

9. All league matches shall be played under the local rules of the club where the match is being played.

10. Distance measuring devices will be permitted in the leagues. As per the recommendation of GolfRSA, it is to be implemented as a local rule at club level, and as the leagues are played under the local rules of the clubs, players will have to ensure whether they are permissible or not before teeing off at all league matches. Any electronic device used must be used to measure distance only.

11. All league matches are to be played in accordance with the Rules of Golf as laid down by the R & A.

12. Clubs shall strive to reserve the first tee off times for all league matches, with the exception being the Women’s Thursday League matches, which are to commence at 8:00, unless otherwise arranged by mutual consent of both teams.

13. Clubs hosting league matches must allocate league times by name of club and should a club phone to confirm their tee off times, they must fax or email the time sheet to the relevant person, if requested.

14. By mutual consent of both teams, players may play out of order, excluding Junior League and Women’s Individual League.

15. Where a club team is sponsored, the members of the team may have on their uniforms the emblem of the team, and the small names or logos of either or both the sponsor and the manufacturer. The sponsor’s or the manufacturer’s name or logo must not appear more than once on each garment and must not exceed a perimeter measurement of 220mm.

16. Any player, team or club found to be in breach of these general rules or those applicable to the various leagues shall be guilty of an offence. All such breaches of the rules shall be referred to the Disciplinary Committee of the Union, which shall impose such penalties which are considered fit and appropriate for such an offence.

17. Clubs must furnish the Union with the name and contact details of the captains / managers of their league teams before the commencement of the league season.

18. In the event of a match not being completed because of the weather, including bad light, the following will apply:

18.1. The result of any incomplete match will be decided on the status of the match when it was officially abandoned, provided nine holes have been completed.

18.2. Any match where nine holes have not been completed or the match has not commenced due to the course being unplayable due to inclement weather or lightning: The fixture may be rescheduled by agreement of participating teams at a date no later than the final fixture date of such league. Should participating teams not be able to set a new date, the match will be declared a half and the points will be shared.

19. Please take note that the following will apply as per SAGA handicapping system in all handicap leagues:

19.1 The player with the lowest handicap in each 2 or 4 ball shall play off scratch with the lowest handicap then being subtracted from the remainder of the players’ handicaps. (In the case of the lowest handicap being a (+) the handicap is added to the handicap of all other players.) Each player on the relevant stroke hole then receives strokes. 19.2 Courses (tees) to be played from - a) In men’s leagues all players shall play off the same course – ie white course (historically Club tee) b) In women’s leagues all players shall play off the same course – ie red course (historically Women’s tee) c) In mixed league, men shall play off the white course and women off the red course. Where Clubs have not conformed with the suggested course colours as per the USGA Course and Slope rating system, players to play off the course that would equate to the same course as mentioned above. 19.3 Players may only play off the courses stipulated above and not off ‘forward’ tees, as the leagues are regarded as competitive golf.

19.4 All players must obtain their course handicap prior to teeing off before each fixture. When completing the team sheets, indicating the order of play before commencement of the match, each player’s course handicap must be reflected on the team sheet.

19.5 Players must play of their handicap as on the handicap system.

20. A game will be declared a tie should there be no winner after 18 holes.

21. Winner of Group: The team with the highest number of points after the completion of all the matches shall be declared the winner. In the event of a tie the result between the two teams against one another will determine the winner. If the team’s result against one another is tied, the team with highest overall games points for the season will be the winner. If this is still tied, the result of the number one players against each another, and if halved, the number two players, etc., shall be the decider.

Should more than two teams’ points be tied after all the league matches are completed, the team with the highest overall game count will be declared the winner.

22. Promotion / Relegation: Where there are two or more groups competing in a league, the team finishing last in the A group will be automatically relegated. The winner of the B group will be automatically promoted, etc. The winner and the loser will be determined as in point 20 above. This rule will only apply if the league structure has remained unchanged from one year to the next year.

23. Walkovers: Any team being awarded a walkover will only receive the maximum number of games point in order to win the match and not the full complement of games points. The team who have given the walk over will get no games points.

24. Caddies: a. Men & Women: Where clubs allow, outside caddies may be used. b. Juniors: No parents / family are permitted as caddies when outside caddies are permitted.

25. Players are forbidden from playing Match Play and Stroke Play competitions at the same time. Players also may not enter scores for handicapping purposes when competing in a Match Play competition.

JUNIOR LEAGUE

Qualifying age: A player must be younger than 19 on the tee

Day of the week: Sunday afternoon

Number per team: 8 (eight) players

Handicaps: The league matches will be played strictly According to handicaps, with the lowest handicapped player playing number one and the highest number at number eight. Breach of this rule will result in an automatic loss of that match (governing rule 14).

Format: The games are played in terms of the rules of golf governing match play on an individual basis off handicap.
