SOMALIA: Individual consultancy services (International Transport Expert) to undertake Need Assessment, Prioritization of Road Links and Preparation of TOR for a Pre-Feasibility Study for the Development of KUB-KAB ROAD COASTAL CORRIDOR

Request for Expressions of Interest

1. is a country endowed with the longest coastline of the African continent, of about 3,333km long, stretching from the tip of the Red Sea to the Indian Ocean. This long shoreline is known to be a hub to some of the best marine resources, including various high-quality, high-demand fish species. It is a top priority project for Somalia to construct the KK Road and develop fishing ports along the coast, following the road. The construction of the KKR (Kub to Kab Road) will run from Loyaddo, on the border with , to Ras Kamboni, at the Kenyan border at the Indian Ocean. In the medium-long term, the Somali coast has the potential to capitalize on its strategic location and become a marine and land transport hub into Africa from the Middle and the Far East and Australasia into landlocked African countries. This will have an enormous economic impact on both Somalia and the region, with spillover effects benefitting many African countries. 2. In retrospect, the Bank had undertaken a study in 2015 and 2016 on Somalia Transport Need Assessment and Investment Programme. The Study covered the Road, Airport and Port Transport sub- sectors and laid more emphasis on the hinterland roads than KKR.

3. As a way forward, the Federal Government of Somalia (FGS) approached the Bank in 2020, soliciting financial assistance to embark on the Feasibility Study and Detailed Engineering Design of KKR that would lead to project preparation, Appraisal and Implementation.

4. The rationale for the road development is to diversify Somalia's economy with the development of fishing Ports, dry ports, ship repairing facilities, trade storage facilities and facilities for marine transport. It is also a key pillar for alleviating poverty, re-focusing the economy from one centred around the rural areas to one that puts emphasis on the blue economy of the country, which will, in turn, create opportunities in Somalia's productive sectors for its young population.

Given the potentially huge financial resources required for such a feasibility study for a substantially greenfield 3333-km coastal road, the Bank is of the view that an individual international consultant and two local consultants be procured to liaise with FGS, and assess the needs, prioritize the road links and prepare the Terms of Reference for a Pre-Feasibility Study in the first instance.

Against the above background, the African Development Bank wishes use some fund under the (HOA Initiative) to finance an Individual international Consultant that shall undertake the Need Assessment, Prioritization of Road Links and Preparation of TOR for a Pre- Feasibility Study for the Development of KUB-KAB ROAD COASTAL CORRIDOR . The International Consultant shall work with two local consultants to be also recruited for the assignment. 1. The African Development Bank is, therefore, seeking the services of a reputable international consultant preferable Transport Engineer or Transport economist to provide this service. The estimated duration of the services is 4 months starting in October 2021. The private sector, Infrastructure and urban development Department (PICU) through the East Africa Regional Development and Business Delivery Office (RDGE) now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services.

2. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015. The Bank is under no obligation to shortlist any consultant who expresses interest.

3. Expression of Interest shall be submitted electronically in English indicating “Expressions of Interest for Consultancy Services for “Needs Assessment, Prioritization of Road Links and Preparation of TOR for a Pre-Feasibility Study for the Development of KUB-KAB ROAD COASTAL CORRIDOR”. Hard copies may also be submitted.
