Public education is at the heart of our community. It shapes who we are. In Frederick County, our promise is to empower our young people-- no matter who they are, no matter their backgrounds or circumstances- -to be prepared to succeed in college and careers. Our community depends on the opportunities that our schools guarantee.

Business and community partnerships are essential in keeping public education and Frederick County moving forward. Partnerships help schools prepare our future community leaders, our business leaders, and our workforce. Partners help the students we educate today grow into the adults caring for our community’s health, businesses, and neighborhoods.

Investment in local public education yields substantial returns. A Salisbury University study called The Economic Value of the Frederick County, , Public School System: Dollars & Cents and Beyond found significant returns in such investment.

Financial returns are in addition to the impressive academic achievement that places FCPS students firmly ahead of the curve compared with their peers state- and nationwide—in a state consistently ranked among America’s top 3 for top-quality public education. Every one of our high schools consistently makes the annual Challenge Index of America’s top 10% schools for encouraging students to tackle challenging curriculum.

Education and Business Partnerships Frederick County has a proud history of collaboration between the education and business communities.

In 1998, FCPS developed the EBI Connection – a network of partnerships of education, business and industry based on a community vision for fostering a quality workforce through education. Five years later, the school system celebrated the signing of 200 formal business partnerships since the inception of this program.

The focus of this initial effort has evolved over the years as the school system has refined our vision and strategic goals to meet Frederick County’s business and industry workforce needs. Today, more than 1,200 community partners collaborate with Frederick County Public Schools in preparing students for success in a changing world.

Business support of public education significantly increases student achievement. Partnership activities allow students to expand their learning horizons, have more interest in school, earn better grades and realize a deeper understanding of their role in society as it relates to becoming productive citizens. The school system’s strength and success are directly linked to the generous contributions of talent and resources from community and business partners.

The following pages highlight partnership activities and provide examples of the vital role partners play in helping students reach their full potential.

Battelle National Biodefense Institute (BNBI) donated 1,000 backpacks to the Frederick County Public Schools’ Community Agency School Services (CASS) program through an employee outreach project. BNBI has made similar donations annually since 1998.

CASS coordinators distributed the backpacks to families in need countywide with assistance from seven community partners during local back-to-school events in August. Partners are the Religious Coalition for Emergency Human Needs, serving Frederick, TJ and Tuscarora feeder schools; the Brunswick Ecumenical Assistance Committee on Needs (BEACON); the Catoctin-Area School-Supply Committee; “Since the Middletown Valley People Helping People; summer of 2007, the Glade Valley Community Services; Jefferson employees of BNBI have raised money and purchased United Church of Christ; and the Greater more than 5,500 backpacks,” Urbana-Area Food Pantry, serving the Urbana, said Pat Fitch, President of Battelle Linganore and Oakdale feeder schools. For an hour Monday through Thursday most weeks throughout the school year, Rotary Club of Fredericktowne members visit Parkway Elementary to mentor a group of 20 students in grades 3-5. The Rotary Club pays for the two teachers who are in charge of the program and snacks for the students. The Club volunteers assist the students with their homework assignments in math, social studies, vocabulary words, and reading. Through the years of sponsoring this program, improvement by the homework club participants has resulted in higher student placement in school and Maryland test scores. 5 Annual Partnership Report 2016

Oakdale Elementary Receives $9,050

Through three business partnerships and the generosity of the community, Oakdale Elementary received over $9,000 for new technology. The school held an assembly in January to celebrate and thank the community for supporting their technology goals. Principal Kimberly Clifford recognized Green Home MD for their donation of $550, Lennar Homes for their donation of $1,200 and the school community for collecting and turning in box tops earning the school $2,300. Michael and Son Services owner Basim Mansour presented a check for $5,000 to students in Lynn Kindergarten students in Lynn Gibbons’s class and fourth grade students in Matthew Gibbons’s and Matthew McVay’s McVay’s class receive a $5,000 check from Michael and Son Services. Frederick Mentors is a group of local agencies that came together to support Frederick County Public Schools students. Frederick Mentors includes Frederick County Fire and Rescue, Frederick County Government, the Frederick City Police Department and the Frederick County Sheriff’s Ofice.

The partnership strengthens relationships among the students, school and community by allowing dedicated Frederick County public servants to serve as mentors to FCPS students. Each organization encourages its employees to participate. Each year Frederick County Public Libraries sponsors a regional spelling bee in which over 70 students participate. All participants receive a bag of goodies, and door prizes are drawn throughout the day. The county winner receives a cash prize and a trip to Washington, DC to compete in the National Bee. The spelling bee is underwritten by The Frederick News-Post and Frederick County Bank.

ThorpeWood, LLC provides a venue for FCPS- related events that include students, teachers, administrators and support staff. This partnership benefits teachers as an ongoing resource for teaching practical environmental alternatives. THE BEST POVERTY- PREVENTION TOOL WE HAVE IS EDUCATION

Ensuring that children have the supplies they need to do their homework, take tests, and complete science and art projects is a simple but important way we can help them receive their education and succeed in school. Each year generous Frederick County businesses and citizens help students start school with the necessary supplies that some families cannot provide. This year was no exception.

The Frederick County Public Schools’ Community Agency School Services (CASS) Program partners with the United Way of Frederick County. More than 1,500 students benefited from the drive, with more than 50 companies participating and more than 20,000 items donated! Annual Partnership Report 2016 10

The Young Scholars program engages Frederick County teachers from these students’ home schools. The Public Schools students throughout the year and into summer experience includes a field trip designed the summer. Young Scholars meet regularly throughout the school year with the Advanced Academics Specialist at their schools to extend their learning from the summer and engage in similar experiences. Students involved in Young Scholars are monitored and supported as they enroll in other Advanced Academics programs.

Curriculum is concept-based with a focus on engineering, while incorporating science and social studies skills that are often limited by time during the school year. Teachers from Advanced Academics programs lead Young Scholars in collaboration with Students learn about flight, tower and simulators at the Aircraft Owners and Pilots Association (AOPA).

To encourage Thurmont Primary readers to start at a young age, Thurmont Regional Library holds two Literacy Nights and a first grade field trip. Thurmont Primary also participates in the library’s summer reading events. 11 Annual Partnership Report 2016

When not teaching, Gibbons works part-time as a cook at The Main Cup Restaurant in Middletown. There, he mentioned to The Main Cup owner Bob Brenengen that although the school’s cardio equipment was 13 years old and in bad shape, Crestwood couldn’t afford to replace it. Brenengen, who serves on the Shields Foundation board, decided to advocate for the students. Other board members agreed, and the Foundation donated $10,000 for the cause. Their donation enabled the school to purchase four rowing machines and three stationary exercise bikes.

“Students in our PE classes use this equipment daily,” Gibbons said. “In winter months and on rainy days it’s especially valuable. Freshman Fitness Club 8th graders also use the cardio machines as they prepare for high school sports. It’s a great motivator for the kids.”

The Werner H. Kirsten Student Intern Program (WHK SIP) at the National Cancer Institute at Frederick exposes high school seniors to research and administrative management in a health care environment. The scientific interns experience the basic methods of biomedical research through “hands-on” laboratory training. The students in the Internships in Support of Science/Research are assigned projects in budget, personnel, information technology, graphics and media. They will work during the summer of their senior high school year in a stipend position. During the school year, students will work a 3-hour per day internship, to continue their work from the summers. This is a highly prestigious, competitive program. Most students will return at some point to assist their mentor in other endeavors. 13 Annual Partnership Report 2016

Middletown High, Wolfsville Elementary and Middletown Elementary students visited Doubs Meadow Park and the Albert Powell Fish Hatchery for hands- on lessons about the environment around them. Nearly 150 third-, fourth- and fifth- graders from Frederick County Public Schools participated in the annual history bee sponsored by The Frederick News Post in April. Volunteers from the community and employees from the event’s other sponsors, The Law Ofices of Scott Alan Morrison and Frederick County Bank, joined News-Post staff in proctoring the history bee. Expanded Career awareness

Last October to celebrate National Cybersecurity Awareness month, high school students from Governor Thomas Johnson, Middletown, Tuscarora, and Walkersville attended the first ever Cyber Day conference at Frederick Community College. The event was organized to promote and raise awareness of cyber-related technologies for students. College professors and industry professionals led sessions titled “Code Cracking,” “Hacking & Forensics,” “Inside Computer,” and “Talking/Texting/Tweeting.”

Two presenters, Daryl Boffman, Jr. of Acela Technologies and Tony Punturiero of Frederick Community College, were FCPS graduates. David Bennett of Battelle National Biodefense Institute co-hosted “Hacking & Forensics,” a session in which students were able to view real-time cyber attacks going on throughout the world. Co- presenters Sue Johnson and Dr. Lisa Hawkins are Frederick Community College computer science professors.

The FCPS Career and Technology Education program partners closely with Frederick Motivation Community College including sharing a joint CTE Advisory Council. Another Cyber Day to achieve! was held in April that included students from all 10 high schools. Because of this successful partnership, FCPS enrollment in computer science courses continues to increase Maryland’s and FCC’s cyber security program was selected as Most Outstanding Post-Secondary CTE program of the year. 15 Annual Partnership Report 2016

Since 2011, FC Frederick has partnered with Frederick High’s varsity soccer team. This year Thermo Fisher Scientific sponsored student observers to attend the Intel ISEF along with the two finalists who were competing at ISEF. Both Thermo Fisher Scientific and AstraZeneca also sponsor local awards for students.

Here are just a few examples:

Bechtel sponsored Windsor Knolls Middle students at the FIRST LEGO League (FLL) state competition at UMBC. The team had to pass a regional qualification to compete at the state level. Bechtel mentor Rob DeCarlo helped at practices and attended the competition. Bechtel and Lockheed Martin helped fund the FLL League.

Bechtel has joined Urbana Middle the past two years for their school-wide career day. Two employees spoke to students about what their job entails, the training and education necessary, and the various opportunities within the field. This is always a valuable experience for students!

Bechtel supplies engineers and interns to assist with the MathCounts program at Governor Thomas Johnson Middle by giving presentations to MathCounts students and helping proctor competitions. Annual Partnership Report 2016 18

STEM Community Tent at the Great Frederick Fair Each year FCPS partners with The Great Frederick Fair to bring a variety of fun educational experiences to kids and their families. The FCPS STEM office and Career and Technology Center students provide hands-on activities related to STEM on Kids Day in the Community Tent at The Great Frederick Fair.

Spring Ridge Elementary staff accepted a $5,000 Clinical Research grant.

Clinical Research Management ClinicalRM has decided to grow its business in Frederick County. As a token of their commitment to the area, they offer educators a grantt in recognition STEM activities at the Great Frederick Fair of the important service teachers provide. ClinicalRM believes that the future of our country and its citizens is directly tied to our ability to compete effectively in the global economy. ClinicalRM has awarded $5,000 STEM grants over the last six years to North Frederick Elementary, Parkway Elementary, Walkersville Middle, Ballenger Creek Middle, Centerville Elementary, and this year’s recipient Spring Ridge Elementary. The purpose of the grant is to create interest in careers in STEM fields, increase awareness of STEM fields in Frederick County, and increase use of community resources in K-8 schools. STEM activities are fun and educational at The Great Frederick Fair

Battelle National Biodefense Institute (BNBI) Since 2009 Battelle National Biodefense Institute (BNBI)has donated $333,000 to support FCPS STEM Education, and BNBI employees have volunteered numerous personal hours to support STEM activities at FCPS. With these generous donations FCPS has put into place many innovative projects and programs that are now self-sustainable. Some of these include engineering projects such as the SeaPerch underwater submersible and MaKey MaKey circuit boards. We also introduced and adopted the Jason Project electronic resources in our middle school science curriculum. This past year we used the provided donation to help fund our middle and high school Maryland Science Olympiad teams and purchased MaKey MaKey, 3-D printers and Little Bits kits. Frederick County Public Libraries and Frederick County Public Schools work together to meet students’ educational needs. The libraries provide computer access and research tools to assist students with homework. FCPL also offers programming to enhance what students are learning in school. For example, each library branch provides STEM programming through STEM Labs that offer both high-tech (3D printing, robotics, and computer programming) and low-tech (blocks, LEGO® bricks, pulleys, and levers) opportunities. FCPS and FCPL lead a number of initiatives together, including the Frederick County Spelling Bee, which sends champions to the Scripps National Spelling Bee, “Maker Mondays” offering STEM programs at schools and libraries, and the Jay Mason, Eliminating the Achievement Gap President works with the Governor FCPL Summer Reading Challenge.
