ONE HUNDRED THIRTY-EIGHTH DAY Hall of the House of Representatives, Columbus, Tuesday, March 25, 2014, 9:00 o'clock a.m. The House met pursuant to adjournment. Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Buchy was selected to preside under the Rule. The journal of the previous legislative day was read and approved.

INTRODUCTION OF BILLS The following bills were introduced: H. B. No. 502-Representatives Foley, Hagan, R. Cosponsors: Representatives Williams, Driehaus, Mallory, Ramos, Lundy, Boyce, Antonio.

To amend sections 4111.02, 4111.09, and 4111.14 and to repeal section 4111.07 of the Revised Code to increase the state minimum wage to ten dollars and ten cents an hour beginning January 1, 2015.

H. B. No. 503-Representative Budish. Cosponsors: Representatives Williams, Fedor, Lundy, Hagan, R., Phillips.

To require the Chancellor of the Board of Regents to establish a competition for the development of successful business plans for students enrolled at state institutions of higher education and to make an appropriation.

H. B. No. 504-Representative Cera. Cosponsors: Representatives Celebrezze, Blessing.

To amend sections 4519.11, 4519.20, and 4519.44 and to enact sections 4519.402, 4519.441, 4519.442, and 4519.443 of the Revised Code to require children under sixteen years of age to successfully complete a certified safety education and training program in order to operate an all-purpose vehicle on any public property and to make other changes relating to the operation of all-purpose vehicles.

H. B. No. 505-Representative Cera.

To amend sections 2929.14, 2941.141, 2941.144, and 2941.145 of the Revised Code to increase to 10 years the mandatory prison term for a person who is convicted of a felony and who possessed a firearm while committing the felony, if the person displayed or brandished the firearm, indicated HOUSE JOURNAL, TUESDAY, MARCH 25, 2014 1847 possession of it, or used it to facilitate the felony or if the firearm was an automatic firearm or was equipped with a muffler or silencer.

H. B. No. 506-Representatives Thompson, Cera. Cosponsors: Representatives Grossman, Hill, Stebelton, Blessing.

To enact section 3704.20 of the Revised Code to require the Director of Environmental Protection to adopt rules establishing standards of performance for carbon dioxide emissions from existing coal-fired and natural gas-fired electric generating units and to specify factors on which the standards must be based.

H. B. No. 507-Representative Butler. Cosponsors: Representatives Henne, Becker, Thompson, Romanchuk, Young.

To enact sections 117.61, 117.62, 117.63, 117.64, 117.65, and 117.66 of the Revised Code to establish the Ohio Local Government Expenditure Database.

H. B. No. 508-Representative Butler. Cosponsors: Representatives Smith, Becker, Terhar, Derickson, Hood, Stebelton, Johnson, Blessing, Wachtmann.

To amend sections 2903.02, 2929.02, 2929.14, 2941.148, 2967.13, 2971.03, 2971.07, and 5120.61 of the Revised Code to expand the offense of murder to also prohibit causing the death of another as a proximate result of selling the person a controlled substance when the death is caused by an overdose and to provide special life sentences for a violation of the prohibition.

H. B. No. 509-Representative Johnson. Cosponsors: Representatives Hackett, Sprague, Blessing, Becker.

To amend sections 313.01, 313.02, 313.04, 313.121, and 325.15 of the Revised Code to encourage the completion of a sudden unexplained infant death investigation reporting form (SUIDI reporting form) developed by the Centers for Disease Control and Prevention, or a similar form, whenever a child one year of age or younger dies suddenly when in apparent good health, and to make changes to the law governing coroners.
