A word from our Mayor…...Trevor Pickering

Hi All in Incredible Croydon,

Our beautiful Gulf Country is starting to cool down and like I have stated in the past there is no better place in the world to be in than Croydon over the next few months, but I’m not telling you anything that you don’t already know.

I have been very busy in the last couple of weeks with the FNQROC State Mayoral Delegation to Parliament House in Brisbane and like the previous visit it was a very busy couple of days. I won’t have time to tell you everything that was said but I will try, so here goes. I flew into Brisbane at 7:15pm Monday 13 May, tired from travelling all the way from Croydon that day. Tuesday morning I was up early, excited and ready for battle (so to speak).  My first meeting was with Andrew Powell, Shadow Minister for State Development, Manufacturing, Infrastructure and Planning. I personally don’t mind this bloke, he is a straight shooter, we talked about everything to do with roads and water security, we particularly discussed the urgent need for money to be spent on the Kuranda Range, Gulf Development Road and the Gilbert River Bridge.  Meeting two was with , Minister for Local Government, Minister for Racing and Minister for Multicultural Affairs, discussions were around local government reform and road investment.  FNQ meeting three I met with , Minister for Transport and Main Roads where I pleaded with him to reopen the Western Roads Upgrade Program so we can get the rest of the Gulf Development Road into their planning. I also handed him our proposal for digital speed signs and I was told that they would take care of it for me so I’m confident of some help from him.  Meeting four was with , Shadow Minister for Tourism, Shadow Minister for Environment, Science and the Great Barrier Reef where I hand delivered our Business Case and proposal for the Croydon Mountain Bike Trails that was put together by Council staff, TRC Tourism and World Trails. I also discussed the importance of the Doppler Weather Radar that we want built in Croydon to service the whole of the Gulf Country, which makes more sense then having one in Richmond and Mornington Island for that matter.  Meeting five was with the Premier, we discussed everything all over again but time was short.  Meeting six was with the LNP that are in (at the moment). We talked to , , and , we spoke about road investment in FNQ ,water security and the need for housing in the bush.  Meeting seven was with Michael Hart, Shadow Minister for Housing and Public Works where I also discussed with him Photo with Mr Andrew Powell MP, Shadow Minister for State the need for housing in Croydon.  Meeting eight was with over lunch, I also gave him a copy of the Business Case for our Mountain Bike Trail project which was very well received. We talked about the need for him to push harder for the Gulf Development Road and the Gilbert River Bridge.  Meeting nine was split so I had our Mountain Bike Trails Business Case hand delivered to Kate Jones who is the Minister for Innovation and Tourism Industry Development by Mayor Paronella from Tablelands Regional Council, by that time it was dark.  Next morning meeting ten was with the Deputy Premier but she was busy doing something else so we met with her DG and the Under Secretary where I pleaded with them to do something about the short fall of public housing in Croydon, but I’m not sure if they have the appetite for remote housing.  Meeting eleven was with Craig Crawford, Minister for Fire and Emergency Services, we discussed the Doppler Weather Radar and why Croydon was perfectly positioned for it according to science and common sense. We also discussed the affect of flooding in some parts of the Croydon Shire with TC Nora and how bitterly disappointed we are that the State and Federal agencies let us all down.  Meeting twelve was with , Minister for Agricultural Industry Development and Fisheries, we discussed everything from the Nullinga Dam to Gilbert River irrigation and flood impact on agriculture. During the meeting it dawned on me that I was the closest thing to a cattle producer in the room so when it was my turn to speak I only had one thing to say and that was I and the FNQROC needed a guarantee that they would never try to ban the live export of cattle ever again. I was given that guarantee so that means I have one from the Federal Labor Party and now the State Labor Party which I think is a first because I haven’t seen any other Mayor in Queensland get that from both the State and the Feds, anyway just thought that was very important for the Shire of Croydon.  Meeting thirteen was with , Shadow Minister for Agricultural Industry Development and Fisheries and Forestry, and the talk was very much the same.  Meeting fourteen was the last meeting and it was with , Minister for Environment and the Great Barrier Reef, Minister for Science and Minister for the Arts, we covered all the usual but the discussion I had with her was very interesting in the way of environment and science. She 100% backs my point on why Croydon is better suited for a Doppler Weather Radar and the science to better on farm practices, like I said, very interesting watching this space very carefully. I also talked about our frustrations with the internet and the lack of coverage around Croydon but we have been promised an upgrade from Telstra by June 30 so I’ll keep the pressure on them for sure. I flew back into Cairns that night at 10:30pm, the CEO picked me up the next morning and we drove home, oh and by the way welcome back Bill.

I have received an email from Jim Gilmartin confirming that he has in fact resigned from Council so when we get all the facts and legislation there will be an expression of interest going out to eligible residents living in the Shire of Croydon who may want to have a go being a Councillor. If you think you have what it takes then stick your hand up.

There is a Rural Roads Maintenance and Rehabilitation Forum being hosted by Croydon Shire Council at the end of the month. This will cover a wide range of topics from road maintenance and rehabilitation to road stabilisation and sealing so you will notice a lot of strangers in town for a few days, please make sure they have a great time.

You will also notice the new buildings have started to be stumped out at the new Council Depot site, most of the slabs have been poured for the stores shed and other buildings. Council is getting very close to handing down our budget for the next financial year, as with all the budgets I hand down it will be a very responsible one whilst still providing a great range of services that makes living and working in the outback a safe and enjoyable experience.

Hello to all, The children at our deadly childcare have been exploring rocks from surrounding rivers lately. We have been painting them and now we have scattered them around our town for anyone to find. If you stumble across one feel free to take them with you on your travels or to move them to a different area. If you are lucky enough to move our rocks on please take a photo and let us know where they are now by sending an email to [email protected] Our green house is thriving and we are now growing beans, carrots, tomatoes and assorted herbs. The children have also made their own scarecrow called “Timmy” as we think the crows were eating our produce. Hello Everyone, My recent trip to Brisbane to attend the Rural Libraries Queensland and Small Libraries Workshop and learn all that I could about library operations was inspiring. It was great to meet the State Library staff and it was a wonderful opportunity to meet with other library colleagues from various regions of Queensland, everyone was extremely helpful in offering advice and support.The four objectives covered in the three days was informative. *Realising our potential - Wow! I didn’t realise libraries had so much to offer. The collections and eResources are amazing. *We listened to how we could extend our reach, who are our advocates and who we could partner with or reach out to beyond the library. *Understanding that libraries are a vibrant contributor to the community, delivering services in response to social needs. *For a future focused workforce networking and training are vital to update our skills to provide a quality service to our community. The trip gave me the opportunity to visit other libraries. I got to tour the State Library of Queensland, Cannon Hill, Marsden Library and Springfield Library. These libraries were huge! So many activities happening in libraries that I never knew existed. I’m grateful that I could participate in this workshop and had the chance to meet with my colleagues with the help of the bursary provided by the State Library of Queensland. I came away from the workshop understanding that rural libraries are all different but share similar experiences and hurdles so listening to what is happening in other libraries was beneficial. Having a better understanding of the library system and seeing we are more than just books, as well as creating new connections and friends were the highlights of the workshop for me.

We are planning to have three First Five Forever sessions in the library during the month of June. The Childcare Centre will be visiting and if any other families would like to join in, Please bring your children to the library at 10am on 5 June,13 June and 19 June. There will be Storytime and various activities with dinosaurs, planets, science experiments, slime and art and crafts. If you are out of town and would like to be involved, I can send some activities and books out in the mail or contact me and we will see if we can arrange a suitable time. COUNCILLOR VACANCY

The Chief Executive Officer of the Croydon Shire Council, Mr William Kerwin, in accordance with Section 166 of the Local Government Act 2009 (Qld), invites nominations for the position of Councillor of the Croydon Shire Council Local Government Area, which is to be filled until the next quadrennial local government elections on 28 March 2020.

The successful person will be appointed by resolution of the Council as required by the Local Government Act 2009 (Qld) after the close of nomination period.

Interested persons must meet qualifications to be a councillor in accordance with Section 152 of the Local Government Act 2009 which states:

“A person is qualified to be a councillor of a local government only if the person –

(a) is an adult Australian citizen; and

(b) resides in the local government’s area; and

(c) is enrolled on an electoral roll kept under the Electoral Act, section 58; and

(d) is not disqualified from being a councillor because of a section in this division.”

Section 153 of the Local Government Act 2009 states:

(1) A person can not be a councillor—

(a) after the person is convicted of a treason offence, unless the person is pardoned of the treason offence; or

(b) for 10 years after the person is convicted of an electoral offence; or

(c) for 7 years after the person is convicted of a serious integrity offence; or

(d) for 4 years after the person is convicted of an integrity offence; or

(e) for the remainder of the term before the next quadrennial elections, if the person has been dismissed as a councillor under section 122 or 123.

(2) A treason offence is an offence of treason, sedition or sabotage under the law of Queensland, another State or the Commonwealth.

Established in 1909 by the Consolidation of the Croydon Divisional Board (Est. 1888) and the Croydon Municipal Council (Est. 1892) (3) An electoral offence is—

(6) A person automatically stops being a councillor when the person is convicted of any of the following offences (each a disqualifying offence)—

(a) a treason offence; or

(b) an electoral offence; or

(c) a serious integrity offence; or

(d) an integrity offence.

(7) A person is taken to have been convicted of an offence—

(a) if the person appeals the conviction—when the appeal is dismissed, struck out or discontinued; or

(b) if the person does not appeal the conviction—at the end of the time within which an appeal must by law be started.

Section 156 of the Local Government Act 2009 states:

(1) A person can not be a councillor while the person is a bankrupt.

(2) A person is a bankrupt if, under a bankruptcy law—

(a) the person is an undischarged bankrupt; or

(b) the person has executed a deed of arrangement, and the terms of the deed have not been fully complied with; or (c) the person’s creditors have accepted a composition, and a final payment has not been made under the composition.

(3) A bankruptcy law is—

(a) the Bankruptcy Act 1966 (Cwlth); or

(b) a corresponding law of another jurisdiction, including a jurisdiction outside .

(4) A person automatically stops being a councillor when the person becomes a bankrupt.

Croydon’s Centenary Celebrations 1986

Photos attached are of various activities that were enjoyed as part of the centenary celebrations in 1986.

In 1986, the Croydon Shire celebrated 100 years! It has now been 33 years since the event and the photographs and stories still live on.

The community rallied together to celebrate and enjoy the event. Firstly, kicking off the day with a street parade, all members involved were dressed to impress, even their vehicles were decked out with decorations. This is quite similar to our Poddy Dodgers street parade that we have each year with contestants entering their best floats.

This was followed by the debutant ball with all participants and their partners dressed stunningly, the ladies all dressed in white and the men in suit and tie. There has since been events in relation to the centenary, however this seems to be the last debutant ball to be held in Croydon.

Council at its Ordinary Meeting of 19 April 2018 considered its obligations under the Croydon Shire Drought Management Plan. With Lake Belmore filling during the Cyclone Nora weather event in March this triggered current level 3 restrictions to be lifted. Under the Drought Management Plan, Council is required to implement measures to minimise the impact of water shortages. Council regards the long-term sustainability of the Croydon town water supply as an issue of primary importance to the community, requiring ongoing monitoring and appropriate management. Level 1 Water Restrictions in accordance with Council’s Drought Management Plan now apply.

PURPOSE LEVEL 1 – RESTRICTION ON USE OF WATER

1. Private Gardens - Watering Garden Beds / Shrubbery Areas 1. Sprinklers can only be used between 6.00am to 9.00am and 5.00pm to 8.00pm. 2. Micro spray and drip systems fitted with timers can only be used between 6.00am to 9.00am and 5.00pm to 8.00pm. 3. Hand held hoses, watering cans or buckets can be used at any time. Lawn Areas 1. Sprinklers, micro spray and drip systems can be used between 6.00am to 9.00am and 5.00pm to 8.00pm on alternate days being Tuesday, Thursday and Saturday. 2. Hand held hoses, watering cans or buckets can be used at any time.

2. Public gardens - watering 1. Sprinklers can be used between 6.00am to 9.00am and 5.00pm to 8.00pm. 2. Micro spray and drip systems fitted with timers can only be used between 6.00am to 9.00am and 5.00pm to 8.00pm. 3. Hand held hoses, watering cans or buckets can be used at any time.

3. Private gardens and1. public Existing ponds can only be topped up to their normal level by means of hand gardens – filling or topping up held hose. of ponds

4. Fountains / Water Features 1. Fountains / water features must not operate unless they recycle water. 2. Water lost from fountains / water features must not be replaced except by means of hand held hoses or by means of watering cans or buckets filled directly from taps.

5. Concrete / Paved areas - Water must not be used to clean concrete/paved areas unless cleaning is cleaning required as a result of an accident, fire, health hazard or emergency.

6. Private swimming pools or Existing swimming pools and spas must not be topped up except by means of spas – filling or topping up hand held hoses or by means of watering cans or buckets filled directly from taps.

7. Sports grounds / school ovals 1. Sprinklers / irrigation allowed Mondays, Wednesdays, Fridays and Sundays - watering between the hours of 5.00pm and 11.00am only. 2. Hand held hoses, watering cans or buckets can be used at any time.

8. Window cleaning Water must not be used to clean windows except by means of trigger hoses or buckets or watering can filled directly from a tap.

9. Mobile water tankers - filling Mobile water tankers must not be filled except – (a) With the written permission of the Croydon Shire Council; or (b) Tankers supplying water for use inside domestic premises, or for firefighting or stock watering purposes.

10. Vehicles - cleaning Water must not be used to clean vehicles except by means of trigger hoses or watering cans or buckets filled directly from taps.

11. Construction industry - use of Unless otherwise exempted by Croydon Shire Council in writing, hoses must water in not be used except trigger hoses.
