WELCOME ADDRESS AND APOLOGIES

The President welcomed Minister Shelton and the members present, declaring the meeting open at 8:30 am. Apologies were tabled and recorded.

Gary spoke generally about the financial challenges of 2018/19. He also commented on the attendance at this year’s conference being indicative of the momentum that was now building. There was a renewed focus on offering value for the membership.

Gary introduced Andrew Ralph from JLT Public Sector, the Association’s Principal Partner. Andrew addressed the meeting and spoke warmly about the relationship with LG Professionals Tas and the enjoyment of connecting with the membership at the conference.

1. ORDINARY BUSINESS

1.1 Minutes of 2018 AGM

It was resolved that: The minutes of the 2018 AGM, as previously circulated, be taken as read and adopted as a correct record of the proceedings of that meeting.

1.2 Financial Report

The President said that the financial result had not been what the organisation had aspired to, although the Board was working hard to turn the results around.

1.3 Returning Officer’s Declaration

Mary Frost, the Returning Officer, reported that the following nominations had been received for the three vacant three-year term positions on the board. − Shane Power, George Town Council − Leanne Hurst, City of Launceston − Anna Holland,

As there were three nominees for the three vacant positions, no election was required and the following people have been re-elected to the Board, for a period of three years, concluding at the 2023 AGM: − Shane Power, George Town Council − Leanne Hurst, City of Launceston; and − Anna Holland, City of Hobart.

In accordance with the Rules of Association, the Branch Presidents are members of the board. The current incumbents are: − Southern Branch: Trent Henderson, − Northern Branch: To be confirmed at the AGM in November 2019; and − North West Branch: Tracey Bradley, Waratah Wynyard Council.

1.4 Adoption of Reports

The President’s Report, Branch Reports and National Representative Report were available at the meeting.

1.5 Address by Katrena Stephenson, Chief Executive Officer, Local Government Association of Tasmania

The LGAT CEO welcomed the strong collaboration between LGAT and LG Professionals Tas and the importance of having both organisations in the State.

Some key outcomes from the 2018-2019 year were outlined including: − the support for the Local Government election through television and social media campaigns, tools and training − prosecution of a broad range of policy issues including the significant effort on the waste agenda, planning reform and the LG legislation review − delivering significant sector savings over $8 million through LGAT Procurement and electricity negotiations − delivery of a range of professional development opportunities

2019 -2020 LG Professionals Tas Annual Report 7 For the year ahead, a range of emerging challenges were noted including waste, local government legislation, charitable rating exemptions and understanding and addressing expectations of councils and leading sector discussions on the future through the 21st century project.

The LGAT CEO thanked LG Professional Members for their contribution to LGAT advocacy and the LGAT team for their excellent work.

1.6 Address by Clare Sullivan, CEO, Local Government Professionals Australia

Clare reported on the following Local Government Professionals Association National initiatives but not limited to the: − Australasian Management Challenge − National Congress – Darwin − International Mentor Program

CLOSURE The President thanked those members, sponsors and others present for their support of the Association during the previous year, and declared the meeting closed at 8:50 am.

I, Mary Frost, Returning Officer, declare that the following nominations were received by 2 September 2020 for the election of Members to the Board of Local Government Professionals Australia (Tasmania) Incorporated.

For a term of three years (two positions): . Rolph Vos – West Tamar Council . Jonathan Harmey – Meander Valley Council

As there were two nominees for the two vacant positions, an election was not required. Rolph Vos and Jonathan Harmey were therefore elected as Board Members for a term of three years, concluding at the end of the 2023 Annual General Meeting.

In accordance with the Rules of the Association, the Branch Presidents are members of the Board.

Congratulations to the North West Coast Branch organising committee for our 2019 Annual Conference, It Starts with Us that was held in Devonport. The conference was definitely enhanced by the wonderful paranaple convention centre and our thanks go to the staff, Felicity Duff and Matt Groom for their excellent service.

Our theme centred on finding the leader in ourselves and realising our potential to be the best we can be in our local communities.

The keynote speakers, Rod Patterson and Penny Terry led a comprehensive and impressive list of Tasmanian and interstate speakers presenting on economic development, customer experience, employment law, digital transformation, continuous improvement and local case studies. The schedule was beautifully timed by the incredibly professional MC, Kim Millar.

Congratulations to our long-serving members and to the Regional winners of the National Awards who were recognised in front of their peers at the Gala Dinner on Thursday evening. The night was beautifully capped off with music from Zac Weeks.

The Local Government Professionals Australasian Management Challenge has been at the forefront of professional development in local government in Australia and New Zealand for more than 25 years. For the first time, the Management Challenge was held virtually with challenge participants from three Councils; City of Launceston, Glenorchy City Council and Devonport City Council competing for the State title.

The Challenge is a simulation-based team building, learning and networking program using real local government themes. The three teams were challenged to a series of tasks in a unique one day, fast- paced ‘pressure cooker’ environment earlier in July.

The Australasian Management Challenge and Annual Awards are great examples of programs offered by LG Professionals locally and across Australia.

We aim to support the sector with practical and relevant professional development opportunities to help attract and retain the best and brightest in the sector. The Management Challenge program focuses on equipping aspiring professionals with leadership, analytic, communication and problem-solving skills in a practical setting.

My sincere thanks also go to my fellow Board members, Rolph Vos, Leanne Hurst, Jonathan Harmey, Tracey Bradley, Anna Holland, Matthew Atkins, Shane Power and Trent Henderson (who left the local government sector in June 2020 to establish his planning consultancy) for their positive contributions during the year. I also wish to acknowledge and sincerely thank Katrena Stephenson who represents the Local Government Association of Tasmania (LGAT) as an observer on the Board.

The LG Professionals Board offer our time voluntarily and continue to work with great integrity, commitment, and common purpose to set the direction for our organisation.

During the past year our Chief Executive Officer, Mary Frost, has worked tirelessly alongside the Board to add value to the offering we provide our members and sponsors. I thank Mary for her support, enthusiasm, and invaluable contribution.

Finally, I thank the Board for placing their confidence in me and thank you to all those members whose energy and involvement makes our work enjoyable and worthwhile.

Advocacy The National Office of LG Professionals in Canberra has had a busy year making sure your voice is heard at the Federal level of government, advocating of behalf of LG Professionals members and facilitating the ongoing development of your council’s emerging leaders.

As local government is the most heavily community-facing level of government, it is critical that our organisations are in the room for the development of Federal and State policy that falls to us to implement. The National Office has thus been utilising its strategic location next to the halls of Federal Government to make sure that not only is the local government voice heard, but that representatives are in the room in an even dialogue with key stakeholders in these conversations.

In early 2020 National finalised the National Advocacy and Policy Platform which outlines the key priorities and policy principles to guide LG Professionals advocacy to the Australian Government. As a national voice for our interests and local government professionals, LG Professionals Australia has recently consulted with our sector before submitting local government feedback on Australia’s 2020 Cyber Security Strategy and provided a submission to the Australian Government which informed the development of the National Waste Policy Action Plan.

Tasmanians were an integral part of a collective, national push for Federal support from 2019 through to 2020 with successful results. LG Professionals Australia put together documents and campaigns as part of its advocacy agenda and with the support of State-by-State representatives from councils. This was taken up to the Federal Government prior to last year’s election but was also part of an ongoing reiteration of the value of untied grants to local government and other support mechanisms leading into the pandemic stimulus and recovery period of 2020.

In May 2020, the Australian Government announced a support package that included $500 million under its Local Road and Community Infrastructure Program while bringing forward $1.3 billion of the 2020-21 Financial Assistance Grant payment. This announcement came on the back of this strong effort supported by local government officers, who are to be thanked for their contribution.

On a person-to-person level, LG Professionals Australia this year launched ‘Canberra Behind-the-Scenes’ which saw LGP Members (including Tasmanians) in the room for meetings with Federal MPs and Department chiefs to discuss the Federal policies that affect their communities and organisations.

The pandemic set in motion a pivot to digital engagement from National with a series of webinars and virtual networking opportunities throughout mid-2020. This included 57 Tasmanian participants in its ongoing webinar series and at least one representative in each of the small-group National Conversations digital networking sessions that continued into July 2020.

Governance Tasmania was represented at the Annual General Meeting at the National Congress & Business Expo in Darwin in August 2019 and in Board Meetings throughout 2019-2020. National also convened a special Board Meeting in March 2020 to address the impact, real and potential, of the pandemic on National Office operations and finances.

Events The 2019-2020 period saw the capping of a very successful year of national engagement opportunities for members moving into more difficult territory in 2020 amid the pandemic. Given the interstate nature of national activities, some plans for Tasmanian engagement were stymied but an agile turn to digital offerings from the National Office kept State members involved. Conventional annual events like the Australasian Management Challenge brought in another three Tasmanian teams in 2020 with Glenorchy City Council reaching the final for the 2020 event.

Newsletter and Digital Outreach The Local Government Update is a fortnightly digital newsletter distributed to over 3,000 subscribers. The newsletter profiles leading approaches, relevant news coverage and opportunities for members from both the National Office and State Associations. As such, State Associations are welcome to submit content to be included in this to strengthen state-based communications activities. The newsletter acts as a more direct communication tool beyond the more regular social outreach through platforms like Twitter and LinkedIn with more than 2,500 and over 5,300 followers, respectively.

JLT Joint Insurance LG Professionals Australia coordinates the procurement of insurances for all States nationally. This service covers Professional Indemnity, Public Liability, Directors and Officers, Travel and Cyber (by request). This service provides streamlined administration for State Associations as well as a gross saving of approximately $20,000 from the leveraged increased buying power.

As President of LG Professionals Tasmania, I am writing this report on behalf of Trent Henderson, Southern Branch President, who recently left Huon Valley Council.

We express our thanks to Trent for assuming the role of President and to Laura Eaton from Kingborough Council for acting as Secretary during 2019/20.

Since the AGM at Brighton Council last September, the members met at Boodle Beasley for a December meeting and a casual Christmas function to round off what had been a busy year. The 2020 conference committee was selected at the meeting. Thanks to Anna Holland, Janine Banks, Paul Jackson, Laura Eaton and Trent Henderson for taking on the 2020 conference.

The first meeting for 2020 was scheduled in March although with the arrival of COVID-19 the meeting was postponed until May when members met virtually. Linda Manaena, coach and facilitator spoke about the importance of developing resilience in leaders and within teams and Mike Dalton from Tasplan provided a super update for members. Thanks to Linda and Mike.

During the meeting, we acknowledged the retirement of long-serving Ron Sanderson and congratulated and recognised 5 years membership to incoming Brighton General Manager, James Dryburgh.

We are delighted to announce that southern based Councils took out many of the LG Professionals Tas Awards this year. Glenorchy City Council won the Environmental Leadership and Sustainability Award for their Project, The Glenorchy FOGO Project and Frank Chen, Manager Infrastructure, Engineering and Design, was the recipient of the Emerging Leader of the Year Award.

Glenorchy City Council had another big win taking out the 2020 virtual Australasian Management Challenge. Our warmest congratulations are extended to all the state winners and good luck to all the recipients who will represent Tasmanian at the national awards later in the year.

They are always an interesting read and it is great to hear about their journey in local government and beyond.

While COVID-19 has curtailed many of our in-person events pleased be assured that the Southern Branch is looking for opportunities to increase our engagement with our member base.

The Southern Branch is the host for our annual conference this year. Due to the current circumstances, the annual conference has been condensed to a one day conference situated in central Tasmania. We are pleased to report that next year’s conference will again be hosted by the Southern Branch. We look forward to bringing you a bigger and better two-day, in-person conference next year with professional development and an opportunity to get together to catch up and exchange ideas.

2019 -2020 LG Professionals Tas Annual Report 15 Northern Branch Report

2020 has brought many challenges with the way we work, meet and connect with colleagues, friends and family. As essential service providers, our communities have looked to local government professionals for guidance and support, a task has continually been re-evaluated and adapted for many months.

I would like to take the opportunity to thank those members that regularly attend our branch meetings and special interest group training sessions. It has been a time where opportunities to engage have been limited but particularly important in maintaining strong networks with other local government employees.

It was pleasing to see Northern Tasmania well represented in the Australasian Management Challenge. Congratulations to the City of Launceston team members participating in this professional development opportunity. Glenorchy City Council were the overall State winners and will now progress to the Australasian title.

The Northern Councils were represented in the annual Tasmanian awards with Break O’Day Council being winners in two categories. The Innovative Management Initiative Award was presented for the Trails Ambassador Program (TAP) and the Partnerships & Collaboration Award was presented for the Trail Safety and Emergency Management Plan. The Council and professional officers involved should be proud of the achievements on these projects.

The Cradle Coast Branch has held three meetings this year which were well attended. The Branch had a name change from North West Branch to Cradle Coast Branch. The Branch also fell into virtual meetings as a result of COVID- 19. The guest speakers have been interesting and insightful and were the highlight of each meeting. The partnership with Cradle Coast Authority has room to develop, which I am sure will bring rewards for the Branch and the Authority.

The 2019 LGP Conference was held at the paranaple convention centre in Devonport. A team of willing branch members supported EO, Mary Frost to deliver a fabulous conference.

The first meeting was held on the 4th December at the paranaple centre in Devonport.

Guest Speaker – Jeff Griffith Jeff Griffith outlined his program for digital security planning recommending the importance of knowing what target you were aiming at and to consider Cyber Security Insurance and a Cyber Security Policy. Jeff is available to assist anyone who would like to know more about the Digital Security Planning Model.

Guest Speaker – Daryl Connelly Daryl Connelly noted the signing of the Memorandum of Understanding (MOU) between Cradle Coast Authority and LG Professionals North West. The MOU aimed to encourage a strong and efficient Local Government with Cradle Coast Authority playing a coordination role of bringing Councils together. LG Professionals Cradle Coast provides good networking opportunities to assist in learning from one another. A strong local government was good for the regionals to model lean, agile, innovative ways to get things done.

The meeting concluded with members attending a networking function at Southern Wild Distillery hosted by Cradle Coast Authority.

The second meeting was held on 27th February at the Latrobe Council. The meeting covered topics for future meetings and other general business. There was a networking event after the meeting with an overview by Claire Smith from the Cradle Coast Authority on the MOU between the Authority and the branch.

Guest Speaker – Gerald Monson Claire Smith introduced Gerald Monson, General Manager of Latrobe and Kentish Councils. Gerald is one of the coast’s most experienced General Managers with particular emphasis on resource sharing model. Gerald gave a very informative presentation on resourcing sharing and his experiences and issues faced over the last four to five years and where council will go after that time.

The third meeting was held 26th May virtually as a result of COVID19 restrictions. The meeting was well attended, and feedback post the meeting indicated members enjoyed this format.

COMPILATION REPORT TO LOCAL GOVERNMENT PROFESSIONALS ASSOCIATION (TASMANIAN DIVISION)

We have compiled the accompanying special purpose financial statements of Local Government Professionals Association (Tasmanian Division) which comprise the Statement of Financial Position as at 30 June 2020, the Statement of Profit or Loss and Other Comprehensive Income, Statement of Changes in Equity and Statement of Cash Flows for the year then ended, a summary of significant accounting policies and other explanatory notes.

The specific purpose for which the special purpose financial statements have been prepared is set out in Notes 1 and 2.

The Responsibility of the Directors

The directors of Local Government Professionals Association (Tasmanian Division) are solely responsible for the information contained in the special purpose financial statements, the reliability, accuracy and completeness of the information and for the determination that the basis of accounting used is appropriate to meet their needs and for the purpose that the financial statements were prepared.

Our Responsibility

On the basis of the information provided by the directors of Local Government Professionals Association (Tasmanian Division), we have compiled the accompanying special purpose financial statements in accordance with the significant accounting policies adopted as set out in Notes 1 and 2 to the financial statements and APES 315: Compilation of Financial Information.

We have applied our expertise in accounting and financial reporting to compile these financial statements in accordance with the basis of accounting described in Notes 1 and 2 to the financial statements. We have complied with the relevant ethical requirements of APES 110 Code of Ethics for Professional Accountants.

Our procedures use accounting expertise to collect, classify and summarise the financial information, which the directors provided, in compiling the financial statements. Our procedures do not include verification or validation procedures. No audit or review has been performed and accordingly no assurance is expressed.

The special purpose financial statements were compiled exclusively for the benefit of the directors of Local Government Professionals Association (Tasmanian Division). 1 Basis of Preparation

Local Government Professionals Association (Tasmanian Division) is an incorporated association in Tasmania. The association is primarily involved in Local Government Services.

In the opinion of the directors, the association is not publicly accountable nor a reporting entity. The special purpose financial statements have been prepared for distribution to the members.

The association is a not-for-profit entity for financial reporting purposes under Australian Accounting Standards.

(a) Statement of Compliance Unless otherwise noted, the special purpose financial statements have been prepared in accordance with the recognition, measurement and classification aspects of all applicable Australian Accounting Standards (AASBs) adopted by the Australian Accounting Standards Board (AASB).

The financial report does not include the disclosure requirements of all AASBs except for the following minimum requirements:

AASB 101: Presentation of Financial Statements AASB 107: Statement of Cash Flows AASB 108: Accounting Policies, Changes in Accounting Estimates and Errors AASB 1048: Interpretation of Standards AASB 1054: Australian Additional Disclosures

The financial statements do not comply with International Financial Reporting Standards (IFRS adopted by the International Accounting Standards Board (IASB.

The financial statements were approved by the directors on the same date as the signing of the Directors' Declaration.

(b) Basis of Measurement The financial statements have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes.

(c) Functional & Presentation Currency These financial statements are presented in Australian dollars, which is the association's functional currency.

(d) Critical Accounting Estimates & Judgements The directors evaluate estimates and judgements incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the association.

2 Summary of Significant Accounting Policies

Income Tax Income tax expense comprises current and deferred tax. It is recognised in profit or loss except to the extent that it relate to items recognised directly in equity or in other comprehensive income ("OCI").

(i) Current tax Current tax comprises the expected tax payable or receivable on the taxable income or loss for the year and any adjustment to tax payable or receivable in respect of previous years. It is measured using tax rates enacted or substantively enacted at the reporting date. Current tax also includes any tax liability arising from dividends.

(ii) Deferred tax Deferred tax is recognised in respect of temporary differences between the carrying amounts of assets and liabilities for financial reporting purposes and the amounts used for taxation purposes.

Deferred tax is not recognised for temporary differences on the initial recognition of assets or liabilities in a transaction that is not a business combination and at the time of the transaction, affects neither accounting profit nor taxable profit (tax loss).

Deferred tax is measured at the tax rates that are expected to be applied to temporary differences when they reverse, using tax rates enacted or substantively enacted at the reporting date. The measurement of deferred tax reflects the tax consequences that would follow the manner in which the Association expects, at the reporting date, to recover or settle the carrying amount of its assets and liabilities.

Deferred tax assets and liabilities are offset only if certain criteria are met. A deferred tax asset is recognised for unused tax losses, tax credits and deductible temporary differences, to the extent that it is probable that future taxable profit will be available against which they can be utilised. Deferred tax assets are reviewed at each reporting date and are reduced to the extent that it is no longer probable that the related benefit will be realised.

(iii) Tax exposures In determining the amount of current and deferred tax the Association takes into account the impact of uncertain tax positions and whether additional taxes and interest may be due. This assessment relies on estimates and assumptions and may involve a series of judgements about future events. New information may become available that causes the Association to change its judgement regarding the adequacy of existing tax liabilities; such changes to tax liabilities will impact tax expense in the period that such a determination is made.

Deferred tax consequences relating to a non-monetary asset carried at fair value are determined using the assumption that the carrying amount of the asset will be recovered through sale.

Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation and impairment.

Depreciation Property, plant and equipment excluding freehold land, is depreciated over the assets useful life to the Association, commencing when the asset is ready for use.

Leased assets and leasehold improvements are amortised over the shorter of either the unexpired period of the lease or their estimated useful life.

Employee Benefits

Provision is made for the association's liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be wholly settled within one year have been measured at the amounts expected to be paid when the liability is settled.

Employee benefits expected to be settled more than one year after the end of the reporting period have been measured at the present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may satisfy vesting requirements.

Defined contribution schemes Obligations for contributions to defined contribution superannuation plans are recognised as an employee benefit expense in profit or loss in the periods in which services are provided by employees.

Provisions

Provisions are recognised when the association has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured.

Cash and Cash Equivalents

Cash and cash equivalents comprises cash on hand, demand deposits and short-term investments which are readily convertible to known amounts of cash with original maturities of three months or less and which are subject to an insignificant risk of change in value.

Revenue and Other Income Revenue is measured based on the consideration specified in a contract with a customer. The Association recognises revenue when it transfers control over a good or service to a customer.

Interest revenue Interest revenue is recognised using the effective interest rate method.

Other income Other income is recognised on an accruals basis when the Association is entitled to it.

Borrowing Costs

All borrowing costs are recognised as an expense in the period in which they are incurred. Borrowing costs that are directly attributable to the acquisition, construction or production of a qualifying asset are capitalised as part of the cost of that asset.

New Accounting Standards The Australian Accounting Standards Board has issued new and amended Accounting Standards and Interpretations that have mandatory application dates for future reporting periods. The association has decided against early adoption of these Standards. None of these are expected to have a significant impact on the financial statements of the association.

12 Events After the Reporting Period The spread of novel Coronavirus (COVID-19) was declared a public health emergency by the World Health Organisation on 31 January 2020 and upgraded to a global pandemic on 11 March 2020. The value of the Entity may be significantly affected pursuant to events subsequent to the balance sheet date with the outbreak of the pandemic. The full economic impact of COVID-19 cannot be determined as at the date of this report and the effects it may have on the Entity.

There were no other events subsequent to the reporting date up until the date of issue of this report.
