Scope and Content The materials in FOIA 2009-0704-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2009-0704-F contains materials primarily from the White House and State Department related to U.S. relations with Venezuela. 1 2009-0704-F The White House Office of Records Management (WHORM) Alphabetical Files contain letters from U.S. citizens and foreign nationals seeking assistance from the President in resolving residency/ immigration issues and correspondence voicing security concerns related to his trip to the Andean Drug Summit in Cartagena, Colombia. The WHORM Subject File categories contain memoranda, correspondence, and speeches pertaining to Vice President Quayle’s visit to Venezuela to attend the inauguration of President Carlos Andres Perez in 1989 and similar records (including schedules, itineraries, and other planning materials) related to President Bush’s trips to Columbia and Venezuela in 1990, as well as Mrs. Bush’s trip to Latin America in 1981. The Staff and Office Files contain White House Advance Office briefing books and planning materials related to President Bush’s 1990 Latin America trip; Presidential speeches and remarks; cables and memoranda related to head of state meetings between President Bush and Venezuelan President Carlos Andres Perez and other Latin American leaders; background materials and final report of the Andean Drug Summit; press briefing materials; correspondence between Presidents Bush and Perez; and materials related to the planning of the State Visit of Carlos Andres Perez to Washington, D.C. Other materials include reports and cables related to anti-narcotics/ interdiction efforts and cooperation in Latin America and briefing books related to Vice President Bush’s trip to Venezuela to attend the funeral of Venezuelan President Betancourt. (A portion of the records in this request have been closed due to national security restrictions. These records will be added to the request if and when they are released.) System of Arrangement Records that are responsive to this FOIA request were found in six collection areas—Bush Presidential Records: WHORM Alphabetical Files; Bush Presidential Records: WHORM Subject Files; Bush Presidential Records: Staff and Office Files; Bush Vice Presidential Records: Subject File; Bush Vice Presidential Records: Staff and Office Files; Quayle Vice Presidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM Subject Files are processed at the document level. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category. A complete listing of the subject categories including a detailed description of each category is available in our research room and on our website at http://bushlibrary.tamu.edu/research/find/whorm/whorm.html.
