S18. WIDE AREA TELECOMMUNICATIONS SERVICE (Discontinued Service Offering)

S18.1 General Obsolete. The provision of Business Line 800/Residential Line 800 Service will be continued for existing customers only. Service will not be offered for new installations, moves, changes or additions. Month-to-month customers may retain the service as long as they do not request changes to it.

a. Wide Area Telecommunications Service (WATS) is the furnishing of facilities by the Company for dial type telecommunications between a termination associated with a WATS access line or exchange service line and terminations using the public switched network within the State of North Carolina in accordance with the regulations and schedule of charges specified in this Product Guide. The WATS charges set forth herein are in payment for the service furnished between the calling and called terminations within North Carolina. For both Outward WATS and 800/877/888 Service, intraLATA service may be subscribed to separately or may be subscribed to in combination (Combined WATS) with an interLATA carrier's interLATA WATS or WATS-like service requiring the use of the Company's WATS serving office. (For multijurisdictional WATS Access Line "1+" and "0" intraLATA usage refer to S18.5.1.h., following. This Section and applicable portions of Section S1 (T) of this Product Guide set forth or references the rules, regulations and rates for the intraLATA portion of these (T) services. For the rules, regulations and rates of the interLATA portion of these services, refer to the interLATA carrier's tariffs).

b. Combined Outward WATS, intraLATA Only Outward WATS require the use of a WATS access line from S18.5.2 of this Product Guide. Option 800/877/888 Service and Open 800/877/888 Service,1 will be terminated on a WATS access line from S18.5.2 of this Product Guide.

c. A WATS access line for Option 800/877/888 Service and Open 800/877/888 Service is the transmission path between a WATS termination and the point in the Company Central Office where access to the public switched network is obtained for the purpose of completing WATS calls. The WATS access line will be arranged at the customer's option for Outward WATS Service.

d. Option 800/877/888 Service and Open 800/877/888 Service will be terminated on a WATS access line arranged for inward calling only. The termination of 800/877/888 Service to an existing Outward WATS or Open 800/877/888 Service or Option 800/877/888 Service telephone number is prohibited.

e. WATS access lines may also be provided over an intraLATA 1.544 Megabit Service, Controlink® Digital Channel Service or ISDN PRI service equipped with Outward WATS or 800/877/888 Service functionality. This service can only be provided in conjunction with and where 1.544 Megabit Service, Controlink® Digital Channel Service or ISDN PRI service has physically been provided.

f. See Section S14 of this Product Guide for high capacity channel services available to nonseller customers. High (T) capacity channel services are available for use by resellers from the Company”s Facilities for Intrastate Access Tariff.

g. WATS arranged for combined intraLATA/interLATA outward service (in conjunction with an interLATA carrier) provides for the origination of calls from a termination associated with WATS for telecommunications with terminations within this State by way of the WATS access line and the public switched network. WATS arranged for intraLATA only outward service provides for the origination of calls from a termination associated with WATS for telecommunications within the same LATA and this same State by way of the WATS access line and the public switched network.

h. WATS arranged for Open 800/877/888 Service provides for the termination of intrastate calls to 800/877/888 Service access lines. WATS arranged for Option 800/877/888 Service provides for the termination of intraLATA intrastate calls to the 800/877/888 access line.

i. WATS is furnished in the offices technically capable of providing the service only if the necessary facilities are available.

j. Combined IntraLATA/InterLATA Outward WATS is furnished only in offices where the interLATA carrier has purchased appropriate Feature Group C or D access facilities.

k. In all cases communications must be completed without the assistance of a Company operator1, except that a Company operator will:

(1) Re-establish a call which has been interrupted by cutoff or poor transmission after the called number has been reached.

l. WATS access line extensions associated with an intraLATA WATS access line must be located within the same LATA as the WATS access line.2

m. The Company will provide the intraLATA portion of Open 800/877/888 Service and the IC will provide the interLATA portion of the service. For the rules, regulations and rates of the interLATA portion of this service, refer to the IC's tariffs.

Note 1: Due to technical limitations of certain interLATA carriers' services, operator assistance as specified in S18.1.k. preceding cannot be provided with the Combined IntraLATA/InterLATA Outward WATS offered in conjunction with interLATA carriers having these technical limitations.

Note 2: Refer to the interLATA carrier's tariff for availability, rates and charges applicable to WATS access line extensions terminated in a LATA other than the WATS access line.

n. Option 800/877/888 Service and Open 800/877/888 Service are provided by the Company utilizing 800/877/888 Number Service.

(1) 800/877/888 Number Assignment

800/877/888 Number Service provides for the assignment of a single ten digit 800/877/888 number (i.e.: available 800+NXX-XXXX, 877+NXX-XXXX or 888+NXX-XXXX) to the customer for use in any or all of the preceding stated LATAs for intraLATA calling. 800/877/888 Number Service can be selected for an area consisting of more than one LATA by specifying the desired Area of Service described in (2) following. The assigned 800/877/888 number can terminate to a WATS Access line provided in S18.5.2 following of this Product Guide. In the provisioning of Open 800/877/888 Service, the Company will be the Responsible Organization (RESPORG). The ten-digit POTS number must be furnished to the Company for intraLATA screening and call completion.

(2) Area of Service

Area of Service for Option 800/877/888 Service defines the geographic locations (LATAs) within a state from which the customer desires to accept calls for a given 800/877/888 Number. The Area of Service may range from a single LATA to all of the available LATAs. A WATS Access Line is required within each LATA specified by the Area of Service for termination of 800/877/888 Service traffic that originated within that LATA. The desired Area of Service must be specified by the customer at the time Option 800/8770888 Service is ordered. Customers requesting an Area of Service encompassing more than one LATA are required to the subscribed to the Variable Call Destination feature described in (3) following. Area of service for Open 800/8770888 Service provided on a WATS Access Line is defined as the entire state; it cannot be defined as the entire United States.

(3) Variable Call Destination

The Variable Call Destination feature provides for multiple terminations (one ten digit telephone number per LATA) of Option 800/877/888 Service when the customer specifies an Area of Service greater than one LATA. This allows for the assignment of one 800/877/888 Number, for use in all available LATAs, with termination to a WATS Access Line within the LATA where the 800/877/888 call originated. Rates for Variable Call Destination record establishment and record changes are provided in S18.5.8, following.

S18.2 Use of the Service

a. The service is furnished subject to the condition that all applicable regulations stipulated in Section S1 of this (T) Product Guide will be adhered to and that there will be no abuse or fraudulent use of the service. Abuse or (T) fraudulent use of service includes:

(1) The placing or acceptance of a WATS call by a WATS customer, his agent, employee or representative, in response to an uncompleted long distance call, which was not completed in order to transmit or receive intelligence without payment of the applicable long distance charge.

(2) The obtaining, or attempting to obtain, or assisting another to obtain or to attempt to obtain, Wide Area Telecommunications Service by arranging, tampering with, or making connection with any facilities of the Company, or by any trick, scheme, false representation, or false credit device, or by or through any other fraudulent means or device whatsoever, with intent to avoid the payment, in whole or in part, of the regular charge for such service.

b. WATS is available for use with data transmitting and receiving equipment (including telewriter equipment) and teletypewriter equipment for the transmission and reception of data signals.

c. Use of Service Exceptions - The service is provided except as specified following, only for communications in which the customer has a direct interest and shall not be used for any purpose for which a payment or other compensation shall be received by him from any other person, firm or corporation for such use, or in the collection, transmission or delivery of any communications for others.

(1) This provision shall not apply when 800/877/888 Service is used: by a Radio Common Carrier engaged in providing one-way tone or tone and voice signaling service.

d. 800/877/888 Service facilities are available for use with Public Announcement Services and are subject to the provisions and regulations outlined herein and in Section S1 and S10 of this Product Guide. (T)

S18.3 Limitation of Service

a. WATS does not include person-to-person, collect, conference, or other calls requiring operator handling except as provided in S18.1.k. preceding.

b. WATS is not represented as adapted for connection to other services of the Company. This service contem- plates the provision of satisfactory transmission only between the WATS access line for Option 800/877/888 Service and Open 800/877/888 Service and the called or calling station.

Connection of WATS to other services is permitted on a switched basis only. No permanent connection between WATS and other services may be established. However, satisfactory transmission cannot be assured when the WATS access line is connected to other Company services or to customer provided equipment or services.

Extensions from WATS access lines are restricted to the use of the customer, his representatives and associates and are furnished only on the same or different premises of the same customer except that extensions from 800/877/888 Service may be located on other than the customer's premises for the purpose of answering calls at such times when the customer is not available at the main station.

c. 800/877/888 Service is furnished upon the condition that the customer contracts for an adequate number of WATS access lines for Option 800/877/888 Service and Open 800/877/888 Service to permit the use of this service without injurious effects upon it or any other service rendered by the Company. The Company may terminate or refuse to furnish 800/877/888 Service to any applicant, without incurring any liability, if the use of the service would interfere with or impair WATS or any other service rendered by the Company. In the case of such a termination of service, at least five days must elapse following written notification to the customer by mail or in person of the Company's intention to terminate the service for such cause.

d. Any arrangement permitting customer control of the number of calls completed to an 800/877/888 Service access line is not permitted.

S18.4 Access Line Terminations

a. The WATS access line consists of all facilities, including outside plant facilities from the Company serving central office equipment to the first Company provided standard network interface on the customer's premises. Charges for Company provided jacks other than the standard network interface used in association with WATS are specified in Section S18.11 of this Product Guide.

b. The termination of a WATS access line is the standard network interface. The first termination is the WATS access line and all other terminations on the same line are WATS access line extensions.

c. WATS access lines and extensions will be terminated only at premises located within the State of North Carolina.

The rates and charges specified herein for WATS access line extensions provide for a WATS extension located within the same LATA as the WATS access line.

d. The WATS access line may be connected to one of the following:

(1) Terminal equipment, multiline terminating systems or a communication system on the customer's premises.

(2) Switching equipment in the Company Central Office.

(3) To an Other Common Carrier (OCC) or Central Office Connection Facility (COCF) channel in the Company Central Office.

S18.5 Rates and Charges

S18.5.1 General

a. The separate recurring usage rate structures of the local exchange carrier and the interLATA carrier providing Combined IntraLATA/InterLATA Outward WATS are based on separate identification of intraLATA and interLATA usage.

b. For Option 800/877/888 Service, Open 800/877/888 Service, Combined IntraLATA/InterLATA Outward WATS and IntraLATA Outward WATS, the intraLATA usage is rated according to the schedule of monthly usage charges in S18.5.2.b. following.

c. This schedule requires a separate monthly charge for each WATS access line in a service group for Option 800/877/888 Service or Open 800/877/888 Service independent of usage on that line or service group.

d. Monthly usage charges are computed on an average usage per WATS access line in a service group utilized for Option 800/877/888 Service or Open 800/877/888 Service according to the schedule and methodology found in S18.5.2.b. and c., following. WATS access lines will not be mixed at any one customer location for termination of intraLATA Only 800/877/888 traffic associated with a given 800/877/888 number.

e. Service Group

(1) The term "Service Group" as used in connection with Outward WATS denotes one or more Outward WATS access lines for the same service area terminated in the same multiline terminating system at the same premises.

(2) The term "Service Group" as used in connection with 800/877/888 Service denotes the WATS access lines arranged in Central Office equipment furnished by the Company as part of a given hunting arrangement.

f. Chargeable Time

(1) Chargeable time begins when the connection is made between the WATS termination and the calling or called termination.

(2) Chargeable time ends when the calling termination hangs up. However, if the calling termination does not hang up after the called termination hangs up, then chargeable time ends when timing equipment in the network connection is released by the telephone network automatic timing equipment.

g. Minimum Average Time Requirement (MATR)

(1) Outward WATS usage is subject to an average of fifteen seconds per completed call for each billing period in each service group. 800/877/888 Service usage is subject to an average of fifteen seconds per completed call for each billing period in each service group used to terminate Option 800/877/888 Service and Open 800/877/888 Service usage.

(2) If the average duration of all such calls is less than the MATR (fifteen seconds for Outward WATS and 800/877/888 Service), the total use for the service group equals the number of calls multiplied by the MATR (fifteen seconds for Outward WATS and 800/877/888 Service).

h. Multijurisdictional WATS Access Line "1+" or "0" IntraLATA Usage

"1+" and "0" intraLATA usage carried over WATS access lines, having both intra and interstate capability (multijurisdictional) and provided from the GTOC Tariff FCC No. 1 interstate tariff, will be completed over LEC facilities at LEC intraLATA WATS rates and subject to rules and regulations applicable to LEC intraLATA WATS. The "1+" and "0" intraLATA usage will be billed to the customer (end user or IC) where the closed end of the Multijurisdictional WATS Access Line is terminated. Customer billing information must be provided to the Company at the time the Multijurisdictional WATS Access Line is ordered.

c. Method of Determining Usage Charges (Continued)

(1) For Combined IntraLATA/InterLATA Outward WATS or IntraLATA Outward WATS, apply the following to the intraLATA calls and usage. For Option 800/877/888 Service or Open 800/877/888 Service, apply the following to only the intraLATA 800/877/888 calls and usage.

(2) Determine the total chargeable hours for each service group. This is the greater of (a) or (b) following, rounded to the nearest tenth (one decimal place).

(a) Determine the total number of completed calls for the service group. Determine the equivalent hours used by applying the minimum average time requirement of fifteen seconds per call (1 call x 15 seconds) for Outward WATS or fifteen seconds per call (1 call x 15 seconds) for 800/877/888 Service.

(b) Determine the total actual hours used for each service group.

(3) Determine the number of access lines within each service group in service during the month. Access lines in service for a fraction of a month are based on the number of days in service divided by thirty days. The result is rounded to the nearest hundredth (two decimal places).

(4) Determine the average usage for each access line in each service group by dividing the chargeable hours in (2) preceding by the number of access lines in (3) preceding.

(5) Determine the usage charge for each access line by multiplying the hourly rate in the appropriate taper(s) specified in b. preceding by the number of hours used in each taper and totaling these charges.

(6) Determine the total usage charge in a service group by multiplying the results from (5) preceding by the number of access lines in the service group.

a. Definitions

Service Ordering Charge: Applies to work performed by the Company in connection with the receiving, recording and processing of customer requests for service.

Access Line Connection Charge: Applies to work associated with establishing or changing each WATS access line or access line extension connection; may include work in the Central Office, the customer premises or intermediate locations.

Premises Visit Charge: Applies to a visit to the customer's premises to perform work, other than disconnect work, requested by the customer.

Premises Work Charges - Simple Service: Simple Premises Work Charges are nonrecurring charges based on the work required to complete the installation of customer requested rearrangements on the customer's premises. Premises work is that work performed by a Company representative on a customer premises which includes, but is not limited to, customer requests for rearrangements of a drop wire, protector, and/or Network Interface. Premises work does not include the work required to establish network access.

Record Change Only Charge: Applies to work associated with a change of Company records at the customer's request, for a transfer of service as specified in Section S1.8 of this Product Guide, a change in (T) the 800/877/888 Service National Directory Center listing, or a change in the number of Outward WATS access lines in a service group when none of the other nonrecurring charges apply.

S18.5.4 Minimum Service Period

The minimum service period for WATS is one day, except as specified in S18.5.2.b.(3) preceding.

S18.5.5 Fractional Periods

a. The charges for a fractional part of a month will be a proportionate part of the monthly recurring charge based on the actual number of days the service is provided.

b. For the purpose of administering this regulation with respect to the determination of charges for a fractional part of a month, every month is considered to have 30 days.

S18.5.6 Allowance for Interruptions

a. Allowance for interruptions applies to each WATS access line as set forth following:

(1) When the WATS access line is interrupted for a period of less than two (2) hours no credit applies.

(2) When the WATS access line is interrupted for a period of two (2) hours to 24 hours a per day credit applies. Credit Amount

(a) Per access line $11.37

(3) When the WATS access line is interrupted for a period of more than 24 hours, the credit specified in S18.5.6.a.(2) applies for each 24 hour period or any fraction thereof.

(4) The credit in (2) and (3) preceding includes all credit to be applied for an interruption.

(5) None of the preceding credit allowances will be made for:

(a) Non-completion of WATS messages due to busy network conditions.

(b) Interruption of service due to customer provided equipment or systems.

(c) Interruption of service due to negligence of the customer.

(d) Interruption of service during any period in which the Company is not afforded access to the premises at which the WATS access line is terminated.

(e) Interruption of service during any period when the customer has released the WATS access line to the Company for maintenance purposes, or implementation of a customer order for a change in service arrangement.

(6) Long distance message telecommunications service furnished at a customer's request when his WATS is interrupted is charged at the long distance telecommunications rates contained in Section S13 of this (T) Product Guide.

Directory Assistance Service for customers of Verizon requesting telephone numbers of customers who are located outside their calling area, but within the same NPA (Number Plan Area) is furnished under the provisions of Section S3.6 of this Product Guide. S18.7 Option 800/888 and Open 800/888 Service on an Exchange Access Line

Option 800/888 and Open 800/888 Service terminated on an Exchange Access Line is discontinued as a new service offering as of July 2, 1997, and will no longer be provided for new installations. However, these Regulations, Rates and Charges are applicable to customers on record prior to July 2, 1997, until such time as they remove the service. Changes and/or additions requested by existing customers, to Option 800/888 and Open 800/888 Service on an Exchange Access Line, will not be allowed under this obsolete service offering.

S18.7.1 General

a. Wide Area Telecommunications Service (WATS) is the furnishing of facilities by the Company for dial type telecommunications between a termination associated with an exchange service line and terminations using the public switched network within the State of North Carolina in accordance with the regulations and schedule of charges specified in this Product Guide. The WATS charges set forth herein are in payment for the service furnished between the calling and called terminations within North Carolina.

b. Option 800/888 Service and Open 800/888 Service,1 can be terminated on an exchange service line purchased from this Product Guide. See S18.7.4, following, for other applicable charges when terminated (T) over an exchange service line.

c. An exchange service line for Option 800/888 Service and Open 800/888 Service is the transmission path between a WATS termination and the point in the Company Central Office where access to the public switched network is obtained for the purpose of completing WATS calls.

Note 1: Open 800/888 Service customers who choose to terminate the 800/888 number to an exchange access line may elect the Area of Service as either the entire state or the entire United States.

S18.7.1 General (Continued)

d. Option 800/888 Service and Open 800/888 Service terminated on an exchange service line, only one 800/888 number can be assigned to terminate on any one exchange number. An exchange access number may include residence or business line. The termination of Open 800/888 Service or Option 800/888 Service telephone number on an existing Outward WATS is prohibited.

e. WATS arranged for Open 800/888 Service provides for the termination of intrastate calls to 800/888 Service exchange service lines. WATS arranged for Option 800/888 Service provides for the termination of intraLATA intrastate calls to the 800/888 exchange service line located within the same LATA and State.

f. WATS is furnished in the offices technically capable of providing the service only if the necessary facilities are available.

g. In all cases communications must be completed without the assistance of a Company operator, except that a Company operator will:

(1) Re-establish a call which has been interrupted by cutoff or poor transmission after the called number has been reached.

S18.7.1 General (Continued)

h. Option 800/888 Service and Open 800/888 Service are provided by the Company utilizing 800/888 Number Service.

(1) 800/888 Number Assignment

800/888 Number Service provides for the assignment of a single ten digit 800/888 Number (i.e.: avail- able 800+NXX-XXXX or 888+NXX-XXXX) to the customer for use in any or all of the preceding stated LATAs for intraLATA calling. 800/888 Number Service can be selected for an area consisting of more than one LATA by specifying the desired Area of Service described in (2) following. The assigned 800/888 number can terminate to an exchange service line. S18.7.4 following provides the applicable charges for Option 800/888 Service and Open 800/888 Service terminating to an exchange service line. In the provisioning of Open 800/888 Service, the Company will be the Responsible Organization (RESPORG). The ten-digit POTS number must be furnished to the Company for intraLATA screening and call completion.

(2) Area of Service

Area of Service for Option 800/888 Service defines the geographic locations (LATAs) within a state from which the customer desires to accept calls for a given 800/888 Number. The Area of Service may range from a single LATA to all of the available LATAs. An exchange service line is required within each LATA specified by the Area of Service for termination of 800/888 Service traffic that originated within that LATA. The desired Area of Service must be specified by the customer at the time Option 800/888 Service is ordered. Customers requesting an Area of Service encompassing more than one LATA are required to subscribe to the Variable Call Destination feature described in (3) following. Area of service for Open 800/888 Service is defined as the entire state or the entire United States.

(3) Variable Call Destination

The Variable Call Destination feature provides for multiple terminations (one ten digit telephone number per LATA) of Option 800/888 Service when the customer specifies an Area of Service greater than one LATA. This allows for the assignment of one 800/888 Number, for use in all available LATAs, with termination to an exchange service line within the LATA where the 800/888 call originated. Rates for Variable Call Destination are provided in Section S18.5.8, of this Product Guide.

S18.7.2 Use of the Service

a. The service is furnished subject to the condition that all applicable regulations stipulated in Section S1 of the (T) Company’s General Subscriber Services Tariff will be adhered to and that there will be no abuse or fraudulent use of the service. Abuse or fraudulent use of service includes:

(1) The placing or acceptance of a WATS call by a WATS customer, his agent, employee or representative, in response to an uncompleted long distance call, which was not completed in order to transmit or receive intelligence without payment of the applicable long distance charge.

(2) The obtaining, or attempting to obtain, or assisting another to obtain or to attempt to obtain, Wide Area Telecommunications Service by arranging, tampering with, or making connection with any facilities of the Company, or by any trick, scheme, false representation, or false credit device, or by or through any other fraudulent means or device whatsoever, with intent to avoid the payment, in whole or in part, of the regular charge for such service.

b. WATS is available for use with data transmitting and receiving equipment (including telewriter equipment) and teletypewriter equipment for the transmission and reception of data signals.

c. Use of Service Exceptions - The service is provided except as specified following, only for communications in which the customer has a direct interest and shall not be used for any purpose for which a payment or other compensation shall be received by him from any other person, firm or corporation for such use, or in the collection, transmission or delivery of any communications for others.

(1) This provision shall not apply when 800/888 Service is used: by a Radio Common Carrier engaged in providing one-way tone or tone and voice signaling service.

d. 800/888 Service facilities are available for use with Public Announcement Services and are subject to the provisions and regulations outlined herein and in Section S1 and Section S10 of this Product Guide. (T)

S18.7.3 Limitation of Service

a. WATS does not include person-to-person, collect, conference, or other calls requiring operator handling except as provided in S18.7.1.g. preceding.

b. WATS is not represented as adapted for connection to other services of the Company. This service contem- plates the provision of satisfactory transmission only between the exchange service line for Option 800/888 Service and Open 800/888 Service and the called or calling station.

Connection of WATS to other services is permitted on a switched basis only. No permanent connection between WATS and other services may be established.

c. 800/888 Service is furnished upon the condition that the customer contracts for an adequate number of exchange service lines for Option 800/888 Service and Open 800/888 Service to permit the use of this service without injurious effects upon it or any other service rendered by the Company. The Company may terminate or refuse to furnish 800/888 Service to any applicant, without incurring any liability, if the use of the service would interfere with or impair WATS or any other service rendered by the Company. In the case of such a termination of service, at least five days must elapse following written notification to the customer by mail or in person of the Company's intention to terminate the service for such cause.

d. Any arrangement permitting customer control of the number of calls completed to an 800/888 Service access line is not permitted.

S18.7.4 Rates and Charges

a. For Option 800/888 Service and Open 800/888 Service, the intraLATA usage is rated according to the schedule of monthly usage charges in S18.7.4.f. following.

b. This schedule requires a separate monthly charge for each exchange service line for Option 800/888 Service or Open 800/888 Service independent of usage on that line or service group.

c. Monthly usage charges are computed on the total hours of use per exchange service line utilized for Option 800/888 Service or Open 800/888 Service according to the schedule and methodology found in S18.7.4.f. and g., following. Exchange service lines will not be mixed at any one customer location for termination of intraLATA Only 800/888 traffic associated with a given 800/888 number.

d. Chargeable Time

(1) Chargeable time begins when the connection is made between the WATS termination and the calling or called termination.

(2) Chargeable time ends when the calling termination hangs up. However, if the calling termination does not hang up after the called termination hangs up, then chargeable time ends when timing equipment in the network connection is released by the telephone network automatic timing equipment.

e. Minimum Average Time Requirement (MATR)

(1) 800/888 Service usage is subject to an average of fifteen seconds per completed call for each billing period for each exchange service line used to terminate Option 800/888 Service and Open 800/888 Service usage.

(2) If the average duration of all such calls is less than the MATR (fifteen seconds for 800/888 Service), the total use for the exchange service line equals the number of calls multiplied by the MATR (fifteen seconds for 800/888 Service).

g. Method of Determining Usage Charges

(1) For Option 800/888 Service and Open 800/888 Service terminating on an exchange service line, monthly usage charges are calculated separately for each LATA in which the service terminates on an exchange service line. The usage charge applies as follows:

(a) For each exchange service line (telephone number) termination of a given 800/888

number (maximum of one per LATA), the total chargeable hours for each rate period for

each termination is the greater of 1. or 2. following, rounded to the nearest tenth (one decimal place).

1. Determine the total actual Option 800/888 Service or Open 800/888 Service hours associated with a given 800/888 number and exchange service line for each rate period (chargeable time for each call is specified in S18.7.4.d. and e. preceding), or

2. Determine the total "equivalent" hours associated with a given 800/888 number for the exchange service line termination used for each rate period by applying the minimum average time requirement of fifteen seconds per call (1 call x 15 seconds).

(b) Using the total chargeable hours per rate period determined in (a) preceding, and the table of hourly rates from S18.7.4.f., preceding, multiply the hourly rate(s) in the appropriate taper(s) by the number of hours used in each taper. The total charge is the sum of all the usage tapers.
