Hastings County Clerks and Treasurers Association Meeting Minutes January 15th 2015 The Clerks and Treasurers Association met on Thursday, January 15th at the Eldorado Community Centre with the following people in attendance.

Chair Jennifer Trumble called the meeting to order.

Association Business:

(a) Adoption of Minutes from the September 18th, 2014 Meeting

Moved by: Arlene Cox Seconded by: Pat Pilgrim That the minutes of the September 18th, 2014 Meeting of the HCCTA be adopted as circulated. Carried -

(b) Treasurers Report

The report was not available for the period.

(c) Other Business

The results of the poll sent out in September showed that the meetings will stay the third Thursday of the month.

An email is to be sent to see who will pay for the Councillor Orientation workshop luncheon.

Nancy Carrol will contact Road supt. with regards to getting on the agenda for their meeting to discuss joint purchasing.

Marmora is looking for fence viewer, and pound keeper, they were wondering if any municipalities in close proximity would be interested in sharing.

Hastings County Updates – no representation

MPAC Updates – Peter Moran and Sarah Arthur  Report on growth in Hastings County  All building permits need to be filed  MPAC making effort to have all appeals completed within the fiscal year so that they can be reflected in the roll for 2017  Assessment 101 being offered to those municipalities that would like a presentation for their councillors.

Leanne Latter Emergency Management Presentation – 1. Joint Exercises  First year 3 municipalities did a table top discussion  Second year 3 municipalities joined by the Hastings County Control Group did a group exercise with social service and health unit.  Third year & municipalities joined together to do a large group exercise. . Each role was grouped together . There was a centre table at which a member from each role would come up and participate in the session . Very beneficial in networking and strengthening the relationship between the municipalities. Also worked well for compliance.

2. Mentioned the changes that are being made at the county level to be better able to assist when a situation arises. 3. Shared CEMC  By legislation it is permitted to share CEMC through an agreement with an honorarium  In some smaller or differently organized counties the role is performed at the county level. This is not feasible for Hastings County at this time. 4. Support from County level at this time is:  Advise on exercises  Assistance with exercises  Coordination of training for municipalities

Motion: William Lebow and Bernice Crocker “That the Hastings County Clerks and Treasurers Association Petition the Council of the County of Hastings to consider transfer of responsibility of CEMC to the upper tier and that this resolution is sent to all member Municipal Councils for their support” Carried

Kent Fizhugh- MMAH Updates  2015 Good Roads Association / Rural Ontario Municipalities Association Delegations  Municipal Legislation Bill 8 – Public Sector and MPP Accountability and Transparency Act Municipal Elections Act, 1996 will be reviewed after the 2014 municipal election period.  2015 Ontario Municipal Partnership Fund (OMPF)  2014-2015 Ontario Gas Tax Program Funding  Age-Friendly Community Planning Grant  CycleON Program  Updated Line Fences Act Guide  Other provided updates attached

Kent Fizhugh- MMAH – ODRAP presentation  The program is under review so there may be some changes being made to the present program.  Undertaking a review of the Ontario Disaster Relief Assistance Program. Your goals are to ensure the program design and criteria reflect current needs in addressing extreme weather events and build upon lessons learned from recent experiences, such as the 2013 ice storm. You will do so in alignment with the comprehensive review of the province’s emergency management system by the Minister of Community Safety and Correctional Services.  Designed for when communities have been devastated  Very time consuming, committees have to be established  The slides will be attached.

The next meeting will be February 19th, 2015 hosted by Bill Lebow at the Eldorado Community Centre.

The Honourable Ted McMeekin brings his long history of community engagement to his current role as Ontario’s Minister of Municipal Affairs and Housing. He has also served as Minister of Community and Social Services, Minister of Government Services, Consumer Services, and Agriculture, Food and Rural Affairs.

The Minister served as Mayor of Flamborough from 1994-2000 and Hamilton City Councillor from 1977-1981. As MPP for the riding of Ancaster-Dundas-Flamborough- Westdale, the Minister has been a powerful advocate for seniors, children with special needs, farm risk-management programs, strategic infrastructure investment and our local environment.

3. Local Government Week: October 19-25, 2014.

Local Government Week aims to increase youth and public awareness about the important role local government plays in our communities. The week provides a range of opportunities particularly for grades 5 and 10 to educate students on the operation and importance of our civic institutions.
